HomeMy WebLinkAbout031207 OTLRB Minutes MINUTES OF A REGULAR MEETING OF THE OLD TOWN TEMECULA LOCAL REVIEW BOARD MARCH 12, 2007 CALL TO ORDER The Old Town Temecula Local Review Board convened in a regular meeting at 9:03 a.m., on Monday, March 12, 2007, in the Main Conference Room, of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ROLL CALL Present: Board Members: Blair, Eden, Harker, Moore, and Chairman Allen. Absent: None. Also Present: Director of Planning Ubnoske Redevelopment Director Meyer Management Analyst Hillberg Development Processing Coordinator Management Assistant Watson Minute Clerk Childs PUBLIC COMMENTS None. BOARD BUSINESS Old Town Civic Center Presentation Per Power Point Presentation, Principal Planner Brown provided a presentation of the recent developments to the Phase II Old Town Civic Center, highlighting on the following: o Existing Site Plan o Proposed Site Plan o Conceptual Design o Architecture o Parking Structure o Landscaping. For the Board, Principal Planner Brown added the following: o That handicap parking will be provided as required by the American Disabilities Act (ADA) o That the type of barrier between the freeway and the proposed Civic Center has not yet been determined o That there will be a flag pole at the Civic Center o That the parking structure will be three levels with a two-story appearance R: 10ldTown/LRB/Minutesl031207 o That there will be a clock at the top of the parking structure at the terminus of Third Street o That installing a police substation at the Civic Center would be a consideration o That 485 parking spaces will be provided in the parking structure, and that noted that street parking will also be available o That there will be 185 permanent stadium seats in the Council Chambers. Chairman Allen noted that it would be his opinion that the monuments in front of the proposed Civic Center may be too forbidding. Referencing Chairman Allen's concern, Principal Planner Brown noted that the design or size of the monuments at the entrance of the Civic Center have not been determined but will relay his concern to the architect. For Board Member Eden, Principal Planner Brown noted that the selection of trees have not yet been determined. Principal Planner Brown advised that after several design concepts, the architects and staff determined that a Spanish Revival would be the most appropriate for the Old Town District. Board Member Moore relayed that she would be desirous of statues be added to the design concept. At this time, the public hearing was opened. Mr. Fred Perkins, Temecula, expressed concern with the massing of the retail component in the plaza area. Mr. John Wagner, Temecula, queried on the frontage of the proposed parking structure. In response to Mr. Wagner's query, Principal Planner Brown explained what the intent would be for the frontage of the parking structure and relayed that the rear of the parking structure would not be as elaborate as its frontage. For Mr. AI Rattan, Temecula, Principal Planner Brown advised that the commercial component of the Civic Center will resemble the architecture of the proposed Civic Center. Director of Redevelopment and Housing Meyer advised that the commercial component of the Civic Center will be 52,000 square feet of commercial/office/restaurant over two-stories; noting that it would be the goal of staff to start a partnership with a development partner whom will own, develop, and operate the 52,000 square feet of commercial area per the City's Design Guidelines and Development Code. Referencing the McLauglin/Pantry Building, Director of Redevelopment Meyer relayed that today would be the last day of submittal for the demolition to remove the two buildings. R: IOIdTownILRB/Minutesl031207 2 Relocation of Escallier House Director Meyer reported that the Escallier House and Barn will be relocated and preserved; that the new location will be on Pujol Street in close proximity of the Temecula Community Center (TCC); and noted that Safe Alternatives For Everyone (SAFE) and the Pantry will occupy the building. Principal Planner Brown advised that it would be staff's hope to have the entire Civic Center Complex completed by April, 2010. In response to Chairman Allen's query, Director of Redevelopment Meyer informed that the hope would be to have the parking structure completed by summer of 2009. For Board Member Moore, Principal Planner Brown advised that street lighting would be a part of the design process and has not yet been determined. Director of Redevelopment Meyer also advised that the granite of the Escallier House will be preserved and may be placed at the Civic Center. DIRECTOR OF PLANNING REPORT No additional comments. DIRECTOR OF REDEVELOPMENT REPORT Director of Redevelopment Meyer reported that the Old Town Parking study will be completed at the end of March, 2007. CODE ENFORCEMENT REPORT A Code Enforcement report was distributed to the Old Town Local Review Board per agenda packet. BOARD MEMBER REPORT No additional comments.
