HomeMy WebLinkAbout91-037 CC ResolutionRESOLUTION NO. 91-37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA DETERMINING THAT ACTION NEEDS TO BE TAKEN ON CERTAIN MATTERS REGARDING REDEVELOPMENT BECAUSE THE NEED TO TAKE ACTION AROSE AFTER THE POSTING OF THE AGENDA WHEREAS, the City of Temecula desires to activate its own Redevelopment Agency, and transfer County of Riverside Redevelopment Plan No. 1-1988 (the "Plan") to the City pursuant to Health and Safety Code Section 33215; WHEREAS, Chris Papish, an employee of the Administrative Office of the County of Riverside, notified David Dixon, Temecula City Manager, on the afternoon of April 9, 1991, that unless the City of Temecula agrees to a one hundred percent (100%) "pass-through" agreement with the County pursuant to Health and Safety Code Section 33401, it will dissolve the Plan, which is necessary to eliminate blight within the City of Temecula; and, WHEREAS, since the County's adoption of the Plan on July 12, 1988, the Plan has resulted in the creation of tax increment necessary to eliminate blight within Temecula. Dissolution of the Plan will result in the loss of over $2,000,000 in tax increment, even if the City were to reestablish the Plan on its own. Such a loss of tax increment will grievously harm the City's ability to eliminate blight within the Project Area of the Plan, and consequently immediate activation of the Temecula Redevelopment Agency and transfer of the Plan to the City is necessary to preserve the public peace, health and safety; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Temecula does determine and order as follows: Section 1. The above recitals are true and correct. Section 2. The following items are added to the Agenda of the City Council of the April 9, 1991: Ao ORDINANCE NO. 91-14 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMECULA ACTIVATING THE REDEVELOPMENT AGENCY OF TEMECULA AND DECLARING AND DESIGNATING THE CITY COUNCIL OF THE CITY OF TEMECULA AS THE REDEVELOPMENT AGENCY AND DECLARING THE URGENCY THEREOF Resos 91-37 1 B. ORDINANCE NO. 91-11 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMECULA ADOPTING A REDEVELOPMENT PLAN. Co ORDINANCE NO. 91-15 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMECULA ADOPTING A REDEVELOPMENT PLAN AND DECLARING THE URGENCY THEREOF Do RESOLUTION NO. 91-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA AGREEING TO REIMBURSE THE COUNTY OF RIVERSIDE FOR ALL COSTS OF TRANSFERRING COUNTY OF RIVERSIDE REDEVELOPMENT PLAN 1-1988 TO THE CITY Section 3.
