Subsequently, traffic volume and speed data was collected for a seven (7) day period between June 12, 2013 and June 18, 2013, at finro (2) locations along Calle Resaca. The results of the data collection will be presented to the residents at the Neighborhood Traffic Calming Workshop. Pursue the removal of landscaping to maintain adequate sight distance at the Loma Portola Drive and Via Del Campo intersections. BACKGROUND: At the Public/Traffic Safety Commission meeting of May 23, 2013, Mr. Arlen Moseley, expressed concerns about traffic conditions on Rancho Vista Road. Specifically, Mr. Moseley, identified visibility constraints on Rancho Vista Road at Loma Portola Drive, Mira Loma Drive (west), and Via Del Campo, which he believed are attributed to vehicular speeds and the horizontal and vertical alignment of Rancho Vista Road. He also identified three (3) potential alternatives to address vehicular speeds and the visibility constraints. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Rancho Vista Road is classified as a sixty-eight (68) foot wide Secondary Arterial on the City's Circufation Element of the General Plan, which accommodates two (2) travel lanes and a bike lane in each direction. Currently, Rancho Vista Road is striped for one lane in each direction, a left-turn pocket at each intersection, and a bike lane on both sides of the roadway between Loma Portola Drive and Via Del Campo. The Average Daily Traffic (ADT) on Rancho Vista Road is 8,500 ADT east of Ynez Road. The speed limit is posted at 45 MPH on Rancho Vista Road. In June 2013, a review of conditions was performed at the three (3) intersections which included an evaluation of sight distance and review of the collision history. A review of the collision history for the twenty-four (24) month period from June 1, 2011 to May 31, 2013, indicates there were no reported collisions at the three (3) intersections. The favorable record is attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersection. Furthermore, the favorable record indicates that pedestrians are utilizing controlled crossings and/or exercising caution when crossing Rancho Vista Road at uncontrolled locations. Typically, sight distance is determined by measuring from a point ten (10) feet behind the limit line, which represents the standard location of a driver when a vehicle stops at the limit line. However, our observation of driver behavior indicates that motorists often "roll" beyond the limit and stop at a point that typically represents the extension of the curb line. Therefore, it is common practice to measure sight distance placing the driver's vantage point 10 feet behind the curb line extension. An evaluation of sight distance performed at the three (3) intersections revealed the following: • Rancho Vista Road at Loma Portola Drive —An evaluation of the sight distance determined that if a vehicle stops at the existing limit line on Loma Portola Drive the visibility of approaching Rancho Vista Road traffic is limited due to landscaping, fencing, and the alignment of the roadway. However using the extension of the cub line as a reference point, the evaluation indicates the sight distance is appropriate for conditions and speeds at this location. The evaluation indicates the sight distance is approximately 389 feet looking west and 460 feet looking east from Loma Portola Drive. A minimum unobstructed sight distance of 360 feet is required for the 45 MPH posted speed limit on Rancho Vista Road. Although the visibility is appropriate for conditions, Staff has issued a work order to trim the landscaping to maintain the current visibility, looking west from the intersection. • Rancho Vista Road at Mira Loma Drive (west) — An evaluation of the sight distance determined that if a vehicle stops at the limit line, visibility at this intersection is appropriate for conditions and speeds. The evaluation indicates the sight distance is approximately 390 feet looking west and unobstructed looking east from Mira Loma Drive. Although there is a vertical curve looking west, the top half of a vehicle (hood to roofline) approaching Mira Loma Drive is visible at 390 feet and completely visible at the required minimum distance of 360 feet. A minimum unobstructed sight distance of 360 feet is required for the 45 MPH posted speed limit on Rancho Vista Road. • Rancho Vista Road at Via Del Campo — An evaluation of the sight distance determined that the visibility is constrained looking west from Via Del Campo due to fencing, overgrown trees and overgrown vegetation located on the southwest corner. Conversely, the visibility looking east is appropriate for conditions and speeds. Using the extension of the curb line as a reference point, the evaluation indicates the sight distance looking west is approximately 256 feet, which falls below the required minimum sight distance of 360 feet for the 45 MPH posted speed limit on Rancho Vista Road. In order to improve the visibility to the required minimum of 360 feet, Staff has issued a work order to remove the overgrown trees and vegetation located on the southwest corner of the intersection. The work order also includes trimming the landscaping on the southeast corner of the intersection to maintain visibility looking east from Via Del Campo. As previously mentioned the following three (3) alternatives were suggested to potentially address the visibility constraints. The alternatives are: 1. Post signage warning "Hidden Intersections Ahead" on Rancho Vista Road after turning from Ynez Road and going east. ➢ Intersection warning signs may be used in advance of an intersection to indicate the presence of an intersection, that is not readily visible, or to advise motorists of the possibility of turning or entering traffic from the side street. The Caltrans Manual on Uniform Traffic Control Devices (Caltrans MUTCD) allows the flexibility to exercise engineering judgment when using this sign. The favorable collision history indicates that motorists are being prudent when entering and traveling through these intersections and additional warning signs may not be necessary to advise motorists of familiar roadway condition. Staff recommends the Commission provide further direction regarding the use of intersection warning signs at this location. z 2. Reduce speed limit from 45 MPH to 35 MPH from Ynez Road to Mira Loma Drive (signalized). ➢ As the Commission is aware, posted speed limits are established by an Engineering and Traffic (E&T) Survey, which includes the evaluation of prevailing 85 percentile speeds, roadside conditions, accident history and vehicular volumes. The posted speed limit on a street cannot be arbitrarily reduced and must be supported by an E&T Survey. The current 45 MPH posted speed limit conforms to requirements of the California Vehicle Code (CVC) and is supported by an E&T Survey. An E&T Survey will be performed on Rancho Vista Road within the next two years to establish or reaffirm the posted speed limit. At that time a reduction to the speed limit may be considered if determined necessary based on the results of the E&T Survey. Staff recommends no further action on this item. 3. "Right Turn Only" from Loma Portola Drive and Mira Loma Drive. ➢ Although this may sound like a plausible solution, the implementation of a turn restriction will create other circulation problems which may include additional congestion during the AM and PM school peak periods, inconvenience residents on Mira Loma Drive and Loma Portola Drive by forcing them to travel on alternate routes, encourage the violation of traffic control devices, encourage illegal U-turn movements and introduce mid-block turning movements conflicts on Rancho Vista Road where there is an existing perceived safety problem attributed to vehicular speeds and the roadway alignment. Staff recommends . maintaining the existing traffic controls at Loma Portola Drive and Mira Loma Drive. It is Staff's opinion that sight distance along Rancho Vista Road will be significantly improved by the removal and maintenance of the overgrown landscaping at the intersections identified. The horizontal and vertical alignment of Rancho Vista Road does present a challenge for motorists entering from the side streets, but the results of the sight distance evaluation indicate that minimum sight distance requirements are satisfied in conformance with the Caltrans Highway Design Manual.
