MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION MARCH 23, 1995 A regular meeting of the City of Temecula PubliclTraffic Safety Commission was called to order on Thursday, March 23,1995,7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Knox Johnson called the meeting or order. PRESENT: COMMISSIONERS: Johnson, Sander, Guerriero, Perry, Coe ABSENT: COMMISSIONERS: NONE Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Sergeant James Brandt, Recording Secretary Joan Price, Lieutenant James Domenoe, Battalion Chief Mark Brodowski. PUBLIC COMMENTS Larry Markham, Winchester Road, Temecula, concerning the Kinko's/Jefferson Avenue Sub- Committee, requested information on the date and time for the next meeting. Traffic Engineer Lauber will schedule that for April 13, 1995 tentatively and will contact Mr. Markham with the time and location of that meeting. Mr. Frank Klein, 30180 Santiago Road, Temecula, wanted to congratulate the Commission on the improvement in the traffic flow through Temecl,lla. Mr. Klein would also like to offer his services to present a 20 minute presentation on the Air Quality in Temecula. This is due to the Buffman project in the future. It was moved by Commissioner Coe and seconded by Commissioner Guerriero that Frank Klein will be invited to speak at the Commission meeting of April 27, 1995. Staff will schedule this and contact Mr. Klein. The motion carried as follows: AYES: COMMISSIONERS: 5 Sander, Perry, Guerriero, Johnson, Coe NOES: COMMISSIONERS: 0 NONE ABSENT: COMMISSIONERS: 0 NONE CONSENT CALENDAR Commissioner Perry requested that Item No. 2 be removed from the consent agenda and placed on Commission Business. 1. Minutes of Januarv 26. 1995 and Februarv 23. 1995 1.1 Approval of the minutes of January 26, 1995 was continued to the meeting of April 27, 1995 1.2 Approval of the minutes of February 23, 1995 traf/min/23mar 1 PUBL;CITRAFFIC SAFETY COMnlSION . MARCH 23. 1995 It was moved by Commissioner Perry and seconded by Commissioner Coe to approve the Consent Calendar Items 1.1 to continue the approval of the minutes of January 26, 1995 to the meeting of April 27, 1995 and 1.2 the approval of the minutes of February 23, 1995. The motion carried as follows: AYES: COMMISSIONERS: 5 Sander, Perry, Guerriero, Johnson, Coe NOES: COMMISSIONERS: 0 NONE ABSENT: COMMISSIONERS: 0 NONE COMMISSION BUSINESS 2. Soeed Limit - Ynez Road between Rancho California Road and Jedediah Smith Road It was moved by Commissioner Coe and seconded by Commissioner Sander to accept staff recommendation that the speed limit sign "End 45 Zone" be removed from La Paz Road with the 50 MPH speed limit to begin on through Jedediah Smith Road. The motion carried as follows: AYES: COMMISSIONERS: 5 Sander, Perry, Guerriero, Johnson, Coe NOES: COMMISSIONERS: 0 NONE ABSENT: COMMISSIONERS: 0 NONE 3. AII-Wav "Stoa" - Pala Road at Loma Linda Road Traffic Engineer Lauber informed the Commission this was Hasib Baba's last day with the City of Temecula. Traffic Technician Baba will be taking another position with another city. Staff presented a report to the Commission on the All-Way "Stop" on Pala Road at Loma Linda Road. City Council had requested staff to investigate potential pedestrian walk-ways associated with the Pala Park. being constructed. All of the California Department of Transportation warrants have been met. The fiscal impact is approximately $700. Staff recommendation is to install two (2) additional "Stop" signs to create a 4-Way stop at Pala Road at Loma Linda Road. It was moved by Commissioner Coe and seconded by Commissioner Perry to accept staff's recommendation to install two (2) additional "Stop" signs to create a 4-Way stop at Pala Road at Loma Linda Road. MARCH 23, 1995 Scott Palinkas, 46768 Pala Road, Temecula, addressed the Commission speaking in opposition to making this a 4-Way stop. He stated this road is a main artery to Pala and people living in Valley Center. He suggested widening the road and making right turns so people can drive to the park. Commissioner Perry asked staff to study this area for a 90-day period due to the concern on backed-up traffic. 4. TRAFFIC ENGINEER REPORT Traffic Engineer Lauber presented the following: . The interim Fire Station on the east side will be dedicated on March 31, 1995. . Staff has been requested to look into an All-Way "Stop" sign at Margarita Road and Murrieta Hot Springs Road. He will be pursuing this with the County. . Commissioner Johnson inquired as to the status of the Winchester Road /Nicholas Road traffic signal. Traffic Engineer Lauber responded that the weather had delayed that construction, but will be completed soon. 5. POLICE CHIEF'S REPORT Sergeant Brandt reported two (2) officers had been extremely busy due to a fatal accident in the Temecula area. Sergeant Brandt explained that the radar trailer is going to be very useful in tracking speed violations. He would like to get local press coverage on the trailer to better educate the community. 6. FIRE CHIEF'S REPORT Battalion Chief Mark Brodowski reported on the following: . Public Safety Day is in the planning stages. . French Valley Fire Station will be completed by June of this year. . Balloon and Wine Festival planning is taking place, 45,000 people are expected. Goodhew Ambulance will be on site assisting. 7. COMMISSION REPORT . Commissioner Guerriero asked about the raised medians in front of Margarita Middle School. Traffic Engineer Lauber responded that when the traffic signal is installed, a decisian would be made about the benefit of constructing raised medians. TRAFIMINIMAR23 3 PU~L;C/TRAFFIC SAFETY COMnlSION . MARCH 23. 1995 . Commissioner Guerriero asked about having reserves to work at the Balloon and Wine Festival. Also, he would like to consider doing a video on driver fatigue in cooperation with the Southern California Automobile Club, * Commissioner Coe expressed interest in the traffic study at Pala Road and Rainbow Canyon Road. Traffic Engineer Lauber stated he has completed the warrant counts and will place this on the signal priority list as soon as results are received. . Commissioner Sander reported that John Warsing had contacted him to make a presentation on Earthquake Preparedness and the construction of an on/off ramp in the event of a collapse of the freeway. Commissioner Sander would like staff to consider Mr. Warsing and to recognize him for his assistance. Traffic Engineer Lauber will contact Mr. Warsing. . Commissioner Johnson said he has been contacted by residents who are concerned with the flight patterns at the French Valley Airport. Traffic Engineer Lauber stated that the City has no jurisdiction in that area. . Commissioner Perry requested that Larry Markham be invited to make a presentation on the French Valley Airport Master Plan at the next Commission meeting. Commissioner Perry also stated that the Riverside County Board of Supervisors will meet on April 18, 1995 concerning the Airport. ADJOURNMENT It was moved by Commissioner Guerriero and seconded by Commissioner Coe to adjourn the meeting at 8:56 P.M.
