HomeMy WebLinkAbout081406 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION AUGUST 14, 2006 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, August 14, 2006, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Meyler led the audience in the flag salute. ROLL CALL Present: Commissioners: Fox, Henz, Meyler, and Chairman Edwards. Absent: Hogan. PUBLIC COMMENTS No comments. DIVISION REPORTS Maintenance Superintendent Harrington provided the Community Services Commission with a brief overview of items that were addressed by the Maintenance Division since the last Community Services Commission meeting, noting the following: . That in conjunction with crew members of the U.S.S. Ronald Reagan, staff removed trash and debris from the channel at Ronald Reagan Sports Park . That a new drainage system was installed at Margarita Community Park site, approximately 300-feet to eliminate the nuisance water runoff from the adjacent properties and Lindy Lane . Staff completed the recruitment interview process and hiring of two maintenance workers . That security lighting was repaired at the Mary Phillips Senior Center, long Canyon Creek Park, Ronald Reagan Sports Park, and the Old Town area . That staff is working with the landscape maintenance contractors to mitigate the results of the July heat wave. In response to Commissioner Henz's query with regard to damage at Harveston lake Park, Maintenance Superintendent Harrington noted that most of the damage at Harveston Lake Park has not been significant. Commissioner Fox noted that a silt fence on Old Town Front Street and 79 South would be in need of replacement. R: CSClminutesl081406 Maintenance Superintendent Harrington noted that he would explore Commissioner Fox's concern. Development Services Administrator McCarthy provided a staff report, offering the following: . That construction of the Patricia H. Birdsall Sports Complex continues to progress . That the second c,ommunity workshop for the Redhawk Park improvements was held on August 3, 2006; that RJM presented the conceptual design and proposed amenities for each park site; and that the Master Plan will be presented to the Commission at a future meeting . That staff received authorization to bid on the Murrieta Creek Trail project between Winchester and Rancho California Road. 'For the Board, Maintenance Superintendent ,Harrington noted that plans for the Margarita Community Dog Park was resubmitted to the architect for final comments and that staff will be receiving plans back in a few weeks. Cultural Arts Administrator Betz provided the Community Services Commission with a brief overview of items addressed in the Cultural Arts Division, noting the following: . That the big event of the month at the History Museum was the opening reception of the International Art Exhibit which occurred on Sunday, July 16, 2005; advising that 160 patrons were in attendance; and that the art exhibit moved to the Merc for the continuation of the opening reception . That the Summer Explorers program which began on Monday; July 10, 2006 ran with four full sessions, advising that it was well attended . That 3,929 patrons attended 22 ticketed performances at the Old Town Community Theater . That over 200 City employees attended a luncheon at the Old Town Community Theater 'held on Wednesday, July 26, 2006 . That a free ice cream social was held at the Old Town Community Theater on July 29, 2006, to launch the Ternecula Valley Players 2006/2007 Season . That the Children's Museum Imagination Workshop hosted 2,103 patrons for the month of August, 2006. Director of Community Services Parker advised that Theater Manager Beers will be in attendance of the September 11, 2006, Community Services Commission meeting to provide a full overview of the first year of operation at the Theater as well as the upcoming season at the Theater. Mr. Parker commended staff for their efforts with regard to the Temecula Presents 2006-2007 Season brochure. In response to Commissioner Meyler's query, Cultural Arts Administrator Betz stated that staff is working to put together a brochure to show every event that the Old Town Temecula Theater offers. ' For the Commission, Mr. Betz noted that Theater Manager Beers attends a yearly conference called the Western Alliance of Arts which enables him to find many talented acts. R: CSC/minutes081406 2 CONSENT CALENDAR 1. Minutes 1.1 That the Community Services Commission approve the minutes of the July 10, 2006 Community Services Commission meeting. MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner Henz seconded the motion and voice vote reflected approval with the exception of Commissioner Hogan who was absent. COMMISSION BUSINESS 2. F.I.T. Proaram Update 2.1 That the Community Services Commission receive and file a report updating the Commission on the Fitness in Temecula (FIT) Program. Recreation Superintendent Lawrence stated that the Run For Fitness Finale will be held on Sunday, September 17, 2006, at the Community Recreation Center (CRC); that it will be a 5K and 10K walk and run that will be open to the public; that online registration would begin Tuesday, August 15, and will run through Wednesday, September 13,2006; that one can sign up at www.active.com; and that registration forms would also be available at the CRC. Per PowerPoint Presentation, Recreation Assistant Brosterhouse provided a brief overview of the F.I.T. Program, highlighting on the following: . What is F.I.T.' . Mission Statement . How Does the Program Work . Current Progress . Who Participates . Why F.I.T. . How is F.I.T. Different . Special Features. The Commission thanked Ms. Brosterhouse for her presentation. PRESENTATIONS: McDonalds of Temecula Thanking the representatives of McDonalds, Chairman Edwards presented a plaque of Appreciation. Representative of McDonalds thanked the Commission for its recognition. R: CSC/minutes081406 3 COMMISSIONER' REPORTS For Commissioner Fox, Director of Community SerVices Parker noted that Patricia Birdsall is currently hospitalized. The Commission commended staff for the' handling of the Redhawk Park improvement workshops. ' Commissioner Meyler expressed concern with the amount of dog's off leashes at various park sites, and suggested that information be posted in the next Leisure for Living Brochure with regard to rules of dog parks and regular parks. DIRECTOR'S REPORTS Director of Community Services Parker advised tl1at the Redhawk Park improvement process was a success, and that the, Master Plan for the parks will be forwarded to the Community Services Commission in the near future.
