MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlC/TRAFFIC SAFETY COMMISSION HELD APRIL 22, 1993 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order Thursday, April 22, 1993, at 7:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Ron Guerriero. Commissioner Knopp led the flag salute. PRESENT: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero ABSENT: 1 COMMISSIONERS: Holliday Also present were Director of Public Works Tim Serlet, Traffic Engineer Ben Dobbins, Fire Chief Jim Wright, Battalion Chief Mark Browdowski, Officer Mark Leggett, Temecula Police Department and Recording Secretary Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Minutes of March 25. 1993 It was moved by Commissioner Perry, seconded by Commissioner Johnson to approve the minutes of March 25, 1993 as mailed. The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday 2. Dial-A-Ride Joan Ellis, Senior Services Coordinator for Riverside County Service Area 143, provided an overview of the Murrieta Dial-A-Ride program. Ms. Ellis stated that the program is designed to improve the quality of life for the disabled by providing affordable transportation. Ms. Ellis stated that they would like to see the program coordinated through the City of Temecula as well and the City of Murrieta is asking that the City of Temecula contribute to the funding of the program. PUBLlCITRAFFIC SAFETY COMMISSION APRIL 22.1993 Director of Public Works Tim Serlet advised that the PubliclTraffic Safety Commission was given a presentation by Ed 0001 of Temecula Shuttle, on a Dial-A-Ride program in which the City of Temecula was proposed to subsidize the program. He added that the City is waiting for the results of a survey taken regarding the need for the service in Temecula. It was moved by Chairman Guerriero, seconded by Commissioner Sander that the PubliclTraffic Safety Commission recommend that the City of Temecula support the existing CSA 143 Handicapped Dial-A-Ride and upon further information of need, recommend to the City Council some entitlement towards the program being established. Trauma Intervention Proaram Wayne Fortner and Judy Brandt provided an overview of the T.I.P. program and duties of the T.I.P. volunteers. Commissioner Perry asked for an accounting of the $10,000 granted by the City of Temecula. Mr. Fortner stated that the funds were used for the following: Program start-up costs Training program Printing Materials Insurance Policy Mr. Fortner also stated that T.I.P. asks each participating City to pay a user fee of .15 (fifteen cents) per capita, per year for operations cost. Mr. Fortner advised that a request for $3,000 from the City of Temecula for FY93 was approved and that the same request has been made of the City of Murrieta, however there has been no answer to date. Commissioner Perry questioned whether the program coordinators have looked into additional funding through the County Board of Supervisors. PTSCOMMIN4/22/93 -2- 4/26/93 . . PUBLlCITRAFFIC SAFETY COMMISSION APRIL 22. 1993 4. Kahwea Road - Street Closure Traffic Engineer Ben Dobbins presented the staff report. Public Works Director Tim Serlet stated that the developer was conditioned to build the street as part of his tract map approval and if the City chooses not to open the street, it is anticipated that the developer will ask the City to reimburse the cost of construction of the street. Director Serlet advised that the request to keep the street closed is from the Kahwea Road property owners and Calle Medusa residents. It was moved by Chairman Guerriero, seconded by Commissioner Perry to hold a public hearing on May 27, 1993 on the closure of Kahwea Road. The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday 5. Five "Stoo" Sian Locations Traffic Engineer Ben Dobbins presented the staff report. Terry Davidson, 42355 Maskuaz Court, Temecula, advised the Commission that she is requesting the "Stop" signs, however she would like "Not A Through Street" sign placed on the cul-de-sacs along Loma Linda and a three-way stop at Via Consuelo and Loma Linda. Director Serlet advised that staff is investigating the complaints received from Ms. Davidson, and in response to these complaints, staff has determined that "Stop" signs are warranted at the following locations: Southbound Maskuaz Court @ East Loma Linda Road Southbound Via Consuelo @ Loma Linda Road Southbound Esplendor Court @ Loma Linda Road Northbound Esmerado Court @ Loma Linda Road Westbound East Loma Linda Road @ Loma Linda Road It was moved by Commissioner Johnson, seconded by Commissioner Knopp that "Stop" signs be installed as recommended by staff, and that the "Stop" sign at Via Consuelo be re-evaluated for a three-way Stop and recommend that a "Not A Through Street" sign be placed on Maskuaz Court. The meeting reconvened at 8:35 P.M. 6. Rainbow Creek Drive and Sorinatime Drive Traffic Engineer Ben Dobbins presented the staff report and advised that staff conducted volume studies which indicate an additional "STOP" sign is not warranted for this area. It was moved by Chairman Guerriero, seconded by Commissioner Sander to deny the request for an additional "STOP" sign at the intersection of Rainbow Creek and Springtime Drive, Temecula. The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday 7. Mercedes Street and 6th Street Traffic Engineer Ben Dobbins presented the staff report. It was moved by Commissioner Johnson, seconded by Commissioner Perry to recommend to the City Council the installation of two "STOP" signs at the intersection of Mercedes Street and 6th Street. PUBLlCITRAFFIC SAFETY COMMISSION APRIL 22. 1993 8. No Parkina Zone on Rancho California Road @ Via Las Colinas Traffic Engineer Ben Dobbins presented the staff report. Chairman Guerriero suggested that staff re-evaluate the intersection for additional traffic control. The Commission expressed a concern that left turns should be restricted from this intersection. Director Serlet advised that a signal will be installed at Lindy Lane at a future date. It was moved by Commissioner Perry. seconded by Chairman Guerriero to recommend to the City Council a "No Parking Zone" on the south side of Rancho California Road from the west curb line of Via Las Colinas 100 feet westerly. The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday It was moved by Commissioner Johnson, seconded by Commissioner Sander to recommend that staff re-evaluate the intersection for a recommendation to improve the left-hand turning movements from Via Las Colinas onto Rancho California Road and bring that recommendation back to the Commission. The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday 9. Two (2) Hour Limited Parkina Zone Traffic Engineer Ben Dobbins presented the staff report. Steve Clinton, 27315 Jefferson Avenue, Temecula, representing the tenants of Chico's Taco's, advised the Commission that when this commercial center was built, there were no parking restrictions on Jefferson. Mr. Clinton told the Commission that the center is leasing space to another restaurant facility and needs additional parking. He said the tenants would be agree to two hour parking. PUBLlC/TRAFFIC SAFETY COMMISSION APRIL 22. 1993 Greg Treadwell, 26363 Irwin Court, Hemet, addressed the Commission stating his concern that the request was generated to get his personal vehicle off the street. Mr. Treadwell stated that he keeps his truck parked in front of his business to keep the semi-trucks from parking there and suggested painted red curb in increments to allow for smaller vehicles to park and keep the semi-trucks out. Mr. Treadwell concluded by suggesting that if the Commission could work with him, he could possibly work with the City in parking his truck within the shopping center. Ben Dobbins advised that at the previous public hearing, no business owners came forward to express their support or opposition of the limited parking/no parking zones. It was moved by Commissioner Perry, seconded by Chairman Guerriero to continue the discussion of this item to allow staff to notify all affected business and property owners and bring the item back to the Commission. Saeed Undulations Traffic Engineer Ben Dobbins presented the staff report advising the Commission that the City Council sent the item back to the Commission to consider including a financing mechanism that will enable the City to recover costs associated with installation, annual maintenance and possible removal of an undulation. Commissioner Perry stated that he feels the City does not charge for other traffic control devices, however he would agree that if residents who requested the speed undulation subsequently requested removal, they should be asked to pay for the removal. Chairman Guerriero asked that staff place the Neighborhood Traffic Program on the next agenda. It was moved by Commissioner Perry, seconded by Commissioner Johnson to accept the proposed speed undulation policy with the following revisions:ltem No.4, Relocation of Undulations and Item No.4, Removal of Undulations amended to require 75% acceptance from residents and a fee to be charged for removal only, if requested by the property owners. PUBLlCITRAFFIC SAFETY COMMISSION APRIL 22. 1993 The motion carried as follows: AYES: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Holliday PUBLIC COMMENT John McMahor, 39772 Rustic Glen, Temecula, addressed the Commission outlining his concern for the safety of the children who live on Rustic Glen, which is currently being used as a detour route. Mr. McMahor stated that the traffic and speeds were excessive and unsafe. Mr. McMahor expressed his support of the proposed speed undulation policy. TRAFFIC ENGINEER REPORT Traffic Engineer Ben Dobbins reported the following: The striping and curbs in front of the High School have been repainted. Merchants along the east side of Jefferson, south of Winchester Road have asked street markings reading "Do Not Block Driveway" and striping to keep ingress/egress clear. POLICE CHIEF'S REPORT Office Mark Leggett reported the following: Review of monthly police crime stats. FIRE CHIEF'S REPORT Battalion Chief Mark Brodowski reported the following: Review of monthly fire report. Chief Brodowski advised that he would be bringing forward a report on residential sprinkler systems on the next agenda. PTSCOMMIN4/22/93 -7- 4126193 . . PUBLIC/TRAFFIC SAFETY COMMISSION APRIL 22. 1993 COMMISSION REPORTS Chairman Guerriero advised the Commission that the City of Murrieta has agreed to join the City of Temecula in planning the Western Bypass Corridor. ADJOURNMENT Chairman Guerriero declared the meeting adjourned at 10:20 P.M.
