HomeMy WebLinkAbout052208 PTS MinutesBAINUTES OF A REGULAR AIIEETING OF THE CITY OF TEAflECULA PUBLIC/TRAFFIC SAFETY COAflflfiISSION AflAY 22, 2008 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, May 22, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Curran led the audience in the Flag salute ROLL CALL Present: Commissioners: Hagel, Ramos, Curran, *Youmans and Chairperson Arbogast Absent: None It was noted that Commissioner'Youmans arrived at 6:06 p.m PUBLIC COBAl1AENTS No comments at this time. COAflAflISSION REPORTS A. Commissioner Curran advised that he, along with Commissioner Hagel, attended the recent Traffic Commissioner's Workshop in Pomona; noting that it was extremely informative and that the Workshop addressed the City of Temecula as an positive example of how City's are addressing traffic issues; relayed that the future will hold many new changes to guidelines with respect to traffic circulation; and reminded residents to take advantage of training opportunities (CERT) with respect to possible emergencies. B. Chairperson Arbogast suggested adding the new cell phone law to the next agenda for review. COAflAAISSION CONSENT CALENDAR 1. AAinutes of Aoril 24, 2008 RECOMMENDATION: 1.1 Continued to the meeting of June 26, 2008 R:\Minutes\P ublicTraff cSafetyCommissio n052208 It was the consensus of the Public/Traffic Safety Commission to continue the April 24, 2008 minutes to the June 26, 2008 meeting. COAflhflISSION BUSINESS 2. Proposed Capital Improvement Program -Fiscal Years 2009-2013 RECOMMENDATION 2.1 -That the PubliclTraffic Safety Commission review and discuss the proposed Capital Improvement Program (CIP) Circulation Projects for Fiscal Years 2009-2013 By way of PowerPoint Presentation, Deputy Public Works Director Butler highlighted on the following main components of the Proposed Capital Improvement Program (CIP): o CIP Projects for 2009-2013 o Total 5-year Projected Cost Summary Total 5-year Funded Projects o Traffic Circulation Projects o Butterfield Stage Road o Traffic Signalization Synchronization o Citywide Adaptive Traffic Light Synchronization System o Closed Circuit Television Installation o Flashing Beacons o French Valley Parkway Interchange I-15/SR-79 South Ultimate Interchange o Main Street Bridge Replacement o Meadows Parkway and Bike Lane o Medians and Parkways Citywide o Murrieta Creek Bridge and Overland Drive Extension to Diaz Road o Nicholas Valley Assessment District e Citywide Pavement Rehabilitation Program o Pavement Rehabilitation Road - De Portola Road Dual Right turn Lanes from Temecula Parkway to Pechanga Parkway o Pechanga Parkway Improvements -Phase II o Temecula Creek Crossing for access to Temecula Parkway o Temecula Parkway re-striping of eight lanes from interstate 15 to Pechanga Parkway o Traffic Signal Installation -Citywide o Traffic Signal Interconnect Equipment Installation o Western Bypass Bridge over Murrieta Creek o Winchester Road/Highway at 79 South Corridor Beautification With respect to the new adaptive traffic light synchronization system, Principal Engineer Moghadam noted that the project will improve safety, operations, and capacity by minimizing traffic delays, reduce congestions and allow more green time. Traffic Engineer's Report Principal Engineer Moghadam relayed that although he would not have any reports at this time, that in the future, he would be happy update the Commission on status of. past approved recommendations made by the Public/Traffic Safety Commission to the City Council. 4. Police Chief s Report Police Chief Williams provided a brief update as per hand out and introduced newly hired Lieutenant Jeff Kubel. 5. Fire Chief s Report By way of handout, Fire Chief Fulcher provided a brief staff report (of record). The Public/Traffic Safety Commission wished Chief Fulcher a Happy Belated Birthday.
