Maintaining the present level of control for the southbound "free" right turn movement at Redhawk Parkway and Vail Ranch Parkway; 2. Maintaining the present level of control at Via Cordoba and Redhawk Parkway; and 3. Implementing the striping modification at Redhawk Parkway and Vail Ranch Parkway. BACKGROUND: In September 2008, staff received a request to review the traffic conditions and visibility at the intersection of Redhawk Parkway and Via Cordoba. The request also indicated that access is constrained at this intersection due to heavy traffic volumes on Redhawk Parkway, and the close proximity of Via Cordoba to the Redhawk Parkway/Vail Ranch Parkway intersection. The request includes potential solutions to the concerns identified. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Redhawk Parkway is designated as a Major Arterial on the City's Circulation Element with two (2) travel lanes and a bike lane in each direction, and a raised median. The current Average Daily Traffic (ADT) on Redhawk Parkway is 17,500 west of Vail Ranch Parkway and 20,300 north of Vail Ranch Parkway. The speed limit is posted at 45 MPH on Redhawk Parkway. Vail Ranch Parkway is designated as a Major Arterial on the City's Circulation Element with two travel lanes and bike lane in each direction and a raised median. The current ADT on Vail Ranch Parkway is 6,600 east of Redhawk Parkway. The speed limit is posted at 45 MPH on Vail Ranch Parkway. Via Cordoba is a residential roadway that currently functions as a residential collector roadway providing access to circulation roadways for numerous residential enclaves. The prima facie speed limit is posted at 25 MPH on Via Cordoba. 1 r:\traffic\commissn\agenda\2008\1211\rRedhawk Parkway at Via Cordoba An evaluation was performed which included a review of conditions,accident history,and visibility at the intersection of Via Cordoba and Redhawk Parkway. A review of the intersection accident history from January 1, 2005 to September 30, 2008, indicates that there were two (2) reported accidents during the forty-five (45) month period. This indicates that motorists accessing Redhawk Parkway from Via Cordoba are exercising due care when entering the roadway. A review of the segment accident history on Redhawk Parkway between Vail Ranch Parkway and Camino Camargo, revealed that there were five(5) rear-end accidents on this segment in the same 45 month time period. The rear-end accidents along this segment were not attributed to visibility constraints. The majority of these accidents can be attributed to long vehicle queues caused by the eastbound to northbound left-turn traffic at the signalized intersection of Redhawk Parkway and Vail Ranch Parkway. An evaluation of the sight distance at the Via Cordoba and Redhawk Parkway intersection indicates that the sight distance looking west towards Via Saltio from Via Cordoba is approximately 600 feet, and is more than adequate looking east towards Vail Ranch Parkway. A sight distance of approximately 300 feet is required for the prevailing 85th percentile speed of 46 MPH. Additionally,a review of the sight distance looking east towards the free right turn lane from Via Cordoba indicates that there is approximately 450 feet of clear sight visibility. This distance is appropriate for conditions and more than adequate for a motorist to make a decision whether it's safe to enter Redhawk Parkway or not. As shown, the minimum requirements for sight distance at the intersection are satisfied. As previously mentioned, the residents expressed concern that access to and from Redhawk Parkway at Via Cordoba is constrained due to limited visibility, vehicular speeds, heavy traffic volumes on Redhawk Parkway, and the proximity of Via Cordoba to the Redhawk Parkway/Vail Ranch Parkway right turn lane(free right), which is located approximately 400 feet to the east. The following potential solutions were suggested by the residents to mitigate these conditions: 1. Eliminate the "free"right-turn movement at the Redhawk ParkwayNail Ranch Parkway intersection and force the right-turn movement to be controlled by the traffic signal at the intersection. Fill the existing curve with grass. In order to determine the effects that a potential elimination of the "free" right-turn movement would have on the intersection's operation, peak hour turning movement data was collected during the following peak hour; AM (8—9 AM), Mid-Day (11 AM— 12 PM), and PM (5 - 6 PM). The data indicates that approximately 527 vehicles turn right during the AM peak hour, 471 vehicles turn right during the Mid-Day peak hour, and 977 vehicles turn right during the PM peak hour. This indicates that the southbound to westbound right-turn volume is quite significant and represents approximately 40% of the total volume at this intersection during each of the peak periods. The eastbound to northbound left-turn volume represents approximately 35% of the total peak hour volume at this intersection. A level of service evaluation was performed at the intersection during the PM peak hour conditions assuming two scenarios, with the existing intersection configuration (free right) and with the suggested right turn movement at the traffic signal. The current free right turn movement operates at level of service (LOS) "D" with a delay of 48.9 seconds. Under the suggested right-turn movement at the traffic signal, the LOS decreases to "F" while the delay increases to 87.9 seconds. Moreover under the suggested alternative, the increased delay on the southbound approach is likely to increase the queue lengths and could potentially impact the signalized intersection of Redhawk Parkway at Overland Trail/Paseo Parallon,which is north of the intersection. 2 r:\traffic\commissn\agenda\2008\1211\rRedhawk Parkway at Via Cordoba While the suggested elimination of the free right-turn lane could potentially create some downstream gaps at Via Cordoba, forcing the southbound right-turn movement to occur at the intersection would severely impact the intersection's operation by decreasing the intersection level of service, creating unnecessary delays and back-ups, and could potentially increase the number of rear-end collisions. For these reasons, staff cannot support the elimination of the"free"right-turn movement and recommends denying the request and maintaining the present level of control. 2. Restrict the egress from Via Cordoba to "right-turn only". In the past, the Commission has received requests form the residents of Via Cordoba to install traffic control devices as a means of discouraging perceived "non-residential" through traffic from using Via Cordoba. Temporary traffic calming devices such as traffic circles, painted medians and edge lines have been tested on Via Cordoba in an effort to reduce vehicular speeds and volumes. The temporary traffic calming devices proved to be ineffective at achieving the results desired by the residents and eventually, the City Council directed staff to remove the temporary traffic calming devices and install multi-way stop signs at three locations along Via Cordoba. The stop signs have diverted about 8% of the traffic (approximately 120 vehicles per day) to adjacent neighborhood roadways but have not reduced overall vehicular speeds along Via Cordoba. Turn restrictions at the intersection of Via Cordoba and Redhawk Parkway were not included in the review of traffic calming devices. However, the elimination of a turning movement from a residential collector street onto any circulation network roadway is never a viable option unless there is a significant safety problem that can only be mitigated by a turn restriction. The elimination of viable access points can be detrimental to the overall effectiveness of the roadway network. Currently, the majority of traffic accessing Redhawk Parkway from Via Cordoba turns left at the intersection and proceeds to destinations east on Vail Ranch Parkway and north on Redhawk Parkway. The implementation of a right-turn only condition as suggested will have the following consequences: • Divert traffic to Via Saltio and force motorists to turn left at the intersection of Via Saltio and Redhawk Parkway in order to access Redhawk Parkway and continue east to Vail Ranch Parkway. • Divert traffic to the Corte Zorita and Camino Guardia neighborhood where there is already an underlying perception of non-resident cut through traffic problems. • Force motorists to use the intersection of Paseo Parallon/Overland Trail and Redhawk Parkway to access Redhawk Parkway and continue north on Redhawk Parkway. • Force motorists to turn right at Redhawk Parkway and execute a U-turn movement at the intersection of Via Saltio and Redhawk Parkway to continue east. • Cause an inconvenience for residents by increasing their trip lengths. • Will likely increase vehicular speeds along Via Saltio, Corte Zorita,Camino Guarda, and Via Cordoba due to motorists trying to "make up"for lost time caused by the increased trip length. • May increase vehicular accidents at the intersection of Via Saltio and Redhawk Parkway. • May increase vehicular accidents at the intersection of Redhawk Parkway and Paseo Parallon/Overland Trail. • Will limit emergency vehicle access and increase emergency response times. 3 c\traffic\commissn\agenda\2008\1211\rRedhawk Parkway at Via Cordoba • Compliance with the right turn only restriction will be limited and safety is likely to be compromised at the intersection. • The restriction will be ineffective unless it is diligently enforced. • Will set precedence for other neighborhood residents to request similar turn restrictions. Since the results of the sight distance evaluation indicate that visibility is appropriate for conditions and exceeds minimum requirements, there is no supporting evidence to justify the implementation of a turn restriction at the intersection of Via Cordoba and Redhawk Parkway to improve safety, as suggested by the request. Moreover, the suggested "right-turn only' is likely to increase volumes, noise, and vehicle emissions, which will have a significant impact on the quality of life for the residents of Via Saltio, Corte Zorita and Camino Guarda. For these reasons,staff cannot support the right turn only restriction and recommends denying the request and maintaining the present level of control. 3. Extend raised median to eliminate the left-turn movement to and from Via Cordoba. As with turn restrictions,the Commission has received similar requests to install or extend raised medians to eliminate access to and from residential roadways that function as residential collector roadways as a means of mitigating perceived traffic impacts on their neighborhood streets. The Commission has consistently denied these requests because of the potential of shifting the problem to adjacent streets causing similar impacts and generating similar requests at other locations. In this case the suggestion to extend the raised median at the intersection of Via Cordoba and Redhawk Parkway to eliminate left turn movements will have the following consequences: • Divert inbound and outbound left turn traffic to Via Saltio and force motorists to use the intersection of Via Saltio and Redhawk Parkway. • Divert traffic to the Corte Zorita and Camino Guarda neighborhood where there is already an underlying perception of non-resident cut through traffic problems. • Force motorists to use the intersection of Paseo Parallon/Overland Trail and Redhawk Parkway to access Redhawk Parkway and continue north on Redhawk Parkway. • Force motorists to turn right at Redhawk Parkway and execute a U-turn movement at the intersection of Via Saltio and Redhawk Parkway to continue east. • Force motorists to execute a U-turn at the intersection of Redhawk Parkway and Vail Ranch Parkway effectively impacting a left turn movement that during certain times of the day is operating at LOS "F. • Cause an inconvenience for residents by increasing their trip lengths. • Will likely increase vehicular speeds along Via Saltio, Corte Zorita,Camino Guarda,and Via Cordoba due to motorists trying to "make up" for lost time caused by the increased trip length. • May increase vehicular accidents at the intersection of Via Saltio and Redhawk Parkway. • May increase vehicular accidents at the intersection of Redhawk Parkway and Vail Ranch Parkway. • May increase vehicular accidents at the intersection of Redhawk Parkway and Paseo Parallon/Overland Trail. • Will limit emergency vehicle access and increase emergency response times. • Will set precedence for other neighborhood residents to request similar consideration for turn restrictions on their streets. • Construction of the median extension will be costly and funds are not readily available for this project. More importantly, there is no justification for constructing the median. • Will increase volumes, noise, and vehicle emissions,which will have a significant impact on the quality of life for the residents of Via Saltio, Corte Zorita and Camino Guarda. a r:\traffic\commissn\agenda\2008\1211\rRedhawk Parkway at Via Cordoba Since the results of the sight distance evaluation indicate that visibility is appropriate for conditions and exceeds minimum requirements, there is no supporting evidence to justify the elimination of access to Via Cordoba to improve safety, as suggested bythe request. Moreover, the suggested median island extension only serves as a mechanism for discouraging local traffic from using Via Cordoba as it was intended. For these reasons, staff cannot support the extension of a raised median to eliminate left-turn movements to and from Via Cordoba and recommends denying the request and maintaining the present level of control. The Redhawk and Vail Ranch communities are all part of a master planned development that was approved by the County of Riverside in the 1980's under a Specific Plan. The Specific Plan established the residential enclaves and circulation network that is required to serve and integrate those enclaves. It also established a roadway network which includes residential, residential collector, arterial roadways, and identified the access points necessary to provide circulation between the residential enclaves and the arterial roadway system. These intersections,such as Via Cordoba and Redhawk Parkway, were planned early on in the process and strategically spaced and located to disperse traffic equally while minimizing impacts to the respective neighborhood. The location of each intersection also provides the most efficient traffic flow through the neighborhood while maintaining progression along the arterial roadway system. Closing or restricting access to any of these specific plan roadways will compromise the integrity of the specific plan's circulation network and change the dynamics of neighborhood traffic circulation. As previously mentioned, peak hour turning movement data was collected during the AM, Mid-Day, and PM peak hours at the intersection of Redhawk Parkway and Vail Ranch Parkway. The turning movement data revealed that eastbound to northbound left-turn volume was quite heavy and often exceeded the capacity of the existing single left-turn lane. The peak hour volumes for east bound Redhawk Parkway are shown in the table below: Eastbound Left-Turn Eastbound Through Eastbound Right AM Peak 8-9 537 59 7 Mid-Da Peak 11-12 416 41 3 PM Peak 5-6 756 156 4 As shown,the eastbound left-turn movement is currently exceeding the capacity of the existing 300 foot long single left-turn pocket, and during the PM peak hour vehicles in the left-turn pocket often queue beyond the Via Cordoba and Redhawk Parkway intersection. Typically, design guidelines require the installation of a dual left-turn pocket when the highest peak hour volume exceeds 300 vehicles. In this case the installation of an additional 300 foot long left- turn pocket would mitigate the vehicle queuing problem at the Via Cordoba intersection and improve the capacity of the Redhawk Parkway segment. It will also improve the level of service at the Redhawk Parkway and Vail Ranch Parkway intersection. The addition of the left-turn pocket will require a reduction to the number of through lanes from two to one, however the eastbound through peak hour volumes indicate that there will be no significant impact to this movement. For these reasons, staff is recommending the striping modification at Redhawk Parkway and Vail Ranch Parkway to convert one of the two thru lanes to a left-turn lane, thereby providing a necessary dual left turn. To all Council Members, On Saturday, September 6th a very good friend of mine and neighbor in Temecula of 14 years while jogging was hit by a vehicle on Redhawk Parkway that exited left from Via Cordoba. Perhaps you read about it in our local paper, His name was Ted Angle. He was in a coma for 13 days with severe brain trauma before his life support was taken away. He was 51 years young and leaves a wife, two teen age children and was in excellent health. A very giving, likeable neighbor, a devoted husband and a father who actively participated in his children's lives. A model citizen by anyones definition. He would have retired shortly and had great plans for the future. His body parts will be used by others in need. This intersection is probably one of the worst sites within Temecula that record a majority accidents and near misses. A change, for reasons of safety here, would be appropriate. Regardless who is at fault, the layout of these roads in of itself make it difficult for anyone to exit from Via Cordoba to turn safely left onto Redhawk Parkway. Imagine setting on the corner of Via Cordoba at Redhawk Parkway.To attempt a left hand turn, ones visibly is restricted by a hill on the right. The view is further impeded by the fact of a green meridian with tall trees and bushes on centered on Redhawk. 10/06/2008 Page 3 of 3 Safe access to the road further compounded by the south bound Redhawk curve merging on to the Redhawk/Vale Ranch Parkway. The distance between Via Cordoba and the curve can't be more that fifty feet. Most of the Parkway traffic is very fast, leaving only a marginal amount of time for one to egress Via Cordoba. It's obvious that the rods cannot undergo major changed without great expense to correct this poorly designed area. So here is a suggestion: 1. Eliminate the yielded right hand turn lane from Redhawk/Redhawk Parkway curve, allow right turns to be controlled by the existing red light. Fill in the existing curve with grass. 2. Make the egress from Via Cordoba to be a Right Turn Only. 3. Extend the existing median to further prevent those left turns. It is envisioned that by doing this some of the Via Cordoba non-residential through traffic would also be discouraged. This residential road is used by many as a short cut. Something that should have been considered years ago. Quite possibly if some thought was given here maybe just maybe I would not have lost a friend. Please forward this to the Traffic Commissioners.
