FLAG SALUTE Commissioner Ramos led the audience in the Flag salute. ROLL CALL Present: Commissioners: Arbogast, Ramos, and Chairman Jacobs. Absent: Youmans and Lanier. PRESENTATIONS: Fire Marshal McBride introduced newly hired Fire Marshal Steve Faris, who will be the new Fire Marshal for the City of Temecula. On behalf of the City of Temecula PublicfTraffic Safety Commission, Chairman Jacobs presented a certificate of appreciation to Fire Marshal McBride for his exceptional, personal, and professional efforts for the past five years with the City of Temecula. Fire Marshal McBride thanked the PublicfTraffic Safety Commission for the recognition. By way of Power Point Presentation, Battalion Chief Deyo and Fire Captain Steve Beech presented the PublicfTraffic Safety Commission with various slides of an Urban Search and Rescue in New Orleans in which they both had an opportunity to participate in. The PublicfTraffic Safety Commission thanked Chief Deyo and Captain Beech for their presentation. PUBLIC COMMENTS None. COMMISSIONER'S REPORTS A. Commissioner Arbogast thanked staff for the Commission recognition dinner. Ms. Arbogast also informed the audience of the Public Safety Expo to be held on Saturday, November 5, 2005 at 8:00 am to 3:00 pm at Chaparral High School. Commissioner Ramos also expressed his concern to staff regarding a right-turn lane on Calle Medusa and La Serena Way. C. Echoing a comment made my Commissioner Arbogast, Chairman Jacobs also expressed his gratitude for the Commission recognition dinner. Chairman Jacobs gave kudos to local photographer, Edward Hannigan, for his photos with regard to Drinking under the Influence (DUI) checkpoint. . COMMISSION CONSENT CALENDAR 1. Minutes of Auaust 25. 2005 RECOMMENDATION: 1.1 Approve the Minutes of August 25, 2005. MOTION: Commissioner Arbogast moved to approve the Consent Calendar. Commissioner Ramos seconded the motion and voice vote reflected approval with the exceotion of Commissioner Youmans and Lanier who were absent. COMMISSION BUSINESS 2. Parkina Restrictions - Via Las Colinas RECOMMENDATION: 2.1 That the PublicfTraffic Safety Commission recommend: 1. That the City Council adopt, a resolution establishing a parking restriction on the north side of Via Las Co/inas from Moraga Road to approximately 690 feet west of Moraga Road; and 2. That the City Council adopt a resolution establishing a parking restriction on Moraga Road between Rancho Califomia Road and Via Las Colinas. Principal Engineer Moghadam presented a staff report (of written record). Clarifying for Commissioner Arbogast, Mr. Moghadam stated that after the completion of construction at Moraga Road, a full intersection will be in service. MOTION: Commissioner Arbogast moved to approve staff recommendation. Commissioner Ramos seconded the motion and voice vote reflected approval with the exceotion of Commissioner Youmans and Lanier who were both absent. Turn Restrictions - Jefferson Avenue at Sanborn Avenue RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission review and recommend maintaining the present level of traffic control at the intersection of Jefferson Avenue and Sanbom Avenue. Principal Engineer Moghadam presented a staff report (of record). At this time, the pUblic hearing was opened. Mr. Allen Orr, Temecula, expressed his concern with the amount of traffic on Madison Avenue and Sanborn Avenue but relayed his happiness with the new intersection will be installed in the near future. At this time, the pUblic hearing. was closed. For the Commission, Sergeant Pino stated that he will send officers out to Jefferson Avenue and Sandbom Avenue periodically to monitor the area. MOTION: Commissioner Ramos moved to approve staff recommendation. Commissioner Arbogast seconded the motion and voice vote reflected approval with the exceotion of Commission Youmans and Lanier who were absent. 4. Commission Meetino Schedule - November and December 2005 RECOMMENDATION: 4.1 That the PublicfTraffic Safety Commission direct the Secretary to cancel and reschedule the regular meetings for November and December 2005, and to perform the appropriate postings and noticing requirements per the Government Code. Principal Engineer Moghadam presented a staff report (of record). It was the consensus of the Commission to consolidate the meetings of November 24, 2005 and December 22, 2005 into one meeting on Thursday, December 8, 2005, 5. Police Chiefs ReDort Sergeant Pino reported on the following: · That October has been a very busy month · That there have been nine DUI related accidents with teens R:\MinutesIPublicTrafficSafelyCommission102705 3 . The following presentation was addressed on page 5. PRESENTATIONS: Certificate of Distinguished Service - K9 Trials Corporal Cohen and K9 Kaos PUBLIC COMMENTS A. Mr, Ron Hewison, Chairman of the Public Safety Advisory Commission, of Lake Elsinore, advised that his attendance of this meeting would merely be for observation on how a Commission would run. COMMISSIONER'S REPORTS A. Commissioner Lanier wished the audience and staff members a good holiday season and gave kudos to the Police Department for their efforts during the holiday season as well as the Fire Department with its Spark of Love Toy Drive. B. Commissioner Youmans also thanked staff, Police, and Fire Department for their efforts during a busy holiday season. C. Commissioner Ramos thanked staff for their qUick response to correct some defective signs that he had reported. D. Chairman Jacobs advised that a goal of the PublicfTraffic Safety Commission was to create a news letter specifically geared fur safely in Temecula, and by way of overheads, Chairman Jacobs displayed a visual aid of what the news letter could look like. R:IMinuteslPublicTrafficSafetyCommission120805 1 COMMISSION CONSENT CALENDAR Minutes of October 27. 2005 RECOMMENDATION: 1.1 Approve the Minutes of October 27, 2005. MOTION: Due to a lack of a quorum, it was the consensus of the Commission to roll the minutes of October 27,2005, to the January 26, 2005, PublicfTraffic Safety Commission. COMMISSION BUSINESS 2. Street Name Chanoe - Hiohwav 79 South RECOMMENDATION: 2.1 That the PublicfTraffic Safety Commission consider a street name change for Highway 79 South and forward a recommendation to the City Council. Director of Building and Safety Elmo, provided a brief report (of written material), requesting that the PublicfTraffic Safety Commission consider the following names: · Temecula Parkway · Temecula Road, or · Temecula Boulevard. For the Commission, Mr. Elmo advised that the name that is chosen will be considered by the City Council to be followed by notification to residents with regard to the name change At this time, the public hearing was opened and due to no speakers, it was closed. MOTION: Commissioner Youmans moved to rename 79 South Temecula Parkwall. Commissioner Ramos seconded the motion. (Following additional discussion, voice vote reflected approval of this motion with the exception of Commissioner Arbogast who was absent, see below). Chairman Jacobs advised that because the 79 South is a business district, he would be in favor of renaming 79 South Temecula Boulevardc advising that traditionally in City's of business areas, they are named Boulevard; and that currently there is already a Pechanga Parkway and that there may be too many Parkways for the area, MOTION: Chairman Jacobs moved to rename 79 South Temecula Boulevard and due to a lack of a second, the motion ultimately died. Safety Evaluation - La Serena Way and Calle Pina Colada RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission review the evaluation performed for the intersection of La Serena Way and Calle Pina Colada and determine if traffic signal controls should be considered. Chairman Jacobs requested that ,Item No. 3 be placed on the agenda for the following reasons: . That residents of Calle Pina Cola have expressed their frustration without fail at every City Council meeting for many months . That citizens coming to City Hall with concems deserve a response even though it may not be what they want or ask for . That the language of the recommendation limits discussion to the consideration of a traffic signal at La Serena Way to mitigate some of the conditions residents have brought to the City's attention, such as volume of traffic . That this one potential remedy is the only one under consideration tonight . That the Public Works Department is extremely busy and the request was not made lightly or as any attempt to appease residents . That time, effort, and tax dollars have went into preparing a report for a. street that has received more attention than any residential street in the City . That it would be Chairman Jacobs opinion that a traffic signal has never before been considered; that a traffic light could offer significant mitigation to some of the current traffic impacts that residents have brought to the City; and that it could also potentially come with negative impacts . That per staff report, traffic warrants do not justify a signal. Principal Engineer Moghadam presented the Commission with a staff report (of written record). By way of overheads, Associate Engineer Gonzalez displayed the conditions before La Serena Road was restriped. Responding to Commissioner Lanier's questions, Principal Engineer Moghadam stated that installation of a traffic signal would cost $140,000.00, and that it would have to compete with several other projects that have met warrants. ' Commissioner Ramos advised that if a traffic signal were to be installed, it would operate 24/7 and would not be shut down during slow peak hours. R:\MinutesIPubUcTrafflcSafelyCommission120805 3 At this lime the public hearing was opened, The following individuals spoke aaainst a traffic at the intersection at La Serena Way and Calle Pina Colada: · Mr. Mike Kuhn, Calle Pina Colada, Temecula · Ms, Anne Mollman, Yuba Circle, Temecula · Mr. Reeves Mollman, Yuba Circle, Temecula · Ms. Diana Broderick, Nob Court, Temecula · Ms, Jayme Christian, Calle Pina Colada, Temecula The above mentioned individuals spoke against a traffic signal at the intersection at La Serena Way and Calle Pina Colada for the following reasons: · That when the sun sets it would be dangerous to have a signal at Calle Pina Colada and Serena Way · That the City Council has not addressed the problems of Calle Pina Colada · That the problems on Calle Pina Colada are worsening · That residents in the area of Calle Pina Colada deserve some relief of the high volume of traffic · That the main problem on Calle Pina Colada would be a high volume of traffic . That school-aged children of Meadowview attend Rancho Elementary School · That although residents appreciate the efforts of the PublicfTraffic Safety Commission, a signal, would not resolve the problem of too many cars · That opening closed roads would alleviate some of the volume of traffic on Calle Pina Colada · That the City keeps building homes without the infrastructure to handle the traffic · That a signalized intersection would only encourage more traffic on Calle Pina Colada Road. At this time the public hearing was closed. For the Commission, Mr. Moghadam clarified that the staff report indicates that Calle Pina Colada is a 40-foot wide residential street which functions as a collector street. Commissioner Youmans relayed that it would be his opinion that a signal at Calle Pina Colada and La Serena Way will not reduce the amount of traffic on the street but rather, add other problems to Calle Pina Colada. Echoing Commissioner Youmans' comment, Commissioner Lanier concurred that a signal would not be a resolution, Clarifying for the Commission and audience, Principal Engineer Moghadam explained the traffic signal warrants (per staff report), Chairman Jacobs stated that he would be in favor of a traffic signal at Calle Pina Colada, advising that a traffic signal would allow more vehicles to move off of Calle Pina Colada allowing residents to exit their driveways in a safer manner; and that as stated in the staff report, the gUidelines indicate that the satisfaction of anyone warrant would not R:IMinuteslPublicTrafficSafetyCommission120805 4 necessarily be justification of for the installation of a traffic signal but would also not rule it out. MOTION,: Commissioner Lanier moved to approve staff recommendation to .QQ! recommend the installation of a traffic signal at the intersection of La Serena Way and Calle Pina Colada. Commissioner Ramos seconded the motion and voice vote reflected l)oorovaJ of the denial of the consideration of a traffic signal with the exceotion of Commissioner Arbogast who was absent and Chairman Jacobs who voted No. Chairman Jacobs thanked the residents for their attendance and voicing their concerns regarding Calle Pina Colada. PRESENTATIONS: Police Chief Domenoe stated that K9 Kaos was voted the Top Dog at the last K9 trials held November 4th and 5th, 2005, in Temecula. Thanking the Commission for the Certificate of Distinguished Service. Corporal Cohen gave a brief overview of the K9 trials. The PublicfTraffic Safety Commission congratulated Corporal Cohen and K9 Kaos for an excellent job. 4. Election of Chair oerson and Vice-Chair Derson RECOMMENDATION: 4.1 That the PublicfTraffic Safety Commission entertain nominations from the Commissioners to elect a Chairperson and a Vice-Chairperson to preside through the 2006 calendar year. Commissioner Lanier, Youmans, and Ramos thanked Chairman Jacobs for his service as Chairman for the past year. MOTION: Commissioner Lanier moved to appoint Commissioner Youmans as Chairman for the Publicrrraffic Safety Commission, Commissioner Ramos seconded the motion and voice vote reflected jloDroval, with the exceotion of Commissioner Arbogast who was absent. MOTION: Commissioner Youmans moved to nominate Commissioner Arbogast as Vice Chair person. Chairman Jacobs seconded the motion and voice vote reflected approval with the exceotion of Commissioner Arbogast who was absent. Commissioner Youmans noted his desire of rotating the attendance of City Council meetings with the Vice Chairperson. 5. Traffic Enaineer's ReDOrt Principal Engineer Moghadam advised that upgrades to the old Callrans controller boxes and software on the 79 South will take place in the near future. Hughes, Director of Public Works/City Engineer DATE: January 24, 2006 SUBJECT: Department of Public Works Monthly Activity Report RECOMMENDATION: That the City Council receive and file the attached Department of Public Works Monthly Activity Reports for the months of November and December 2005. L CAPITAL IMPROVEMENT PROJECTS Monthly Activity Report December 2005 I January 2006 Prepared By: Amer Attar Submitted by: William G, Hughes Date: January 24, 2006 PROJECTS UNDER CONSTRUCTION 1. Old Town Community Theatre This project will construct a 20,000 square foot community theater complex and refurbishes the existing Mercantile Building. Construction started on 3-3-04. This project is complete. The grand opening took place on 10/04/05. Punch list items and close out items will likely be on-going for next two to four months. 2. Fire Station. Northeast Site (Roripaugh Ranch) This project will construct a new fire station in the north part of the City. The first working day was 4- 11-05 and this extends to a completion date in early February of 2006. Work is focused interior finishes and site paving and hardscape. Although the station will be complete in February, it will be roughly 6to 12 months before the Developer can provide access and utilities 10 the site, As a result, there will be a cost to re-mobilize and complete the project when the aforementioned items are complete, which the Developer is responsible for. 3. Winchester Road Widening Between Enterprise Circle and Jefferson This project will widen Winchester road between Enterprise Circle and Jefferson Avenue. It will also add a right tum lane from Eastbound Winchester to Southbound Jefferson, starting at Enterprise Circle, All work, including those outstanding issues with the property owner of the Enterprise Professional Building at 41530 Winchester Road, have been resolved. Contractor submitted final billing 1/06; acceptance of roadway improvements 10 go to City Council this month. 4. Patricia H. Birdsall Sports Park A new 40+ Acres sports complex will be built at the comer of Pechanga Parkway and Deer Hollow Way. Bids were opened on September 16, 2004. The contract was awarded to Douglas E. Barnhart, Inc. at the September 28, 2004 Council meeting. The contract award amount is $13,365,055.51. On-going and partially completed work includes the installation of irrigation and field drainage, parking lots paving, sidewalks, access ramp footings, accessible viewing areas, shade structures, baseball fields' perimeter fencing, building electrical wiring. Completed work includes underground electrical, plumbing, site sewer & slorm drain, mass grading, soccer field curbs, basketball courts concrete, baseball fields' backstops, masonry block buildings, building framing and roofing. Sports field (Musco) lighting was powered up on 12121/05. An ongoing issue has been obtaining approval for soil amendments for both the landscape areas and ball fields; until this is accomplished, planting and hydroseeding is delayed, which in tum.'delays the start oflhe 90- day maintenance period, Contract completion date is now 3/3/06. t 5. Patricia H. Birdsall Sports Park Synthetic Turf As part of the sports park project, a separate contract to install synthetic turf on four fields, three soccer fields and a championship field that includes football overlay, was awarded 10 Byrom-Davey, 'Final' walk-through of soccer fields was conducted on 12/20/05, after Field Turf spent the week of 12/12-12/16 'fine-tuning'the turf based on comments contained in report provided by DA Hogan. One last move-in for pre-opening fine tuning is scheduled, otherwise, project is complete. Acceptance of project to go to City Council next month. 6. Vall Ranch Middle School Basketball Court Lighting This project will add lights to the basketball courts at Vail Ranch Middle School. The project was bid successfully the second time with R & M Electrical Contracting being awarded the project on March 8,2005 in the amount of $102,696.00. Work began June 20, 2005 with substantial completion occurring on 10/31/05. Project delayed due 10 SCE easement requirement. Contractor is working on final punchlist items. 7. Temecula Library A full service library, approximately 34,000 square feet in area, has been designed and will be built on Pauba Road, just west of Fire Station #84, The City was successful in obtaining State grant to aid in funding the library. Building retaining wall was poured and backfilled, Footings on North side of pad are excavated and reinforcing steel is being placed. Structural steel is erected on the South half of the building. Steel decking is on site and will be installed the week of 1/16/06.Under ground electrical and plumbing is installed and Slab on Grade is poured for South side of building. The parking lot is being graded and curb and gutter work is scheduled for the week of 1/23/06. 8. Bridge Barrier Rail Upgrade, Rainbow Canyon Road over Pechanga Creek/Del Rio Road over Empire Creek This project will replace the existing barrier rails of the Rainbow Canyon Bridge over Pechanga Creek and the Del Rio Road Bridge over Empire Creek. This project is partially funded federal HBRR barrier replacement funds. Construction Authorization was received. Locations are Rainbow Canyon Road over Pechanga Creek and Del Rio Road over Empire Creek, The construction contract was awarded on 8/9/2005 and work began on 10/06/05. Substantial completion occurred on 12/22/05. The contractor is working on minor punchlist items. 9. Slurry Seal Project - FY 200412005 This project will slurry seal the residential streets SW of Pechanga Parkway between Rainbow Canyon Road and Via Eduardo. Additional working days were added 10 'the contract due to inclement weather. Construction is complete. Acceptance of job scheduled for City 2/14/06 Council Meeting. 10. City Field Operations Center (Maintenance Facility and Corporate Yard) . Phase 1 Under this project, an expansion of the maintenance facility will be built on the property adjacent to City Hall. Westem Rim Constructors (WRC) was awarded the project with a low bid of$636,094.80, The pre-con meeting was held on 10-6-05. Notice To Proceed was issued on 10-10-05. There will be 100 working days. Hurricanes Katrina & Rita have impacted the resin industry which caused a shortage of plastic pipe, WRC has advised that pricing & availability may impact this project. The construction activities are moving along per schedule, 15-day extension granted 10 allow for utility 2 conflicts and material shortage. The stormcepter has been placed, remainder of the storm drain system is nearly complete, Fire service alignment was revised to 'alleviate conflict with existing underground utilities. 11. Pavement Rehabilitation Program - FY 20051 2006 This project continues the annual pavement rehabilitation program for City streets. Project scope focuses on Ynez Road, between Rancho Califomia Road and Solana Way. Conlractwas awarded 10 Silvia Construction, Inc. on September 13, 2005. Construction began on 10102105, Construction is complete. Acceptance of job is scheduled for City 2/14/06 Council Meeting. 12. Guardrail Installation and Replacement On Rainbow Canyon Road In this project, old guardrails will be replaced and new guardrails will be installed in needed locations on Rainbow Canyon Road within the City ofTemecula, Bids were opened 10/27/05. Pauba Road Improvements - Phase II (Margarita Road to Showalter Road) This project will widen Pauba Road from Showalter 10 just west of Margarita Road to its ultimate width. Bids were opened on 01/09/06. Apparent low bidder was Grade Pros Inc. DBA McKenna with a bid amount of $1,367,663.15. Recommendation to award the construction contract is scheduled for Council meeting on 01/24/06. PROJECTS BEING ADVERTISED FOR BIDS 1. Dlaz Road Realignment Under this project, Diaz Road will be realigned to Vincent Moraga Road at Rancho Califomia Road, Business Park Drive will be aT-intersection at Diaz. Recommendation to reject all bids is going to the Oct. 25, 2005 City Council meeting. The project will be re-bld at a future date. PROJECTS IN DESIGN 1. Pechanga Parkway Improvements - Phase II (SR 79 South to Pechanga Road) This project will widen Pechanga Parkway (formerly Pala Road) to its ultimate width from the Pechanga Parkway Bridge 10 Pechanga road. The City recently met with staff members for Callrans (Local Assistance) and the City's environmental consultant to re-classify the Preliminary Environmental Document (NEPA) of the project to a Categorical Exclusion with required technical . studies (involving Federal action). After Callrans (Local Assistance) has recommended that the City combined the noise studies from the City and Wolf Creek into one overall noise study for review. Standard Pacific Homes (Urban Crossroads) submitted the combined noise study 10 Callrans (Local Assistance) the week of January 3 for final approval. The City has submitted the natural environment study/minimal impacts study, Air Quality Study, and Section 106 study wI APE map & HPSR 10 Caltrans for review and approval. Once Caltrans (Local Assistance and FHW A) approves 3 the environmental document (PES) and the PSE package, the City can then start the public bid process and proceed with the acquisition of three properties along Pechanga Parkway. 2. Murrieta Creek Bridge - Overland Drive Extension to Diu Road This project will entail alignment studies and the design of an extension of Overland Drive, westerly to Diaz Road, which includes a new bridge over Murrieta Creek, The project includes the widening of Overland Drive from Jefferson Avenue to Commerce Center Drive, and the extension of Overland Drive across Murrieta Creek to Diaz Road. Coordination with RCFC & WCD and the Corp of Engineers is required, he City received confirmation from RCFC & WCD that the Murrieta Creek Bridge should be raised an additional 4 inches 10 maintain a minimum 3-foot freeboard. The consultant is continuing the design and the City should receive 70% design plans by February 1, 2006, 3. Fire Station - Wolf Creek Site A 9,000 SF fire station will be built at the SE corner of Wolf Valley Road and Wolf Creek Dr. STK formally submitted 100% construction drawings on Aug, & again on Sept, 2005. STK continues to address 2nd plan check comments from Esgil & will re-submit 3rd submittal in Jan, 2006. STK is coordinating landscaping w/Architerra Design Group, Inc.; the developer is working on the monument sign design. STK will resubmit civil & landscape plans in late January as well. 4. Murrieta Creek Multi Purpose Trail This project will build portions of the equestrian and bike trails along Murrieta Creek within City limits. The City has received a federal grant of $1,214,000. Caltrans (the administralor of the federal funds) has given the City the "Authorization to Proceed with Preliminary Engineering." The City is working with Caltrans, US Army Corps of Engineers (USACE) and Riverside County Flood Control to coordinate the trail design with the Murrieta Creek Improvement project. The signed Programmatic Categorical Exclusion (approved environmental document) was received from Caltrans on April 15, 2005. Final Design is underway and the 90% Plans were reviewed and comments retumed 10 Kimley-Horn, the design consultant. The next submittal was received in late September and comments were relumed to K-H on Oct. 19, 2005 for revision. Revised Plans and Specifications were received in late December 2005 and are being reviewed by City staff. The City has received construction authorization from Caltrans. 5. State Route 79 South Medians Under this project medians will be constructed on Route 79 South within the City ofTemecula limits. PDC is progressing toward the 90% submittal addressing comments from the City. 6. Rancho California Road Widening, Old Town Front Street to 1-15 (Southslde) This project will provide a right tum lane for southbound 1-15 motorists and provide a dual left turn lane from westbound RCR to southbound Front Street. An MND (CEQA) was completed and a Notice of Determination was filed. The Caltrans permit is being finalized. Union 76 has approved their right of entry and Denny's is forthcoming. We anticipate going 10 bid in February with construction starting in March/April. 7. Main Street Bridge Over Murrieta Creek (Replacement) This project will replace the existing Main Street Bridge over Murrieta Creek. A meeting was held on 8/24/05 with Corps of Engineers regarding pursuing the project as stand-alone. Design consultant 4 Simon Wong Engineering (SWE) is continuing to pursue environmental permitting and coordination issues assvv:..;"J with pursuing the bridge replacement as a project separate from the Corps of Engineer's channel improvement project. SWE has also revised their original design proposal for this project in light of these additional efforts required; additional funding will be required to cover these revisions. No significant changes since last month; permitting issues continue 10 be pursued. 8. City Field Operations Center (Maintenance Facility and Corporate Yard) - Phase 2 This project will construct the second phase of the City's Field Operation Center, which include the building. Consultant anticipates re-submitting 100% construction drawings (CD's) addressing the plan check comments in late January, 9. Santa Gertrudls Bicycle/ Trail Undercrosslng at Margarita Road This project will construct a trail for bicycles and pedestrians along Santa Gertrudis Creek under Margarita Road, Data regarding existing utilities are being incorporated into the design. Consultant is continuing the environmental review process and preparing the 90% plan submittal. 10. Bridge Fencing Fences will be installed on bridges over 1-15. Proposed fencing locations are the east bound sides of the Overiand Drive and Rancho Califomia Road bridges over Interstate 15. Plans are being prepared for Caltrans approval. 11. Localized Storm Drain Improvements This project will fix the drainage problem at the south end of Front Street (attheMWD easement). Baseline right of way, utilities, and mapping are established, This project is currently on hold. 12. Long Canyon Detention Basin - Access Road This project will construct an access road to the Long Canyon Detention Basin. Plans and specifications are 90% completed, however winter rains have affected the project conditions and the scope of work will need to be reevaluated. Project is on hold. 13. Rancho California Median Modifications This project will add an additional through-lane on Rancho California between Ynez Road and the 1- 15. The landscape median will be modified in order 10 accomplish this; no additional R/W will be needed. This design contract was awarded 12/13/05 & JMD proceeded 10 work on the 14th. A schedule will be submitted in January. The design is expected to be completed in eariy March. 14. Pavement Rehabilitation Program - FY 2005/2006 This project will rehabilitate Diaz Road between Rancho California Road and Winchester road. including replacement of storm drain pipes. PS&E is 70% complete. Advertisement anticipated in February 2006. 15. Pedestrian/Bicycle Bridge Over Santa Gertrudls Creek This project includes the construction of an approx. 200' ped/bike bridge over Santa Gertrudis Creek near Chaparral H,S. An RFP was sent out; three proposals were submitted. All included costs that were beyond the budgeted amount for the project. Currently, City is entertaining commissioning a 5 "Planning Study" 10 further review the available alternatives and potential costs on this project and re-budget accordingly. This is a federaUy funded project, which will involve specific steps/actions 10 environmentally ctear it. 16. Ronald Reagan Sports Park Channel Silt Removal & Deslltatlon Pond This project includes resloring the Best Management Practices (BMP) of the Stormwater Pollution Prevention Plan (SWPPP), the Water Quality Management Plan (WQMP) and the RWQCB by desilting the channel and pond located near the SportS Park. An internal meeting look place in Dee, 2005 to clarify the scope of work. Intemal research is continuing. 17. Citywide Concrete Repairs FY 05-Cl6 This project will remove and replace various concrete improvements including sidewalk, curb and gutler, cross gutters, driveways approaches, and under sidewalk drains. Bid authorization is expected 01/24/06. 18. Slurry Seal Project FY 2005-2006, Redhawk Area This project includes cleaning & sealing cracks in the road surface, removal & replacement of all pavement delineation, fumishing & installing Rubberized Emulsion - Agg, ",,,,,,,;., Slurry (REAS) Type II and all necessary traffic control. There are approx, 3,571,850 sf of roadway involved. The bid does have been completed; bid authorization is expected 1124106. Bids will be due 2/21106, However, work can not start until May, 2006. PROJECTS IN THE PLANNING STAGE 1. 1-151 SR 79 South Interchange - Project Report (PR) This project will modify the 1-151 SR 79 South Interchange to accommodate projected future traffic, This is the next step of project development after the completion of the Project Study Report. City continued development of design geometries and environmental technical studies. Caltrans approved the Air Quality Study and Acoustical Assessment. The first draft Project Report, Natural Environmental Study, Design Exception Fact Sheets, and Slorm Water Data Report were submitted for Caltrans review, The first Revised Traffic Study was submitted for Caltrans 2nd review. 2. French Valley Parkway Overcrossing and Interchange, Project Report (PR), Plans Specifications, and Estimate (PS&E) Preparation This project will construct an interchange between Winchester Road Interchange and the 1-1511-215 split. The project is moving through the Caltrans process. The City was just recently notified that a visual analysis is needed. This subject had not come up in any of the previous meetings. The city has received a proposal for $43,000 for this report. Caltrans has promised the City 10 help with the preparation of the report. FHW A package was submitled to District 8. Caltrans would prefer 10 be the lead agency in dealing with various utility companies. A meeting has been set up 10 go over the details. The City has received utility information from 5 utility companies with more information on the way from the rest of them. 6 3. French Valley Parkway Interim Southbound Off-Ramp to Jefferson, Auxiliary Lane, and Widening the Bridge over Santa Gertrudls Creek at the Winchester Southbound Off-ramp - Phase I The City and Callrans have agreed that immediate action is required to relieve congestion at the Winchester Road southbound off-ramp. Callrans has even agreed to contribute $750,000 to the construction of an auxiliary lane and widen the bridge over Santa Gertrudis Creek. A southbound off-ramp to French Valley Parkway will be included in the construction of the improvements at the Winchester southbound off-ramp provided that all the environmental clearances can be obtained in time. The 30% PSE has been prepared and will be submitted to Caltrans for review shortly. RJW exhibits have been prepared for the south bound off ramp at French Valley. These exhibits show the needed RJW along the off ramp. They were forwarded to the City of Murrieta so they can starltheir negotiations for acquiring the needed parcels. 4. Alignment Study for Murrieta Creek Bridge Between Winchester Road and 1emecula City limits The determination of the crossing location will need to be coordinated with the Diaz Road Extension and coordination with the City of Murrieta, Flood Control (RCFC) and Army Corps of Engineers (USACE). The crossing location and elevation will not be determined until the detention basin is designed by USACE & RCFC. The Maintenance Crew has also put in 99 hours of overtime which includes standby time, special events and response to street emergencies.
