(6)A\..o MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC COMMISSION MAY 23,1996 A regular meeting of the City of Temecula Public/Traffic Commission was called to order on Thursday, May 23,1996,7:00 P.M., at the City Hall Main Conference room, 43174 Business Park Drive, Temecula, California. Vice-Chairman Guerriero called the meeting to order. PRESENT: COMMISSIONERS: Guerriero, Perry, Sander ABSENT: COMMISSIONERS: Coe, Johnson Vice-Chairman Guerriero announced the excused absence of Commissioner Coe and Commissioner Johnson. Also present were Assistant Engineer Ali Moghadam, Police Sergeant Rodney Crisp and Administrative Secretary Anita Pyle. Vice-Chairman Guerriero called for non-agenda items at 7:05 P.M. None given. 1. Minutes of March 28. 1996 and Amil 25 1996 It was moved by Commissioner Perry and seconded by Commissioner Sander to continue Item 1.1 the Minutes of March 28, 1996 and Item 1.2 the Minutes of April 25, 1996, to the meeting of June 27,1996. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson 2. Soeed Limit - Rancho California Road from Moraga Road to Margarita Road and Diaz Road to West Citv Limits Assistant Engineer Ali Moghadam presented the staff report updating the Commission on the speed survey which was completed in April. He stated there had been 13 accidents on Rancho California Road between Margarita Road and Moraga Road but none were speed related. Staff recommended a 50 MPH speed limit be maintained. Commissioner Guerriero expressed concern that visibility is limited when making a right- turn from Moraga Road to Rancho California Road looking east and asked if a re- alignment could be done. Assistant Engineer Moghadam responded that he was not aware of any realignment project but he will look into it. If sight distance cannot be improved, a "No Turn on Red" sign can be considered. MINUTES:5/23/96 . . , PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23. 1996 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to accept staff recommendation and update the speed limit on Rancho California Road.trom Moraga Road to Margarita Road and Diaz Road to the West City Limits. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson 3. Saeed Limit - Puiol Street from Sixth Street to its SOlltherlv Terminus Assistant Engineer Ali Moghadam presented the staff report and stated that complaints have been received concerning excessive speed on Pujol Street. Staff recommends a 30 MPH speed limit be posted in that area. The center line is currently being re-striped to the actual center of the roadway. Commissioner Guerriero expressed concern with the limited lighting in that area and because vehicles may tend to go faster at night when the center line is re-aligned. He asked if the Commission could review this item after tonight's action. Assistance Engineer Moghadam responded that the item would be brought back to the Commission for review at a future meeting following the proposed restriping of the centerline. Sergeant Crisp spoke in support of the 30 MPH speed limit, and he stated that vehicles have been clocked at 45 MPH with the Radar Trailer on Pujol Street. Commissioner Guerriero stated that perhaps 25 MPH should be considered. Assistant Engineer Moghadam responded that 25 MPH ,is not allowable per the Vehicle Code for this kind of area and he is concerned it will not be enforceable by radar. Commissioner Perry stated that City Council could authorize lowering the speed limit to 25 MPH, if the Commission so recommended. Sergeant Crisp stated that the Police Department could enforce the 25 MPH speed by pacing the vehicles instead of using radar. It was moved by Commissioner Perry and seconded by Commissioner Sander to approve staff recommendation of 30 MPH on Pujol Street, and the Commission will review this item in 90 days. PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23. 1996 The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson 4. Rancho Hiohlands Subdivision "Stoo" Sign Installation and Traffic Control Assistant Engineer Ali Moghadam presented the staff report and stated that a sight limitation existed on Tierra Vista Road at Buckeye Road. Assistant Engineer Moghadam has spoken with one resident of the area and learned that high speeds have slowed down, but a speed survey is needed in order to establish speed limits. Commissioner Perry expressed opposition with location #2 Via Fanita at Calle Nacido and location #3 Corte Rialto at Via Fanita, but supports installation of the stop sign on Buckeye Road at Preece Lane. He expressed opposition to controlling residents in their own track. Commissioner Sander recommended that stop signs be approved by the book and not by the request. It was moved by Commissioner Perry and seconded by Commissioner Sander to approve the stop sign at BUCkeye Road and Preece Lane and to deny the stop sign at Via Fanita at Calle Nacido and at Corte Rialto at Via Fanita. The motion carried as follows: AYES: 3 COMMISSIONERS: Guerriero, Perry, Sander NOES: o COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Coe, Johnson TRAFFIC ENGINEER'S REPORT Assistant Engineer Ali Moghadam presented the Traffic Engineer's Report by citing the following information: · Signalization at La Paz Street and Hwy 79(S) was awarded and is tentative for completion in six (6) months. · Signalization at Pala Road and Hwy 79(S) will begin construction in June. MINUTES:5/23/96 3 . . PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23.1996 . Signalization at Margarita Road and Hwy 79(S) is pending completion of construction work by the County Assessment District. . Signalization at Rustic Glen Drive and Margarita Road will go out to bid on May 30, 1996. . Signalization interconnect project will be presented for information at the next Commission meeting by the consultant. This program will make it possible to monitor and modify traffic lights in the new City Hall. Commissioner Guerriero asked if the on and off ramps will be seen by the equipment. Assistant Engineer Moghadam responded this would be considered as part of the project. Commissioner Perry recommended that the Commission review plans for the proposed mall in order to make recommendations to the Planning Department in regard to traffic circulation and traffic issues. POLICE CHIEF'S REPORT Sergeant Rodney Crisp reported on the following: . A pedestrian accident which occurred this month was fatal. . Traffic collisions overall are down. . All the SCAIR projects have been very successful. Commissioner Guerriero asked the status for additional funding for the Police Department. Sergeant Crisp responded that the Department was working on a grant to be funded by October. Commissioner Guerriero asked if the Commission could help by recommending to the City Council that the City purchase a breathalator for the department. Sergeant Crisp responded that the CHP may donate this and they may also assist in obtaining a trailer for transportation of the breathalator equipment. Commissioner Guerriero asked if there had been any incidents of using pepper spray at the high school. Sergeant Crisp responded that no incidents had occurred. FIRE CHIEF'S REPORT None given. MINUTES:5/23/96 4 . . PUBLIC/TRAFFIC SAFETY COMMISSION MAY 23.1996 COMMISSION DISCUSSION Commissioner Sander expressed concern that burglaries had increased. He also stated that the Walcott Corridor would be under construction within 2-3 weeks and will result in a big improvement in the traffic flow. Commissioner Guerriero recommended that the Commission be provided any plans for the construction of new elementary schools in Temecula. Commissioner Sander recommends that an additional exit be considered at the new high school. He recommended staff review traffic circulation in future school construction projects in order to make recommendations or comments to the school district. Commissioner Guerriero reminded the Commission of the Joint Temecula/Murrieta Transportation Committee meeting on June 6, 1996, held in Temecula. Commissioner Guerriero requested the Radar Trailer be placed on Rancho California Road from Margarita Road going east. He also informed staff that the signals on Margarita Road and Rancho California Road, Rancho California Road and Ynez Road are not phasing properly, and are not consistent. Commissioner Perry requested the status of the right hand turn only sign at the south entrance of Palm Plaza on Ynez Road which is not visible. Assistant Engineer Moghadam responded that the work order had been submitted to stripe the right-turn lane. Commissioner Sander requested that plans of Old Town infrastructure and the Entertainment Center be placed on the agenda in the future. Assistant Engineer Moghadam will look into this for the future. Commissioner Guerriero expressed regret that the Safety Expo had to be rescheduled tentatively to November, 1996 and requested a demonstration of the defibulator at the next Commission meeting. It was moved by Commissioner Perry and seconded by Commissioner Sander to adjourn the meeting at 8:30 P.M. The motion was unanimously carried.
