Deny the request for Multi-Way Stop signs on Cabrillo Avenue at Vallejo Avenue West, John Warner Road, Yorba Avenue, and Vallejo Avenue East; and 2. Direct staff to install stop controls on minor street approaches at Cabrillo Avenue, John Warner Road, Yorba Avenue and Vallejo Avenue East. BACKGROUND: Staff received a request from Los Ranchitos Homeowners Association to review the feasibility of installing multi-way stop signs at the intersection of Cabrillo Avenue with Vallejo Avenue West, John Warner Road, Yorba Avenue, and Vallejo Avenue East, to provide right-of-way assignment and mitigate perceived visibility constraints. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Cabrillo Avenue is local roadway which functions as a residential collector providing access to circulation roadways for numerous single family residential units. Cabrillo Avenue is approximately 24 feet wide with unimproved shoulder areas on both sides of the street. The Average Daily Traffic (ADT) on Cabrillo Avenue is 521 west of John Warner Road and 453 east of Yorba Avenue. The speed limit is posted at 30 MPH on Cabrillo Avenue. Currently, there are no controls for westbound Cabrillo Avenue at Vallejo Avenue West. Vallejo Avenue is a local roadway which functions as residential collector providing access to circulation roadways for numerous single family residential units. Vallejo Avenue is approximately 24 feet wide with unimproved shoulder areas on both sides of the street. The ADT on Vallejo Avenue West is 307 at Cabrillo Avenue and 50 on Vallejo Avenue East at Cabrillo Avenue. The speed limit is posted at 35 MPH on Vallejo Avenue West and 30 MPH on Vallejo Avenue East. Currently, there are no controls for Vallejo Avenue traffic at Cabrillo Avenue. John Warner Road is a local roadway which provides access to Cabrillo Avenue and Santiago Road for numerous single family residential units. John Warner Road is approximately 24 feet wide with unimproved shoulder areas on both sides of the street. The ADT on John Warner Road is 400 north of Cabrillo Avenue. The speed limit is not posted. Currently, there are no controls for John Warner Road traffic at Cabrillo Avenue. Yorba Avenue is a local roadway which provides access to Ynez Road for numerous single family residential units. Yorba Avenue is approximately 24 feet wide with unimproved shoulder areas on both sides of the street. The ADT on Yorba Avenue is 128 south of Cabrillo Avenue. The speed limit is not posted. Currently, there are no controls for Yorba Avenue traffic at Cabrillo Avenue. In order to evaluate the need for multi-way stop signs, vehicular volume data, sight distance, and accident history was reviewed for the four (4) intersections. This data along with an evaluation of other roadway conditions was used to perform a Multi-Way Stop Warrant analysis. A review of the accident history for the twelve (12) month period from January 1, 2008 to December 31, 2008 indicates there were no reported collisions at the four (4) intersections. This favorable record can be attributed to driver familiarity with conditions and exercising due care when entering the four intersections. An evaluation of sight distance was performed at the four (4) intersections. The evaluation revealed the following results: Cabrillo Avenue and Vallejo Avenue West - The visibility looking north and south from Cabrillo Avenue exceeds the minimum sight distance required for conditions and prevailing speeds. The evaluation determined that the sight distance visibility at this intersection is approximately 650 feet looking north and south from Cabrillo Avenue. An unobstructed sight distance of approximately 250 feet is required for the 35 MPH posted speed limit on Vallejo Avenue. Cabrillo Avenue and John Warner Road - The visibility looking east and west from the north and south legs of John Warner Road exceeds the minimum sight distance required for conditions and prevailing speeds. The evaluation determined that the sight distance visibility at this intersection is approximately 700 feet looking east and west from John Warner Road. An unobstructed line of sight of approximately 200 feet is required for the 30 MPH posted speed limit on Cabrillo Avenue. 3. Cabrillo Avenue and Yorba Avenue - The visibility looking east and west from the north and south legs of Yorba Avenue is adequate for conditions and prevailing speeds. The evaluation determined that the sight distance visibility at this intersection is approximately 250 feet looking east and west from Yorba Avenue. An unobstructed line of sight of approximately 200 feet is required for the 30 MPH posted speed limit on Cabrillo Avenue. 4. Cabrillo Avenue and Vallejo Avenue East - The visibility looking east and west from the north and south legs of Vallejo Avenue East is adequate for conditions and prevailing speeds. The evaluation determined that the sight distance visibility at this intersection is 250 feet looking east from Vallejo Avenue East and 325 feet looking west from Vallejo Avenue East. An unobstructed line of sight of approximately 200 feet is required for the 30 MPH posted speed limit on Cabrillo Avenue. The Manual on Uniform Traffic Control Devices (MUTCD) indicates that a Multi-Way Stop installation may be useful at locations where the volume of traffic on intersecting roads is approximately equal and/or where a combination of high speed, restricted sight distance and an accident history indicates that assignment of right-of-way is necessary. Multi-Way Stop controls should not be used for controlling vehicular speeds. There are four (4) criteria that the MUTCD has established for the evaluation of Multi-Way Stop signs. These criteria are as follows: A. Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. An accident problem, as indicated by five (5) or more reported accidents in a twelve (12) month period that are susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. C. Minimum Volumes The vehicular volume entering the intersection from the major street approaches (total both approaches) averages at least 300 vehicles per hour for any eight (8) hours of an average day, and The combined vehicular, pedestrian and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same eight (8) hours, with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but If the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the minimum vehicular volume warrants are 70 percent of the above values. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values, Criterion C.3 is excluded from this condition. Other criteria that may be considered when evaluating the need for multi-way stops include: E. The need to control left-turn conflicts; F. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; G. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to reasonably safely negotiate the intersection unless conflicting cross traffic is also required to stop; and H. An intersection of two residential neighborhood collector streets of similar design and operating characteristics where multi-way stop controls would improve the traffic operational characteristics of the intersection. The Multi-Way Stop warrant analysis performed indicates that the existing volumes are considerably lower than the applicable criteria and multi-way stop controls are not justified at the four intersections. In fact, the warrant analysis found that the total entering volumes at four locations accounted for only 9% of the minimum required volume for installation of multi-way stop signs. For these reasons, staff recommends that the Commission deny the request for multi-way stop signs. However, since our review of conditions indicates there are no existing stop controls for entering vehicles at the four studied intersections, staff recommends that the Commission direct staff to install stop controls on minor street approaches at the following locations: • Westbound Cabrillo Avenue at Vallejo Avenue West • Northbound and Southbound John Warner Road at Cabrillo Avenue • Northbound and Southbound Yorba Avenue at Cabrillo Avenue • Northbound and Southbound Vallejo Avenue at Cabrillo Avenue FISCAL IMPACT: Funds are available for the installation of signs and associated pavement markings in the Public Works Routine Street Maintenance Account. The Maintenance Crew has also put in 48 hours of overtime which includes standby time, special events and response to street emergencies. The total cost for Street Maintenance performed by Contractors for the month of January, 2009 was $3,960.00 compared to $16,672.10 for the month of December, 2008. These heaters are not substitutes for central heating. Nor are they designed for extended use. t ~ • All types must be kept at least 36 inches from anything that can burn, including furniture, bedding, clothing, pets and people. • Space heaters must not be left operating when you are not in the room, or when you go to sleep. • Children should be supervised at all times when space heaters are in use. Make sure the heater has an element guard that prevents straying onto hot coils. • Do not put drying clothing or combustibles over heaters. • Be certain your home wiring is designed to handle your space have any doubts, contact a licensed electrician. • Make sure the heater has a 3-prong grounded plug and used heater. If you in a 3-hole wall outlet. • Check for fraying or splitting wires, or overheating. Have problems repaired by a professional before operating the space heater. • Make sure your space heater has an automatic switch that turns off the electric current if the unit is tipped over.
