3. Rustic Glen Traffic Calming Concepts

SUBJECT: Update on the RCWD Temecula Parkway Pipeline Replacement Project

RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the

BACKGROUND: City of Temecula staff would like to update the Commission on the
status of the Temecula Parkway Pipeline Replacement Project. The project, which is being
completed by Rancho California Water District, plans to replace nearly 8,000 feet of recycled
water pipeline over several phases. Westbound lanes within the phased segments will experience
closures and alternative routes will be established. Construction on this project began on December
6th, 2020.
The project has moved into Phase 2A, placing construction on Temecula Parkway between
La Paz Road and Pechanga Parkway as outlined on Exhibit A. This has temporarily limited
Westbound traffic on Temecula Parkway to one lane.
FISCAL IMPACT: None.

SUBJECT: Rustic Glen Drive Traffic Calming Concepts

RECOMMENDATION: That the Public/Traffic Safety Commission review the Traffic
Calming concepts for presentation to residents of the subdivision in the Homeowner’s Association
for 65% approval of preferred concepts and recommend staff move forward with presenting traffic
calming education.
BACKGROUND: Staff received a request from a Rustic Glen Drive resident, Ms.
Isabel Valenzuela through Councilman Mike Naggar, to evaluate speeds and cut through traffic
and consider traffic calming measures. The resident expressed concerns that speeding is going on
throughout the day and noise levels have increased.
Rustic Glen Drive is a forty-four (44) foot wide residential street that functions as a residential
collector providing access for numerous residential enclaves to the arterial roadway network. The
Average Daily Traffic (ADT) on Rustic Glen Dr. is approximately 1,800 to 2,400 ADT. The road
and surrounding streets were recently resurfaced with 25 MPH signs and legends at the beginning
of each segment.
Staff gathered vehicular speed and volume data for a seven (7) day period with the recently
acquired Armadillo radar data collection device. In addition to data collection, a review of
conditions will be performed, including an evaluation of sight distance, collision history, and
possibly a license plate survey, if warranted, to verify if cut through traffic exists.
Speed and Volume Data: The radar device was installed mid-block facing west for incoming
eastbound traffic from Margarita Rd., also picking up outgoing westbound traffic from Winchester
Rd. in the same location. The device yielded the following results:
The Incoming 85th percentile speed was 32 mph with ADT of 1016 vehicles.
The Outbound 85th percentile speed was 31 mph with ADT of 902 vehicles.
Combined ADT 1,918 well within the approx. range of 1,800 to 2,400 ADT of a residential
collector, thus indicating no excess cut thru traffic.
The speeds were within a 7 mph tolerance of the posted 25 mph speed limit, however there
were quite a few outliers on the distribution curve through the week.

Sightlines: A recent preliminary field evaluation was conducted of sight distance along the side
streets. This evaluation revealed visibility at internal minor stop controlled intersections to be
adequate with more than 155’ of sight distance for streets with 25 mph speed limit. The traffic
volumes were normal with only a few vehicles going in and out from nearby side streets. Minimal
through traffic was observed that could be cut-through traffic, and none of the vehicles appeared
to be speeding.
Crashes: A review of collision history for the twelve (12) month period from January 1, 2019 to
December 31, 2019, indicates there were 3 reported collisions closer to the Margarita –Harveston
School Rd. which were driver’s faults.
Education and Enforcement
Neighborhood Traffic Safety Awareness Program – The first step in traffic calming is to
educate neighborhood drivers, pedestrians, bicyclists, residents, nonresidents, children, and
adults of existing traffic laws and roadway responsibilities. The City of Temecula has
developed pamphlets that are geared to providing a greater awareness of the rules of the road.
Radar Speed Trailer Deployment – When appropriate, the radar speed-monitoring trailer will
be used to educate motorists by advising them of their travel speed. The radar speed trailer
can also be used to show the residents that actual travel speeds may not be as high as they are
perceived.
LED Speed Limit Advisory Sign – Like the radar speed trailer, the speed limit advisory sign
can be used to educate motorists by advising them of their travel speed. The signs will be
placed at the requested roadway for extended periods of time, as required.
Traditional Enforcement – This action is intended to modify driver behavior that will result in
safer conditions for neighbors and drivers alike.
Speed Limit Signs – Post 25-MPH speed limit signs and pavement markings on residential
streets to reinforce the prima facie speed limit.
Staff recommends the following measures be implemented:

nonresidents, children, and adults of existing traffic laws and roadway responsibilities.

SUBJECT: Golden Rod Road Traffic Calming Request

RECOMMENDATION: Receive and file the report.
BACKGROUND: Staff received a request from Adam Ruiz a Golden Rod Road
resident. Mr. Ruiz requested the City evaluate speed and traffic volumes; and consider traffic
calming measures to reduce vehicular speeds and cut through traffic.
Golden Rod Road was previously reviewed by the Commission for traffic calming measures.
Radar Feedback Speed Signs (aka Vcalm signs) were installed on Golden Rod Road for
northbound and southbound traffic. Data was recently downloaded and analyzed showing
occasional vehicles speeding down the hill.
A field meeting was held with County of Riverside Traffic Engineer Dennis Acuna to discuss the
possibility of installing All-Way Stop Signs at the intersection of Mirassou/Franciscan Circles and
Golden Rod Road.
It was decided that a comprehensive plan for Golden Rod Road Traffic Calming in collaboration
with the County of Riverside and City of Temecula would be better suited for
implementation. Exhibit A is attached showing all “Work to be Done”. Permission from 65% of
residents is requested according to the City’s Neighborhood Traffic Calming Program to
implement the plan. Nine (9) of the Eleven (11) residents fronting on Golden Rod Road, that is
82% of residents signed the approval letter for the plan.
Staff created a work order for items within the city boundary. Work was completed on 1/4/21 with
exception of a minor sign (Bicycle May Use Full Lane) relocation to the north (with the county’s
permission) to avoid visibility obstruction of the existing Radar Feedback Sign and to provide
advance warning to motorists/bicyclists that the bike lane ends.
FISCAL IMPACT: Costs of signage and striping done with City forces.
