HomeMy WebLinkAbout90-062 CC ResolutionRESOLUTION NO. 90-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA, CALIFORNIA, ADOPTING THE OPERATING BUDGET FOR THE FISCAL YEAR 1990-91 FOR THE CITY OF TEMECULA AND ESTABLISHING CONTROLS ON CHANGES IN APPROPRIATIONS FOR THE VARIOUS DEPARTMENT BUDGETS. WHEREAS, the City Council of the City of Temecula has reviewed the proposed final Operating Budget for fiscal year 1990-91 and has held such public hearings as are necessary prior to adoption of the final Operating Budget. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Temecula, California, as follows: Section 1. That certain document now on file in the office of the City Clerk of the City of Temecula entitled "City of Temecula 1990-91 Annual Budget," is hereby adopted. Section 2. The amounts designated on the attached Exhibit A entitled "Operating Budget Appropriations Schedule" are hereby appropriated to the department or fund designated, and such appropriation shall be neither increased nor decreased except as provided herein. Section 3. That the following controls are hereby placed on the use and transfers of budget appropriations: A. No expenditure of funds shall be made unless there is an unencumbered appropriation available to cover the expenditure. B. The Department Head may authorize a transfer of appropriations within departmental budget accounts up to $5,000 per transfer, with the approval of the City Manager. C. The City Manager may authorize transfers of appropriations between departments within the same fund in an amount up to $10,000 per transfer, with the approval of the City Council. D. The City Manager may authorize expenditures of funds in amounts up to $10,000. Any expenditure of funds in excess of $10,000 requires City Council action. E. The City Council must authorize transfers of funds from the budgeted Reserve for Contingency. Resos 90-62 F. The City Council must authorize any increase in permanent personnel positions above the level included in the final budget. The City Manager may authorize the hiring of temporary or part time staff as necessary within the limits imposed by the controls listed above. G. The City Manager may approve change orders on Public Works contracts in amounts up to $10,000, if sufficient appropriated funds are available. Section 4. Outstanding encumbrances shown on the City books at June 30, 1990, are hereby appropriated for such contracts or obligations for 1990-91.
