HomeMy WebLinkAbout052605 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION MAY 26, 2005 CALL TO ORDER The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting at 6:03 p.m. on Thursday, May 26, 2005, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Ramos led the audience in the Flag salute. ROLL CALL Present: Commissioners Arbogast, Youmans, Lanier, Ramos and Chairman Jacobs. Absent: None. PUBLIC COMMENTS Mr. Mike Kuhn, Temecula resident, expressed concern with the high volumes of traffic and the rate of speed that Calle Pina Colada experiences on a daily basis and requested that a traffic study be performed. COMMISSIONER'S REPORTS Commissioner Arbogast thanked Police Chief Domenoe and Lieutenant Wait for allowing her to attend the Law Enforcement Appreciation Award Ceremony and thanked Sergeant Pino for allowing her to attend a roving DUI. Commissioner Arbogast queried on the possibility of implementing a turning restriction on Rancho Vista Road and Ynez Road and requested staff to agendize the item. Commissioner Lanier thanked Associate Engineer Licitra for his quick response at the paint being washed into the Murrieta Creek, near the Comfort Inn. Commissioner Lanier queried if it would be possible to have a street sweeper sweep the bike lanes in town. Commissioner Lanier also thanked the Police Department and Fire Department for their efforts with the Every 15 Minutes Program. Commissioner Youmans noted that although he was not. able to attend the Law Enforcement Recognition Dinner, he expressed his appreciation to Lieutenant Wait for the invitation. Noting the success of the Every 15 Minutes Program, Chairman Jacobs thanked Lieutenant Wait for allowing him to participate in the program. Chairman Jacobs also welcomed Battalion Chief Deyo to the dais. R:\Mlnutes\PublicT rafficSafetyCommission052605 In regard to Calle Pina Colada, Chairman Jacobs offered the following comments: . That he has reviewed minutes as far back as 1993 regarding traffic calming measures on Calle Pina Colada . That speed bumps have been installed and removed by the request of homeowners . That any alternative interventions left available would require realigning the road at a great expense to the City . That staff is of the opinion that limiting turning movements would have limited impact on Calle Pina Colada and would likely create traffic problems resulting in potential liability to the City . That policies incorporated into the General Plan update do not support closing roads or opening existing roads . That as requested by the residents of Calle Pina Colada, striping was installed and then removed . That the PubliclTraffic Safety Commission would be willing to explore any feasible solutions that residents may want to submit. At this time, the public hearing was reopened. Calle Pina Colada resident Mr. Mike Kuhn, reiterated his concern for the high rate of speed on Calle Pina Colada and requested that thePubliclTraffic Safety Commission continue to explore traffic calming measures. For the Commission, Director of Public Works Director Hughes noted that the direction of the City Council at this point would be - No study and No opening of streets; and that until the City Council offers some other type of direction to the PubliclTraffic Safety Commission, the PubliclTraffic Safety Commission would have its direction. Chairman Jacobs suggested reviewing traffic calming measures that have not been reviewed in the past two years; and that it would be his opinion that police enforcement should be implemented. Mr. Kuhn thanked the Public/Traffic Safety Commission for their efforts. COMMISSION CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 Approve the Minutes of February 24, 2005. 1.2 Approve the Minutes of March 24, 2005. R:\Minutes\PubHcTrafficSafetyCommission052605 2 MOTION: Commissioner Arbogast moved to approve the Consent Calendar. Commissioner Lanier seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Meqan's Law Update RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission receive and file the report. By way of a PowerPoint presentation, Police Lieutenant Wait provided the staff report (as per written material), updating the Public/Traffic Safety Commission on Megan's Law; reviewing information provided on the Megan's Law website; and highlighting the following as it pertains to the City of Temecula: . That at this point in time, individuals may access information via the internet about an offender within their local community . That there are currently 31 registered sex offenders in the City of Temecula; that these offenders are accessible through the Department of Justice's website; that there are different categories of sex offenders; t hat one category, as per law, does not permit public disclosure on the internet; that s ex offenders have the ability to request nondisclosure on the internet; and that sex offenders must register by law for life . That currently there are no high-risk sex offenders in the City of Temecula . That the City of Murrieta has 33 registered sex offenders . That sex offenders are required by law to register with local law enforcement within five days of being released from custody . That a registered sex offender must re-register every year within five days of their birthday; within five days of any move; and within five days of a name change . That transients must register every 30 days . That local law enforcement has been doing random compliance checks; that through discussions with the City Council and the Police Department, the Temecula Police Department will be checking the compliance of these individuals no less than every 60 to 90 days . That the pin map on the City's website does reflect 31 registered sex offenders; that, technically, there are approximately 50 sex offenders; that, by law, the remaining 20 offenders are not required to have public disclosure. Proposed Capjtallmprovement Proqram - Fiscal Years 2006-2010 RECOMMENDATION: 3.1 That the Public/Traffic Safety Commission review and discuss the proposed Capital Improvement Program (CIP) Circulation Projects for Fiscal Years 2006-2010. Director of Public Works Hughes presented the Commission with a brief report regarding the five-year Capital Improvement Program (CIP), highlighting the following: . That there will be 27 traffic circulation projects . That there will be 22 public facilities . That there will be 26 parks . That there will be seven redevelopment projects . That there will be a total of 82 active funded/partially funded projects in the CIP . That 27 traffic circulation element projects will represent 64 percent of the total Capital Improvement Program (CIP) . That the City would be in the project report phase for the 1-15 79 South Interchange; that the City closed escrow on 32 acres of property on the southeast quadrant of the interchange; and that the property acquisition will provide flexibility and options to ensure that the interchange will work effectively in the future . That t he widening of Rancho California Road between Old T own Front Street and southbound ramps on the 1-15 will be nearing its design work . That Pechanga Parkway will be widened to six lanes and that storm drains have been completed . That Route 79 South project is currently in final phases of designing for the median improvement project that will run from 1-15 to Butterfield Stage Road . . That the construction drawings are nearing completion of the Overland Drive extension . That street improvements at Pauba Road will be under construction in the Summer 2005 . That the Community Theater will be opened late Summer/Fall 2005 . That the Roripaugh Ranch Fire Station is currently under construction . That the Wolf Creek Fire Station is currently under design modifications and will be under construction in the near future R:\Minutes\Public T rafficSafetyCommission052605 4 . That a contract has been awarded for the Temecula Public Library . That a new maintenance facility south of City Hall will be constructed in the near future . That grading has been completed for the Sports Park in south Temecula. The Public/Traffic Safety Commission expressed excitement toward the Capital Improvement Programs (CIP). It was the consensus of the Commission to receive and file this report. 4. Parkinq Restrictions - Winchester Road and Route 79 South RECOMMENDATION: 4.1 That the Public/Traffic Safety Commission: 1. That the City Council adopt a resolution establishing a parking restriction on Winchester Road between Jefferson Avenue and Winchester Creek Avenue; and 2. That the City Council adopt a resolution establishing a parking restriction on Route 79 South between Bedford Court and Temecula Creek Road. Principal Engineer Moghadam presented the PTSC with a staff report (of written record). MOTION: Commissioner Arbogast moved to approve staff's recommendation but that the proposed Resolution be amended to impose No Stoppinq At Anv Time versus No Parkinq Anvtime. Commissioner Youmans seconded the motion and voice vote reflected unanimous approval. 5. Temecula Fire Department 2004 Fire Response Statistics 5.1 That the Public/Traffic Safety Commission receive and file the report. Battalion Chief Bryan Deyo, provided a 2004 Fire Response Statistics (of written material). It was the consensus 0 f t he P ublic/Traffic Safety Commission tor eceive and file this report. 6. Traffic Enqineer's Report Director of Public Works Hughes advised that the Redhawk Annexation will become effective Thursday, June 30, 2005, and that there will be a celebration held on Saturday, July 2, 2005, and relayed that if any Commissioners were interested in volunteering at the Public Works booth, to please contact the Public Works Department. R:\Minutes\PubJicTrafficSafetyCommission052605 5 7. Police Chiefs Report Sergeant Pino offered the following comments: . That the Police Department continues to give out 1200 to 1300 citations a month noting that 100-125 of the citations are red light violations . That officers picked up 20 DUls at the last DUI check points . That the next DUI check point will be scheduled for Friday, June 10, 2005 . That school zone complaints have been minimal . That the department is currently preparing for the 4th of July celebration. Per PowerPoint presentation, Lieutenant Wait provided photos of the every 15 Minutes Program. The Public/Traffic Safety Commission commented on the success of the Every 15 Minutes Program. 8. Fire Chiefs Report Battalion Chief Deyo offered the following: . That the Fire Department will be implementing a new computer-aided dispatch system . That the Fire Department will be taping a public safety announcement regarding pool safety . That snake and fire season has been opened-up.
