HomeMy WebLinkAbout93-049 CC Resolution RESOLUTION NO. 93-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA, CALIFORNIA, ADOPTING THE OPERATING BUDGET FOR THE FISCAL YEAR 1992- 93 FOR THE CITY OF TEMECULA AND ESTABLISIHNG CONTROLS ON CHANGES IN APPROPRIATIONS FOR THE VARIOUS DEPARNMNT BUDGETS. WHEREAS, the City Council of the City of Temecula has reviewed the proposed final Operating Budget for fiscal year 1993-94 and has held such public meetings as are necessary prior to adoption of the final Operating Budget, and NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Temecula, California, as follows: SECTION 1. That certain document now on file in the office of the City Clerk of the City of Temecula entitled "City of Temecula 1993-94 Annual Budget," is hereby adopted. SECTION 2. That the following controls are hereby placed on the use and transfers of budget appropriations: A. No expenditure of funds shall be made unless there is an unencumbered appropriation available to cover the expenditure. B. The Department Head may prepare a transfer of appropriations within departmental budget accounts up to $10,000 per transfer, with the approval of the City Manager. C. The City Manager may authorize expenditures of funds in amounts up to $10,000. Any expenditure of funds in excess of $10,000 requires City Council action. D. The City Council must authorize transfers of funds from the Unreserved Fund Balance and transfers within departmental budget accounts of $10,000 or more. E. The City Council must authorize any increase in regular personnel positions above the level included in the final budget. The City Manager may authorize the hiring of temporary or part time staff as necessary within the limits imposed by the controls listed above. Resos 93-49 1 F. Notwithstanding Section 2C, pursuant to Section 3.13.080 of the Municipal Code, the City Manager may authorize Public Works contracts in amounts up to $25,000. Any expenditures of Public Works funds in excess of $25,000 require City Council action, except that the City Manager may approve change orders on Public Works contracts approved by the Council in amounts up to project contingency established by the Council. SECTION 3. Outstanding encumbrances shown on the City books at June 30, 1992, are hereby appropriated for such contracts or obligations for 1993-94. SECTION 4. The City Clerk shall certify adoption of the resolution. PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council on the 22nd day of June, 1993.
