HomeMy WebLinkAbout11-042 CC Resolution RESOLUTION NO. 11-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA TO REQUEST THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) DESIGNATE THE CITY OF TEMECULA AS AN ENTITLEMENT CITY FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Recitals. The City Council of the City of Temecula does hereby find, determine, and declare that: A. The City currently receives federal Community Development Block Grant (CDBG) funds through an intergovernmental agreement with Riverside County, which is a HUD designated entitlement community; B. Every three years HUD requests each city within an Urban County Entitlement Community to determine if each city desires, if eligible, to become an entitlement city; C. The City's intergovernmental agreement with Riverside County expires June 30, 2012, and the City is eligible to become an entitlement city; D. The City Council has determined that it is in the best interests of the City to obtain entitlement status. Section 2. Findinqs. The City Council of the City of Temecula hereby finds, determines and declares A. That the City Council hereby authorizes the City to request the US Department of Housing and Urban Development (HUD) designate the City of Temecula as an entitlement city for the Community Development Block Grant (CDBG) Program. The Director of Planning and Redevelopment is authorized to submit the request to HUD. B. That the City Manager is authorized to submit a Notice of Non- Participation to the County of Riverside confirming the City's intent for non-participation in the County of Riverside's Urban County Entitlement Community Program beginning July 1, 2012. C. That the Director of Planning and Redevelopment is authorized to prepare and return for City Council approval documents required for designation as an entitlement city, including a five-year Consolidated Plan, an Action Plan, a Citizen R:/Resos 2011/Resos11-42 1 Participation Plan, an Analysis of Impediments to Fair Housing, and a Community Development Needs Assessment. Section 3. , Certification. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED by the City Council of the City of Temecula this 14th day of June, 2011.
