HomeMy WebLinkAbout022207 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCfTRAFFIC SAFETY COMMISSION FEBRUARY 22, 2007 CALL TO ORDER The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, February 22, 2007, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Youmans led the audience in the Flag salute. ROLL CALL Present: Commissioners: Hagel, Ramos, Jacobs, Youmans, and Chairperson Arbogast. Absent: None. COMMISSION REPORTS A. Thanking City staff and Police Department for their monthly police reports, Commissioner Youmans relayed his appreciation for being able to be kept apprised of police issues throughout the City. B. Commissioner Jacobs gave kudos to the police officers for their efforts with regard to a home invasion. C. Echoing comments made by Commissioner Youmans, Commissioner Ramos also relayed his appreciation of being kept up to date with monthly police reports. D. Referencing the commercial truck task force inspection, Commissioner Hagel noted his concern with the amount of trucks that were in violation, and relayed the importance of continuing the task force inspection. E. Commenting on the monthly police highlights, Chairperson Arbogast advised that because the highlights are sent in publisher format, she has not been able to open the documents, and requested that the reports be sent in a PDF format; relayed her appreciation to Commissioner Youmans for his Chairmanship for calendar year 2006; and expressed her appreciation to staff for the opportunity to observe the commercial truck task inspection, noting that it was very informative. Chairperson Arbogast also thanked the police for their efforts with regard to commercial vehicles parking on Sandborn Avenue and Madison Avenue; and advised the Commission to contact Deputy City Manager Yates with any goals they may have for the year; and requested a workshop with regard to signalization in the near future. R:IMinutesIPublicTrafficSafetyCommission022207 COMMISSION CONSENT CALENDAR Minutes of January 25, 2007 RECOMMENDATION: 1.1 Approve the Minutes of January 25, 2007. MOTION: Commissioner Jacobs moved to approve the Consent Calendar. Commissioner Ramos seconded the motion and voice vote reflected approval with the exceotion of Commissioner Youmans who abstained. COMMISSION BUSINESS 2. Prooosed Ordinance of the City of Temecula ProhibitinQ the Non-Permitted Use, Storaae, Manufacturina, and Sale of Fireworks RECOMMENDATION: 2.1 That the PublicfTraffic Safety Commission review and recommend that the City Council adopt an Ordinance establishing prohibiting the non- permitted use, storage, manufacturing, and sale of fireworks. Captain Buckley provided the PublicfTraffic Safety Commission with a staff report (of record). In response to Commissioner Hagel's query, Sergeant Anderson noted that all violations would be subject to the City's Ordinance. Explaining administrative citations, Deputy City Manager Yates read Section D, 1.21 of the Temecula Municipal Code to the Commission. The Commission thanked staff for their report. MOTION: Commissioner Hagel moved to approve staff recommendation. Commissioner Youmans seconded the motion and voice vote reflected unanimous aooroval. 3. Annual Fire Insoection ProQram RECOMMENDATION: 3.1 That the PublicfTraffic Safety Commission review and provide input to the Fire Department for the Annual Fire Inspection Program. Captain Buckley gave a staff report (of record). Chairperson Arbogast relayed her desire of having the Chamber of Commerce helping to advertising the City's Fire Department Annual Fire Inspection Program. R:IMinutesIPublicTrafficSafetyCommission022207 2 Captain Buckley noted that the only time a business would be charged a fee would be if there were in violation of compliance. It was the consensus of the PublicfTraffic Safety Commission to receive and file this report. PUBLIC COMMENTS A. Ms. Connie Hodgkins, Temecula, requested a safe method for Great Oak High School students to cross the park in the front of the high school. In response to Ms. Hodgkins request, Director of Public Works Hughes advised that the park was designed as a public city park and that there would be no intention to encourage students crossing between the park and the high school; that there would be protected crossing signals at Deer Hallow Way and Pechanga Parkway, as well as Peach Tree Way advising that there was never an intention to add a signal at this location. 4. Request for Traffic SiQnallnstallation - MarQarita Road at Paseo Brillante RECOMMENDATION: 4.1 That the PublicfTraffic Safety Commission deny the request for installation of a traffic signal at the intersection of Margarita Road at Paseo Brillante. Principal Engineer Moghadam provided the PublicfTraffic Safety Commission with a staff report (of written record). Commissioner Youmans relayed his concurrence with staff's report. In response to Commissioner Jacobs' query, Principal Engineer Moghadam advised that off-hand, he would not have the traffic warrants for Avenida Cima Del Sol. Commissioner Jacobs requested that the warrants for Avenida Cima Del Sol be evaluated. Director of Public Works Hughes noted that if it is the desire of the Commission, Avenida Cima Del Sol could be added to the signal priority update list. Chairperson Arbogast relayed that an option to consider would be to restrict a left-hand turn onto Margarita Road from Paseo Brillante making it a right-hand turn only; reiterating that this location would not meet the warrants for a signal as stated in staff's report. Echoing Chairperson Arbogast's comment, Commissioner Hagel agreed that a traffic light on Margarita Road and Paseo Brillante may make the situation worse. Principal Engineer Moghadam offered the following: o That most hours of the day a left-hand turn would not be difficult R:\MinuteslPublicTrafficSafetyCommission022207 3 o That the number of traffic accidents on Margarita Road and Paseo Brillante would not demonstrate a problem. Director of Public Works Hughes noted that installing a No left-hand turn on Margarita Road and Paseo Brillante would create frustration for residents during the non oeak hours of the day. Appreciating comments by Director of Public Works Hughes and Principal Engineer Moghadam, Commissioner Jacobs noted that it would be his desire to have Paseo Briallante on the signal priority update list to be evaluated in detail. MOTION: Commissioner Youmans moved to approve staff recommendation and denv the request for installation of a traffic signal on Margarita Road and Paseo Brillante. Commissioner Ramos seconded the motion and voice vote reflected unanimous aooroval. 5. Request for Traffic SiQnallnstallation - Wolf Vallev Road at Caminito Olite RECOMMENDATION: 5.1 That the PublicfTraffic Safety Commission deny the request for installation of a traffic signal at the intersection of Wolf Valley Road at Caminito Olite. Principal Engineer Moghadam provided the Commission with a staff report (of record). Commissioner Youmans requested that a speed limit sign be installed on Wolf Valley Road at Caminito Olite. Principal Engineer advised that speed limit signs will be posted on Wolf Valley Road and Caminito Olite in the near future. MOTION: Commissioner Jacobs moved to approve staff recommendation and denv the request of a traffic signal on Wolf Valley Road and Caminito Olite. Commissioner Hagel seconded the motion and voice vote reflected unanimous approval. 6. Traffic EnQineer's Reoort No additional comments. 7. Police Chiefs Reoort Sergeant Anderson gave a brief report as follows: o That 1214 citations were written in the City; and that 257 citations were from SLAP o That the fatal collision on Margarita Road was due to an individual turning off Margarita Road onto Paseo Brillante; advising that the driver was at fault o That there was an attempt homicide on January 31, 2007 o That a presentation on paperless citations will be provided at the April, 2007, PublicfTraffic Safety Commission meeting R:\MinuteslPublicTrafficSafetyCommission022207 4 o That a roving saturation will take place on Saturday, March 17,2007; noting that more details will be provided to the Commission via email 8. Fire Chiefs Reoort Captain Buckley offered the following update: o That the Roripaugh Fire Station would be nearing its completion and that staff will be bringing in the new fire engine for the Commission to explore o That CERT will take place on Friday, March 2, Saturday March 3, and Sunday, March 4 o That medical supplies will be purchased for the Citizen Corps. trailer and will be brought to the Commission once completion of supplies is done. Deputy City Manager Yates advised the Commission that currently there would be private security at night at the Roripaugh Fire Station being paid for by the developer. Director of Public Works Hughes noted that the Wolf Creek Fire Station would be nearing its completion. On behalf of the American Legion, Commissioner Ramos noted that a recognition dinner will be provided for Police, CHP, and Fire Department on Thursday, March 29, 2007.
