PUBLIC/TRAFFIC SAFETY COMMISSION

A workshop meeting of the City of Temecula PubliclTraffic Safety Commission was called to
order Thursday. January 7. 1993. 6:30 P.M.. Temecula City Hall Main Conference Room.
43174 Business Park Drive. Temecula. California. The meeting was called to order by
Councilmember Ron Roberts. Commissioner Johnson led the flag salute.

Also present were Director of Public Works Tim Serlet, Ben Dobbins. Sgt. Jim Dominoe.
Battalion Chief John Winder and Minute Clerk Gail Zigler.

COMMISSION BUSINESS
1 . Election of Chairman
It was moved by Commissioner Johnson, seconded by Commissioner Perry to
nominate Ron Guerriero as Chairman.
The motion carried as follows:

3. Resolution establishina time and Dlace of PubliclTraffic Safetv Commission meetinas
It was moved by Commissioner Knopp, seconded by Commissioner Johnson to adopt
a resolution establishing the fourth Thursday of each month, 7:00 P.M. as the regular
meeting for the PubliclTraffic Safety Commission.

Adopt a resolution entitled:
RESOLUTION NO. PTS 93-01
A RESOLUTION OF THE PUBLIC/TRAFFIC SAFETY COMMISSION OF THE CITY
OF TEMECULA SETTING THE DATE, TIME AND LOCATION OF
PUBLIC/TRAFFIC SAFETY COMMISSION MEETINGS.
The motion carried as follows:

4. Discuss Goals and Mission Statement
Councilmember Ron Roberts recommended that the Commission work on the following
issues immediately:

Establish a sub-committee to review the problems involving Calle Pina Colada.
.
Establish a sub-committee to draft routes and regulations for oversized trucks
within the City limits.
.
Review whether the General Plan consultant has given special consideration to
Calle Medusa.
Commissioner Perry suggested a field trip for the combined Commissions to study the
problem areas.
The Commission had a general discussion of the fOllowing topics:

Getting direction from the Council regarding areas they want the Commission
to focus attention on.
Ways to advertise the Commission's purpose and forum for public input.
Traffic problems which currently exist within the City.
A joint meeting with the Public/Traffic Safety Commission and the City Council
to develop a Mission Statement for the Commission.

It was moved by Commissioner Perry, seconded by Commissioner Knopp to
recommend to the City Council a work-shop be held with staff, Commission members
and City Councilmembers to define the goals and objectives of the Commission.

Commissioner Knopp distributed an outline of his ideas about the direction the
Commission should take relating to public safety.
Chairman Guerriero declared a recess at 8:05 P.M. The meeting reconvened at 8:20 P.M.
Tim Serlet outlined items planned for the January agenda and handouts distributed to
the Commission.
Chairman Guerriero asked that the Federal Motor Carrier's Safety Guide and the
Vehicle Code be ordered for the Commission's library. Sgt. Dominoe stated that he
would provide a copy of the vehicle code to the Commissioners. Chairman Guerriero
asked that the previous Public Safety commissioners be provided a copy of the
materials handed out at the Traffic Commission Workshop.
Commissioner Knopp suggested that a copy of the Multi-Functional Hazard Plan and
the Incident Command System be distributed to the Traffic Commissioners.
Commissioner Knopp asked that staff coordinate a field trip to the Communication
Center in Perris and at the new Justice Center.
Chairman Guerriero suggested establishing a sub-committee to study "speed humps".
He recommended that the Commission or the Commission sub-committee take a field
trip to San Diego to review their speed hump program.

COMMISSION BUSINESS
Chairman Guerriero asked that new business cards be ordered for the Commission.
Commissioner Johnson asked that staff provide a copy of the Circulation Element of the
General Plan to the incoming Public Safety Commissioners.
Battalion Chief John Winder reported on a mobile home fire and the rescue of two small boys
by a citizen.
Councilmember Jeff Stone introduced himself to the Commission.
ADJOURNMENT
It was moved by Commissioner Perry, seconded by Commissioner Johnson to adjourn at 9:25
P.M.
The next regular meeting of the City of Temecula Public/Traffic Safety Commission will be
held Thursday, January 28, 1993, 7:00 P.M., Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula, California.
