Approve Action Minutes of June 25, 2020 Recommendation: That the Public/Traffic Safety Commission approve the Action Minutes of June 25, 2020. Approved the Staff Recommendation (4-0, Carter absent): Motion by Hagel, Second by Moses. The vote reflected unanimous approval with Carter absent. BUSINESS 2. Approve Change in Ordinance Regarding Bicycles on Sidewalks Recommendation: That the Public/Traffic Safety Commission recommend the City Council approve the change in ordinance regarding bicycles on sidewalks from Chapter 10.24.040 of the Temecula Municipal Code and add additional language to the ordinance to address the concerns submitted during the public comments. Approved the Staff Recommendation (4-0, Carter absent): Motion by Hagel, Second by Sullivan. The vote reflected unanimous approval with Carter absent. 3. Traffic Calming on Harveston Drive - Stop Controls Analysis Recommendation: 1. Recommend the City Council adopt a Resolution establishing Multi- Way Stop Controls at the intersection of Harveston Drive and Mendocino Lane/Fairmont Place. 2. Direct Staff to coordinate the proposed landscape maintenance and Removal alternatives to improve intersection sight distances along Harveston Drive intersections with City Landscape Maintenance Department and the Harveston Community Association, Board of Directors. Approved the Staff Recommendation (4-0, Carter absent): Motion by Richardson, Second by Moses. The vote reflected unanimous approval with Carter absent. BACKGROUND: Staff received a request from Nighthawk Pass residents to reevaluate the effectiveness of the existing traffic calming features (striping) and consider other traffic calming features to reduce vehicular speeds. The residents expressed concerns that the existing measures had become ineffective at reducing vehicular speeds along Nighthawk Pass and additional measures were needed. Previously, the City installed yellow centerline and white bicycle lane and parking lane striping to provide traffic calming at the request of residents in the neighborhood. Following completion of recent slurry seal application, it has been requested to not re-install roadway striping due to concerns about excessive speeding; and consider other traffic calming measures. Staff will continue to monitor vehicular speeds and volumes along Nighthawk Pass. Additionally, Staff will monitor conditions at the intersections of Nighthawk Pass at Choate Street and Channel Street to determine if multi-way stop signs are justified as development has occurred in Morgan Hill, when traffic volumes are back to normal. FISCAL IMPACT: Minor cost associated with implementing the striping back with the slurry seal project. Adequate funds are available in the CIP Division’s Pavement Rehabilitation operating budget. BACKGROUND: Staff received a request from Temecula Valley Unified School District (TVUSD) to consider the feasibility of installing a pedestrian crosswalk on Rancho Vista Road at Temecula Valley High School and eliminating the existing crosswalk to provide a controlled crossing for students accessing adjacent neighborhoods. Rectangular Rapid Flashing Beacon (RRFB) Crosswalk System The RRFB Crosswalk System is a user actuated amber LED Warning System that supplements pedestrian warning signs at un-signalized intersections or mid-block crosswalks. The RRFB can be activated by a pedestrian push-button or passively by pedestrian detection system. The RRFB displays an irregular “flash” pattern that is similar to a “strobe” light on an emergency vehicle. Presently, there is an interim approval through the Federal Highway Administration (FHWA) and Caltrans for the optional use of pedestrian actuated RRFB’s at uncontrolled marked crosswalks to enhance pedestrian and school crossing signs. FISCAL IMPACT: Cost associated with implementing ADA curb ramps and the RRFB Equipment with install labor, and some striping and signage. City will work on a cost share agreement with the school district on this project budget. BACKGROUND: Staff received a request from Jason Osborn of Temecula Valley Unified School District (TVUSD) to review the Traffic Circulation around Day Middle School and to help the school identify and resolve their specific traffic management issues. Staff evaluated the effectiveness of the existing traffic environment and made recommendations to address the traffic management issues. Staff discussed the traffic issues around the school and the following list of items are to be revised as listed. A concept plan is attached as Exhibit A to depict the features in the area that need to be revised, to improve the traffic circulation and pedestrian access conditions at the school on Camino Campos Verdes and North General Kearney Road. Striping Plans will be developed and discussed for finalizing with the school district before implementation for the fall semester if possible. 1. Red curbing on Camino Campos Verdes to accommodate painted median. 2. Road Diet on North General Kearney and lane drop after the one-way exit driveway. 3. Add a striped median for left turn queue in the pick-up/drop-off driveway on Camino Campos Verdes. 4. Add a striped shoulder for a parking lane on Camino Campos Verdes. 5. Signal Phasing for an exclusive pedestrian phase on the existing crosswalk at the signalized intersection, and a future overlapping phase with a signal modification plan. Staff will continue to monitor traffic circulation, vehicular speeds and volumes around the school area. Should modifications be deemed necessary staff will re-engage TVUSD. 2 FISCAL IMPACT: Minor cost associated with implementing the red curbing, road diet striping and signage. Adequate funds are available in the Traffic Division operating budget.
