HomeMy WebLinkAbout022306 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION FEBRUARY 23, 2006 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, February 23, 2006, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Arbogast led the audience in the Flag salute. ROLL CALL Present: Commissioners: Youmans. Lanier, Ramos, Jacobs, Arbogast, and Chairman Absent: None. PRESENTATIONS: Lieutenant Wait provided the Commission with a 12-minute video regarding the types of training TCC and CERT members have received, and invited the Public/Traffic Safety Commission to attend a drill that will be held at Chaparral High School on Saturday, February 25,2006 at 10:00 a.m. The PubliclTraffic Safety Commission thanked Lieutenant Wait for a great program. Battalion Chief Patterson, Temecula Fire Department, provided the Public/Traffic Safety Commission with an Update regarding MDC/Mobile Mapping Systems. The Public/Traffic Safety Commission thanked Battalion Chief Patterson for the MDC/Mobile Mapping Systems update. PUBLIC COMMENTS A. Mr. Curt McDowell, Temecula, apprised the Commission of traffic issues created by Great Oak High School and requested that the concern be agendized for further discussion and possible resolution. B. Mr. Brian Cornellison, Temecula, expressed concern with the large amount of traffic congestion in the vicinity of Great Oak High School. C. Mr. Kevin Shear, Temecula, expressed concern with the high rate of speed that is being traveled at near Great Oak High School, and requested a solution to the existing problem. Mr. Tim Robertson, Temecula, provided the Commission with a map quest of Roripaugh Road, advising that there have been problems with vehicles running stop signs, and requested that more stop signs be considered for installation. The PublicfTraffic Safety Commission thanked the speakers for bringing their concerns to the Commission, and advised that they will seek to resolve the issues of concem. For the speakers. Principal Engineer Moghadam advised that staff is aware of the areas of concern and that the issues will be agendized for a future meeting. . COMMISSION REPORTS A. . Referencing a traffic citation that was received, Commissioner Jacobs commended Sergeant Pi no for the professionalism of his traffic officers. B. . Commissioner Ramos expressed concern with regard to a turn-right sign on westbound Winchester Road, and is of the opinion that the sign is old and should be removed. Commissioner Ramos also requested that staff explore the possibility of installing a sign that alerts residents that making a right-turn on the southbound 1-15 exit, would be illegal. C. For the speakers, Commissioner Lanier suggested that they attend a Temecula Valley School Board meeting to voice their concerns with regard to traffic congestion created by Great Oak High School. D. Commissioner Arbogast informed the Commission that she had an opportunity to attend the Bank Robbery Workshop that was held on Tuesday, February 14, 2006, advising that it was well received. Ms. Arbogast also thanked the Police and Fire Department for hosting the PublicfTraffic Safety Commission with regard to a tour at the Sheriff's Training Center. E. Chairman Youmans thanked staff for the Bank Robbery Workshop. COMMISSION CONSENT CALENDAR 1. Minutes of October 27. 2005 and Januarv 26. 2006 RECOMMENDATION: 1.1 Approve the Minutes of October 27, 2005. MOTION: Commissioner Ramos moved to approve Item No. 1.1. Commissioner Arbogast seconded the motion and voice vote reflected approval with the exceDtion of Chairman Youmans and Commissioner Lanier, who were absent. 1.2 Approve the Minutes of January 26, 2006. MOTION: Commissioner Lanier moved to approve Item No. 1.2. Commissioner Jacobs seconded the motion and voice vote reflected approval with the exceDtion of Commissioner Ramos who abstained. R:IMinuteslPublicTrafficSafetyCommission022306 2 2. Traffic Enaineer's ReDort Principal Engineer offered the following comments: . Referencing Commissioner Ramos' concern regarding the arrow signs westbound Winchester Road approaching Ynez Road, Principal Engineer Moghadam informed that the arrow signs will be removed in a week .. That staff requested that Cal Trans install a sign to emphasize that a right-turn on a red arrow would be prohibited, however Cal Trans has failed to give proper attention, but that staff would be willing to make another request. Commissioner Ramos suggested that at the time that staff requests a No Right-Turn sign from Cal Trans, that a carbon copy be submitted to a state assemblyman. . That a traffic signal will be installed at Sanborn and Jefferson Avenue in approximately six months . That staff ordered bollards for Nicholas Road and Winchester Road and will be installed in the near future . That the City Council approved the modification of traffic signal equipment on 79 South, Winchester Road, and the Redhawk area . That staff would be soliciting assistance from a consultant to help with the effort to upgrade the signal timing on Winchester Road, 79 South, and Rancho California Road . That the installation of signal-interconnect, conduit and cable from Margarita Road, Date Street to Winchester Road, will be nearing its completion within six months. Principal Engineer Moghadam advised the PubliclTraffic Safety Commission that the City Council meeting of Tuesday, March 14, 2006, has been rescheduled to the March 21, 2006. Commissioner Arbogast queried on the possibility of installing in-pavement flashing crosswalks for school zones that do not offer crossing-guards. In response to Commissioner Arbogast's query, Principal Engineer Moghadam noted that the PubliclTraffic Safety Commission has in the past, considered in-pavement flashing crosswalks, but found that the disadvantages outweighed the advantages; but that if it were the desire of the Commission, staff could explore the possibility of agendizing in-pavement flashing crosswalks for a future meeting. 3. Police Chiefs ReDort Sergeant Pino noted the following: R:\Minutes\PubllcTrafficSafetyCommission022306 3 . That motor officer enforcement will be stepped up in the Redhawk area in the near future . That school zones are doing well and complaints are minimal . That the Stop Light Abuse Program (SLAP) administers 100 red light violations a week. 4. Fire Chiefs ReDort Battalion Fire Chief Deyo noted the following: . That there was a fire at Chaparral High School in wardrobe room, advising that the sprinkler system held the fire in-check . That the Fire Department would be looking forward to participating in the Temecula Citizen Corps drill. ADJOURNMENT At 7:30 p.m. Chairman Youmans formally adjourned this meeting to Thursday, March 23.2006 at 6:00 P.M., in the Citv Council Chambers, 43200 Business Park Drive, and Temecula.
