JANUARY 22, 2004
CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting at 6:00
p.m. on Thursday, January 22, 2004, in the City Council Chambers of Temecula City Hall,
43200 Business Park Drive, Temecula, California.

COMMISSION CONSENT CALENDAR

RECOMMENDATION:

Approve tile Minutes of December 11, 2003
MOTION: Commissioœr Lanier moved to approve the Consent Calendar. Commissioner
Katan seconded the motion and voice vote reflected unanimous approval.
COMMISSION BUSINESS
2.
Public Safety/Public Works Commendation Award Proqram
RECOMMENDATION:
2.1 That the PublicfTraffic Safety Commission consider staff's recommendation for
the creation of a Public Safety/Public Works Commendation Award Program to
communicate the City and Commission's appreciation for outstanding work performance
and service, by n~cognizing those individuals who maintain high standards of personal
conduct and make significant contributions to make Temecula one of the best cities to
live in.

Human Resources Analyst Lanier provided a staff report (as per agenda material), noting the
following:
That the Public Traffic Safety Commission approve a Public Safety, Public Works
commendation award program;
That the program was designed to recognize and award local safety employees
along with City of Temecula Public Works employees;
That the program will consist of three levels;
g¡vel 1 Distinguished Service Certificate, for major improvements in
technology, procedure, and exceptional personal effort.
. givel 2 Excellence Certificate, exceptional achievement above and
beyond normal job requirements.
g,vel 3 Meritorious Certificate, Acts of heroism performed at great
personal risk.

That after a nomination is submitted and recipient determined, that person will be
recognized at a Public Traffic Safety Commission meeting and will receive the
appropriate certificate of appreciation.
Chairman Connerton requested from staff that an Outstanding Citizen Achievement Award
Program also be incorporated.
MOTION: Commissioner Lanier moved to approve staff's recommendation, adding a provision
for Outstanding Citizen Achievement Award Program. Commissioner Ramos seconded the
motion and voice vote reflected unanimous aDDroval.
3.
Community CPR/AED/First Aid Proqram
RECOMMENDA 11ON:
3.1 That the PublicfTraffic Safety Commission review the program concept and
proYide input to staff.
Paramedic Coordinator Adams presented a staff report (as per agenda material), noting the
following:
That the City purchased seven Automatic External Defibrillators (AEDs) for use
at various City facilities;

That City staff received training on AEDs as well as CPR;
That staff will be creating a training program that will allow for community
members to receive training at a reduced cost;
That training will take place twice a month every other month at Fire Station 84;

That stan was directed to return with an item for City Council consideration that
would provide $15,000 in grant funding for a Public Access Defibrillation (PAD)
program; that the program would provide matching grant funding for qualifying
businessl~s that would wish to purchase an AED unit and begin a PAD program.
Commissioner Ramos relayed that the Commission would request an update on usage of
AEDs.
MOTION: Chairman Gonnerton moved to approve staff's recommendation and that the
Temecula Citizen Corps Council be tasked with managing the grant program. Commissioner
Katan seconded the motion and voice vote reflected unanimous aDDroval.
4.
Request for Streøt Closure - Promenade Subdivision
RECOMMENDATION:
4.1 That the PublicfTraffic Safety Commission deny the request to close
Georgetown Lan'~ at Margarita Road, or Winwood Circle at Rycrest Drive.
Principal Engineer Moghadam presented a brief staff report (as per agenda material), noting the
following:
That the item was reviewed by the Public Traffic Safety Commission in October
2002 and that the Commission at that time recommended to not close the
streets due to the data available;

That the City received a recent request for street closure due to high volume of
traffic;
That in January 2004, vehicular volumes and speed data was collected at four
locations (see staff report);
That although volumes are slightly higher, the n umber of cut-through traffic is
negligible;
That therE! have not been any reported accidents within the last 24 months from
January 2001 to December 2003;
That Promenade residents perceive the traffic from Woodcrest subdivision as a
cut-through traffic;
That staff is of the opinion that the route is being used as it was designed to be
used;
That due to the fact that data does not indicate any cut-through traffic, staff
cannot support street closure.

At this time, the Public Hearing was opened.
The following individuals spoke in support of street closure for the Promenade Subdivision:

The above-mentioned individuals spoke in support of street closure for the following reasons:
That homeowners are concerned about the volume and speed of traffic;
That children are not able to play in the street due to speeders;
That then~ was a police chase in October 2003;
That then~ were two burglaries in 2003;
That traffic volumes are 1,500 per day and rising;
That there are 39 homes that are affected daily with high-volume traffic and
speeders;
That crossing the street is dangerous;
That most vehicles do not stop at stop signs but rather run them;
That it is ,~xtremely difficult to back out of driveways due to speeders;
That homeowners should not be afraid to cross the street.
At this time, the Public Hearing was closed.
Commissioner Katan relayed that he frequently drives through the neighborhood and has not
experienced the high-volume of speed and traffic as indicated by the residents and that it would
be difficult for cars to sp¡¡ed through due to cars parked on the street.
Commissioner Lanier thanked the residents for coming out to speak in this regard. Mr. Lanier
also asked Sergeant Pino if the motor officers could patrol the area from 3:00 p.m. to 5:00 p.m.
Vice Chairman Ramos rølayed that he would not support a street closure; that he is familiar with
the streets and would be¡ is of the opinion that there would be more of a traffic-volume problem
than a speeder problem; and that the majority of the cars passing through are residents of the
Promenade and Wood crest Community.
Chairman Connerton noted that he would not support street closure.
MOTION: Commissioner Lanier moved to approve staff's recommendation. Vice Chairman
Ramos seconded the motion and voice vote reflected unanimous aDDroval.
Commissioner Katan requested that Mr. Kucera return to the podium.

At this time, the Public Hearing was re-opened.
For Commissioner Katan, Mr. Kucera relayed that the lighted-sign put in by the City d id not
display the speed of drivers passing by but rather displayed the speed limit; that some
improvement was obseived with the lighted-signs and police presence; and that homeowners
meetings are held quart,~rly.
For Chairman Connerton, Senior Engineer Moghadam relayed that the City does have signs

For Mr. Kucera, Commissioner Katan relayed that the PublicfTraffic Safety Commission would
be willing to work with the homeowners to resolve the speeding problems as long as it would be
within the City's guidelines.
Mr. Kucera thanked Commissioner Katan for his efforts and his willingness to meet with the
homeowners to help resolve the speeding problem and noted that the homeowners would be
willing to work with the City on this issue.
For Mr. Kucera, Chairman Connerton relayed that the volume of traffic is from within the
community and that surveys have indicated that it is not cut-through traffic.
In response to Chairman Connerton, Mr. Kucera relayed that the homeowners do agree with the
engineer study and that most of the traffic does come from within the two subdivisions; that the
Woodcrest subdivision streets are designed to handle the high volumes of traffic and that the
Promenade streets are not; that the goal of the homeowners was to segregate the two
subdivisions, not penalize Woodcrest; and that Wood crest Community does have an adequate
traffic flow without traveling through the Promenade neighborhood.
At this time, the Public Hearing was closed.
For Chairman Connerton, Sergeant Pino suggested additional neighborhood enforcement; that
previous patrolling led to half a dozen tickets; that times and days were documented; that all
written tickets were to re,sidents that live in the community and adjoining community; that there
were no cut-through people receiving tickets; and that motor officers will be asked to patrol the
neighborhood at peak hours and will be writing tickets to all violators.
For Chairman Connerton, Principal Engineer Moghadam relayed that currently there are four
speed limit signs that are, in use but when one becomes available, one could be installed.
Director of Public Works Hughes stated that the last time that speed limit signs were posted
some of the neighbors s:tated opposition; that if adjacent neighbors to where the signs will be
posted give concurrence, when signs are available they could be posted.
For Mr. Kucera, Chairman Connerton requested that he call a special meeting with the
Homeowners Association and get concurrence from the potentially impacted neighbors (signed
petition) and submit it in writing to the Commission. Chairman Connerton also suggested
meeting with Principal Engineer M oghadam and Public Works Director Hughes to determine
where the signs would be most effective.
In response to Chairman Connerton, Mr. Kucera stated that he will call a special meeting with
the Homeowners Association and contact Director of Public Works Hughes.

Chairman Connerton also noted that he would have the Commission Secretary agendize the
formation of a subcommittee at the next meeting.
Commissioner Lanier suggested that the appointed subcommittee investigate other traffic
calming measures.
Mr. Kucera requested that the Commission immediate appoint two subcommittee members.
Director of Public Works Hughes noted that traffic calming was explored at the time when the
subdivision was designed; although the streets are narrow, windy, and curvy, if the streets were
straight through street~" the speed would be much higher; and that from a traffic-calming
standpoint, the design of the subdivision is working exactly how it was intended.
Mr. Kucera stated that although drastic measures were not taken, he appreciated the positive
move forward.
Chairman Connerton noted that great distances are created and accomplished by short steps.
Vice Chairman Ramos and Commissioner Katan volunteered to be on the subcommittee.
Traffic Enaineer's Report
Principal Engineer Moghadam noted that he had no reports at this time.
Director of Public Works Hughes reported that there have been some utility conflicts at Rancho
California Road and Yn'~z Road that have delayed the construction project. That currently the
City is waiting for Southern Califomia Edison to establish retaining walls and relocate service
lines into the Target Center.
Principal Engineer Moglladam relayed that 20 LEDs have been replaced at intersections and
that staff is aware that more LEDs need to be replaced.
Police Chiefs Report
Providing a Police Department update for the PublicfTraffic Safety Commission, Police Sergeant
Pi no relayed the following:
That DUI arrests doubled in the month of December;
That the injury accident rate is the lowest it has been the entire year;
That the three new motor officers are finishing up their training.
Fire Chiefs Report
Fire Safety Specialist Horton presented a briefing on a proposed purchase by the Fire
Prevention Bureau for a Fire Safety House, noting the following:

That the Fire Safety House will be a 39' trailer designed to provide mobile,
simulated living environment where fire and life safety training could be
conducted;

That the Safety House will be a hands-on learning tool that would give children,
seniors, a nd family members the s kills a nd knowledge needed to create safer
homes and communities;
That real life hands-on learning experience will ensure children build the skills
necessary to save lives in the event of a fire or other type of emergency.

Commenting on the total cost of $39,306, Mr. Horton addressed donations made by Guidant,

Vice Chairman Ramos congratulated Fire Specialist Horton on a fantastic job with the Fire
Safety House and noted that he would be in support of the program.
Chairman Connerton echoed Vice Chairman Ramos' comments.

Commission Reports
Vice Chairman Ramos relayed kudos to the City's Police Department for its hard work during
the holiday season.
For Vice Chairman Ramos, Sergeant Pi no relayed that the investigation of a fatality on Wolf
Valley is currently pending.
Chairman Connerton al8o commended the Police Department for its holiday enforcement.
ADJOURNMENT
At 8:10 P.M. Chairman Connerton formally adjoumed this meeting to Thursday, February 26,
2004 at 6:00 P.M., in the¡ City Council Chambers, 43200 Business Park Drive, Temecula.
