The live stream of the meeting may be viewed on television and/or online. Details can be found at temeculaca.gov/tv. In accordance with Executive Order N-29-20, the public may only view the meeting on television and/or online and not in the Council Chamber. Submission of Public Comments: For those wishing to make public comments at this Council meeting, please submit your comments by email to be read aloud at the meeting by the City Clerk. Email comments must be submitted to the City Clerk at randi.johl@temeculaca.gov. Email comments on matters not on the agenda must be submitted prior to the time the item for Public Comments is called. Email comments on agenda items must be submitted prior to the time public comments are closed on the agenda item. All email comments shall be subject to the same rules as would otherwise govern speaker comments at the Council meeting. Electronic comments on agenda items for this Council meeting may only be submitted via email and comments via text and social media (Facebook, Twitter, etc.) will not be accepted. Waive Reading of Standard Ordinances and Resolutions Recommendation: That the City Council waive the reading of the text of all standard ordinances and resolutions included in the agenda except as specifically required by the Government Code. 2. Approve Action Minutes of July 14, 2020 Recommendation: That the City Council approve the action minutes of July 14, 2020. 3. Approve List of Demands Recommendation: That the City Council adopt a resolution entitled: RESOLUTION NO. 2020-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA ALLOWING CERTAIN CLAIMS AND DEMANDS AS SET FORTH IN EXHIBIT A 4. Adopt Resolution to Establish Amount of Voter-Approved Measure C Annual Special Tax Levy for Fiscal Year 2020-21 Recommendation: That the City Council adopt a resolution entitled: RESOLUTION NO. 2020-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA ESTABLISHING THE AMOUNT OF THE SPECIAL TAX LEVY FOR FISCAL YEAR 2020-21 TO PROVIDE FOR RECREATION AND HUMAN SERVICES PROGRAMS AND THE OPERATION, MAINTENANCE AND SERVICING OF PUBLIC PARKS AND RECREATIONAL FACILITIES, MEDIAN LANDSCAPING, AND ARTERIAL STREET LIGHTS AND TRAFFIC SIGNALS 2 5. Adopt Resolution Approving an Agreement for the Sale and Purchase of Real Property and Joint Escrow Instructions Between Riverside County Flood Control and Water Conservation District and the City of Temecula and Related Documents Recommendation: 1. That the City Council adopt a resolution entitled: RESOLUTION NO. 2020-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA APPROVING AN AGREEMENT FOR SALE AND PURCHASE OF REAL PROPERTY AND JOINT ESCROW INSTRUCTIONS BETWEEN RIVERSIDE COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT AND THE CITY OF TEMECULA (DISTRICT PARCELS 7021-32A AND 7021-18A1) 2. Approve in substantially the form attached the Consent of First & Front, a California General Partnership, Regarding Real Property Conveyance; 3. Approve in substantially the form attached the letter entitled "Commitment Letter from the City of Temecula to First& Front Regarding Reconfiguration and Improvements of the South Side Parking Lot and Consent of First & Front and Other Conditions"; 4. Authorize the City Manager to approve and execute all necessary documents, including those in substantially the form attached to the Agenda Report, and take all necessary actions to effectuate the transfer of the approximate 32,314 square foot portion of the River Street right of way identified as District Parcel Numbers 7021-32A and 7021-18A 1. RECESS: At 7:44 PM, the City Council recessed and convened as the Temecula Community Services District Meeting, the Successor Agency to the Temecula Redevelopment Agency and the Temecula Public Financing Authority. At 7:54 PM, the City Council resumed with the remainder of the City Council Agenda. RECONVENE TEMECULA CITY COUNCIL PUBLIC HEARING 10. Adopt Weed Abatement Lien Resolution for FY 2018-19 and 2019-20 Recommendation: That the City Council adopt a resolution entitled: RESOLUTION NO. 2020-52 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA ORDERING CONFIRMATION OF THE SPECIAL ASSESSMENTS AGAINST PARCELS OF LAND WITHIN THE 3 CITY OF TEMECULA FOR COSTS OF ABATEMENT AND REMOVAL OF HAZARDOUS VEGETATION FOR FISCAL YEARS 2018-19 AND 2019-20 Approved the Staff Recommendation (4-0): Motion by Naggar, Second by Schwank. The vote reflected unanimous approval. 11. Adopt Resolution to Approve the Solid Waste and Recycling Rates for Commercial Customers for Fiscal Year 2020-21 Recommendation: That the City Council adopt a resolution entitled: RESOLUTION NO. 2020-53 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA TO APPROVE THE MAXIMUM SOLID WASTE AND RECYCLING RATES FOR COMMERCIAL CUSTOMERS FOR FISCAL YEAR 2020-21 Approved the Staff Recommendation (4-0): Motion by Naggar, Second by Rahn.
