HomeMy WebLinkAbout091007 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION SEPTEMBER 10, 2007 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, September 10, 2007, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Meyler led the audience in the flag salute. ROLL CALL Present: Commissioners: Meyler, Edwards, and Chairperson Fox. Absent: Henz and Hogan. PRESENTATIONS: On behalf of the Community Services Department, Chairperson Fox presented Senior Coordinator Adamiak, Recreation Coordinator Masters, and Office Specialist Menzimer with a Certificate of Appreciation for their outstanding work in the Community Services Department. PUBLIC COMMENTS None. DIVISION REPORTS Maintenance Superintendent Harrington provided a staff report, as followings: . That lighting was installed at five gazebos at Harveston Lake Park . That portions of the City Hall parking lot were restriped and patched . That staff installed a new plaque at the Singing in the Rain monument at the Temecula Duck Pond . That staff spruced up the Duck Pond in preparation of the City Council meeting to be held at the Temecula Duck Pond on Tuesday, September 11, 2007 . That staff assisted in the preparation and execution of the Balloon Glow in the Park, Ronald Reagan Flag Pole Lighting, and Movies in the Park. Development Services Administrator McCarthy reported the following: . That the committee of the Youth Master Plan met to discuss new thoughts and ideas for the Youth Master Plan, relaying that staff will present a draft report at the next Community Services Commission meeting R: CSC/minules/091007 . That the contract for the Murrieta Creek Trail project was approved by the City Council, advising that work will begin in the near future. Cultural Arts Administrator Betz, highlighted on the following events at the different facilities and programs within the Cultural Arts Division: · That Romance the Bells: The California Missions in Art at the History Museum was a success . That the Erie Stanley Gardner Exhibit at the History Museum has been completed . That Gallery Talks: Bringing History to Life - Jefferson was successful . That Temecula Presents will begin Friday, September 14, 2007, with the Daddy Mack Blues Band . That 2,226 patrons attended the Imagination Workshop in the month of August . The Promenade Mall will sponsor a Skate Fest on Saturday, September 15, 2007. Recreation Superintendent Pelletier reported on the following: . That on August 24, 2007, the City sponsored an event titled Aglow in the Park at the Ronald Reagan Sports Park that was well attended . That the FAM program will conclude in the next two weeks . That Tuesday, September 11, 2007, will be the Annual Remembrance event that will be held at the Temecula Duck Pond, to be followed by a live on-site City Council meeting beginning at 7:00 p.m. . That the City will sponsor its Annual5k/10K FIT walk/run at the Community Recreation Center (CRC) to be held on Sunday, September 16, 2007, at 8:00 a.m. . That staff will present a seasonal overview of the most popular summer programs at the October 8,2007, Community Services Commission meeting. CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of August 13, 2007 Community Services Commission meeting. MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner Edwards seconded the motion and voice vote reflected approval with the exception of Commissioner Henz and Hogan who were both absent. COMMISSION BUSINESS 2. Erie Stanlev Gardner Permanent Exhibit RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report on the completion of the permanent Erie Stanley Gardner exhibit in the upstairs gallery at the Temecula Valley Museum. R: CSC/minutes091 007 2 By way of PowerPoint Presentation, Museum Manager Ott highlighted on the following: . Erie's Temecula Office . Window Feature · Adjacent Display Featuring Rancho Paisano . Adjacent display featurette travel. In response to Chairperson Fox's query, Mr. Ott relayed that Mr. Gardner did extensive writing for Desert Magazine and a few writings regarding his travels down Baja, California, and numerous other magazines. . Director of Community Services Parker thanked Mr. Ott for his passion in creating the Erie Stanley Gardner Exhibit. It was the consensus of the Community Services Commission to receive and file this report. 3. Commission Volunteers Needed for Calendar Proiect RECOMMENDATION: 3.1 That the Community Services Commission selects two (2) Commission members to be on a judging panel for a children's poster contest. Senior Management Analyst Smith provided a brief staff report. Chairperson Fox volunteered to judge the poster contest and relayed that she would know someone who would also like to partake in the judging. MOTION: Commissioner Edwards nominated Commissioner Hogan to serve as a judge for the poster contest. Commissioner Meyler seconded the motion and voice vote reflected approval with the exception of Commissioner Henz and Hogan who were both absent. 4. Park Plavaround Shade Covers RECOMMENDATION: 4.1 That the Community Services Commission receive and file the report on Park Playground Shade Covers. By way of overheads, Maintenance Superintendent Harrington provided a staff report and photos of current parks within the City with tot lots. Director of Community Services Parker advised that developers are now being conditioned to provide shade structures with its tot lots; that they have also been conditioned to provide its slides with a cooler temperature color to help to keep slides from getting too hot; that trying to retrofit established tot lots would be a costly endeavor; and that it would be staffs opinion that it would ultimately be the parents' responsibility to use good judgment as to whether or not a play structure would be too hot to use. R: CSC/minules091 007 3 Commissioner Edward queried on the possibility of installing warning signs that would indicate that play structures could be extremely hot during high temperatures. Maintenance Superintendent Harrington relayed that all new development will be conditioned to provide a shade structure over its tot lots. Director of Community Services Parker noted that he will relay Commissioner Edwards' suggestion to the Risk Management Department. DIRECTOR'S REPORT No additional comments. COMMISSIONER'S REPORT No additional comments. ADJOURNMENT At 7:45 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting on Monday, October 8, 2007, at 6:00 p.m., in the City Council Chambers, 43200 Business Park Drive, and Temecula.
