A RESOLUTION OF THE CITY COUNCM OF THE CITY
OF TEMEECULA APPROVING PLANNING APPLICATION
NO. 95-0125 ADOP17ING ANNEXATION GUIODEL@ FOR
THE CITY OF TEMECULA.
WHEREAS, State Planning and Zoning Law requires a City to adopt a
General Plan; and,
WHEREAS, State Planning and Zoning Law states that a local General Plan may contain
issues the local government deems necessary and appropriate to address local concerns; and,
WHEREAS, The City adopted its General Plan on November 9, 1993; and,
AS, The General Plan contains numerous policies on the subject of annexation;
and,
WHEREAS, The proposed Annexation Guidelines Checklist is consistent with the
adopted General Plan for the City; and,
WHEREAS, The Checklist is a useful tool for the Planning Commission and the City
Council to make informed decisions on annexation proposals; and,
WHEREAS, The Checklist helps to prioritize annexations; and,
S, This Resolution complies with all the applicable requirements of State law
and local ordinances; and,
WHEREAS, notice of the proposed Resolution was posted at City Hall, County Library,
IR -ncho California Branch, the Community Center, and the Temecula Valley Chamber of
Commerce; and,
WHEREAS, A public meeting was conducted on March 4, 1996, at which time the
Planning Commission continued the item to the March 18, 1996 meeting, at which time interested
persons had an opportunity to testify either in support or opposition; and,
AS, A public meeting was conducted by City Council on April 9, 1996, at which
time the City Council continued the item to the May 14, 1996 meeting, at which time interested
persons had an opportunity to testify either in support or opposition;

NOVI, THEREFORE, THE CITY COUNCIIL OF THE CITY OF TNMCULA DOES
HEREBY RESOLVE, DETERMINE AND ORDER THE FOLLOWING:
Section 1. The Annexation Guidelines (Planning Application No. PA95-0125), including the
Annexation Guidelines Checklist as set forth in Exhibit A attached hereto and incorporated herein
by this reference are hereby approved.
Section 2.The City Council authorizes the use of the Annexation Guidelines in evaluating
requests forannexation.
Section 3.The City Clerk shall certify the adoption of this Resolution.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Temecula at a
regular meeting on the 14th day of May, 1996.
