The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, June 26, 2008, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.

COMMISSION BUSINESS
2. Request to Amend Parking Restriction — Via La Colorada South of
Camino San Dimas
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission consider the request to amend
parking restriction on Via La Colorada and provide direction to staff.
Principal Engineer Moghadam provided a staff report (of record).
At this time, the public hearing was opened.
A. Mr. Rob White, Temecula, requested the restoration of parking on both sides of
the street parallel to the slope area; that residents are requesting this change as the
parking restriction would be a significant inconvenience; noting that several residents
have been ticketed.
At this time, the public hearing was closed.
After much discussion, it was the consensus of the Commission to approve the
residents' request.
MOTION: Commissioner Ramos moved to remove the request of the parking restriction.
Commissioner Youmans seconded the motion and voice vote reflected unanimous
approval.
3. Traffic Engineer's Report
By way of handout and overheads, Principal Engineer Moghadam issued a brief report
with respect to the status of Commission approved items.
With respect to speed bumps behind Walmart (Temecula Parkway), Director of Public
Works Hughes noted that he will agendize the issue for a future meeting for the
Commission to review.
4. Police Chief's Report
By way of handout, Chief Williams provided a brief staff report (of record).
With respect to the amount of DUls, Chairperson Arbogast relayed her desire of a
program that will educate the public with the consequences of drinking and driving.
Deputy City Manager Yates relayed that he will contact the Office of Traffic Safety at the
State level to explore task force opportunities to reach the public with respect to the
consequences of drinking and driving.
For the Commission, Chief Williams noted that he will have staff explore grant
opportunities of educating the public regarding the dangers of drinking and driving.

With respect to the new cell phone law, Deputy City Manager Yates advised that a press
release will be issued through the local papers and also will be posted on the City's
website; advising that the City of Temecula will not be offering a grace period.
Chief Williams provided a brief update with respect to the outlaw motorcycle gang.
5. Fire Chief's Report
Deputy City Manager Yates advised that Chief Patterson and Chief Fulcher are currently
both on incident command teams; advising that there would currently be an
unprecedented amount of fires in the State of California; and stated that more weather is
on the way for the weekend.

Request for Crosswalk—Deer Hollow Way
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for a marked midblock crosswalk on
Deer Hollow Way in front of Great Oak High School.
BACKGROUND:
In May 2008, Staff received a request from Cinday Whritenour, President of the Great Oak High
School Parent/Teacher Association, to consider the feasibility of installing a marked midblock
crosswalk on Deer Hollow Way to provide a crossing for students between Birdsall Sports Park and
Great Oak High School. The public has been notified of the Public/Traffic Safety Commission's
consideration of this issue through the agenda notification process and by mail.
Deer Hollow Way is designated as a Major Arterial on the City's Circulation Element with two (2)
travel lanes in each direction and a median. The projected Average Daily Traffic(ADT)volume for
Deer Hollow Way, at build-out, is 26,000. The current ADT on Deer Hollow Way is 4,300 east of
Pechanga Parkway and 4,500 ADT east of Peachtree Street/Via La Colorada. The speed limit is
posted at 40 MPH on Deer Hollow Way. There"is also a school zone posting of 25 MPH when
children are present on Deer Hollow Way between Pechanga Parkway and Peachtree Street/Vial La
Colorada. Currently, there are controlled pedestrian crossings at the intersections of Deer Hollow
Way with Pechanga Parkway, Peachtree StreettVial la Colorada, and Peppercorn Drive.
In the past, the Public/Traffic Safety Commission has considered similar requests for marked
crosswalks at this location as well as other locations adjacent to schools. The Commission has
consistently supported staffs opinion that uncontrolled or unsupervised marked crosswalks create
an unsafe condition for pedestrians. This opinion is based on the results of numerous studies
performed nationwide on pedestrian safety in marked and unmarked crosswalks.
For decades, crosswalk installation practice has been greatly influenced by a study that was
performed in the City of San Diego in 1970. The study investigated pedestrian accidents at
approximately 400 intersections over a five (5) year period. The study intersections had two (2)
unprotected crossings, one (1) marked and one(1) unmarked, crossing the arterial roadway. The
San Diego study found that twice as many pedestrian accidents occurred in marked crossings than

at those with unmarked crossings. The study concluded that uncontrolled marked crosswalks
provide a false sense of security for pedestrians which results in the pedestrian exercising poor
judgment when crossing the street. Other studies performed in the same decade, such as the City
of Long Beach Crosswalk Study,found that eight(8)times as many pedestrian accidents were likely
to occur in uncontrolled marked crosswalks than at an unmarked crossing.
The results of these studies led to the removal of marked crosswalks at uncontrolled locations. The
studies also set precedent for justifying the denial of the installation of marked crosswalks at
uncontrolled locations. However, over the years citizens have challenged this practice and
questioned whether the lack of marked crosswalks has improved safety or created an unfriendly
pedestrian environment. Moreover,questions have been raised about the validity of the studies and
whether the data, which is over 35 years old, is representative of present conditions.
In the past eight(8)years, numerous studies have been conducted in cities across the United States
to address the issue of safety at marked or unmarked uncontrolled crosswalks. In 2000,the City of
Los Angeles performed a before and after study of pedestrian accidents at 104 intersections where
uncontrolled marked crosswalks had been removed on arterial streets due to street resurfacing.
The analysis performed by the City of Los Angeles regarding the number of pedestrian accidents at
unprotected marked crosswalks supported the City's policy of exercising caution and sound
engineering judgment before installing these markings. The results of the study revealed that:
• Overall pedestrian accidents at previously marked study intersections were reduced by
seventy-three percent(73%) after the marked crosswalk was removed, and
• The number of overall pedestrian accidents did not decrease at study intersections where
marked crosswalks were retained.
The reduction in pedestrian accidents after the removal of marked crosswalks was significant
enough to reaffirm the City of Los Angeles' policy for removing and denying the installation of
marked crosswalks at uncontrolled locations.
In 2004,the University of North Carolina's Highway Safety Research Center in conjunction with the
Federal Highway Administration (FHWA) performed a safety analysis of marked versus unmarked
crosswalks in thirty (30) major U.S. cities. The purpose of the study was to determine if marked
crosswalks at uncontrolled locations were safer than unmarked crosswalks under various traffic and
roadway conditions and to provide recommendations on how to provide safer crossings for
pedestrians. The study analyzed pedestrian accidents at one-thousand (1,000) marked and
unmarked crosswalks. The study found that on two(2)lane roads the pedestrian accident rate was
relatively low and there were no significant differences in rates between marked and unmarked
crosswalks. However, on multi-lane roadways with marked crosswalks the pedestrian accident rate
was found to be significantly higher than at locations with unmarked crosswalks. The study
concluded that:
• Under certain conditions (2 lane-low speed-low volume roadway) uncontrolled marked
crosswalks were not found to have any positive or negative effect on pedestrian accidents,
• Marked crosswalks should not be recommended at uncontrolled locations on multi-lane
roadways exceeding 12,000 vehicles per day and roadways where vehicular speeds are 40
MPH or greater, and

• Under all circumstances, sound engineering judgment should take precedence when
considering whether or not to install uncontrolled marked crosswalks.
The results of the studies performed in the past eight (8)years indicate the prescribed practice of
installing crosswalks only at controlled locations still prevails and that uncontrolled crossing should
remain unmarked.
In addition to requests for uncontrolled crosswalks,the Commission is frequently asked to consider
the installation of stop signs to support the marked crosswalk. Again, the commission has been
diligent in supporting staffs opinion that stop signs should be installed only at locations where the
assignment of vehicular right-of-way is necessary and not at midblock locations to provide a
controlled crossing for pedestrians. The installation of stop signs to support a midblock crosswalk
would constitute an unwarranted installation.
Studies have shown that when stop signs are installed at locations that do not satisfy the minimum
warrant criteria, they become ineffective traffic control devices. Thus, by installing signs at
unwarranted locations,some drivers become conditioned to disregard traffic controls such as speed
limits, stop signs,and signals. Those motorists who actually stop for the controls are forced to stop
for no apparent reason. Moreover, Staff and the Commission have consistently determined that
stop signs are not appropriate traffic control devices for mitigating a condition that occurs twice a
day for only a short period of time forcing motorists to stop needlessly during the remainder of the
twenty-four(24) hours when the stop control is not needed. This inappropriate use of a stop sign
may promote the violation of the traffic control device,which creates a safety hazard for pedestrians
in the crosswalk.
Since Great Oak High School has adequate on-site parking and on-site loading/unloading zones,
there is no valid reason for students or parents to use Birdsall Park and making it necessary to cross
Deer Hollow Way. Additionally,the installation of a marked crosswalk would encourage parents to
drop-off students on the north side of Deer Hollow Way,in violation of the"No Stopping"restriction,
which necessitates crossing Deer Hollow Way. More importantly, there is no guarantee that if a
crosswalk is added, the students will cross at the designated location.
For these reasons, Staff recommends the Commission deny the request for the installation of a
marked crosswalk on Deer Hollow Way in front of Great Oak High School and reaffirm their position
that marked crosswalks should only be considered at controlled or supervised locations.

That the Public/Traffic Safety Commission recommend maintaining the present level of control and
direct Staff to continue monitoring conditions at the intersection of Solana Way and Motor Car
Parkway.
BACKGROUND:
Recently, the Commission received a request to consider the feasibility of modifying the existing
raised median at the intersection of Solana Way and Motor Car Parkway to reduce potential
southbound left-tum collisions with the raised median. The public has been notified of the
Public/Traffic Safety Commission's consideration of this issue through the agenda notification
process.
Solana Way is designated as a Major Arterial on the City's Circulation Element with two (2) travel
lanes in each direction and a raised median. The projected Average Daily Traffic(ADT)volume on
Solana Way at build-out is 31,000. The current ADT on Solana Way is 12,000 east of Ynez Road.
The speed limit is posted at 40 MPH on Solana Way.
Motor Car Parkway is currently a private roadway with one lane in each direction and a partial raised
median which provides public access to numerous commercial properties and the Abbott Vascular
parking structure.
In March 2008,staff received a similar request to considerthe feasibility of removing a portion of the
raised median on the east leg of the Solana Way and Motor Car Parkway intersection to increase
the turning radius for left-turn movements exiting Motor Car Parkway. The primary concern was that
vehicles were running over the raised median, losing control, and hitting vehicles parked in the
Paradise Chevrolet parking lot.
Subsequently, an evaluation was performed at the intersection which included a review of conditions
and accident history. A review of the accident history for the three (3) year period from March 1,
2006 to March 31, 2008 indicated that there were no reported accidents at the intersection within the
public right-of-way. However, we have received reports of vehicles causing damage to private
property due to collisions with the raised median,and our review of conditions in the field did find
evidence of vehicles running over the raised median.

Our review also revealed that the pavement type, markings and location of the partial median on
Motor Car Parkway may have been a contributing factor in some driver's failure to execute turning
movements around the raised median on Solana Way. It was staffs opinion that installing additional
pavement markings would increase visibility of the median and help guide motorists through the
intersection. In April 2008 a work order was issued to perform the following work:
• Install a painted median to increase the visibility of the raised median and delineate the
median nose.
• Install a painted lane line extension for left-turn movements from Motor Car Parkway to
guide vehicles through the intersection.
• Install a longer lane line on Solana Way to delineate the eastbound travel lanes.
• Install an additional marker in the raised median to delineate the location of the median.
These improvements are shown in Exhibit"B"
Staff had also proposed to extend the existing raised median on Motor Car Parkway with the
installation of a painted median, but this alternative was put on hold because Motor Car Parkway is
currently a private street. These improvements could be installed when this roadway is offered for
dedication and inclusion in the City's Maintained Street System.
Based on the results of our evaluation and the action taken, it is our opinion that there is no
justifiable reason to expend City funds to remove the raised median on Solana Way. The purpose
of the raised median is to provide a safe physical separation between westbound left-tum traffic and
eastbound through traffic. The removal of the median may compromise the safety at this
intersection.
For these reasons, staffs recommends maintaining the present level of control and to continue
monitoring conditions at the intersection of Solana Way and Motor Car Parkway, until Motor Car
Parkway is improved and accepted into the City's maintained street system.

Also,City Maintenance staff responded to 50 service order requests ranging from weed abatement,tree trimming,
sign repair,A.C.failures,litter removal,and catch basin cleanings. This is compared to 40 service order requests
for the month of May.2008.
The Maintenance Crew has also put in 120 hours of overtime which includes standby time, special events and
response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of June,2008 was$10,000.00 compared
to$94,945.00 for the month of May.2008.

Current Situation: On June 20, 2008 a thunderstorm system moved over
California striking over two thousand lightning sparked fires. Today over 98
percent of those fires have been contained. California's firefighters have received
assistance from firefighting agencies across the state, nation and several foreign
countries. Firefighters have taken advantage over the last week of favorable
weather, but a warming trend is expected through Friday and combined with the
extremely dry conditions, fire danger remains very high. Firefighting priorities are
the protection of life, property and natural resources.

Items of Interest:
Highway closures: Firefighters remind everyone to use extreme caution while
driving on roads affected by fires. All major roads are now open. There may be
some delays State Highways 70 and 299. Travelers are advised to seek current
information on secondary road closures from local law enforcement.
Evacuations: Areas of Shasta, Trinity and Humboldt counties are under
evacuation orders at this time. Precautionary evacuation orders currently exist in
areas of Monterey, Siskiyou and Trinity counties. Residents are advised to
monitor their local fire situation, check with local law enforcement agencies for
information, and be prepared to evacuate when necessary.

Threatened: 4,926 residences, 136 commercial, 2,183 outbuildings.
Destroyed: 158 residences, 1 commercial, 139 outbuildings.
(Note: The increase in residences destroyed is due to updated information provided by damage
assessment teams in Butte County.)
