Receive and file the report; 2. Direct Staff to conduct a workshop with the residents of Via Puebla and Corte Mislanca to review the neighborhood traffic calming alternatives; 3. BACKGROUND: Staff received a request from the residents of Via Puebla and Corte Mislanca to review the feasibility of implementing traffic calming measures to reduce school related vehicular speeds and volumes. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Via Puebla is a forty (40) foot wide residential roadway that functions as a residential collector roadway providing access to numerous single family residences between Redhawk Parkway and Anza Road. The prima facie speed limit of 25 MPH is posted on Via Puebla and on-street parking is allowed on both sides of the street. Corte Mislanca is a residential roadway that functions as a residential collector roadway providing access to numerous single family residences between Redhawk Parkway and Anza Road. The prima facie speed limit of 25 MPH is not posted on Corte Mislanca. On-street parking is allowed on both sides of Corte Mislanca. In October 2013, Staff collected vehicular speed and volume data, which included peak hour turning movement counts at the intersections of Redhawk Parkway at Via Puebla, Redhawk Parkway at Peppercorn Drive, and Corte Mislanca at Anza Road. The turning movement counts were used to establish circulation patterns and determine potential "cut-through" traffic volumes. The speed data collected over a seven (7) day period in October 2013 indicates the 85`h percentile speed on Via Puebla is approximately 34 MPH. This 85`" percentile speed is consistent with speeds observed on other residential roadways such as Roripaugh Road and Nighthawk Pass that share similar characteristics with Via Puebla and function as residential collector roadways. In January 2014, Willdan Engineering performed an analysis of conditions on Via Puebla, which included an evaluation of the vehicular speed and volume data, collision history, and the development of potential traffic calming alternatives. Based on their evaluation, Willdan Engineering developed three (3) potential action items to provide traffic calming on Via Puebla (as shown in Exhibit B). The action items are as follows: 1. Install Parking Lanes on Via Puebla and portions of Corte Mislanca. 2. Install Curb Extensions or Entry Monument at the Via Puebla and Monte Verde Road intersection. 3. Install VCalm signs on Via Puebla and Corte Mislanca to advise motorists of their speed. As shown, the proposed action items are consistent with neighborhood traffic calming measures that have been implemented in the past in other neighborhoods throughout the City. Staff recommends conducting a workshop with the residents of Via Puebla and Corte Mislanca to review and receive consensus for implementation of the proposed neighborhood traffic calming alternatives. In addition to the traffic calming, Staff reviewed the traffic signal operation at the intersection of Redhawk Parkway and Peppercorn Drive to determine if improvements could be implemented that would reduce delays at the intersection during school peak periods and provide some relief to the residents by reducing "cut-through" on Via Puebla and Corte Mislanca. Based on the peak hour turning movement count data, Staff determined that striping a northbound right-turn lane, adding a northbound right-turn overlap, and modifying the westbound signal operation will improve the efficiency of the intersection and reduce unnecessary delays during the AM and PM school peak periods. Staff recommends implementation of the modification to the traffic signal and striping at the intersection of Redhawk Parkway and Peppercorn Drive. FISCAL IMPACT: Adequate funds are available for implementing the proposed alternatives in the Public Works, Traffic Engineering Division's Operating Budget. Attachment: 1. Paint a 10' parking lane, 2-10' travel lanes and 10' median between Monte Verde Rod and Corte Mislanca. Purpose: To reduce the speed, and possibly the volume, of cut-through traffic on Via Puebla by making the travel lanes narrow. Possible Not aesthetically pleasing. Issues: Residents may be uncomfortable with 10' travel lanes. Requires annual maintenance. Potential Action No. 2 - Curb Extensions/Entry Median - Via Puebla at Monte Verde Rd. Description: Add raised concrete curb extentions to parking lanes in Action 1, on Via Puebla at Monte Verde Road. Alternative is to install entry median north of Monte Verde Road to provide neighborhood identification and advise motorists they are entering a residential area. Purpose: To reduce the speed, and possibly the volume, of cut-through traffic on Via Puebla by emphasizing the narrowed roadway with physical barriers. Would also slow down cut- through traffic making the northbound right turn from Via Puebla onto Monte Verde Dr. Possible Potential drainage issues. Issues: Initial cost to install physical improvemets. Potential Action No. 3 - VCalm Signs - Via Puebla in Advance of Monte Verde Rd. Description: Install VCalm speed feedback signs on Via Puebla, one in each direction, in advance of Monte Verde Dr. Install in conjunction with Actions 1 and 2. Purpose: To reduce speeding on Via Puebla. Possible Placement would be critical, to determine effective locations, for southbound that would not Issues: disturb the residents and for northbound that would not distract motorists' concentration on the horizontal curve. Potential Action No. 4 - Traffic Signal Operation Improvements (Staff Initiated) Description: Modify existing striping to install northbound right-turn lane on Peppercorn Drive. Modify traffic signal to install northbound right-turn overlap on Peppercorn Drive. Modify traffic signal operation to provide lead/lag operation for Redhawk Parkway. Purpose: Provides separate right-turn lane and additonal queueing for righ-turn vehicles. Overlap allows vehicles to turn right during westbound to southbound left-turn phase allowing more "green" time for right-turn movement. Leading westbound to southbound left-turn clears queues and reduce delays for westbound traffic. Possible Westbound "Ll-turn" restriction necessary to implement right-turn overlap. Issues: JPotential delay and confusion for eastbound motorists.
