HomeMy WebLinkAbout94-045 CC ResolutionRESOLUTION NO. 94-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA SUPPORTING THE CONTINUATION OF THE LOW EMISSIONS VEHICLE AND CLEAN FUELS REGULATION, PARTICULARLY THE ZERO EMISSION VEHICLE MANDATE The City Council of the City of Temecula does hereby resolve as follows: WHEREAS, the Air Quality Management Plan adopted for the South Coast Air Basin seeks air pollution control programs based on the concept of balanced emission reductions from all sources; and WHEREAS, this balanced approach will stimulate new technology and economic development by reducing the fiscal impacts of additional emission reductions from local stationary sources on area businesses; and WHEREAS, the California Air Resources Board (ARB) adopted a Low Emission Vehicle and Clean Fuels Program which requires that two percent of the vehicles produced for sale in the state must be zero-emission vehicles (ZEV) starting in 1998, five percent by 2001, and ten percent by 2003; and WHEREAS, the Air Quality Management Plan for the South Coast Air Basin relies heavily on the implementation of this program to demonstrate attainment of air quality standards; and WHEREAS, the ARB is conducting a biennial technical review of its Low Emission Vehicle program, including the ZEV requirements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Temecula that this elected body supports the continuation of the State of California's Low Emission Vehicle and Clean Fuels regulation, especially the Zero Emission Vehicle mandate.
