MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION APRIL 25, 1996 A regular meeting of the City of Temecula PubliclTraffic Safety Commission was called to order on Thursday, April 25, 1996, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Charles Coe called the meeting to order. PRESENT: COMMISSIONERS: Coe, Guerriero, Sander, Perry, Johnson ABSENT: COMMISSIONERS: None Also present were Traffic Engineer Marty Lauber, Police Sergeant Ron Crisp, Fire Battalion Chief Mark Brodowski. Chairman Coe called for comments on non-agenda items at 7:05 P.M. Frank Klein, 30180 Santiago Road, requested the Commission consider placing on a future agenda Temecula's Air Quality for a future meeting. He informed the Commission that new computations had been developed with the assistance of staff members Ali Moghadam, Assistant Engineer, and Marty Lauber, Traffic Engineer. Chairman Coe responded that the Commission would review the information provided and contact him shortly. CONSENT CALENDAR 1. 1.1 Minutes of Januarv 25. 1996 1.2 Minutes of March 28. 1996 (Continued to the meeting of May 23, 1996) It was moved by Commissioner Guerriero and seconded by Commissioner Perry to approve Consent Calendar Item 1.1 the minutes of January 25, 1996, and to continue Item 1.2 the Minutes of March 28, 1996, to the Meeting of May 23, 1996. PUBLIC/TRAFFIC COMMISSION APRIL 25. 1996 COMMISSION BUSINESS 2. Old Town Soecific Plan Traffic Engineer Marty Lauber introduced Senior Planner John Meyer who highlighted the Old Town Specific Plan document. He also commented on the alignment changes on Diaz Road. Commissioner Perry stated that he had not completed the review of the Specific Plan document and he would also like to review the alignment changes on Diaz Road. It was moved by Commissioner Perry and seconded by Commissioner Sander that the Old Town Specific Plan be received and filed. The motion carried unanimously. 3. Soeed Limit - Rancho California Road between Diaz Road and Moraga Road Traffic Engineer Marty Lauber presented the staff report and explained that the traffic survey had expired and all the speed surveys are being updated. Staff recommends 35 MPH be posted on Rancho California Road. Commissioner Johnson requested a presentation on the signal coordination and on the demand system and closed circuit T.V. being proposed on Rancho California Road and Ynez Road. Commissioner Guerriero requested a traffic study be conducted on Rancho California Road from Ynez Road to Moraga Road. It was moved by Commissioner Guerriero and seconded by Commissioner Perry that the Commission recommend the City Council adopt a resolution establishing speed limits on Rancho California Road between Diaz Road and Moraga Road at 35 MPH. "No Parkin"," and Restrioino on Puiol Street Traffic Engineer Lauber presented the staff report. He also stated that a 35 MPH speed limit is being investigated on Pujol Street. Commissioner Guerriero asked if "Children Playing" signs should be installed along with additional lighting due to the added transient traffic. Traffic Engineer Lauber responded that this was also being explored by staff. Minute..p/t.04/25/96 2 . . PUBLlCITRAFFIC COMMISSION APRIL 25 1996 Commissioner Sander expressed concern regarding the high crime rate in the Pujol Street area. Sergeant Crisp responded that the residents have been assisting police officers in cleaning up the area. It was moved by Commissioner Johnson and seconded by Commissioner Guerriero that the Commission recommend the City Council establish "No Parking" on Pujol Street. The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Guerriero, Sander, Johnson, Perry NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None 5. Temoorarv "AII-Wav" Stoo-Margarita Road at Rustic Glen Drive Traffic Engineer Marty Lauber presented the staff report. He informed the Commission that the opening date for the detour/signalization project has not been announced as yet. Commissioner Guerriero recommended an acceleration lane be considered at this intersection. Traffic Engineer Lauber responded that a lane will be installed prior to the all-way stop construction. It was moved by Commissioner Perry and seconded by Commissioner Johnson that the City Council adopt a resolution establishing a temporary "All-Way" Stop at the intersection of Margarita Road and Rustic Glen Drive. The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Guerriero, Sander, Johnson, Perry NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None 6. "No-Parking" - Rustic Glen Drive East of Margarita Road Traffic Engineer Marty Lauber presented the staff report. It was moved by Commissioner Guerriero and seconded by Commissioner Sander that the City Council adopt a resolution establishing a "No Parking" zone on Rustic Glen Drive east of Margarita Road. PUBLIC/TRAFFIC COMMISSION APRIL 25. 1996 The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Guerriero, Sander, Johnson, Perry NOES: o COMMISSIONERS: None ABSENT: o COMMISSIONERS: None TRAFFIC ENGINEER'S REPORT Traffic Engineer Marty Lauber had no additional items to add to the written report, but stated he would answer any questions the Commission might have. Chairman Coe commended staff on a remarkable job on the Starlight Ridge report and stated that he was pleased with what had been accomplished. POLICE REPORT Sergeant Ron Crisp reported on the following: . Traffic Citations are down. . Ms. Kathy Garwood has been assigned the responsibility for scheduling the Radar trailer which has been successfully implemented. Commissioner Guerriero recommended an article be published concerning the radar trailer. Sergeant Crisp responded that an article has been published in the local paper. Traffic Engineer Lauber reported that installation of a recorder on the Radar Trailer designed to verify readings for drivers will be implemented shortly. FIRE CHIEF'S REPORT Fire Battalion Chief Brodowski reported on the following: . Fire personnel have been training for 3 days on the defibrillator and are ready for the exhibit at the Balloon and Wine Festival. . Fire season is upon us, starting in mid-May. · The Public Safety Expo planning is taking place and it is expected to be bigger and better than last year's event Commissioner Perry recommended that Fire Chief Brodowski request a Proclamation from the City Council for the Expo. Commissioner Sander commended the Fire Department for the expert and expeditious manner in which they handle medical calls. Minutes.p/t.04/25/96 4 . . PUBLIC/TRAFFIC COMMISSION APRIL 25. 1996 COMMISSION REPORT Commissioner Perry announced that the author of the original disaster plan for Temecula, Joe Hreah, will be speaking on Wednesday, May 1, at 10:00 a.m., at the Murrieta Fire Department. Commissioner Johnson will be on vacation and out of the Country for the May 23, 1996 Commission meeting. Commissioner Guerriero reported on the Joint Temecula/ Murrieta Transportation Committee traffic study which recommends the Rancho California Road Interchange improvements as priority No. 1 over the Overland Overcrossing construction, due to funding. These are the two priorities that will go to City Council for approval. Commissioner Perry stated that the City Council needs to know the economic ramifications in order to make a credible decision. Traffic Engineer Lauber responded that the Winchester Road Interchange improvements will facilitate traffic movement from the west side to the east side of Temecula. Chairman Coe reported on the following: · Requested staff review the speed limit on Hwy 79(S). He stated that 65 MPH is dangerous in that area. Traffic Engineer Lauber responded that Caltrans will be conducting a traffic study between Hwy 79(S) and Margarita Road and will not post 65 MPH signs until after the completion of the study. · The pavement on Rainbow Canyon Road is in poor visual and structural condition. Traffic Engineer Lauber responded he would look into this. · There is a constant pot hole on Front Street by the cement plant. Staff will look into this. It was moved by Commissioner Guerriero and seconded by Commissioner Coe to adjourn the meeting at 8:50 P.M. The next regular meeting of the PubliclTraffic Safety Commission will be held on Thursday, May 23, 1996, at 7:00 P.M., Temecula City Hall, Main Conference Room, 43174 Business Park Drive, Temecula, California.
