Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a yellow "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state your name and address. FLAG SALUTE Chairman Connerton led the audience in the Flag salute. SWEARING IN CEREMONY City Clerk Jones duly swore in the newly appointed PublicfTraffic Safety Commissioner Paul Jacobs. ROLL CALL Present: Cornmissioners *Katan, Lanier, Jacobs, and Chairman Connerton Absent: Ramos. *Commissioner Katan arrived at 6:04. PRESENTATION: Police Chief Domenoe introduced three new Motor Officers, Scott Forbes, Ralph Fernandez, and Jim Nunley. Police Chief Domenoe also noted that the motor officers recently finished a very extensive two-week motorcycle training course; and that the motor officers will be assisting with enforcement of red light violations in the City. PUBLIC COMMENTS No public comments, COMMISSION CONSENT CALENDAR 1. Minutes of January 22. 2004 RECOMMENDATION: 1.1 Approve the Minutes of January 22, 2004 R:\Minutes\PublicTrafficSafetyCommission022604 MOTION: Commissioner Lanier moved to approve the Consent Calendar No.1. Commissioner Katan seconded the motion and voice vote reflected approval with the exception of Commissioner Ramos who was absent and Commissioner Jacobs who abstained. COMMISSION BUSINESS 2. TSC Diaital Photo 2004 RECOMMENDATION: 2.1 That the PublicfTraffic Safety Commission receive and file report. Fire Captain Adams presented a staff report (as per agenda material), noting the following: . That staff is currently in the process of exploring different options of TSC Digital Photo; . That one option would be a web-type camera that will have USB cable that would display a 360 degree view of the scene which could be e-mailed to the emergency room; . That another option could be the use of digital cameras and portable printers; and that pictures of the scene can be taken and sent with paramedics to the emergency room; . That the last option could be the use of lap tops, that pictures could be taken and with the use of a sprint card, could be transmitted via e-mail to the emergency room; . That to effectively evaluate the benefits and merits of this technology, fire staff will need to contact other jurisdictions that currently utilize this process to discuss their input; . That contacts with the appropriate representatives will be required to attain the respective information mentioned above; . That staff will be bringing a full report to the PublicfTraffic Safety Commission in the near future. It was the consensus of the Commission to receive and file the report. 3. Jefferson Avenue Medians. Winchester Road north to the Santa Gertrudis Creek Bridae RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission recommend the installation of the proposed median island on Jefferson Avenue north of Winchester Road to the Santa Gertrudis Creek Bridge as shown on Exhibit 2 Due to a conflict of interest, Commissioner Lanier excused himself from the dais. R\Minutes\PublicTrafficSafetyCommission022604 2 Director of Public Works Hughes presented an overview of the staff report (as per agenda material), noting the following: . That the proposal is to install a median island on Jefferson Avenue north of Winchester Road; . That the project is currently in the Capital Improvement Program (CIP); and that it is funded and has been deemed necessary; . That the intersection is one of the top accident locations in the City for signalized intersections, as well as t he a rea north 0 f t he intersection, the segment a long Jefferson Avenue is also one of the higher accident locations; . That the goal of the project at the intersection of Winchester Road and Jefferson Avenue will be to add capacity to the intersection. . That after improvements, staff will be adding a second southbound left turn to the east which will allow dual-turning movements; . That a southbound designated right-turn pocket from Jefferson Avenue to westbound Winchester Road will also be added; . That Winchester Road will be widened to accept the designated right-turn pocket; . That a second left-turn eastbound to northbound Jefferson Avenue will also be added; . That the last improvement will be to construct a designated right-turn pocket from eastbound Winchester Road to southbound Jefferson Avenue; . That with all the above mentioned improvements, the capacity of the signal will be enhanced and the safety characteristics at the locations of the intersections will also be addressed. Associate Engineer Maxwell relayed that as a result of two workshops with property and business owners along the project limits, staff recommended Exhibit 2 as the preferred alternative for the proposed raised median along Jefferson Avenue (see staff report). Principal Engineer Moghadam presented a PowerPoint presentation, noting the following: . That in the year 2001, there were seven left-turn collisions, four in the year 2002, and three in the year 2003; . That stopped vehicles in the road were four in the year 2001; five in 2002; and six in 2003; At this time, a short video was shown. R:\Minutes\PublicTrafficSafetyCommission022604 3 In conclusion, Director of Public Works Hughes relayed the following: . That there are 18,000 vehicles a day that use Jefferson Avenue, north of Winchester Road; . That projects are designed to provide the capacity and the safety needed for years to come; . That the best approach to ensure safety would be to have a median along the entire stretch of the area of discussion; . That staff explored every driveway as well as access and turning movements options for every single driveway, but that due to a stacking distance for the left turns at Winchester Road, it would limit the ability to provide any left-turn movements to the third driveway on both east and west side; . That it would be staff's recommendation to install the median with the ability to provide for left-turn in movements for northbound traffic but restricting a northbound left-turn in movement into the private driveway of Ritchie's Diner and that a southbound left-turn in movement on Jefferson Avenue would be provided to access commercial sites on the east side on Jefferson Avenue and that no full- turning movements are being proposed at any driveway location; . That staff would be of the opinion that the turning movements could be provided and could be monitored; that staff would anticipate that these movements would be used in a safe and reasonable manner by motorists and that they would remain indefinitely; . That staff would be willing to entertain other studies prepared by the businesses and that this project must proceed; . That it would be staff's goal to have the project under construction late spring, early summer to nominal impact during the upcoming holiday season; . That delays of moving the project forward could result in waiting until next spring or summer; . That in the event the PublicfTraffic Safety Commission found it worthy to study traffic studies of signal locations, the proposed project could still go forward; . That currently staff has a project that is funded and would like to move forward; . That the proposed recommendation would a ttempt to balance street safety as well the business needs. At this time, the Public Hearing was opened. Mr. Larry Markham, 41635 Enterprise Circle, representing Anderson and Burns properties, relayed the following: . That the properly and business owners recognize that the intersection is a problem; that the widening of Winchester Road and Jefferson Avenue is needed; and that they have no problem with this project going out to bid; R:\Minutes\PublicTrafficSafetyCommission022604 4 . That the issues of the properly and business owners is the median itself; . That he was surprised to see that staff's report did not have any substantiating data such as traffic counts, a.m.lp.m. midday counts, or ADTs; . That the property and business owners are requesting another 30 days to come up with some creative solutions as how to access the properties, especially the properties on the west side; . That they have explored several options to realigning the driveways on both the east and west sides; . That they see no need to hold up the bidding of the widening project; . That they could be ready in 30 days if the PublicfTraffic Safety Commission permits. Ms. Carliene Anderson, 41623 Margarita Road, representing Winchester Jefferson Plaza, relayed the following: . That her retail business will be the most impacted by the access; . That more time is needed to have an independent study performed; . That the problem is a major problem only two times a day; . That she is in full support of the proposed improvements; . That the posted 45/50 mph speed limit signs are a problem. Mr. David Thompson, 27310 Jefferson Avenue, noted adding another signal would create a traffic break. Mr. Neil Cleveland, 28046 Del Rio Road, owner of one of the properties on the east side, noted the following: . That he attended all the workshops and appreciates staffs help; . That he would approve of staff's Exhibit 2; however, expressed concern for the owners on the west side; . That he would respectfully request that the PublicfTraffic Safety Commission allow the west side property owner's time to have their independent studies performed to allow for an alternative solution. At this time, the Public Hearing was closed. Commissioner Katan echoed by Commissioner Jacobs, relayed that he is very impressed with Exhibit 2 and how the businesses are willing to explore other alternatives and, therefore, have no objection to giving the businesses another 30 days to evaluate their options. For Chairman Connerton, Director of Public Works Hughes relayed that staff would not be able to proceed with the intersection project until the median issue is resolved; that staffs recommendation would be to move forward with Exhibit 2 as the median design and that if property owners were to provide an effective solution, this could be addressed at a later time. R:\Minutes\PublicTrafficSafetyCommission022604 5 In response to Chairman Connerton's queries, Mr. Hughes noted that if the PublicfTraffic Safety Commission were not to approve staff's recommendation, it could possibly delay construction to the following spring or summer; that it is always a concern with the City Council and City Manager's office having construction at major intersections during the holiday shopping season; and that it would be staffs goal to be under construction as early as possible. Being of the opinion that the property owners will not be able to address the issues within 30 days, Mr. Hughes reiterated t hat the goal 0 f t he City would bet 0 maintain public highways, making them safe and efficient for moving traffic and that staff would be willing to work with the businesses and entertain any project t hat they may have for a traffic signal at t he northerly driveway location. For Commissioner Katan, Mr. Hughes relayed that there is a distinct need to move traffic on arterial and collector roads that the more signals installed the more the ability to move traffic; that although a signal on the north driveway would improve access and would make it safer to those private properties, it would hinder the ability to move traffic on the main route; that it would not meet the objectives of moving traffic on Jefferson Avenue; and that although it may be good for the private businesses, it would not be good for the community. In response to Commissioner Jacobs, Mr. Hughes noted that staff is of the opinion that Exhibit 2 as proposed, would provide a balance of giving access to the driveway and that staff would not support signals at Sand born at this particular time. For Chairman Connerton, Mr. Hughes stated that installing a stop sign at Sand born would be disastrous in that it would create backup and compound the existing problem. In response to Chairman Connerton, Sergeant Pi no stated that from law enforcement perspective, driveways in and driveways out create hazard and relayed his support of Exhibit 2. Fire Marshall Mc Bride noted that the Fire Department would fully support staff's recommendation. Commissioner Katan relayed that although Exhibit 2 would appear to be a good solution, he would like to see the business owners come up with a creative alternative. Chairman Connerton noted that he would be inclined to support staff and would anticipate that the property owners quickly proceed with their studies. MOTION: Commissioner Jacobs moved to approve staffs recommendation. Chairman Connerton seconded the motion and voice vote reflected approval with the exception of Commissioner Lanier who abstained, Commissioner Katan who voted No, and Commissioner Ramos who was absent. At this time, Commissioner Lanier returned to the dais. 4. Parkina Restrictions - Westside Business Park RECOMMENDATION: 4.1 That the PublicfTraffic Safety Commission provide a recommendation to the City Council. Principal Engineer Moghadam presented a brief overview of t he staff report (as per agenda material), noting the following: R:IMinuleslPublicTrafficSafelyCommission022604 6 . That at the meeting of January 13, 2004, the City Council suggested that this item be brought to the PubliclTraffic Safety Commission for further consideration, possibly allowing parking on weekends and restricting parking on weekdays; . That staff would be of the opinion that part-time or partial parking could cause confusion and create further on-site parking problems; . That staff is recommending that the Commission consider the implementation of either full-time parking restrictions or no restrictions at all on streets within the Westside Business Park; . That Mr. Olhasso, representative for the Westside Business Park, was unable to attend February 26, 2004, meeting due to a previous engagement but requested that staff reiterate that the Westside Business Park does not want the "No Parkina" signs removed. In response to Commissioner Jacobs' query, Mr. Moghadam relayed that the only area where parking restrictions are implemented are schools. For Commissioner Lanier, Mr. Hughes clarified that although there are CC&Rs associated with the Westside Business Park, it would be staffs and the City Attorney's opinion that the CC&Rs do not have any bearing on enforceability from the standpoint of the City being a policing agency. Commissioner Katan concurred with staffs recommendation. MOTION: Commissioner Lanier moved to approve staff's recommendation. Commissioner Jacobs seconded the motion and voice vote reflected approval with the exception of Commissioner Katan who voted No and Commissioner Ramos who was absent. 5. Reauest for Multi-Wav Stop Sians - Meadows Parkwav and La Serena Wav RECOMMENDATION: 5.1 That the P ublicfTraffic Safety Commission recommended t hat the City Council adopt a resolution establishing Multi-Way Stop signs at the intersection of Meadows Parkway and La Serena Way. Principal Engineer Moghadam presented a staff report (as per agenda material), noting the following: . That a recent study of All-way stop signs was performed at La Serena Way and Meadows Parkway intersection; . That the study indicated that the minimum warrant criteria for installation of AII- way stop signs were satisfied; . That because All-way stop signs would only be temporary, staff would recommend that the PublicfTraffic Safety Commission recommend to the City Council the installation of interim All-way stop signs at the intersection of Meadows Parkway and La Serena Way. For Commissioner Lanier, Mr. Moghadam clarified that stop signs are warranted. Commissioner Jacobs concurred that All-way stop signs are needed at this location. R:\Minutes\PublicTrafficSafetyCommission022604 7 Chairman Connerton concurred with staffs recommendation. For Chairman Connerton, Mr. Hughes relayed that the construction will be handled by another division in the Public works Department and that the item will go to bid and could possibly be ready to go to construction in fall 2004. MOTION: Commissioner Lanier moved to approve staff's recommendation. Commissioner Katan seconded the motion and voice vote reflected approval with the exception of Commissioner Ramos who was absent. Assistant to the City Manager Yates welcomed newly appointed Commissioner Jacobs, relaying that an orientation will be scheduled to meet with the Public Works Department, Police Department and the Fire Department; that in the month of March, a commission tour will be scheduled to a Public Safety Dispatch Center, Ben Clark Training Center, and Emergency Command Center to discuss emergency services; and that a number of new programs will be brought forward to the PublicfTraffic Safety Commission in the near future. 6. Traffic Enaineer's Report Principal Engineer Moghadam had no report at this time. Mr. Hughes relayed that Loma Linda, east Pechanga Parkway, and Wabash Lane will be discussed on the March 25, 2004, agenda. 7. Police Chiefs Report Sergeant Pino presented a police update relaying the following: . That motor officers spent 20 hours in the Georgetown area and that no tickets were written; . That he had spent some of his personal time in the Georgetown area and observed no speeders; . That 14 hours were spent at Pechanga Parkway and that 73 tickets were issued; and that enforcement will continue in that area; . That within the past two weeks, DUI enforcement resulted in 14 DUls; that a DUI check point will be scheduled for March 17, 2004. 8. Fire Chiefs Report Fire Marshal McBride welcomed Commissioner Jacobs to the Commission and noted the following: . That there were two structure fires in the last month that are currently under investigation; . That the Fire Department and the Public Works Department will be working together to ensure safety at the upcoming car show; . That next month the Fire Department will be attending a conference on wireless technology; R:\Minutes\PublicTrafficSafetyCommission022604 8 . That in two weeks the Fire Department will be testing a mobile printer; . That in two months the Fire Safety Trailer will be arriving; . That the Fire Department is hopeful of adding a Public Safety Specialist. 9. Commission Reports A Commissioner Lanier welcomed Commissioner Jacobs and thanked the Fire Department and Police Department for their fine work on the Rod Run. B Commissioner Jacobs relayed excitement to being a part of the Public Traffic/Safety Safety Commission. C Commissioner K atan welcomed Commissioner Jacobs a nd thanked Mr. Yates for the exciting updates of future programs. FLAG SALUTE Commissioner Jacobs led the audience in the Flag salute. ROLL CALL Present: Commissioners Jacobs, Katan, Lanier, Ramos, and Chairman Connerton Absent: None. PUBLIC COMMENTS No public comments. Commissioner's Reports Commissioner Katan relayed that he has had requests from citizens regarding the possibility of re-striping Butterfield Stage Road, noting that currently it is striped for one lane but that citizens would like it to be striped for two lanes. For Commissioner Katan, Principal Engineer Moghadam relayed that he would be of the opinion that there is adequate width to provide four lanes and that staff will explore the possibility. Commissioner Jacobs relayed his excitement in regard to his participation in Community Emergency Response Training (CER) and also noted that he toured the Fire Dispatch Center and Training Center at March Airfield. Commissioner Ramos commended the Public Works Department on their quick and efficient recovery of street signs that were down. Chairman Connerton relayed that he attended the State of the City Address and noted that it was a very impressive presentation and that he attended two ribbon cutting park dedications. COMMISSION CONSENT CALENDAR 1. Commissioner Jacobs seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Citizen Services Award Prooram RECOMMENDATION: 2.1 That the PublicfTraffic Safety Commission consider staffs recommendation for the creation of a Citizen Service Award Program to communicate the City and Commission's appreciation for exemplary service, by recognizing citizens who make significant contributions to make Temecula one of the best cities to live in. Human Resource Analyst Lanier presented a staff report (as per agenda material), noting the following: . That staff was directed by the Public Traffic Safety Commission to design a Citizen Service Award Program to recognize and award local citizens for exceptional service their community; . That the program will consist of three levels of awards which will include the following: . Distinguished SeNice Certificate: major, exceptional personal effort; . Excellence Certificate: exceptional achievement above and beyond; . Meritorious Certificate: acts of heroism performed at great personal risk. . That after a nomination has been considered and recipient determined; that person will be recognized at a Public Safety Traffic Commission meeting and will receive the appropriate certificate of appreciation; . That a full outline of the program would be located in the agenda packet; . That there will be two accommodation awards at the next Public Traffic Safety meeting. For Commission Chairman Connerton, Human Resource Analyst Lanier relayed that the two recipients that will be awarded were recommended by staff. MOTION: Commissioner Lanier moved to approve staff's recommendation. Commissioner Katan seconded the motion and voice vote reflected unanimous approval. 3. Implementation of Geooraphic Information Systems (GIS)!Global Positionino System (GPS) in Police Vehicles RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission review the presentation and support for the implementation of Geographic Information Systems (GIS/Global Positioning System (GPS) in Police Vehicles. R:\Minutes\PublicTrafficSafetyCommission032504 2 Director of Information Systems Thorson presented a staff report on the implementation of Geographic Information Systems (GIS)/Global Positioning System (GPS) in police vehicles, noting the following: . That two years ago implementation of a map mobile Geographic Information System (GIS) applications were installed in fire vehicles; . That Councilman Stone recommended that staff examine the feasibility of installing a digital map capability in Police Department vehicles; . That a Police Department pilot evaluation program would be recommended by City staff; . That Police Department funds would be used to purchase two tablet PCs and equipment necessary to start a pilot program (see attachment A in staff report); . That Gamber Johnson Vehicular Integration will be mounting the equipment in the Sergeant's and Chief Police's vehicle; . That a gO-day evaluation would be performed; . That t he application will be customized with scenarios that would apply tot he Police Department; . That after the evaluation period, staff will be providing a report to the Public Traffic Safety Commission with recommendations; . That this item will be forwarded to the City Council on April 13, 2004. For Commissioner Katan, Police Chief Domenoe relayed that for the gO-day evaluation period, the digital map capability will only be allowed in the Sergeant's and Police Chief's vehicle; and that after gO-days, more data will be required and, the equipment could be moved to other police vehicles. For Chairman Connerton, Mr. Thorson relayed that the test plan has not yet been developed, but that a legitimate test criteria will be created that applies to the Police Department. For Chairman Connerton, Police Chief Domenoe relayed that because it is a pilot program, the Police Department has limited funds; that funds were not marked in the budget; and that he would be of the opinion that integration into the current MDC system is essential before this program could be pushed forward. For Commission Katan, Mr. Thorson relayed that the application will be designed to install various scenarios. MOTION: Commissioner Lanier moved to approve staff's recommendation. Safetv Review - State Route 79 South and Wabash Lane RECOMMENDATION: 4.1 That the PublicfTraffic Safety Commission review the intersection of State Route 79 South and Wabash Lane for possible safety issues and determine if a traffic signal should be considered. Director of Public Works/City Engineer Hughes presented a staff report (as per agenda material), noting the following: . That Councilman Washington directed staff to review the intersection of State Highway 79 South; . That State Highway 79 South is within Caltrans jurisdiction; and that although the City does not have direct authority of the intersection, there has been ongoing concern with all the intersections along 79 South; . That after the City's evaluation of the intersection of 79 South and Wabash Lane, it was determined that the intersection is operating satisfactorily; . That there is a project under design to install a raised median along the entire stretch of 79 South to further improve the safety of this corridor which will include irrigation and landscaping as well as the raised median; . That the Public Works Department would anticipate that if the City were successful in obtaining in control of the highway, the Public Works Department would be able to instigate the construction of the project at an earlier date; . That in the event the relinquishment were not approved, staff would be of the opinion that the delay in starting construction could be another two to three years due to Caltrans' processing; . That the median project has been approached as though the City will have control of the State Highway; and that it is being designed to City standards and would avoid Caltrans processing to expedite the project; . That the median design will have the same left-turn configuration that currently exists; . That along with the above-mentioned improvements, the City is in the process of soliciting bids for the construction of sidewalks and landscaping improvements along the south side of State Route 79 South. For Commissioner Lanier, Mr. Hughes relayed that the signals at La Paz Road and Pechanga Parkway are under Caltrans jurisdiction but that the City provides input to Caltrans with regard to the signal timing; and that when the City has control of 79 South, it will give the City ability to be creative with the signal timing. R:\Minutes\PublicTrafficSafetyCommission032504 4 For Commissioner Ramos, Mr. Hughes relayed that the main reason for not implementing median installation before the sidewalk and landscaping improvements, is that it would be very difficult to process the U-turn through Caltrans at this time and that the proposed design will be prepared with the assumption that the City will have full control the State right of way and, therefore, would not require Caltrans processing or approvals. At this time, the Public Hearing was opened. Mr. David J. Zalasko, 30300 Pechanga Drive, representing the California Homeowners Association, noted the following: . That he is requesting that the City install a security light; . That there has been increasing traffic speeds on SR 79 South; . That the City installed a turn lane which is dangerous. At this time, the Public Hearing was closed. For Commissioner Jacobs, Mr. Hughes relayed that the median design in currently underway. For clarification purposes, Mr. Hughes also noted that because of the signal warrant analysis performed for the intersection of SR 79 South and Wabash Lane, warrants are not satisfied and traffic signals are not justified at this location and that it would be unlikely that Caltrans would entertain a signal at this location but that the City may always approach Caltrans. Commissioner Ramos thanked Mr. Zalasko for his comments and noted that he understands his frustration and realizes that although there may be an inconvenience to access a safe route that might be the only alternative at this time. Commissioner Ramos also queried if a caution sign between La Paz Road and Wabash Lane would be helpful. Director of Public Works/City Engineer Hughes clarified for Chairman Connerton, that staff would recommend that the Public/Traffic Safety Commission reYiew the staff report; determine whether any consideration for a signal should be made; allow staff to continue on the path with the current design which will be readdressed by the Public Traffic Safety Commission prior to any final decisions, and to request approval of the concept to continue to allow a refuge lane, uncontrolled left-turn movements at Wabash Lane, and along with the concept of adding the U- turn at Pechanga Parkway, noting that the full redesign project would be approved at a subsequent Public Traffic Safety Commission meeting. MOTION: Commissioner Ramos moved to support current plans to construct a median with uncontrolled left-turn access at Wabash Lane, the proposed traffic signal modification to allow U-turn movements at SR 79 South and Pechanga Parkway. Commissioner Lanier requested that the motion be amended to include that staff aggressively seek signage along SR 79. MOTION: Commissioner Ramos moved to support current plans to construct a median with uncontrolled left-turn access at Wabash Lane, the proposed traffic signal modification to allow U-turn movements at SR 79 South and Pechanga Parkway along with sidewalk and landscape improvements along the south side of SR 79 South, and direct staff to explore the possibility of installing additional advanced street name signs. Commissioner Lanier seconded the motion and voice vote reflected unanimous approval. 5. Multi-Wav Stop SiQns - Meadows Parkway and Roval Oaks Drive RECOMMENDATION: 5.1 That the PublicfTraffic Safety Commission recommend that the City Council adopt a resolution establishing Multi-Way Stop signs at the intersection of Meadows Parkway and Royal Oaks Drive. Principal Engineer Moghadam presented a staff report (as per agenda material), noting the following: . That the City received a request to review the sight distance for vehicles turning left from Royal Oaks Drive onto Meadows Parkway and for students who ride their bicycles and crossing Meadows Parkway; . That the City conducted a comprehensive study of the number of accidents at the location, the traffic volumes both on Meadows Parkway and Royal Oaks Drive, and the sight distance; . That based on the number of accidents and volumes, the warrants were not met and the stop signs were not justified; . That during the two-year investigation period, there was only one accident that was not attributed to the left-turn out of Royal Oaks Drive; . That there have been no accidents caused by this situation within two years; . That the volumes of side streets such as Royal Oaks Drive are a significantly less than what is required to justify an All-Way Stop; . That an evaluation of the intersection sight distance indicates that the visibility from Royal Oaks Drive traveling south was unobstructed; however, traveling north the visibility falls below the minimum stopping sight distance for a 52 MPH speed due to the vertical alignment of the roadway; . That Caltrans traffic manual states that Multi-Way Stop controls may be considered at intersections where the sight distance cannot be improved by removing the obstruction; R:\Minutes\PublicTrafficSafetyCommission032504 6 . That staff would be of the opinion that the installation of the stop sign will increase noise levels due to vehicular acceleration and deceleration; . That staff would recommend the installation of Multi-Way Stop sign at this location based on the lack of sufficient sight distance and visibility. At this time, the Public Hearing was opened. That a petition has been signed by residents affected by the proposed multi-way stop sign; . That the visibility is very low; . That there are no marked cross walks; . That there is a lack of visibility for pedestrians crossing the street; . That children cannot cross the street safely due to unmarked cross walks; At this time, the Public Hearing was closed. For the Commission, Principal Engineer Moghadam relayed that advanced signs would be installed as well as Multi-Ways Stop signs; that staff would not be recommending crosswalks; and that school area warning signs are installed within 500 feet of a school only. For Chairman Connerton, Sergeant Pi no relayed the following: . That in the past month, motor officers completed high-visibility enforcement; . That 26 citations were written for traveling 12 to 15 mph oyer the speed limit; . That he would have no concerns with a multi-way stop sign being installed. Deputy Fire Marshal Neuman noted that he would be of the opinion that a multi-way stop sign would benefit that area. Director of Public Works/City Engineer Hughes presented the staff report (as per agenda material), noting the following: . That staff was directed by Councilman Washington to review the issue of pedestrian access along Loma Linda Road between Pechanga Parkway and Erie Stanley Gardner Middle School; . That a sidewalk on Loma Linda will be planned and constructed through the Wolf Creek Specific Plan (SP); . That until the developer completes the work, residents that live west of Pechanga Parkway will have to cross Pechanga Parkway at Loma Linda and walk along the dirt shoulder of Loma Linda Road to the middle school; . That the situation that currently exists along Loma Linda Road, although not desirous of staff, is an interim situation; . That since the opening of the school, the School District has provided bus service for the neighborhood children t hat live west 0 f P echanga Parkway but that many students still choose to walk to school; . That around 50 students a day, morning and afternoon use the Loma Linda dirt shoulder to get to school and that there has been a large number of parents that have expressed concern; . That when the school opened, the City explored the safety issue, discussed it with the School District, and identified that the School District would be providing the busing but that it was also decided that the walkway oyer the Lama Linda Road bridge at Pechanga Parkway would be improved as well; . That the City installed a raised sidewalk across the bridge; . That staff would be of the opinion that the current conditions are adequate and that appropriate alternatives are in place for any students that choose to take the bus service until the improvements are completed; . That the Wolf Creek project will be providing the widening along the south side of Loma Linda Road which would provide sidewalks from Pechanga Parkway to the middle school which will be improving the situation; . That staff would recommend that the Public Traffic Safety Commission receive and file this report. BACKGROUND: At the meeting of December 11, 2003, the PublicfTraffic Safety Commission approved the Staff recommendation (4-0) to establish a parking restriction on Diaz Road between Winchester Road and Dendy Parkway, and to remove the existing "No Parking" signs on Dendy Parkway, Remington Avenue, Zevo Drive, Rio Nedo, Via Industria, Calle Empleado, Roick Drive, Colt Court, and Bostik Court. This recommendation was made since on-street parking did not pose a safety problem on these streets and parking restrictions were not necessary. At the meeting of January 13, 2004, the City Council approved the parking restriction on Diaz Road and directed staff to forward this item to the PubliclTraffic Safety Commission to consider that parking be restricted on the remaining existing streets in the Westside Business Park Monday through Friday, with parking allowed on Saturday and Sunday only. Currently, in the Westside Business Park there are numerous locations where "No Parking" signs have been removed to accommodate on-street parking. The removal of the signs has occurred on a "case by case" basis as requested by the properly owner/tenant to provide additional parking for the business' employees and customers. For the businesses that currently take advantage of the on- street parking, a Monday through Friday parking restriction as proposed could create further on-site parking problems. Moreover, it is likely that the lack of available on-site parking would result in motorists continuing to use the street for overflow parking in violation of the proposed parking restriction. This along with the permitted parking on Saturday and Sunday could cause confusion for some motorists as well as an enforcement problem for the Police Department. For these reasons, staff suggests that the Commission consider the implementation of either full time parking restrictions or no restrictions at all, on streets within the Westside Business Park. The public has been notified of the PublicfTraffic Safety Commission's consideration of this issue through the agenda notification process and by mail. The Police Department responded to 45 "priority one" calls for service during the month of March, with an average response time of approximately 6.3 minutes. A total of 4,603 calls for police service were generated in the City of Temecula during the month. During March, the Temecula Police Department's Town Center Storefront served a total of 161 customers. Fifty-two sets of fingerprints were taken, 53 people filed police reports and eight people had citations signed off. Crime Prevention Officer Lynn Fanene participated in a number of special events, neighborhood watch and community-oriented programs during the month. He also coordinated requests for patrol ride-a longs and conducted police station tours. Additionally, he continued to provide residential and business security surveys/visits and past crime follow-up. Officer Fanene also continued to process City Planning Department submissions of site plans/conditions. During March, the POP Teams continued their problem oriented policing approach of areas within the community and made numerous arrests, including seven felony arrests and 17 misdemeanor arrests for various crimes. The function of the POP Teams is to address situations that typically require extended enforcement action or certain expertise in order to solve an on-going problem within a neighborhood. The POP Team officers also assisted members of the SET Team in the service of search warrants, both locally and in Chula Vista. The traffic team reported that during the month of March there were 1037 citations issued for hazardous violations, 78 citations were issued for non-hazardous violations and 97 parking citations were issued. During the month there was one fatal collision, seven injury traffic collisions, 61 non- injury collisions were reported and 29 drivers were arrested for DUI. In other citation summary information, the Neighborhood Enforcement Team (NET) program resulted in 113 citations being issued. This program addresses traffic concerns in residential neighborhoods with a dedicated motor officer. The SLAP program (Stop Light Abuse Program) resulted in 337 citations being issued during March. Monthly Departmental Report - Police Department During the month of March, the POP officers assigned to the Promenade Mall handled a total of 90 calls for service. The majority of these calls were for shoplifting investigations. During the month, calls and on-sight activity resulted in the criminal arrest and filings on four misdemeanor cases and three felony cases. Officers McElvain and Rahn continued to provide training to security staff during the month. The mall officers continued to work to prevent vehicle theft and vehicle burglaries. There were two vehicle thefts and no vehicle burglaries reported during the month of March at the mall. Our five school resource officers have remained active during March. The school resource officers conducted many counseling sessions with students. A total of 94 investigations/reports were conducted/written by the school resource officers during March. The school resource officers made misdemeanor arrests for battery and possession of alcohol, and felony arrests for assault with a deadly weapon and illegal possession of a weapon on campus. The Old Town Storefront serves as an office for the POP Teams and a location to assist the public with police services. During March, the Old Town Storefront served 263 customers. Twenty-three sets of fingerprints were taken, 25 police reports were written, and seven citations were signed off. During the month of March, the Special Enforcement Team (SET Team), consisting of Officers Jon Wade and Gary Lee, continued working a number of sensitive investigations, including one investigation of burglary and possession of stolen properly that led the officers to serve a search warrant in Chula Vista. Property that was stolen in a Temecula burglary was recovered during the execution of that search warrant, and officers anticipate a criminal filing against the suspect. Officers also assisted in the service of a search warrant at Alexander's Jeweler's, located in the Promenade Mall. Officers were searching for stolen property there, and that investigation continues. Officers from the SET Team made two felony and two misdemeanor arrests during the month of March. Volunteers from the community continue to be an integral part of the Temecula Police Department's staff. Under the guidance of volunteer coordinator Officer Jennifer Wagner and assistant coordinator Gayle Gerrish, the Police Department's volunteer staff contributed 487 hours of service in March. Volunteer assignments include computer data input, logistics support, special event assistance and telephone answering duties. Community Action Patrol (CAP) Program volunteers have continued their activities, patrolling the city for graffiti, conducting vacation residential checks and assisting patrol with special logistical needs and special events. Other duties these volunteers attend to are business checks and abandoned yehicles and traffic control. The goal of the program is high Yisibility, which preyents crime from occurring. CAP Team members contributed 200 hours of service to the community during the month of March. The reserve officer program and mounted posse are additional valuable volunteer resources available to the police department. The police department utilizes reserve officers to assist with patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police officers worked a total of 92 hours specifically on patrol in Temecula during March. The Temecula Citizen Corps Program continued to make good progress during the month of March. The executive body, or the TCC Council, continues to hold their bi-weekly meetings at Station 84. The council is comprised of representatives from the police and fire departments, the City, local business, the Temecula Valley Unified School District, the American Red Cross, and a local citizen. Almost all of the volunteer leadership positions have now been filled, and the program is progressing well toward meeting the goals provided by members of the city council. The organization's policies have now been formalized and documented in an administrative and operational manual. Monthly Departmental Report - Police Department 2 During March, there was a neighborhood meeting held in the Redhawk area that generated great interest among the Redhawk residents and resulted in more than twenty TCC interest cards being completed and turned in. Enthusiasm remains high and recruitment is soaring. There are now well over 100 volunteers that contribute to the TCC effort, and this number increases weekly. Also during the month of March, a number of TCC volunteers, including Public Traffic/Safety Commissioner Paul Jacobs, completed CERT Training, which is a 20-hour course of advanced preparation training. This semi-annual, advanced training, hosted by the fire department at Station 84, allows the TCC leadership to fulfill their roles within the organization.
