HomeMy WebLinkAbout98-023 CC Resolution RESOLUTION NO. 98-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA AMF~NDING THE FISCAL YEAR 1997-98 ANNUAL OPERATING BUDGET AND ESTABLISHING CONTROLS ON CHANGES IN APPROPRIATIONS FOR THE VARIOUS DEPARTMENT BUDGETS WHEREAS, each year a mid-year review is conducted of City operating budgets. WHEREAS, the purpose of this review is to conduct an analysis of revenues and expenditures to ensure that the City maintains a prudent and healthy fiscal position. WHEREAS, the mid-year review has been completed and the recommended adjustments are reflected in the attached schedules for the City's General Fund and Internal Service Funds. The City Council of the City of Temecula does hereby resolve as follows: Section 1. That the Fiscal Year 1997-98 General Fund Annual Operating Budget is hereby amended in accordance with the attached General Fund Mid-Year Budget. Section 2. That the Fiscal Year 1997-98 Internal Service Funds Budgets are hereby amended in accordance with the attached Internal Service Funds Mid-Year Budget. Section 3. That the following controls are hereby placed on the use of transfers of budget appropriations: A. No expenditure of funds shall be made unless there is an unencumbered appropriation available to cover the expenditure. B. The Department Director may prepare a transfer of appropriations within departmental budget accounts, with the approval of the City Manager. C. The City Council must authorize transfers (appropriations) of funds from the Unreserved Fund Balance and transfers between departmental budget accounts. D. The City Council must authorize any changes to the Schedule of Authorized Positions. The City Manager may authorize the hiring of temporary or part time staff as necessary within the limits imposed by the controls listed above. E. The City Manager may authorize expenditures of funds in amounts up to $10,000. Any expenditure of funds in excess of $10,000 requires City Council action. Resos.\98-Z3 I F. Notwithstanding Section 2E, pursuant to Section 3.32.050 of the Municipal Code, the City Manager may authorize Public Works contracts in amounts up to $25,000. Any expenditures of Public Works funds in excess of $25,000 require City Council action, except that the City Manager may approve change orders on Public Works contracts approved by the Council in amounts up to project contingency established by Council. Section 4. The City Clerk shall certify adoption of the resolution. PASSED, APPROVi~J~ AND ADOPTED, by the City Council of the City of Temecula at a regular meeting on the 17th day of March, 1998.
