HomeMy WebLinkAbout081092 OTLRB MinutesOLD TOWN TEMECULA HISTORICAL PRESERVATION DISTRICT LOCAL REVIEW BOARD Regular Meeting August 10, 1992 Members Present: Robert Morris, Tony Terich, Bill Harker, and alternate Christina Grins City Staff: Mathew Fagan Guests: John and Christine McCusker (Kids World) Sandra Schrader (CNN) The meeting convened at 9:10 a.m. in the Board Room of the Community Center, 28816 Pujol Street. The McCuskers of Kids World presented a letter requesting elimination of the requirement for a lattice along the north end of their modular building facing on Third Street. Their reason for the request involved safety of children playing in the area. A copy of McCusker's letter along with one from Larry Markham are attached to these minutes for the record. While the Board felt the request was reasonable on the surface, it was decided to physically look at the situation~ immediately following this meeting, before reaching any conclusions. This was done after the meeting adjourned and it was the consensus of the Board that the lattice could be eliminated without any detriment to the appearance of the facility. It was noted that all other requirements had been implemented and the whole area looked much better. 1. Minutes of the July 20~ 1992 meeting were approved with Harker abstaining. Board approved a proposed sign request from Nana's to be painted on wood per rendering shown to the Board provided it conforms to the percentage of building surface allowed under the existing sign ordinance. 3. Fagan g ave a review report on the following projects: a) The facade on the building being renovated for the Sr. Citizens facility will be braced. There seems to be no problem with the proposed color to be used and there will be a meeting on this project in the City Hall at 4 p.m. on August 12, 1992. Plans for the building which the Board has approved can be seen at the City Hall. Bids will be going out on the 14th of this month with construction to begin in the third week of September and completion targeted for Christmas. -more- Minutes, Review Board Meeting ?/20/92 b) City clean up of the Henning properties on Pujol Street will begin the end of this week. c) The Mercantile building on Main Street is in need of earthquake proofing and the owner is meeting with Tony Elmo of Building & Safety on developing a work plan. d) There will be a meeting on the specific plan for Old Town the end of August. Call Dave Hogan at 694-6400 for more information and notification of meeting date. e) With respect to the porch facing Front Street on the building across from the Swing Inn, the owner will have something in by the end of this week on what they plan to do. Morris has prepared a sketch of a suggested design that would be very functional and improve the appearance of the building. The Sherman Williams Paint Co. color chip brochure depicting colors used during the Victorian period was shown by Fagan and efforts will be made to either get additional copies or have color copies made for use bay the Board. Fagan reported that a second order for the books on historic preservation has been placed and that he has been advised they are now enroute to Temecula. A Board discussion took place at the request of Grina to clarify the role of the alternate Board member. It was decided that if any Board member knows in advance they will be unable to attend a meeting they should let her know so she can represent them. In any event she should always be present to insure a quorum if two or more of the members are absent. There being no further business to come before the Board the meeting was adjourned at 9:40 a.m. and the Board departed for a look at Kids World and a short one block tour of Old Town.
