OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION MONDAY, JANUARY 13, 1997 A regular meeting of the City of Temecula Community Services Commission was held on Monday, January 13, 1997,7:00 P.M. at the Temecula City Hall Main Conference Room, 43200 Business Park Drive, Temecula, California. Chairman Henz called the meeting to order. PRESENT: 4 COMMISSIONERS: Edward, Henz, Miller, Nimeshein ABSENT: 1 COMMISSIONERS: Comerchero Also present were Community Services Director Shawn Nelson, Deputy Director Herman Parker, Development Services Administrator Phyllis Ruse, Maintenance Superintendent Bruce Hartley, Recreation Superintendent Julie Pelletier and Administrative Secretary Gail Zigler. PRESENTATIONS The Community Services Commission presented a Certificate of Appreciation to: Jill Robinson, City of Temecula Employee PUBLIC COMMENTS None DIVISION REPORTS Maintenance Superintendent Bruce Hartley reported the following: Staff has been performing some clean up work as a result from the high winds we have been experiencing. A few trees have been lost due to the high winds. Field renovations have been completed at Pala Community Park, Rancho Vista fields and Paloma Del Sol Park. Staff has been completing some repairs and improvements to the new roller hOCkey arena. Margarita Road median landscaping has been completed. R.:~\101496.CSC F_6.ISl97 . . Fencing projects have been completed at the Temecula Duck Pond and Riverton Park. Recreation Superintendent Julie Pelletier reported the following: The following events took place in the month of December 1996: . 4th Annual Santa's Electric Ught Parade was held on December 5, 1996. There was approximately 20,000 spectators at the event. 5th Annual Holiday Lights and Festive Sights was held on December 12th and 13th, with the awards ceremony held on December 15th, 1996. 25 citizens participated in this year's event. Breakfast with Santa and Snow Frolic was held on December 14, 1996. . . Staff recently completed a Temecula Skate Park brochure. This facility has received a lot of interest from other communities, and recognition throughout the United States. The 1997 Winter/Spring Recreation Brochure was mailed out the week of January 6, 1997. 18,600 residents will receive a copy of the brochure in the mail this week. Commissioner Nimeshein commended staff on the recreation brochure and the Temecula Skate Park pamphlet. He suggested staff use the recreation brochure ask an opportunity to identify the different resources the City works with. Deputy Director Herman Parker advised staff the City has submitted the 1996 Summer/Fall Recreation Brochure, the Community Recreation Center brochure, the Skate Park logo and the Temecula Skate Park for awards to be presented at the CPRS conference in March, 1997. Chairman Henz asked if participation in the Holiday Lights and Festive Sights has been dropping. Superintendent Pelletier said there has been some decline in participation, however staff is looking at an effective marketing program for the 1997 Holiday Lights and Festive Sights event. COMMISSION BUSINESS 1. Aonrnval of Minutes 1.1 Approve the minutes of the November 25, 1996 Community Services Commission meeting. R:\MINUTES\101496.CSC Fdxuary 6. 1997 2 . . It was moved by Commissioner Edwards. seconded by Commissioner Miller to approve the minutes of November 25. 1996 as submitted. The motion carried as follows: AYES: COMMISSIONERS: Henz. Miller, Nimeshein NOES: 3 0' COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Comerchero ABSTAIN: 1 COMMISSIONERS: Edwards Commissioner Edwards abstained from voting on the minutes due to his absence from the meeting on November 25. 1996. 2. Teen Council Recreation Superintendent Julie Pelletier introduced Senior Recreation leader Maureen Foster. Maureen's primary responsibility is to work closely with the teen council. Maureen gave a brief overview of the Teen Council program and introduced Teen Council. Secretary Matt Everett outlined some of the Teen Council's planned events: Summer swim parties and barbeques Teen excursions trips Summer activities 4th of July parade participation Pool tournaments Friday night pizza parties Dive-in movies Search for the Stars talent shows Annual Halloween Party Vice President Ashley Niles discussed the teen council's membership drive and some upcoming events: Teen Fest 1997 Battle of the Bands R:\MmU'IB8\101496.CSC ''''''''''6.1997 3 . . Spring Break Activities Writing Contests Dances President Zelynda Smith discussed the membership drive and member qualifications and requirements. Commissioner Comerchero arrived at 7:45 P.M. and was no longer considered absent. 3. CIP Uodate Director Nelson provided a slide presentation and status report on the following CIP projects: . Temecula Skate Park Temecula Duck Pond Sam Hicks Monument Park Butterfield Stage Park Creek Restoration Project Rotary Park Nakayama Park Temecula Community Center . . . . . . . Commissioner Comerchero asked when the Parkview Fire Station is scheduled for completion. Development Services Administrator said it is anticipated the grand opening of the Parkview Fire Station will be held in March. 1997. COMMUNITY SERVICES DIRECTOR'S REPORT Director Nelson provided an overview of the January 7. 1997. Proposition 218 workshop. He thanked the Commission for their support at the workshop, He advised the Commission there is an opposition group and an advocacy group for Measure .C., COMMISSIONER REPORTS Commissioner Miller requested discussion of the Louis Wolf Grave site be placed on the February agenda. Director Nelson said this issue has been before the Commission and staff once before. and it R:\MINUIES\lOl<W6.CSC F__6,I997 4 . , is staff's opinion there are some better organizations within the community that would be a more appropriate avenue to handle this matter. Chairman Henz asked staff to put this item on the February-agenda. Commissioner Miller advised that Temecula is coming upon it's bicentennial and he has some ideas with regards to this event that he would like to discuss. Director Nelson suggested Commissioner Miller make an appointment with staff to discuss some of his ideas with staff. ADJOURNMENT It was moved by Commissioner Comerchero, seconded by Commissioner Miller to adjourn at 8:30 P.M. The motion was unanimously carried.
