RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission consider staffs recommendations for the
creation of a specialized public information campaign aimed to discourage red-light
running and obedience of traffic laws.
3. Parking Restrictions - Winchester Business Park
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission:
1. Recommend that the City Council adopt a resolution establishing parking
restrictions on Diaz Road from Winchester Road to Dendy Parkway; and
2. Direct staff to remove the "No Parking" signs on the remainder of the streets
within the Westside Business Park area.
4. Commercial Vehicle Parking Fines - Citvwide
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission review the City's Municipal Code regarding
commercial parking on City streets and make a recommendation if necessary.
5. Election of Chairperson and Vice-Chairperson
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission entertain nominations from the Commissioners
to elect a Chairperson and a Vice-Chairperson to preside until the end of the 2004 calendar
year.

NOVEMBER 6, 2003
CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in an adjourned
regular meeting at 6:00 p.m. on Thursday, November 6, 2003, in the Main Conference
Room of Temecula City Hall, 43200 Business Park Drive, Temecula, California.

Commissioner Lanier led the audience in the Flag salute
ROLLCALL
Present: Commissioners *Katan, Ramos, Lanier, and Chairman Connerton

*It was noted that Commissioner Katan arrived at 6:10 p.m.
PRESENTATION:
Police Chief Domenoe introduced Corporal Cohen and Police K-9 Kaos.
Corporal Cohen introduced Kaos, a 3-½ year old Czechoslovakian Shepard, that has
been crossed-trained in protection work to search out marijuana, methamphitamine,
cocaine, heroin, and opium, which are the most common street drugs. To date, Kaos
has located over two million dollars of street value narcotics, mostly cocaine and has
had 34 apprehensions in Temecula, the majority being give-ups. Corporal Cohen also
noted that the 8th annual Public Safety Event would be held on November 14th and 15th
at Chaparral High School.
For Commissioner Lanier, Corporal Cohen relayed that Kaos spends one day week
training and four days working noting that Kaos' commands are given in
Czechoslovakian.
For Chairman Connerton, Corporal Cohen noted that before a K-9 is able to work on a
team, a K-9 must go through a five-week class which teaches the handler how to work
with the K-9, after which the K-9 goes through another five-week course for narcotics;
that due to the fact that K-9 skills are perishable, the K-9 must train once a week.
Chief Domenoe thanked Corporal Cohen for his efforts with the K-9 trials.
Police Lieutenant Pingel presented a brief overview of the Annual Report for the
previous year, noting the following:
· That the population in Temecula has increased but crime has not;

That the Police Department has a booth set up at the Promenade Mall and that
an officer is there for several hours each Saturday answering questions with
regard to drugs, crime issues, crime prevention issues, and open positions for
the Police Department;
That the Temecula Police Department participated in highly developed training
and active school shooter training at Linfield Christian School; that the scale of
the training was larger then in the past and that the conclusions of the training
were fantastic.
Commissioner Ramos commended the Police Department for its efforts with crime
prevention.
Lt. Pingle acknowledged Officer Frost for organizing the Annual Report.
In response to Commissioner Katan's query, Lt. Pingle relayed that the Commissioners
may act as ambassadors at public events, noting that the Citizens Corps is progressing
and has had a number of presentations for the month of October such as public
presentations, service club presentations, homeowners presentations; t hat t here h ave
been a number of new people that have signed up for the program; that most of the
leadership positions are filled; that a policy will be documented and written; that all
radios that were received from Comtronics are now functioning through the City repeater
site; and that the Citizen Corps will be represented at the Public Safety Faire.
For Lt. Pingle, Chairman Connerton relayed that the Commission would tike to receive
notice of Citizen Corps presentations, relaying that it is important for the Citizen Corps
members to see the Public Traffic Safety Commission at these meetings.

COMMISSION CONSENT CALENDAR
1. Minutes of Auqust 28, 2003 and September 25, 2003
RECOMMENDATION:
1.1
Approve the Minutes of Joint City Council and Public/Traffic Commission
meeting of August 28, 2003;
1.2 Approve the Minutes of September 25, 2003;
MOTION: Commissioner Lanier moved to approve Consent Calendar Item No. 1.
Commissioner Ramos seconded the motion and voice vote reflected approval with the
exception of Commissioner Wedel who was absent.

COMMISSION BUSINESS
2. Request for Multi-Way Stop Signs - Promenade Chardonnay Hills
RECOMMENDATION:
2.1
That the Public/Traffic Safety Commission recommends that the City
Council adopt a resolution establishing Multi-Way Stop signs at the
intersections of Promenade Chardonnay Hills and Chemin Clinet, and
Promenade Chardonnay Hills and Parducci Lane.
Senior Engineer Moghadam presented a brief staff report (as per agenda material),
noting the following:
That the Commission directed staff to work with the homeowners association
(HOA) representatives to establish two locations acceptable to staff, HOA and
residents;
· That staff and HOA representatives agreed on Chemin Clinet and Parducci
Lane; that those two streets were based on volume and side streets;
That before two stop signs are presented to the City Council for an adoption of a
resolution, a letter must be received from the HOA, indicating that those locations
are acceptable to the homeowners.
For Commissioner Lanier, Senior Engineer Moghadam relayed that the representatives
of the HOA are in contact with the homeowners but that nothing has been received in
writing.
At this time, the public hearing was opened.
Ms. Cathy Shelly, 41081 Promenade Chardonnay Hills, stated that stop signs are not the
solution but that continued sporadic residential traffic patrolling would help slow down
the speeders.
Mr. Thomas Chimileski, 41031 Promenade Chardonnay Hills, also relayed that stop
signs are not the solution but is encouraged that the issue is being moved forward.
Mr. Joseph La Marca, 41138 Promenade Chardonnay, representing Promenade
Chardonnay Hills HOA, thanked Director of Public Works Hughes and Senior Engineer
Moghadam for their efforts on the project. Mr. La Marca also noted that 95 to 100% of
the residents who signed the petition were in favor of the proposed stop signs, advising
that Mr. Hughes and Mr. Moghadam agreed on two of the four stop sign locations that
were on the petition.
For Chairman Connerton, Mr. La Marca relayed that the signed petition in favor of stop
signs from the residents was presented to the Commission at a past Public Traffic Safety
Meeting.

Mr. Scott Dippolito, 41028 Promenade Chardonnay Hills, noted that he was not
presented with a petition of the recent stop sign location and that the HOA has not
promoted or encouraged residents to approve the location of the proposed stop signs.
Mr. Dippolito is not in favor of a stop sign on Parducci Lane.
At this time, the public hearing was closed.
Director of Public Works Hughes relayed to the Commission that Butterfield Stage Road
will be improved; that one of the responsibilities will be to complete two lanes from
Rancho California Road up to La Serena Road; that a work permit was pulled and work
will be starting next week; that this route will be a more direct route for some people; that
there will be no stops; and that it will be completed in 3 ¼ months.
For Chairman Connerton, Mr. Dippolito once again relayed that he does not support a
stop sign on Parducci Lane.
The Commission expressed concern with not having signatures of all the residents who
are affected by the proposed multi-way stop signs.
At this time, the public hearing was re-opened.
Mr. La Marca relayed that the HOA distributed a petition to every resident on
Promenade Chardonnay; that residents who were not home to sign the petition the first
time were revisited on three other occasions; and that the face of the petition describes
exactly where the proposed stop sign locations would be.
Mr. Dippolito relayed that he does not approve the locations of the stop signs but does
support stop si,qns; in addition, would like to see continued law enforcement patrolling
the area.
At this time, the public hearing was closed.
Chairman Connerton relayed the following:
· That the petition received and reviewed was for four stop signs;
· That he has not seen a petition based on the approval of the two stop signs,
Chemin Clinet and Parducci Lane.
For Chairman Connerton, Senior Engineer Moghadam relayed that staff and the
Commission have received a ~ petition from the residents with the approval of
four stop signs, two being Chemin Clinet and Parducci Lane.
For Senior Engineer Moghadam, Chairman Connerton relayed that he does not want a
connection of the original signed petition approving four stop signs, two being Chemim
Clinet and Parducci Lane; that he would like to have a signed petition from the
residents approvin~ only stop signs on Chemin Clinet and Parducci Lane.
MOTION: Commissioner Ramos moved to withhold approval of the recommendation
pending a letter from the HOA indicating its approval of the two proposed multi-way
stop signs, on Chemin Clinet and Parducci Lane.

Commissioner Lanier seconded the vote and voice vote reflected approval with the
exception of Commissioner Wedel who was absent and Chairman Connerton who
voted no.
Per the request of Chairman Connerton, Item No. 4 was discussed before Item No. 3.
4 Tri Tunnel Express
RECOMMENDATION:
4.1
That the Public/Traffic Safety Commission review, and provide direction
to staff regarding the proposed Tri Tunnel Express between Riverside
and Orange Counties.
Director of Public Works Hughes distributed a letter from Councilman Roberts regarding
the Tri Tunnel Express.
Chairman Connerton read aloud the letter from Councilman Roberts.
For Commissioner Ramos, Chairman Connerton relayed that the City Council is seeking
a recommendation from the Public Traffic Safety Commission.
For Commissioner Katan, Mr. Hughes clarified Councilman Roberts' concerns as it
relates to the Riverside County Transportation Commission (RCTC).
Commissioner Lanier relayed his opinion that a joint City Council/Public Traffic Safety
Commission Workshop regarding the Tri Tunnel Express would be premature at this
point in time.
With respect to Commissioner Lanier, Chairman Connerton relayed that the Commission
would recommend a joint meeting with the Councii to discuss the Tri Tunnel Express.
Commissioner Ramos relayed that he would like to invite Councilman Roberts to a
Public Traffic Safety Commission meeting to apprise the Commission of other
alternatives of the Tri Tunnel Express.
Commissioner Katan expressed interest in hearing more about the Tri Tunnel Express
project and noted his support of a joint City Council/Public Traffic Safety meeting.
MOTION: Commissioner Katan moved to recommend a joint City Council/Public Traffic
Safety workshop regarding the Tri Tunnel Express. Commissioner Ramos seconded the
motion and voice vote reflected approval with the exception of Commissioner Wedel
who was absent.
3 Fire Prevention Week 2003
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission receive and file the report
regarding Fire Prevention Week 2003.

Deputy Fire Marshal Neuman presented a brief overview of Fire Prevention Week and
also addressed the history and significance of Fire Prevention Week, noting the
following:
· That in October, the City of Temecula celebrated Fire Prevention Week, which
commemorated the anniversary of the Great Chicago Fire of 1871;
· That fire stations held an open house and invited the community to visit the fire
stations;
That the objective was to give the community the opportunity to experience the
fire fighters duties and responsibilities and the various types of specialized
equipment;
· That the event was a success with approximately 7,000 visitors in the week of
October 5th through 11th;
· That the main goal was to provide the community with a fire prevention message,
"When Fire Strikes, Get Out, Stay Out";
· That the fire fighters discussed the importance of installing smoke detectors in
the home, testing batteries once a month, and changing batteries twice a year;
That the fire fighters also emphasized practicing fire drills in the home and
establishing meeting places to identify alternate routes, should the primary route
be compromised.
For Commissioner Lanier, Deputy Fire Marshal Neuman relayed that the Fire
Department has been working with Senior Management Analyst Adams in an effort to
post the information with regard to the recent fires on the City's web site and that this
information is as well relayed to the local media.
Deputy Fire Marshal Neuman commended Director of Public Works Hughes and the
entire Public Works Department staff for working on the blue reflector pavement marker
program; that the Public Works Department responded to a number of requests from the
community a nd worked in conjunction with t he Fire Department, replacing 1,750 blue
hydrant pavement markers.
Deputy Fire Marshal Neuman thanked the Commission for its continued support.
4 Tri Tunnel Express
RECOMMENDATION:
4.1
That the Public/Traffic Safety Commission review, and provide direction
to staff regarding the proposed Tri Tunnel Express between Riverside
and Orange Counties.
(Previously discussed; see page 5).

5. Commission Meetinq Schedule - November and December 2003
RECOMMENDATION:
5.1 That the Public/Traffic Safety Commission direct the Secretary to
cancel and reschedule the regular meetings for November and December
2003, and to perform the appropriate postings and noticing requirements
per the Government Code.
Senior Engineer Moghadam recommended that the Commission have one meeting for
the month of November and December on December 11, 2003.
MOTION: Commissioner Lanier moved to approve staff's recommendation to combine
the November and December meeting to one meeting to be held on December 11, 2003.
Commissioner Katan seconded the motion and voice vote reflected approval with the
exception of Commissioner Wedel who was absent.
Assistant to the City Manager Yates formally invited the Commissioners to attend the
Public Safety Expo on November 15, 2003, at Chapparal High School, distributing a
packet of information in regard to the Expo.
For Commissioner Ramos, Mr. Yates relayed that the K-9 trials and Safety Expo will be
held rain or shine.
Chairman Connerton directed staff to prepare a procedure for acknowledging
exceptional work from Fire and Police Depadment members as well as the citizens of
Temecula.
Traffic En.qineer's Report
Mr. Moghadam reported that the camera project has been completed and that the
Commission will be invited to view it.
Police Chief's Report
Sergeant Pino repoded the following:
· That the Temecula Car Show, the Tractor Race, and the Race for the Cure
events were a success and that there were few traffic-related problems;
· That a copy of traffic statistics for the month of October were distributed to each
Commissioner;
· That injury collisions are down and citations are up;
· That the Stop Light Abuse Program (SLAP) is still in effect at Rancho California
Road and Ynez Road;
· That the Police Department is averaging 550 tickets;

That currently the Police Department is organizing a departmental memorandum
to test for the new motor officer position, that should be hired late
December/early January.
Fire Chief's Report
Fire Marshal McBride thanked Captain Neuman for his overview of Fire Prevention
Week and associated programs, noting that Mr. Neuman is responsible for almost all-
public education.
Fire Marshal McBride also provided an update of the recent fires in southern California,
mentioning the following:
· That he has received a number of Power Points and still photographs of the
fires which he will be putting together for a presentation for the Commissioners;
· That a Management Watch Program was started;
· That the Mountain Fire was overseen by CDF-Riverside County;
· That the Commission agendize Paramedic Coordinator Captain Adams to
update the Commission on the Public Access Defibrillator (PAD) Program;
· That the City has purchased seven (7) Automatic External Defibrillators (AED)
units;
· That flyers for a relief concert for local fire victims were distributed.
Commission Reports
Commissioner Lanier commended the Fire and Police Departments for its efforts with
the Susan Koman Run, also noting that he would like staff to set up a ~resentation with
regard to traffic calming measures.
Commissioner Katan congratulated Commissioner Lanier on his reappointment and also
commended the Police and the Fire Departments on its response time to two accidents
on 79 South.
For Commissioner Katan, Sergeant Pino relayed that the accident was a result of turning
violations.
Senior Engineer Moghadam noted that the City is currently in the process of designing a
raised median island to be placed on 79 South.
Chairman Connerton thanked Sergeant Pino for the Vehicle Code Book that he had
requested.

For Chairman Connerton, Mr. Moghadam relayed that it would be a few more weeks
before the LED lights are operational.
Chairman Connerton relayed a special thanks to Assistant to the City Manager Yates for
ail his effods with the Public Traffic Safety Commission meetings and reminded the
Commissioners to wear their badges if they are at an accident scene.
Because the nature of cedain accidents may be of a criminal nature, Sergeant Pino
advised that Commissioners may be prohibited from accessing an accident scene.
For Commissioner Katan, Sergeant Pino reiterated until an accident scene has been
assessed, it would be preferred that no access be granted with the exception of Public
Traffic Safety personnel.
Commissioner Ramos thanked staff for the Commission Recognition dinner, relaying he
had a great time and also thanked Administrative Secretary Pyle for arranging his
reservation for a commission workshop he will be attending in Pomona.

Stop Light Abuse Public Campaign
RECOMMENDATION:
That the Public/Traffic Safety Commission consider staffs recommendations for the creation of a specialized
public information campaign aimed to discourage red-light running and obedience of traffic laws.
BACKGROUND:
At the joint meeting between the City Council and the Public/Traffic Safety Commission on August 28, 2003,
it was directed that the City hire two additional police officers to focus on the Stop Light Abuse Program
(SLAP). In addition, the Council directed the Commission to work with staff to develop a public education
program. At the September 25th Public/Traffic Safety Commission meeting, Commissioners provided staff
with concepts and ideas that the Commission would like to see included in the public education effort.
The public information campaign can be broken into two components: (1) Design and Production of
flyers/posters for distribution at selective locations and (2) Design and installation of appropriate signage at
strategic locations at major axis points.
Attached to this staffreport are concepts that can be used throughout the community in appropriate venues.
Included are designs not only for posters/flyers & mailers but a design for signage at selective freeway
locations.
Staff recommends the following venues for distribution of literature relating to the campaign, and has in many
cases already obtained verbal agreements to participate:
· Department of Motor Vehicles (DMV)- Local office
· The Movie Experience (Tower Plaza)- $165 discounted setup fee
· Temeku Discount Theater (Palm Plaza)- free; possibly nominal fee
· Adelphia Cable Channel 28
· Drivers Education Classes- Police Department
· Driving School- A+
· Driving School-United Driving School
· TVUSD monthly television shows-PSA public safety promotion
· Intermission at Temecula City Council Meetings
· Utilization of Temecula website

In addition to the distribution of flyers/posters, staff recommends the design and installation of appropriate

serve as subtle reminders of the need for safe driving could become the most effective. It is recommended that
signs denoting the message, "Welcome Home- Please Slow Down & Drive Safely" include the 4-icons used
for Economic Development Marketing materials (see attachment). Locations for such signage to be installed
should include:
· 1-15/Winchester OffRamp (northbound & southbound)
· I-15/Rancho California Road OffRamp (northbound & southbound)
· 1-15/SR 79 South OffRamp (northbound & southbound)
· Rancho California Road at Butterfield Stage Road
· Winchester Road at Nicholas Road

RECOMMENDATION:
That the Public/Traffic Safety Commission:
Recommend that the City Council adopt a resolution establishing parking restrictions on Diaz
Road from Winchester Road to Dendy Parkway; and

Westside Business Park area.
BACKGROUND:
At the Public/Traffic Safety Commission meeting of June 26, 2003, Chairman Cormerton requested that the
issue of posted "No Parking" signs in the Westside Business Park area be brought back for further
consideration. The public has been notified of the Public/Traffic Safety Commission's consideration of this
issue through the agenda notification process and by mail.
Staff conducted a review of the streets within Westside Business Park, which include Dendy Parkway,
Remington Avenue, Zevo Drive, Winchester Road, Rio Nedo, Via Industria, Calle Empleado, Roick Drive,
Colt Court and Bostik Court, to determine which streets were posted for "No Parking". Our review
indicates that the majority of the streets are posted for "No Parking" with the exception of portions of
Dendy Parkway, Diaz Road and Rio Nedo. The existing "No Parking" signs have been installed by the
individual property owners, as each site developed, in order to fulfill the terms of the CC&R recorded
against each of the properties by the Association. Legally, the signs are not enforceable because the implied
parking restrictions were not established by a resolution of the City Council.
The o y enforceable No Parking s~gns are on W~nchester Road where parking restncnons were estabbshed
by resolution in June 1997.
Based on the results of our investigation, Staff recommends establishing parking restrictions on Diaz Road
from Winchester road to Dendy Parkway, and the removal of the existing "No Parking" signs on Dendy
Parkway, Remington Avenue, Zevo Drive, Rio Nedo, Via Industria, Calle Empleado, Roick Drive, Colt Court,
and Bostik Court.
FISCAL IMPACT:
Funds are available in the Public Works Routine Street Maintenance Account for removal of the existing
signing.

Commercial Vehicle Parking Fines - Citywide
RECOMMENDATION:
That the Public/Traffic Safety Commission review the City's Municipal Code regarding commercial vehicle
parking on City streets and make a recommendation if necessary.
BACKGROUND:
Per Commissioner Lanier's request, this item has been placed on the agenda for review and discussion.
Currently, City Municipal Code No. 10.16.260 restricts commercial vehicle parking on all City streets and the
fine for illegal parking is set at $25.00. A copy of Municipal Code No. 10.16.260 is attached as Exhibit "A"
for your review.
In 1998 the City Council also adopted Ordinance No. 98-90, which prohibits parking of oversized vehicles on
City Streets (Exhibit "B").

10.16,240 Installation, design and spacing of
signs.
The city traffic engineer is authorized and direct-
ed to cause signs regulating or prohibiting parking
to be installed in the zones now or bemafter provid-
ed by resolution of the city council at such places
as the city traffic engineer is authorized to regulate
parking, standing or stopping pursuant to other
provisions of this chapter or of law. Signs giving
notice of parking time limitations shall be approxi-
mately twelve inches by twelve inches by eighteen
inches in size, with green lines on a white back-
ground specifying the pa~icular paridng lime limita-
tion applicable. Such signs shall be spaced at a
maximum intmval of two hundred feet, and provid-
ed that there shall be a minimum of four signs in
one block on each side of thc street. (Ord. 91-16 §
2 (12.08.224))
10.16.250 Curb markings to indicate no
stopping and parking regulations.
A. The city traffic engineer is anthotized, subject
to the provisions and limitations of this title, to
place, and when required in this title shall place, the
following curb markings to indicate parking or
standing regulations, and the curb markings shall
have the meanings as set forth in this section:
1. Red means no stopping or parking at any
lime except as permitted by the Vehicle Code, and
except that a bus may stop in a red zone marked or
signed as a bus zone.
2. Yellow means no stopping, standing or park-
lng at any lime between seven a.m. and six p.m. of
any day for any purpose other than load'mg or un-
loading of passengers, which shall not consume
more than three minutes, nor the loading or unload-
ing or materials, which shall not consume more than
twenty minutes.
3. White means no stopping, standing or parking
for any purpose other than loading or unloading of
passengers, or for the puq~se of depeshing mail in
an adjacent mailbox, which shall not exceed three
minutes, and such restrictions shall apply between
seven a.m. and six p.m. of any day and except as
follows:
a. When such zone is in from of a hotel or in
front of a mailbox the restrictions shall apply at all
times.
b. When such zone is in front of a theater or
restaurant the restrictions shall apply at ali times
except when such theater or restaurant is closed.
c. Taxicabs shall comply with this subdivision
unless authorized to maintain a taxicab stand adja-
cent to the white curb ma~dng, and provided the
area for the taxicab stand is sigu-posted at either end
indicating "TAXICAB ZONE ONLY."
4. Green means no standing or parking for lon-
ger than twenty minutes at any time between nine
a.m. and six p.m. of any day.
5. Blue means parking limited exclusively to the
vehicles of physically handicapped persons.
B. When the city traffic engineer, as authorized
under this title, has caused curb markings to be
placed, no person shall stop, stand or park a vehicle
adjacent to any such legible curb marking in viola-
lion of any of the panking, standing or stopping
regulations so indicated. (Ord. 91-16 § 2

10.16.260 Certain commercial vehicles
prohibited from parking on ~
private property and public
rights-of-way.
Unless exempted pursuant to Section 10.16.270
no commercial or coustmction vehicle, or towed
commercial or construction equipment, shall be
parked on private property or on public rights-of-
way unless the vehicle or equipment is screened
from public view and adjacent properties. The term
"commercial or construction vehicle and/or equip-
ment'' includes, but is not necessarily limited to,
utility body tracks, farming and construction trac-
tors, construction vehicles and towed equipment,
semi-track tractors, semi-track mailers, dump tracks,
step van delivery tracks or any paris or apparatus of
any of the above. (Ord. 91-16 § 2 (12.08.226))

from Section 10.16.260.

height or twenty feet in combined total length;

C. All vehicles in the precess of making a pick-
up or delivery; and
D. Governmental and utility emergency service
vehicles;
E. Vehicles parked on streets directly .ndjacent
to a hotel, motel or other such establishment when
displaying a parking permit issued by the establish-
ment as authorized by the police depanment~ (Ord.

10.16.280 Establishment of loading zones.
The city traffic engineer is authorized to deter-
mine and to make loading zones and passenger
loading zones as follows:
A. At any place in any business district;
B. Elsewhe~ in front of the entrance to any
place of business or in front of any hall or place
used for the purpose of public assembly. (Ord. 91-

10.16.290 Loading zone---How marked.
Loading zones shall be indicated by yellow paint
upon the top and face of the curb, with black letters
"LOADING ONLY" stenciled or otherwise painted

10.16.310 Effect of permission to load or
unload.
A. Permission granted in Section 10.16.250 to
stop or stand a vehicle for purpose of loading or

cial vehicles and shall not extend beyond the time
necessary therefor, and in no event for moro than
twenty minutes.
B. The loading or unloading of materials shall
apply only to commercial deliveries, and also the
delivery or pickup of express and parcel post pack-
ages and United Stnt_e_s mail.
C. Permission granted in Section 10.16.250 to
stop or park for po~poses of loading or unloading
passengers shall include the loading or unloading of
personal baggage but shall not extend beyond the
time necessary therefor and in no event for more
than three minutes.
D. Within the total time limits specified in this
section the provisions of this section shall be en-
forced so as to accommodate necessary and reason-
able loading and unloading but without punnitting
abuse of the privileges granted by this chapter. (Ord.

pounds;

Motor vehicles and vehicles used or maintained for the
transportation of persons for hire, compensation, or profit, and
designed and u.scd, or maintained for the transportation of property,
including, but not limited to, buses, motor trucks, trailers,
semitrailers, trailer coaches, or truck tractors as defined in the
Vehicle Code and simi~r vehicles with a width in excess of ninety
(90) inches as measured at the widest portion of the body not

A non-motorized vehicl~ (including, but not limited to, a t~ilm-,

pursuant to procedures established by the City Manager, provided
however that no address within the City shall be issued a pennit for
more that three (3) calendar days at a time, four times within a
calendar year, for a maximum of twelve (12) calendar days per
calendar year.
"C. As ~_~e,! in this section, "residential public street, highway, or right of way"
means the full width of a public street, highway or right of way which is located
within, or adja~nt to, a residential zone as defined in Title 17 of the Tcmecula

Section 2. If any sentence, clause or phrase of this ordinance is for any reason
held to be unconstitutional or otherwise invalid, such decision shah not affect the validity of thc

Congratulations on your reappointment. I know you will continue to
serve the people of Temecula by your involvement in police, fire, and traffic
issues.
I want to bring to'your attention a recent situation. A large semi truck
with a trailer to haul tractors and other large equipment was parked on
Margarita north/west of Avenida Barca during weekends and after 4:00P.M.
during weekdays. It was parked in the bicycle lane. Right at that place, the
bicycle lane is wider than usual.
I notified the police three times. Because of the current code all they
could do was cite him for a $25 fine and they could not haul the equipment
away. Let me add, t~e pglice did a super job in hunting down the leasing
company in Long Beach and putting pressure on them.
· :. -'Regardless, the lqophole is there under the current code, and it needs
