HomeMy WebLinkAbout092508 PTS MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION SEPTEMBER 25, 2008 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:01 p.m. on Thursday, September 25, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Curran led the audience in the Flag salute ROLL CALL Present: Commissioners: Hagel, Ramos, Curran, Youmans and Chairperson Arbogast Absent: None PRESENTATION Citizen Service Award Certificate of Excellence - Len Borok Expressing his sincere gratitude his many years of service and dedication to the City's Community Action Patrol (CAP), Chief Williams presented Mr. Borok with a Certificate of Excellence and wished him happiness on his retirement. Relaying that it has been his pleasure to serve on the Community Action Patrol, Mr. Borok thanked the City of Temecula Police Department and recognized fellow volunteers for their outstanding service and dedication to the City. Citizen Service Award Certificate of Excellence - Kathy and Roger DiMaggio Appreciating their many years of service to the southwest station volunteer program, Chief Williams presented Mr. and Mrs. Di Maggio with a Certificate of Excellence. Mr. and Mrs. DiMaggio thanked Chief Williams and staff for the recognition. The Public(Traffic Safety Commission thanked Mr. and Mrs. DiMaggio and Mr. Borok for their commitment to the City. Commissioner Ramos gave kudos to the Police Department for their quick response to an abandoned car issue that was reported. B. Also commending the Police Department, Commissioner Curran passed along a thank you from Just Plain Dancing studio with respect to shady characters loitering near the studio. COMMISSION CONSENT CALENDAR 1. Minutes of August 28. 2008 RECOMMENDATION: 1.1 Approve the Minutes of August 28, 2008. MOTION: Commissioner Curran moved to approve the Consent Calendar. Commissioner Ramos seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. Temecula Citizens Corps Update RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission receive and file the report. By way of PowerPoint Presentation, Captain Rawlings provided a brief staff report, noting the following: • History • Mission • Objectives • Accomplishments • Memberships • Future Goals For Chairperson Arbogast, Captain Rawlings noted that a ballpark figure for a new trailer would be $20,000. For Captain Rawlings, Chairperson Arbogast advised that she will give him a contact with respect to acquiring a new trailer. The Public/Traffic Safety Commission thanked Chief Rawlings for his report. R:\Minutes\PublicTraffcSafetyCommission092508 2 TRAFFIC ENGINEER'S REPORT Principal Engineer Moghadam advised that if the Commission were interested, staff can provide brief staff reports with respect to Advancement in Technology, Data Collection, and/or Design Plan Review. POLICE CHIEF'S REPORT Police Chief Williams provided a brief staff repot as follows: • That improvements have been made to the street adjacent to Paradise Chevrolet Cadillac • That 1506 citations were issued in the month of August, 2008 0 1,024 Hazardous 0 483 Non-Hazardous 0 548 Parking Citations • That 76 traffic collisions 0 57 non-injury 0 17 complaint of pain 0 1 injury TC 0 1 fatal TC • 3 DUI arrests in August • 112 Cell Phone Citations In the near future residents will be able to be advised of road closures minutes after an incident on am Channel 1610. With respect to the fatal TC, Director of Public Works Hughes advised that the report that will be brought forward to the Public/Traffic Safety Commission will not entail traffic accident investigation report, but rather concerns raised by individuals with respect to the roadway. Commissioner Hagel passed along kudos to the Police Department for handling of the August DUI check point. FIRE CHIEF'S REPORT Chief Fulcher provided a staff report with respect to the emergency response statistics for the month of August, 2008 to be as follows: Total incidents for the month of August 2008 would be 805 o 519 incidents were in the City limits o 354 were medical aids o 57 traffic accidents o Total of 4 Fires - Commercial, Residential, Multi-family 0 7 Vehicle Fires 0 60 False Alarms 0 18 Public Service Assists 0 3 Hazardous materials incidents R:\Minutes\PublicTrafricsafetyComm ission092508 o That Captain Rawlings and staff were able to instruct 34 students in CPR and AED training and another 17 students with standard first aid o That 15 new students have been certified in CERT Chief Fulcher thanked Captain Rawlings for his presentation and his efforts of coordinating the TCC classes. For Commissioner Hegel, Chief Fulcher noted that the Fire Department takes a very active stance with respect arsons. Chairperson Arbogast reminded the Public Traffic Safety Commission about the Commission dinner at South Coast winery on Thursday, October 16, at 6:00 p.m. For the Commission, Director of Public Works Hughes stated that some of the roads in Santiago Estates are public and are maintained on the City's roving maintenance schedule. ADJOURNMENT At 7:05 p.m. Chairperson Arbogast formally adjourned this meeting to Thursday, October 23, 2008, at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, and Temecula.
