CALL TO ORDER: FLAG SALUTE ROLL CALL: COMMISSIONERS: Lanier, Ramos, Jacobs, Arbogast, Youmans PRESENTATIONS: Officer ChrisKrug, Temecula Police Department Zone Deployment Program, Community Oriented Policing and Problem Solving PUBLIC COMMENTS A total of 15 minutes is provided so members of the public can address the Commission on items that are not listed on the Agenda. Speakers are limited to two (2) minutes each. If you desire to speak to the Commission about an item not listed on the Agenda, a yellow "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state vour name and address. For all other agenda items, a "Request to Speak" form must be filed with the Recording Secretary before the Commission gets to that item. FLAG SALUTE Commissioner Ramos led the audience in the Flag salute. ROLL CALL Present: Commissioners: Lanier, Ramos, Arbogast, and Chairman Youmans. Absent: Jacobs. PRESENTATIONS: Lieutenant Wait introduced Temecula Action Patrol volunteer Len Borok, who provided an update regarding the Temecula Community Action Patrol. By way of PowerPoint Presentation, past president Len Borok and Don Lowe, provided the accomplishments for the year 2005 (per staff report), highlighting on the following: . Background and History . The PubliclTraffic Safety Commission thanked the Temecula Community Action for all their effort and time that they have donated to the volunteer program. R:\MinulesIPublicTrafficSafetyCommission032306 - _...,~." -- By way of PowerPoint Presentation, Bruce Barton, Operations Manager, Riverside Operational Area - American Medical Response (AMR) Ambulance Company, provided a brief report regarding 2005 Response Statistics, highlighting on the following: . Challenges o System fluidity o Temecula - every 911 call culminates with an ambulance leaving the City of Temecula o Concrete center medians on major streets . What Works o Coordinated intersections that are preempted equipped o Center and side lanes. The PubliclTraffic Safety Commission thanked Mr. Barton for his report. Crisis Team Manager of the Trauma Intervention Program of Southwest Riverside County, Roseanne Orewyler, spoke regarding the Trauma Intervention Program. The PubliclTraffic Safety Commission thanked Ms. Orewyler for her update and for her efforts toward the success of the program. PUBLIC COMMENTS A. Mr. Mike Kuhn, Temecula, honored community hero, Ms. Roseanne Orewyler, for all her efforts with the Trauma Intervention Program. B. Ms. Mary Towell, Temecula, expressed concern with the current speed and conditions of Pechanga Parkway, advising that vehicles traveling on Pechanga Parkway drive too fast, and requested that the PubliclTraffic Safety Commission support the community by developing and enforcing a Safety First Zone along Pechanga Parkway and lowering the speed limit from 55 mph to 35 mph. In response to Ms. Towell's request, Principal Engineer Moghadam clarified how speed limits are established by the California Vehicle Codes, advising that the City does not determine speed limits. COMMISSION REPORTS A. Commissioner Arbogast congratulated the Fire Department with regard to their efforts with a fire at the Meadowview Club House, advising that due to the Fire Department's quick response, the loss to the club house was $5,000 but could have been $50,000. Ms. Arbogast also thanked Captain Aim for the distribution of weekly reports. Referencing the corner of 79 South and Old Town Front Street, Commissioner Arbogast advised that congestion continues to be a concern in that area and requested that staff request from Cal Trans, the possibility of installing signs that would indicate Keep Area Clear or Keep Clear at that intersection. Due to vehicles making illegal left-hand turns at a median on Ynez Road, southbound between Rancho Vista Road, and Pauba Road, Commissioner Arbogast requested its removal. R:\MinutesIPublicTrafficSafetyCommission032306 2 Commissioner Arbogast also stated that she would be of the opinion that extending the two-left-hand lanes, westbound on Winchester Road, turning right on Margarita Road southbound would help to alleviate traffic congestion. B. Commissioner Lanier asked staff if, in the future, there would ever be plans to install an intersection at the corner of County Center Drive and Ynez Road. Commissioner Lanier also thanked the Police Department with its efforts to remove graffiti. In response to Commissioner Lanier's query, Principal Engineer Moghadam stated that there will be two signals installed, one at County Center Drive and Equity Lane and Date Street and Ynez Road. C. Commissioner Ramos thanked the Police Department for submitting its weekly reports. Commissioner Ramos also asked staff to explore the possibility of widening the driveway at Rancho California Road and Via Las Colinas, behind the Target Stores, advising that making a right-turn into the driveway would be a dangerous situation. D. Per the direction of the City Council, Chairman Youmans distributed a Public/ Traffic Safety Commission 2006 outline, for the Commission to review and abide by; and that if staff would like to have an item or presentation added to an agenda, to advise the Chairman so that it could be arranged with staff. COMMISSION CONSENT CALENDAR Minutes of February 23. 2006 RECOMMENDATION: 1.1 Approve the Minutes of February 23, 2006. MOTION: Commissioner Arbogast moved to approve the Commission Consent Calendar. Commissioner Lanier seconded the motion and voice vote reflected approval with the exceDtion of Commissioner Jacobs who was absent. COMMISSION BUSINESS 2. Traffic Conditions - Kohinoor Wav and Jon William Wav RECOMMENDATION: 2.1 That the PubliclTraffic Safety Commission recommend the following: 1. Installation of 25 mile per hour speed limit signs on Jon William Way and Kohinoor Way; 2. Installation of the "V-Calm" Speed Advisory sign on Kohinoor Way; 3. Additional enforcement during the morning and afternoon school related peak periods, and; 4. Further modification of the traffic signal timing on Deer Hollow Way at Peppercorn Drive/Jon William Way and Peach Tree Street to discourage the use of Kohinoor Way and Jon William. Via Overheads, Principal Engineer Moghadam provided the Commission with a staff report (of written material). R:\MinutesIPublicTrafficSafetyCommlssion032306 3 Commissioner Arbogast thanked Sergeant Pi no and Fire Captain Windsor for the adjustments to the traffic signal that were made at the comer of Peppercorn and Redhawk Parkway. It was also noted by Commissioner Arbogast while supporting staff recommendation, she would also request that staff explore the following: . That staff consider reducing the timing on Jon William Way and Deer Hollow Way during the weekday, keeping it at normal timing on the weekends . That a stop sign be installed on Jon William Way and Kohinoor Way headed towards Peach Tree Street . That red striping or a No Parking sign be installed to avoid vehicles parking on Peach Tree Street up to Deer Hallow Way, advising that this street would be too narrow to allow for parked vehicles . That speed signs be installed on Peppercorn Drive towards Redhawk Parkway, advising that this would reduce the speed of traffic on the down hill street. Commissioner Ramos commended City staff for its quick response to seek possible solutions to the traffic conditions on Kohinoor Way and Jon William Way. Chairman Youmans suggested that the Police Department explore the possibility of mailing surrounding residents a letter informing them of the importance of safe driving and advising them that strict enforcement will be monitored around the high school area. At this time, the public hearing was opened. A. Mr. Curt McDowell, Temecula, thanked staff for its recommendations and clarified for the record that the petition by The Estates at the collection at Redhawk Parkway addressing traffic issues near Great Oak High School, did not recommend closing any streets; and that he would be in favor of Chairman Youmans' suggestion of a letter going out to residents advising that police enforcement will be enforced. B. Mr. Kevin Scott, Temecula, queried if there were a way to time the light for travelers in and out for a 45 minute period in the morning and afternoon to determine if minimizing the timing would be necessary. In response to Mr. Scott's query, Principal Engineer Moghadam noted that staff would need to explore this request in more detail. At this time, the public hearing was closed. MOTION: Commissioner Arbogast moved to approve staff recommendation, subject to staff exploring the possibility of implementing Commissioner Arbogast's four suggestions, as stated above. Reauest for Multi-Wav StOD Sians - RoriDauah Road RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission deny the request for Multi-Way Stop Signs on Roripaugh Road and direct staff to implement the "V-Clam Speed Limit Advisory signs and continued enforcement of the posted speed limit by the Temecula Police Department. Principal Engineer Moghadam presented a staff report (of record). MOTION: Commissioner Arbogast moved to approve staff recommendation. Commissioner Ramos seconded the motion and voice vote reflected approval with the exceDtion of Commissioner Jacobs who was absent. 4. Traffic Enaineer's ReDort No report at this time. 5. Police Chiefs ReDort Sergeant Pino noted the following: . That school zone complaints have been minimal . That the commercial truck inspection in conjunction with California Highway Patrol (CHP), was a successful event . That Temecula Rock n Rod Run was a smooth event . That the Stop Light Abuse Program (SLAP) would be holding steady. 6. Fire Chiefs ReDort Battalion Chief Deyo advised the Commission of a fire that occurred at the Meadowview Club House which resulted in minimal damages. It was also noted that the Fire Department, in conjunction with the Sheriffs Department, participated in a Public Safety Fair at the Guidant Corporation. Commissioner Lanier advised that he would not be in attendance of the April 27, 2006, PubliclTraffic Safety Commission meeting. BACKGROUND: In March 2006, the City Council received a written request to review the feasibility of installing additional signing to advise motorists of existing turn restrictions at signalized intersections. This item has been placed on the agenda at the request of Chairperson Youmans. The publiC has been notified of the PublicfTraffic Safety Commission's consideration of this issue through the agenda notification process and by writing. Prior to adoption of the Manual on Uniform Traffic Control Devices (MUTCD), the City ofTemecula followed the guidelines and policies set forth in the Caltrans Traffic Manual for the installation of traffic control devices including lane use signs at signalized intersections. Subsequently, in 2003, the State of California adopted the MUTCD along with the California Supplement of the MUTCD, which included very similar guidelines and policies to those previously established in the Caltrans Traffic Manual. These guidelines and policies are established in an effort to maintain continuity and consistency when implementing traffic control devices and to provide uniform signing to minimize driver confusion. The policy for the use of lane control signs indicates that the sign may be used to indicate the types of movements permitted at an intersection and may be used to indicate that U- turns are prohibited. The standard location for a lane use sign is overhead on the traffic signal mast arm. When left turns and U-turns are permitted during the left turn phase, the sign is an optional installation. . r:\traffic\commissn\agenda\2006\0427\intersectionlum restrictionslajp Along with the guidelines and policies, the MUTCD and California Supplement include examples of standard lane use signs that can be used at an intersection, depending on conditions and configuration. The R73 series standard signs and mounting location are shown below and on Exhibit C. The policy for the use of the symbol signs indicates that the No U-Turn symbol sign shall be used where U-Turns are prohibited except when a lane use control sign is used at a signalized intersection with separate left turn phasing. The No Left and No U-Turn symbol sign shall be used where both left turns and u-turns are prohibited. R3-4 R3-18 2 r.\traffic\commissn\agenda\2006\0427\intersectiontum restrictions/ajp A citywide review of the existing mast arm signing at signalized intersections was conducted to determine their conformity with current guidelines in the MUTCD and Califomia Supplement. Our review indicates that the majority of signalized intersections within the City's jurisdiction have the R73 series standard lane use signing. The specific sign type used at each intersection was dependent on the intersection lane configuration. At some signalized locations, where left tum and U-turn movements are allowed on a separate left turn phase and the sign installation is optional, no signs were installed. Other signalized locations observed such as "r intersections and intersections without left turn lanes were appropriately signed with the R3 symbol sign series. Again, the specific sign type was dependent on the intersection condition. In spite of the varying intersection conditions, all signing was found to be consistent and in conformance with MUTCD and California Supplement established guidelines and policies. Moreover, our review found that the majority of mast arm mounted signs were legible and visible from the associated left-turn pocket and no additional non-standard supplemental signing was necessary to clearly convey the intent of the mast arm mounted sign. Since the letter specifically identified the intersection of Winchester Road and Margarita Road as a potentially dangerous location due to inadequate signing, staff conducted a review of the accident history for the period from January 1, 2004 to March 31, 2006. The accident data indicates that there were eleven (11) reported collisions at the intersection during this twenty-seven (27) month period. Of the eleven reported collisions, there were seven rear-end collisions, two sideswipe collisions, one broadside collision, and one head-on collision. Not one of the eleven collisions was attributed to a U-turn movement violation. Moreover, there were no injury or fatal collisions associated with U-turn movement violations. Since there were no collisions caused by a violation ofthe U-turn restriction, this indicates that the majority of motorists traveling through this intersection are complying with the lane use signs and observing the U-turn restrictions. The concerns expressed in the letter are that the existing lane use signs at the intersection of Winchester Road and Margarita Road are not very visible, unsafe and do not provide adequate notification of the U-turn restriction. While the perception may be that numerous vehicles are violating the U-turn restriction due to the poor sign visibility, our observation of left turn movements during the peak hour does not support this perception. Data was collected during a 30 minute period of a typical weekday PM peak hour. The data indicates that of the 380 vehicles observed making an eastbound (from Winchester Road) to northbound (Margarita Road) left tum movement only 1 vehicle made an illegal U-turn at the intersection. This data along with the accident history supports our opinion that the existing lane use signing is adequately visible for conditions at the intersection. Moreover, the current signing is consistent with the established standards and practices. Another concern expressed was that the existing signing is not consistent at every signalized intersection. While this may be the case, each intersection has a unique lane configuration that requires a lane use legend that is unique to that specific condition. Although the sign message may be different, the location of the sign on the mast arm, the size, and color are all uniform and provides the continuity that makes the sign recognizable and familiar to the motorist. In so far as replacing the R73 series signs with the R3 series No U-turn symbol sign to provide adequate notification of U-turn restrictions, it is common practice with some agencies, such as the County of Riverside, to use an R3 sign at intersections that have a single left turn lane where a U- turn restriction is in place. Examples of this type of installation are shown on the photographs in the letter, Exhibit B. Under similar conditions, the City of Temecula has consistently used the 3 r:\traffic\commissn\agenda\2006\0427\intersectiontum restrictions/ajp R73 lane use control sign (shown below) to advise motorists ofthe required turn movement and U- turn restriction. Both signs convey the same message and one sign is not more correct than the other. Choosing the type of sign should be based on the intersection configuration in order to maintain uniformity, continuity and being consistent with the established standards and practices. ~ NO U TURN R73-3 R3-4 Presently, there are 95 signalized intersections in the City of Temecula that have some form of lane use signing. To date, we have received only one complaint of the inadequacy of the intersection signing. That complaint was generated by the enforcement of the U-turn restriction at the intersection of Winchester Road and Margarita Road. Based on our evaluation of conditions at the intersection, it is our opinion that the existing lane use signing is consistent with other signing throughout the City, complies with the established standard practices and policies, is adequately visible, and effectively conveys the motorist's responsibility at the intersection. I was eastbound behind 8 -10 cars in the number one of two left turn lanes on Winchester. I observed a motor cycle police officer on the north west corner of the intersection watching traffic. I looked up at the traffic light in the distance saw no restriction for a u-turn and continued to wait for the green arrow. When. I received the green arrow I proceeded with my turn, with my attention placed on keeping a safe distance and continued a sate u-turn. After completing my turn, a short distance west of the intersection, I was pulled over by the same motorcycle police officer. The officer informed me that I had made an illegal u- turn. I was in shock! I questioned the officer as I was absolutely confident before proceeding that it was safe and legal to make the u-turn especially knowing that he was there watching me. The officer politely pointed out that there was a restriction for a u-turn in small print under the center left turn signs. I informed the officer that I was completely unaware of the sign and intended to do no wrong and would take photographs of the intersection as there clearly was inadequate notice of the restriction. He reported that this intersection is notorious for 'red-light runners' and 'u-turn' violations. March 14.2006 Palfe 2 of 5 To: Citv of Temecula. After leaving the intersection I was both troubled and feh victim to the very agencies that are established to serve and protect its community. The though that I could have hurt or killed someone at this intersection unknowing plagued me. I question how the city of T emecula can pay to employ officers to stand at an intersection and serve the public tickets where they have knowledge that there is a "notorious" problem of violations and never ask why'! The City of Temecula has a duty to serve and protect its community. I wonder how many accidents, injuries or sad fatalities have occurred due to the city's failure to adequately post No U-turn signs at this intersection. I am writing this letter to help 'protect and serve' and plead that you insert additional clear visible no U-turn signs and properly notify this community of the no u-turn restriction. Any reasonable person will see that the failure to properly sign this restriction on this huge intersection sets the public uP. for failure. It is for the good of this community and the city that we are all protected. Let's work together and change this for the better. By changing this immediately to show a clear no u-turn restriction we will serve to end unnecessary tickets, accidents, injuries and possibly fatalities. Please place one more sign on the arm of the light facing eastbound traffic and one on the center concrete island noticing eastbound left turn traffic that a u-turn is restricted. Hughes Date: April 25, 2006 PROJECTS UNDER CONSTRUCTION 1. Old Town Community Theatre This project will construct a 20,000 square foot community theater complex and refurbishes the existing Mercantile Building. Construction started on 3-3-04. This project is complete. The grand. opening took place on 10/04/05. Punch list items and close out items will likely be on-going for next one to two months. In the process of negotiating disputed work items. 2. Fire Station. Northeast Site (Roripaugh Ranch) This project will construct a new fire station in the north part of the City. Contract cOmpletion date is March 2006. Work is focused on punch list items. Although the station will be complete in March, it Will be roughly 6 to 12 months before the Roripaugh Ranch Developer can provide access and utilities to the site. As a result, there will be a cost to re-mobilize and complete the project when the aforementioned items are complete, which the Developer is responsible for. In addition, a fire engine/truck venting system (requested added on 2/06) will be installed when the Contractor is re- mobilized. 3. Winchester Road Widening Between Enterprise Circle and Jefferson This project will widen Winchester road between Enterprise Circle and Jefferson Avenue. It will also add a right turn lane from Eastbound Winchester to Southbound Jefferson, starting at Enterprise Circle. The project is complete. Roadway improvements accepted at City Council meeting on 4/11/06. 4. Patricia H. Birdsall Sports Park A new 40+ Acres sports complex will be built at the comer of Pechanga Parkway and Deer Hollow Way. Bids were opened on September 16, 2004. The contract was awarded to Douglas E. Barnhart, Inc. at the September 28, 2004 Council meeting. The contract award amount is $13,365,055.51. Many of the remaining items of work are unchanged from the last two months, though the quantity has been further reduced, and include scattered areas of concrete f1atwork, some stairways at ball fields, basketball baskets & boards, shade structure fabric, walkway lighting, playground lighting, equipment, and resilient surfacing, BBQs, basketball court and parking lot striping, and landscaping. Work completed since last month includes setting ball field scoreboards, building interior finishes, and planting of approx. 20% of trees. Periods of heavy rain throughout the month of March resulted in site work being possible on only 9 of 23 available working days. The Contractor's request for contract days extension, which will likely extend contract completion into May, is still under review by the City. When weather has permitted working, the landscape contractor's performance has improved markedly from previous months. 5. Patricia H. Birdsall Sports Park Synthetic Turf As part of the sports park project, a separate contract to install synthetic turf on four fields, three soccer fields and a championship field that includes football overlay, was awarded to Byrom-Davey. Project acceptance is postponed until the contractor completes all the required work on all the fields. 6. Temecula Library A full service library, approximately 34,000 square feet in area, has been designed and will be built on Pauba Road, just west of Fire Station #84. The City was successful in obtaining State grant to aid in funding the library. The structural steel is has all been erected and welding is scheduled for completion by 4/17/06. The metal decking is being installed and will be complete by 4/21/06. The parking lot is now scheduled for paving at the end of April. Work continues on the buildings interior including framing, plumbing, fire sprinklers, ductwork and electrical rough in. Scaffolding is set on the south side of the building and the lath and plaster will follow. 7. City Field Operations Center (Maintenance Facility and Corporate Yard) - Phase 1 Under this project, an expansion of the maintenance facility will be built on the property adjacent to City Hall. Westem Rim Constructors (WRC) was awarded the project with a low bid of $636,094.80. The pre-con meeting was held on 10-6-05. Notice To Proceed was issued on 10-10-05. There will be 100 working days. The construction activities are moving along per schedule. The contractor has placed all curb & Gutter. Placement of base will be done by 04-14-06. Paving is scheduled for Saturday 04-15-06 (if it does not rain on Friday-forecast is 80% chance of rain). landscaping work is moving along. Project completion is scheduled for 05-01-06. 8. Guardrail Installation and Replacement On Rainbow Canyon Road In this project, old guardrails will be replaced and new guardrails will be installed in needed locations on Rainbow Canyon Road within the City of Temecula. Bids were opened 10/27/05. Apparent low bidder was D.C Hubbs Construction with a bid amount of $245,325.00. The City Council awarded construction contract to D.C. Hubbs Construction on 11/22/05. Construction is complete. The City Council accepted the project 04/11/06. 9. Pauba Road Improvements - Phase II (Margarita Road to Showalter Road) This project will widen Pauba Road from Showalter to just west of Margarita Road to its ultimate width. Bids were opened on 01/09/06. Apparent low bidder was Grade Pros Inc. DBA McKenna with a bid amount of $1,367,663.15. Construction contract was awarded at the City Council meeting on 01/24/06. The .Preconstruction Meeting was held on 02/15/06. The construction began on 02/27/06. Contractor has mobilized. They are working on erosion control, traffic control and grading. 10. Pavement Rehabilitation Program - FY 2005/2006 This project will rehabilitate Diaz Road between Rancho Califomia Road and Winchester road, including replacement of storm drain pipes. City Council awarded the construction contract to R.J. Noble Company on 03/28/06. The Preconstruction meeting is scheduled for early May with construction beginning in mid May. 11. Citywide Concrete Repairs FY 05-06 This project will remove and replace various concrete improvements including sidewalk, curb and 2 gutter, cross gutters, driveways approaches, and under sidewalk drains. Contract was awarded on 03/21/06. 12. Temecula Education Center- Rough Grading This project will provide for the grading of the proposed Temecula Education Center. Project was awarded on 4/11/06. Construction is scheduled to begin May 1, 2006. Staff is working with the utilities companies to resolve the long term feasibility of their facilities on Diaz Road from Dendy (Campus) Pkwy to Cherry Street 13. State Route 79 South Medians Under this project medians will be constructed on Route 79 South within the CityofTemecula limits. Award for the Construction Contract is going to the City Council on April 25th. PROJECTS BEING ADVERTISED FOR BIDS 1. Rancho California Median Modifications This project will add an additional through-lane on Rancho California between Ynez Road and the 1- 15. The landscape median will be modified in order to accomplish this; no additional R1W will be needed. Authorization to solicit bids took place on 3/21. JMD submitted mylars on 3/23 and the plans & specs went out to bid; bids are due 4/24/06. Contract will be awarded on the 5/9 CC mtg. The City ordered the traffic signal pole on 3/31; approx. delivery time is 10-12 wks. This work will be performed at night. 2. Bridge Fencing Fences will be installed on bridges over 1-15. Proposed fencing locations are the eastbound sides of the Overland Drive and Rancho California Road bridges over Interstate 15. Construction bids are expected to be opened on 04/20/06 and awarded on 05/09/06. PROJECTS IN DESIGN 1. Pechanga Parkway Improvements - Phase II (SR 79 South to Pechanga Road) This project will widen Pechanga Parkway (formerly Pala Road) to its ultimate width from the Pechanga Parkway Bridge to Pechanga road. The Preliminary Environmental Document (NEPA) of the project is classified as a Categorical Exclusion with required technical studies (invoMng Federal action). Caltrans (Local Assistance) has approved the noise, traffic, and HPSR-ASR studies. The City expects the following environmental documents to be approved during the week of April 17: Air Quality, NES/MI, and the ISA (Hazardous Waste) Studies. The City recently filed the final CEQA- NOD for the project. The City is expecting minor comments from Caltrans during the week of April 10. The City will then resubmit to Caltrans during the week of April 17 for final approval. Once Caltrans (Local Assistance) approves the Environmental Document (ED) and PS&E package, they will submit the ED and PS&E package to FHWA for their review period of approximately 3 to 4 weeks. After FHWA approves the ED and PS&E package, the City can then start the public bid 3 process and proceed with the acquisition of three properties along Pechanga Parkway. 100% design plans (Mylars) .will be signed by the City during the week of April 21. 2. Murrieta Creek Bridge - Overland Drive Extension to Diaz Road This project will entail alignment studies and the design of an extension of Overland Drive, westerly to Diaz Road, which includes a new bridge over Murrieta Creek. The project includes the widening . of Overland Drive from Jefferson Avenue to Commerce Center Drive, and the extension of Overland Drive across Murrieta Creek to Diaz Road. Coordination with RCFC & WCD and the Corp of Engineers is required. The City sent copies of the 70% design plans to the utility companies for comments during the week of April 3. Also, staff will send copies of the 70% design plans to other City Departments for comments during the week of April 10. 3. Fire Station - Wolf Creek Site A 9,000 SF fire station will be built @ the comer of Wolf Valley Rd & Wolf Creek Drive South. STK ,submitted the 1st 100% CD submittal on 8/05 & are currently addressing the 4th plan check comments & will resubmit in April. The developer is processing a legal description to identify a new parcel for the monument wall. They are scheduled to start wall construction before the construction of the fire station. The wall shall be on a separate parcel (owned & maintained by the HOA). Vanir was selected to provide CM services; it goes to CC on 4/25. The Fire Permit application has been submitted. 4. Murrieta Creek Multi Purpose Trail This project will build portions of the equestrian and bike trails along Murrieta Creek within City limits. The City has received a federal grant of$1 ,214,000. Caltrans (the administrator of the federal funds) has given the City the "Authorization to Proceed with Preliminary Engineering." The City is working with Caltrans, US Army Corps of Engineers (USACE) and Riverside County Flood Control to coordinate the trail design with the Murrieta Creek Improvement project. The signed Programmatic Categorical Exclusion (approved environmental document) was received from Caltrans on April 15, 2005. Final Design is underway and the 90% Plans were reviewed and comments returned to Kimley-Hom, the design consultant. The next submittal was received in late September and comments were returned to K-H on Oct. 19, 2005 for revision. Revised Plans and Specifications were received in late December 2005 and were reviewed by City staff. Comments went back to the Consultant for revisions. The City has received construction authorization from Caltrans. 5. Rancho California Road Widening, Old Town Front Street to 1-15 (Southside) This project will provide a right turn lane for southbound 1-15 motorists and provide a dual left turn . lane from westbound RCR to southbound Front Street. The Caltrans permit is being finalized, with the consultant addressing final plan check comments. Callrans delays/issues are impacting the scheduled start date. We anticipated final clearance of the plans in ApriVMayof 2006. Union 76 and Denny's have approved their right of entries. 6. Main Street Bridge Over Murrieta Creek (Replacement) This project will replace the existing Main Street Bridge over Murrieta Creek. A meeting was held on 8/24/05 with Corps of Engineers regarding pursuing the project as stand-alone. Design consultant Simon Wong Engineering (SWE) is continuing to pursue environmental permitting and coordination issues associated with ~g the bridge replacement as a project separate from the Corps of Engineer'S channel improvement project. SWE has also revised their original deSign proposal for 4 this project in light of these additional efforts required; additional funding will be required to cover these revisions. A meeting was held with SWE on 3/16t06 to discuss the revisions and compare to scope of original contract. A decision is forthcoming on a contract amendment. 7. City Field Operations Center (Maintenance Facility and Corporate Yard) . Phase 2 This project will construct the second phase of the City's Field Operation Center, which include the building. SCE advised that the existing conduit to City Hall transformer may be used for primary electrical feed. The consultant is addressing final plan check comments and technical spec comments and anticipates submitting mylars the week of March 20. 8. Dlaz Road Extension to Cherry Street This project was previously "On-hold"' pending data from Riverside County Flood Control. With the construction of the proposed Education Center, this project has become developer driven. Plans have been routed to various utilities for identification of possible conflicts and to Riverside Flood Control and Army Corp of Engineers for verification that the proposed roadway is in conformance with the proposed detention basin within Murrieta Creek. 9. Santa Gertrudls Bicyclet Trail Undercrossing at Margarita Road This project will construct a trail for bicycles and pedestrians along Santa Gertrudis Creek under Margarita Road. Data regarding existing utilities are being incorporated into the design. Consultant is continuing the environmental review process while City staff reviews the 100% plan submittal. 10. western Bypass Corridor Alignment Study This project will provide for an alignment stud for the Western Bypass Corridor. A kick-off meeting is scheduled for April 20, 2006 with the design consultant URS Corporation. 11. Western Bypass Bridge Over Murrieta Creek This project involves the design and environmental clearance of a new bridge over Murrieta Creek at the terminus of SR-79S and an extension of Pujol Street to the new structure. Once constructed, this will serve as the southerly connection of the Western Bypass Corridor. Staff has completed review of a proposal by TV-UN International, and provided comments for consideration. A revised proposal is expected late April. 12. Localized Storm Drain Improvements This project will fix the drainage problem at the south end of Front Street (at the MWD easement). Baseline right of way, utilities, and mapping are established. This project Is currently on hold. 13. Long Canyon Detention Basin - Access Road This project will construct an access roac:l to the Long CanYon Detention Basin. Plans and specifications are 90% completed, however winter rains have affected the project conditions and the scope of work will need to be reevaluated. Project Is on hold. 14. Rancho Vista Road Sidewalk This project involves design and environmental clearance of a new sidewalk along the south side of Rancho Vista Road between Ynez Road and Mira Lorna Drive (east). The Planning Department is s - -.----,. -- examining a Categorical Exemption under CEQA. PS&E is 40% complete. 15. Pedestrlan/Blcycle Bridge Over Santa Gertrudis Creek This project includes the construction of an approx. 200' pedlbike bridge over Santa Gertrudis Creek near Chaparral H.S. An RFP was sent out; three proposals were submitted. All included costs that were beyond the budgeted amount for the project. The City processed an agreement with Nolte Associates for a "Preliminary Planning Study" to further review the available alternatives & potential costs on the project and re-budget accordingly. The kick-off meeting with Nolte was held in Feb; next meeting took place March 28th. Nolte expects to submit their final report identifying bridge alternates, costs & their recommendations, at the end of April. This is a federally funded project, which will involve specific steps/actions to environmentally clear it. 16. Ronald Reagan Sports Park Channel Silt Removal & Deslltation Pond This project includes restoring the Best Management Practices (BMP) of the Stormwater Pollution Prevention Plan (SWPPP), the Water Quality Management Plan (WQMP) and the RWQCB by desilting the channel & pond located near the Sports Park. An internal meeting took place in Dee, 2005 to clarify the scope of work. Internal research is continuing. Communication has been made with US Army Corps of Engineers to determine what permits will be required; Staff is completing a Nationwide Permit application. 17. Slurry Seal Project FY 2005-2006, Redhawk Area. This project includes cleaning & sealing cracks in the road surface, removal & replacement of all . pavement delineation, furnishing & installing Rubberized Emulsion - Aggregate Slurry (REAS) Type II and all necessary traffic control. There are approx, 3,571,850 sf of roadway involved. Bid authorization was given on 1124/06. Bids were opened on 2121106. All American Asphalt was the lowest bidderw/a bid of $563,690.50. Award of contract took place 3/21106. The Pre-Con meeting is set for 4/13/06. This work cannot start until May, 2006 or as directed by the City (weather dependent). 18. Erie Stanley Gardner Exhibit This project will create an exhibit for the famous author in the museum. Newly down-scoped construction plans were just submitted by the architect. These plans are being reviewed. The project will be advertised for bids once the plans and specifications are finalized. PROJECTS IN THE PLANNING STAGE 1. 1-151 SR 79 South Interchange - Project Report (PR) This project will modify the 1-151 SR 79 South Interchange to accommodate projected future traffic. This is the next step of project development after the completion of the Project Study Report. City continued development of design geometries and environmental technical studies. French Valley Parkway Overcrossing and Interchange, Project Report (PR), Plans Specifications, and Estimate (PS&E) Preparation This project will construct an interchange between Winchester Road Interchange and the 1-15/1-215 split. The project is moving through the Caltrans process. Comments for Geometric Approval Drawings (GAD) have been addressed and resubmitted to Caltrans for review on 04-11-06. The Draft Project Report has been submitted for review. Draft Visual Analysis has been submitted to Caltrans for review. Utility conflict plans have been prepared and copies submitted to utility companies for review. New Connection Report, Draft Project report, Fact Sheets and Traffic Analysis have been submitted to FHWA for review. RIW data sheet is being prepared. 3. French Valley Parkway Interim Southbound Off-Ramp to Jefferson, Auxiliary Lane, and Widening the Bridge over Santa Gertrudis Creek at the Winchester Southbound Off~mp - Phase I The City and Caltrans have agreed that immediate action is required to relieve congestion at the Winchester Road southbound off-ramp. Caltrans has even agreed to contribute $750,000 to the construction of an auxiliary lane and widen the bridge over Santa Gertrudis Creek. A southbound off-ramp to French Valley Parkway will be included in the construction of the improvements at the Winchester southbound off-ramp provided that all the environmental clearances can be obtained in time. The 30% design package for phase 1 has been ready since mid. January. Caltrans refuse to accept the package pending the out come of the GAD. Utility plan for this location is prepared and conflicts are being analyzed.
