CALL TO ORDER: Chair Person Sullivan (6:00 PM FLAG SALUTE: Commissioner Richardson ROLL CALL: Carter, Hagel, Moses, Richardson, Sullivan PRESENTATIONS: None PUBLIC COMMENTS: Rebecca Longo COMMISSION REPORTS CONSENT CALENDAR 1. Action Minutes of September 27, 2018—Approved staff recommendation (3-0-2) with a motion made by Commissioner Carter and seconded by Commissioner Moses. Individual voice vote reflected approval by Commissioners Carter,Moses and Sullivan; Commissioners Hagel and Richardson abstained. RECOMMENDATION: 1.1 Approve the Action Minutes of September 27, 2018. COMMISSION BUSINESS 2. Temeku Hills Traffic Conditions — Approved staff recommendation (5-0) with a motion made by Commissioner Richardson and seconded by Commissioner Carter. and directed staff to deploy VCalm Radar Display signs when the City assumes responsibility of street light facilities and to add Temeku Drive at Royal Birkdale. Individual voice vote reflected approval by Commissioners Carter, Hagel, Moses, Richardson and Sullivan. RECOMMENDATION: That the Public/Traffic Safety Commission: 2.1 Maintain the present level of control at the intersections of Temeku Drive at Royal Birkdale Drive and Congressional Way/Berkshire Lane. 2.2 Recommend the City Council adopt a Resolution establishing AI-Way Stop Controls at the intersection of Honors Drive at Brassie Lane. 2.3 Direct Staff to install signs and pavement legends at Golf Cart Crossing locations in the Temeku Hills Community consistent with Caltrans MUTCD Standards and adopted City Council Ordinance and coordinate the replacement of golf cart path stop signs with the HOA. 2.4 Provide further direction to Staff regarding the deployment of the VCalm Radar Display signs on Temeku Drive and Honors Drive. 3. Reschedule Public/Traffic Safety Commission Meetings of November and December 2018 -Approved staff recommendation (5-0)with a motion made by Commissioner Hagel and seconded by Commissioner Moses. Individual voice vote reflected approval by Commissioners Carter, Hagel, Moses, Richardson and Sullivan. RECOMMENDATION: That the Public/Traffic Safety Commission: 3.1 Direct Staff to cancel and reschedule the regular meetings for November and December 2018, and perform the appropriate postings and noticing requirements per the Government Code TRAFFIC ENGINEER'S REPORT POLICE CHIEF'S REPORT FIRE CHIEF'S REPORT ADJOURNMENT—The meeting adjourned at 6:48 PM. The next regular meeting of the City of Temecula Public/Traffic Safety Commission will be held on Thursday, December 13, 2018, at 6:00 P.M. at Temecula Civic Center,City Council Chambers, 41000 Main Street, Temecula, California.
