FLAG SALUTE Commissioner Youmans led the audience in the Flag salute. ROLL CALL Present: Commissioners: Hagel, Curran, Youmans and Chairperson Arbogast Absent: Ramos PRESENTATIONS: On behalf of the Public/Traffic Safety Commission, Chairperson Arbogast presented a Certificate of Excellence to Officer Cohen and K-9 Casper for their accomplishments in the 2007 Public Traffic Safety Expo and Sheriff K-9 Trials. Happily Accepting the Certificate of Excellence, Officer Cohen thanked the Public/Traffic Safety Commission for the recognition. The Public/Traffic Safety Commission thanked Mr. Purpura for the PowerPoint Presentation. COMMISSION REPORTS A. Commissioner Youmans relayed his frustration with vehicles not pulling over to the side when a police and/or ambulances are running on emergency calls. B. Chairperson Arbogast requested that a report with respect to educating the public on the rules and regulations as it would relate to emergency vehicles be agendized for a future meeting. C. Commissioner Curran thanked staff for the tours of various City facilities. PUBLIC COMMENTS None. COMMISSION CONSENT CALENDAR 1. Traffic Engineer's Report Principal Engineer Moghadam relayed the following report: • That Commissioners interested in attending the school zone safety seminar on Wednesday, February 6, 2008 notify staff • That staff is considering restriping several major arterials to gain additional traffic lanes • That staff upgraded emergency vehicle preemption equipment • That staff is working on a grant to receive funds to replace the signal indication lights to LED R:\Minutes\PublicTrafficSafetyCommission012408 2 • That the appointment of Chairperson and Vice Chairperson for Calendar Year 2008 will be on the February agenda. Fire Chiefs Report Chief Fulcher highlighted on First Aid and CPR stats taught by year, by Fire Chief Buckley: 2004 2005 2006 2007 CPR-161 CPR-242 CPR-462 CPR-462 First Aid-50 First Aid-91 First Aid-118 First Aid-118 • That staff would be hopeful to receive all necessary permits to open the Glen Oaks Fire Station in the very near future • Reported on weather related events within the City of Temecula • That a medic is now on duty on fire truck 73, 24 hours a day • That only one Christmas tree fire was reported during the holiday months Chief Fulcher introduced newly hired Battalion Chief Todd Shymanski. The Public/Traffic Safety Commission welcomed Battalion Chief Symanski. With respect to drainage issues throughout the City, Deputy City Manager Yates explained the Public Works Department's preventative program for drainage due to heavy rain fall. FISCAL IMPACT: None. r:\traffic\conanissn\agenda\2008\02.28.08Chair Election\ ITEM NO . 3 AGENDA REPORT TO: Public/Traffic Safety Commission 1989`` FROM: Ali Moghadam, P.E., Principal Engineer, Traffic DATE: February 28, 2008 SUBJECT: Item 3 Revision to Neighborhood Traffic Calming Program RECOMMENDATION: That the Public/Traffic Safety Commission receive the report and provide comments regarding the potential inclusion of each of the traffic calming measures in the revised Neighborhood Traffic Calming Program document. BACKGROUND: In August 1999,the City Council directed staff to develop a Neighborhood Traffic Calming Program that would create a toolbox of accepted traffic calming measures which could be used to alleviate residential traffic concerns. In March 2000, a Neighborhood Traffic Calming Program was presented to the Public/Traffic Safety Commission for consideration and recommendation to the City Council. The Neighborhood Traffic Calming Program was approved by the City Council at their meeting of March 28, 2000. The goal of the program, as developed, is to establish procedures and techniques to mitigate impacts created by vehicular traffic on residential streets by using a progressive two stage approach. Stage 1 of the program is comprised of actions that are primarily education and enforcement based. Stage 2 would involve the use of roadway features such as pavement markings, speed undulations, and traffic circles to reduce vehicular speeds and volumes. To date the implementation of Stage 1, enforcement based traffic calming techniques, have been more successful than the Stage 2 traffic calming techniques in addressing residential traffic concerns. Recently, the Public/Traffic Safety Commission requested that staff reevaluate and update the Neighborhood Traffic Calming Program to include additional traffic calming measures which could potentially address vehicular speed and volume concerns expressed by residents. The following is a comprehensive list of traffic calming measures which are included in similar programs throughout California. Education and Enforcement LED Speed Limit Advisory Sign — Like the radar speed trailer, the speed limit advisory sign can be used to educate motorists by advising them of their travel speed. The signs will be placed at the requested roadway for a period of several months. c\traffic\commissn\agenda\2008\02.28\NTCP revision\ Roadway Features • Pavement Markings—This roadway feature narrows the travel way by striping a centerline and edge lines or bike lanes along a segment of roadway. This feature has proven to be effective in certain situations but may not be appropriate at every location. Bike lane striping may eliminate on-street parking. • Residential Multi-Way Stop Controls—Where appropriate, multi-way stop signs are installed to establish the right-of-way at residential street intersections. The warrant criteria for the use of multi-way stop controls may be lower than the arterial roadway criteria. When used inappropriately, stop signs have been ineffective at controlling or reducing vehicular speeds and volumes on residential streets. Studies have shown that driver compliance with traffic control devices decreases and vehicular speeds increase between the"stop" locations. Unwarranted stop signs increase unnecessary noise and air pollution and often cause inconvenience to drivers who comply with existing laws. • Turn Restrictions—This feature prohibits turn movements at designated intersections during specific peak hour periods. Full-time turn restrictions have been found to be not as effective due to lack of enforcement and motorist compliance. This roadway feature may not be appropriate at every location and there are several disadvantages associated with this feature including the diversion of traffic to adjacent roadways. • Lane Narrowing —This roadway feature is a narrowing of the roadway by extending the curb and gutter at mid-block or intersection locations. To date, lane narrowing has been proven ineffective in reducing overall vehicular speeds at test locations. Moreover, residents complained of the inconvenience of not being able to access their driveway at the test locations. This roadway feature may not be appropriate at every location. This feature is likely to impact on-street parking and driveway access. • Chicane—This roadway feature narrows the roadway and alternates the path of travel by the use of reverse curves and twists. The chicanes can be created by striping the roadway or reconstructing the curb and gutter with a series of extensions. In some cases, on-street parking can be maintained by alternating parking from side to side. This roadway feature may not be appropriate at every location and there are several disadvantages associated with this feature including implementation costs, and the loss of on-street parking. • Angled Slow Points — This roadway feature is a variation of the chicane and is an angled deviation to alter the travel path so that the street does not appear to be a straight line. The roadway narrowing effect is created by the installation of offset curb extensions. This roadway feature may not be appropriate at every location and there are several disadvantages associated with this feature including implementation costs, and the loss of on-street parking. • Mid-block Median—This roadway feature can be a raised or painted median located along the centerline of the roadway at mid-block locations. Effectively the median provides a narrowing of the travel lanes at strategic mid-block locations along a roadway. This roadway feature may not be appropriate at every location and there are several disadvantages associated with this feature including implementation costs, potential loss of on-street parking, and access constraints to residential driveways at the median location. 2 r:ltraffic\commissn�agenda\2008\02.281NTCP revision\ • Modified Intersection—This roadway feature can be a raised or painted median which can be used to restrict turning movements and/or reduce the roadway width at an intersection. This roadway feature may not be appropriate at every location and there are several disadvantages associated with this feature including implementation costs, the potential loss of on-street parking, access constraints to residential driveways at the median location, and diversion of traffic to adjacent streets. • Traffic Circles—This roadway feature is a raised circular island typically installed in the middle of a residential street intersection. To date, in the City of Temecula,the traffic circle has proven ineffective in reducing overall vehicular speeds although speeds were reduced at the traffic circle location. This roadway design feature may not be appropriate at every location and there are several disadvantages associated with this feature. • Speed Undulations—The City currently has a policy in place for the use of speed undulations on residential streets. Speed undulations have been proven ineffective at reducing overall vehicular speeds and volumes. This roadway design feature may not be appropriate at every location and there are several disadvantages associated with their implementation including delays to emergency response teams and diversion of traffic to another location. The speed undulations tested on Calle Pina Colada were removed at the resident's request because they failed to achieve the desired results. A comprehensive presentation will be provided at the meeting to discuss the advantages and disadvantages of each of the traffic calming measure. Staff is recommending that the commission provide comments regarding the potential inclusion of each of the traffic calming measures in the revised Neighborhood Traffic Calming Program document. Following the commission's selection of the traffic calming measures, staff will present the revised program document to the Public/Traffic Safety Commission at a future meeting. Attachment: 1. The LED Speed Limit Advisory sign is capable of measuring 'real time' vehicular speeds which is relayed back to the drivers. So he created a petition to get as many signatures as he could, to get Red Hawk another crosswalk. A meeting was scheduled with Mr. McKinney, the Director of Transportation for the TVUSD. Mr. McKinney explained that he didn't have control over creating new crosswalks, and suggested to Skylar that he present his information at City Hall. Skylar is thinking about attending the next meeting to help keep Red Hawk Students safe.
