HomeMy WebLinkAbout102804 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION OCTOBER 28, 2004 CALL TO ORDER The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, October 28, 2004, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Youmans led the audience in the Flag salute. The Commission welcomed newly appointed Commissioner Arbogast. ROLL CALL Present: Commissioners Arbogast, Jacobs, Youmans, Lanier, and Vice- Chairman Ramos. Absent: None. PUBLIC COMMENTS Mr. Mark Broderick, representing Rainbow Canyon Villages HOA Board, requested Installation of stop signs on Clubhouse Drive at Bayhill Drive and Murfield Drive; noting there is a significant amount of cut-through traffic from Pechanga Parkway to Rainbow Canyon Road. COMMISSIONER'S REPORTS Commissioner Jacobs welcomed Tomi Arbogast to the PubliclTraffic Safety Commission and also expressed his gratitude for Chairman Connerton's years of exceptional community service to the City of Temecula. Commissioner Ramos echoed Commissioner Jacobs' comments. Commissioner Lanier welcomed Ms. Arbogast to the Commission and congratulated Commissioner Jacobs for his three year term to the Commission, and thanked the Police and Fire Department for their great service. Commissioner Youmans also welcomed Ms. Arbogast to the PubliclTraffic Safety Commission. Commissioner Arbogast thanked the Commission for their comments and noted that she is looking forward to serving the community. R:IMinuteslPublic T rafficSafetyCommission1 02804 COMMISSION CONSENT CALENDAR 1. Minutes of September 23, 2004 RECOMMENDATION: 1.1 Approve the Minutes of September 23, 2004. MOTION: Commissioner Lanier moved to approve the Consent Calendar. Commissioner Jacobs seconded the motion and voice vote reflected approval with the exception of Commissioner's Arboaast and Ramos who both abstained. COMMISSION BUSINESS 2. Safe Routes to School RECOMMENDATION: 2.1 That the PubliclTraffic Safety Commission discuss Safe Routes to School and provide input to staff. Senior Management Analyst Adams presented a staff report (of record), highlighting the following: That the City Council adopted a proclamation at the September 28, 2004 meeting proclaiming October 4th through the 8th, as International Walk to School Week That staff has investigated further not only what the Murrieta School District has done of recent, but what the Temecula Valley Unified School District has planned in the way of identifying viable walking routes to school That the City's GIS Department has created exhibits that demonstrate the walking radiuses for high school, middle school, as well as elementary schools in the City . That the District Transportation Department is currently working on a project and is recommending that the City partner with them in the generation of maps and exhibits which would allow the District and individual PTAs to identify the safest walking routes to school, through the City's website, City news letter, press releases, public access channel, and proclamations . That Mr. Bill McKinney, Director at TVSD is available to answer any questions. Commissioner Lanier expressed his support for the proposed project. For Commissioner Jacobs, Mr. Adams relayed that staff has not had any discussions at this time with any other agencies, other than Caltrans and Murrieta School District with regard to the proposed project. R:IMi nuteslPublic T rafficSafetyCommission 1 02804 Assistant to the City Manager Yates noted that what Mr. Adams is proposing would only be the beginning of the process and as the program becomes more established could City staff partner with more agencies. Mr. McKinney relayed that in order for the proposed program to be successful, staff will have to get a grass roots buy-in at a particular school site. For Commissioner Jacobs, Mr. Adams mentioned that the City has a great working relationship with the school district and meet with them on a quarterly basis, noting that if it is the will of the Commission, the item Safe Routes to School could be agendized at one of the joint meetings to discuss school and City issues. The Commission thanked Mr. Adams for his staff report noting their support for the proposed project. 3. Reauest for Multi-Way Stop Sians - Rancho Vista Road and Camino Romo RECOMMENDATION: 3.1 That the PubliclTraffic Safety Commission deny the request for installation of multi-way stop signs at the intersection of Rancho Vista Road and Camino Romo. Principal Engineer Moghadam welcomed Ms. Arbogast to the PubliclTraffic Safety Commission and presented his staff report (of record), noting the following: . That staff received a request for the installation of multi-ways stop signs at the intersection of Rancho Vista Road and Camino Romo That Rancho Vista Road is designated as a Secondary Highway on the City's Circulation Element with (2) travel lanes and a bike lane in each direction That currently in the area Camino Romo, Rancho Vista Road has a single travel lane in each direction . That the Average Daily Traffic (ADT) on Rancho Vista Road at Camino Romo is 6,341 and that the speed limit is posted at 45 mph on Rancho Vista Road That the ADT at Camino Romo is 2,000 per day and the speed limit is posted at 25 mph That a review of the accident history for the past twelve (12) months indicated no accidents That a multi-way stop warrant analysis performed for the intersection indicates that the existing volumes are considerably lower than the applicable warrant criteria and stops signs that are not justified at the intersection of Rancho Vista Road and Camino Romo. R:\Minutes\Public T rafficSafetyCommission 1 02804 For Commissioner Lanier, Mr. Moghadam relayed that the traffic signal at Meadows Parkway and Rancho Vista Road will be installed within the next few months. Commissioner Jacobs disclosed that he is both a resident and a Board Member of the Vintage Hills Planned Community Association and after discussion with the City Attorney, he would have no conflict of interest with the above mentioned item. For the Commission, Sergeant Pino relayed that he is not aware of any reported accidents at the intersection of Rancho Vista Road and Camino Romo. Director of Public Works Hughes noted that in the near future, a nearby development will be adding additional improvements and sidewalks to a portion of Rancho Vista Road. At this time, the Public Hearing was opened. Ms. Patty Watts, Temecula resident, expressed her support for the multi-way stop signs at the intersection of Rancho Vista Road and Camino Romo. Ms. Debra Fajt, Temecula resident, expressed her disagreement with Mr. Moghadam's report and spoke in favor of the multi-way stop signs. At this time, the Public Hearing was closed. Mr. Moghadam reiterated that the review of the accident report for the twelve (12) month period reported no accidents at the intersection of Rancho Vista Road and Camino Romo. Mr. Hughes noted that speed limits are established by state law and that the City cannot arbitrarily lower speed limits. For Commissioner Jacobs, Mr. Moghadam relayed that staff could explore the possibility of adding additional parking restrictions to the left of Camino Romo. MOTION: Commissioner Jacobs moved to aDDrOye staff's recommendation and deny the request for installation of multi-way stop signs at the intersection of Rancho Vista Road and Camino Romo, with the condition that staff explore the possibility of adding parking restrictions on the west side of Camino Romo on Rancho Vista Road. Commissioner Youmans seconded the motion with the addition that the Police Department monitor the area during peak hours and voice vote reflected aDDrOyal. 4. Commission Meeting Schedule Noyember and December 2004 RECOMMENDATION: 4.1 That the PubliclTraffic Safety Commission direct the Secretary to cancel and reschedule the regular meetings for November and December 2004, and perform the appropriate postings and noticing requirements per the Government Code. MOTION: Commissioner Lanier moved to approve staff's recommendation. Commissioner Jacobs seconded the motion and voice vote reflected aDDrOyal. RIMinuteslPublic T rafficSafetyCommission 1 02804 5. Traffic Engineer's Report No report at this time. 6. Police Chiefs Report Chief Domenoe relayed that the upcoming Public Safety Expo will be held on Saturday, November 6, 2004 at Chapparal High School. Mr. Domenoe also noted that the Police Department is in the final stages of hiring for a Management Analyst position. Sergeant Pi no reported that the Police have been monitoring Del Rey Road and Avenida Verde, Villa Norte and Cahuilla Road, Camino Romo and Corte Mendoza, and have not witnessed vehicles violating the speed limit. Sergeant Pino also noted that there were minimal problems with the Rod Run and Race for the Cure and thanked Maintenance Superintendent Buron and staff for their outstanding assistance. 7. Fire Chiefs Report Battalion Chief Deyo made the following report: . That the Fire Department did not respond to any significant property damage caused by flooding during the heavy rains . That the Fire Department responded to a minor flooding on La Paz on the Highway 79 South . That the Fire Department responded to a structure fire on the block of Milky Way That the Fire Department would encourage everyone to change their batteries in their smoke detectors and CO detectors. Commissioner Ramos thanked staff for allowing him to attend the Commission dinner noting that he enjoyed himself.
