HomeMy WebLinkAbout062807 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLICITRAFFIC SAFETY COMMISSION JUNE 28, 2007 CALL TO ORDER The City of Temecula Publicriraffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, June 28, 2007, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Ramos led the audience in the Flag salute. ROLL CALL Present: Commissioners: Hagel, Ramos, Jacobs, Arbogast Absent: Youmans PUBLIC COMMENTS A. Mr. Jeff Okun, representing Temecula Valley Unified School District, expressed concern with the implementation of a proposed bike lane on Meadows Parkway between Rancho Vista Road and McCabe Road, and requested that the PubliclTraffic Safety Commission delay the project for further study. B. Mr. Bill McKinney, representing Temecula Valley Unified School District, echoed Mr. Okuh's concerns and stated that 70 parking spaces would be lost if bike lane striping is imposed. Addressing the bike lane issue on Meadows Parkway between Rancho Vista Road and McCabe Road, Director of Public Works Hughes advised that the street was designated on thelCity's General Plan as a roadway with the intention of having bike lanes; that it was never intended to have parking; that the school district has enjoyed parking along the street, but that at this point in time, it would be the City's intent to complete the bike lane plan as originally proposed as included in the circulation element; and that it would be staff's intention to continue with the striping of"bike lanes. C. Mr. Shane Lesovsky, Temecula, reiterated his concern with the speeders on Seraphina Road. For the record, Sergeant Southern advised that police efforts continue on Seraphina Road. ) . D. Ms. Suzanne Bolton, Representing Paloma Del Sol Homeowners Association, also expressed concern with the installation of bike lanes on Meadows Parkway. Advising that he had an opportunity to attend a DUI check-point, Commissioner Jacobs gave kudos to Temecula's sworn officers and police volunteers for their professionalism. Commissioner Jacobs also thanked the Public Works Department for its quick response to the installation of bike lanes as requested by residents. B. Referencing a No right-turn sign on the southbound 15 at the 79 South off-ramp, Commissioner Ramos noted that he had an opportunity to meet with a representative of a local Senator and was advised to submit a letter to Caltrans describing concerns at the off-ramp of 79 South and (copying him on the letter.) Commissioner Ramos also noted that he would be in favor of further review of the bike lane striping on Meadows Parkway' between Rancho Vista Road and McCabe Road. C. Commissioner Hagel requested that staff bring to the Commission a report on solutions of how to educate the community with regard to the dangers of excessive speeding in the community. D. Chairperson Arbogast reminded the Commission of the Wolf Creek Fire Station Tour on Tuesday, July 3, 2007, at 10:00 a.m. COMMISSION CONSENT CALENDAR Minutes of Mav 24. 2007 RECOMMENDATION: 1.1 Approve the Minutes of May 24, 2007. MOTION: Commissioner Ramos moved to approve the Consent Calendar. Commissioner Hagel seconded the motion and voice vote reflected aooroval with the exceotion of Commissioner Youmans who was absent. 2. Enaineerinaand Traffic Survey - Citywide RECOMMENDATION: 2.1 That the PUblicfTraffic Safety Commission review and recommend that the City Council adopt an Ordinance establishing the recommended speed limits identified in Exhibit "A" Principal Engineer Moghadam provided a staff report (of written record). With respect to Commissioner Hagel's query regarding street surveying between the City of Temecula and Murrieta, Principal Engineer Moghadam relayed that conversations do take place between adjacent City's regarding speed limit signs; advised that although roadway characteristics may be equal, traffic volumes within the City of Temecula would be higher than those of Murrieta; therefore, resulting in a lower 85% for the City of Temecula; and that there would be no language in the Vehicle Code that would impose that a street maintain the same speed limit. 2 R:ITrafficIMinutes\20071062807 minutes SSjnu!w l09Z90\lOOOlSajnU!Vol\o!Jj"'1\:~ € .
