Deny the request for a parking restriction program on Dorset Court, Ritter Court, and Peach Tree Street. BACKGROUND: Staff received a request from the Redhawk Homeowners Association, Board of Directors and residents to consider the feasibility of implementing a parking restriction program on Dorset Court, Ritter Court, and Peach Tree Street to discourage Great Oak High School students from parking in the neighborhood. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. In June 2012, the Public/Traffic Safety Commission considered a request for a parking restriction program on Primrose Avenue and Peach Tree Street (east). At that time, Vine Street, Ritchart Court, Dorset Court, Ritter Court, and Peach Tree (west) were considered potential streets for inclusion in the proposed restriction. The property owners were notified and asked if they were interested in the potential 9 AM to 12 PM restriction on their respective street. Due to the lack of response, Ritter Court, Dorset Court, and Peach Tree Street (west) were not included in the initial implementation of the parking restriction. Dorset Court is a forty (40) foot wide residential cul-de-sac with on-street parking on both sides of the roadway. The residential prima facie speed limit of 25 MPH is not posted on Dorset Court. Peach Tree Street is a forty (40) foot wide residential roadway that functions as a residential collector providing access for numerous residential units. Currently parking is allowed on both sides of Peach Tree Street, but there is an existing 9 AM to 12 PM parking restriction on Peach Tree Street (east) between Primrose Avenue and 600 feet south of Vine Street. The residential prima facie speed limit of 25 MPH is not posted on Peach Tree Street. i An evaluation of conditions was performed on Dorset Court, Ritter Court, and Peach Tree Street (west), which included a review of the collision history and on-street parking conditions on Primrose Avenue. A review of the collision history for the twenty-four month period from July 1, 2012 to June 30, 2014, indicates there were no reported collisions on Dorset Court, Ritter Court, and Peach Tree Street. This favorable record can be attributed to familiarity with the roadways and motorists exercising due care when traveling on these neighborhood streets. In June 2014, a written notice was mailed to the residents to solicit their response and advise them of the Commission's consideration of a proposed parking restriction between the hours of 9 AM to 12 PM, Monday through Friday, except Holidays. The survey attached to the notices indicated that a two-third (2/3) majority of the affected residents on each street is needed to implement the proposed parking restriction. The survey indicates that of the sixty-eight (68) affected residents surveyed, approximately 15 (22%) are in favor of the proposed restriction, 10 (15%) are opposed, and 45 (63%) did not respond to the survey. The table below summarizes the results of the survey by street. Since the required two-third (2/3) majority was not achieved on each street, a parking restriction program is not justified. Therefore, Staff recommends the Commission deny the request for a parking restriction program on Dorset Court, Ritter Court, and Peach Tree Street. In addition to the parking restriction, the residents requested a review of the prevailing speed on Primrose Avenue and an evaluation of the visibility at the intersection of Primrose Avenue with Dorset Court, Ritter Court and Peach Tree Street. A review of the intersection visibility was performed and a work order has been issued to install red curb to restrict parking on Primrose Avenue adjacent to all three intersections. The installation of red curb will enhance the visibility for vehicles egressing from Dorset Court, Ritter Court, Ritchart Court and Peach Tree Street onto Primrose Avenue. The location of the intersection parking restriction is shown in Exhibit B. In so far as the review of prevailing speeds, Primrose Avenue is on the list of streets to be surveyed in the upcoming Citywide Engineering and Traffic (E&T) Survey, which includes approximately eighteen (18) roadways citywide. It is anticipated the data collection for the E&T Survey will begin in September after school is in session. The results of the E&T Survey will be presented to the Commission at a future meeting and ultimately to the City Council for consideration of a posted speed limit. 2 FISCAL IMPACT: There are no fiscal impacts associated with the recommended action. BACKGROUND: At the meeting of April 24, 2014, the Public/Traffic Safety Commission considered a request to review the feasibility of implementing traffic calming measures on Via Puebla and Corte Mislanca to reduce school related vehicular speeds and volumes. Subsequently, the Commission directed Staff to schedule a workshop with residents of Via Puebla, Corte Mislanca, and Camino Rubi to discuss and develop traffic calming alternatives and to bring this item back for further discussion. In June 2014, Staff conducted an informal workshop with the residents of the affected streets. The goal of the workshop was to discuss and understand resident concerns, receive traffic calming suggestions, and present Staff developed alternatives that could potentially address the resident's concerns. The concerns expressed by the twelve (12) residents in attendance are as follows: • Cut-through traffic volumes • Excessive vehicular speeds • Traffic Signal operation - Peppercorn Drive at Redhawk Parkway and Deer Hollow Way The potential mitigation measures suggested by the residents to address their concerns are as follows: • Install multi-way stop signs on Via Puebla and Corte Mislanca to reduce vehicular speeds and volumes • Implement turn restrictions on Redhawk Parkway at Via Puebla and Anza Road at Corte Mislanca to reduce "cut-through" traffic volumes 1 • Change the signal operation and add turn lanes at the intersections of Redhawk Parkway at Peppercorn Drive and Peppercorn Drive at Deer Hollow Way • Close Via Puebla at Monte Verde Road to eliminate "cut-through" traffic volumes and eliminate excessive speeding As discussed, at the Commission meeting of April 2014, Willdan Engineering developed three (3) potential action items to provide traffic calming on Via Puebla and Corte Mislanca. At the Commission's direction, Willdan Engineering developed traffic calming features for Camino Rubi. Staff presented the traffic calming features at the workshop. The residents in attendance at the workshop were not in favor of any of the traffic calming alternatives presented. The residents in attendance suggested the installation of multi-way stop signs on Via Puebla and Corte Mislanca to reduce vehicular speeds attributed to the vertical and horizontal alignment of both roadways. The residents also believed that the installation of multi-way stop signs would discourage motorists from travelling on Via Puebla and Corte Mislanca. Based on the traffic volume data collected in October 2013 and Staff observations of traffic patterns, the entering vehicular volumes do not satisfy the minimum warrant criteria for the exclusive assignment of right-of-way that would be provided by stops signs. In so far as reducing vehicular speeds, staff can only reiterate that multi-way stop signs should not be considered a traffic calming tool for reducing vehicular speeds and volumes on any roadway and should be installed only to regulate traffic flow and improve safety. The residents at the workshop were advised that multi-way stop signs are not justified at the two (2) intersections. Staff recommends maintaining the present level of traffic control at the intersection of Via Puebla at Corte Mislanca and Via Puebla at Monte Verde Road. Also suggested was the feasibility of turn restrictions on Redhawk Parkway at Via Puebla and Anza Road at Corte Mislanca. In the past, the Commission has considered requests for turn restrictions during certain hours to discourage vehicular "cut-through" volumes on residential streets. The Commission has consistently upheld that turn restrictions are not viable or equitable traffic calming measures for the following reasons: • The restrictions apply to residents as well as potential "cut-through" motorists, which often limits the ability of local residents to conveniently access their neighborhood • The restrictions are likely to divert traffic to other streets, creating a similar "cut-through" traffic problem in adjacent neighborhoods • Unless there is continual Police presence, the restrictions are difficult to enforce • The restrictions may encourage the violation of the posted turn restriction The residents at the workshop were advised that a turn restriction during certain hours is not a viable traffic calming measure. Staff recommends maintaining the present level of traffic control at the intersection of Via Puebla at Redhawk Parkway and Anza Road at Corte Mislanca. As previously mentioned, the residents were not receptive to the traffic calming features presented and preferred closing Via Puebla at Monte Verde Road. In the past, the Commission and the City Council have considered requests for road closures to mitigate concerns about "cut-through" vehicular speeds and volumes. Both the Commission and City Council have consistently upheld that a road closure is not a viable traffic calming measure. As we have learned from past experience, a road closure has the following consequences: • Vehicular traffic is diverted to adjacent streets and neighborhoods • Controlled intersections may experience an increase in delay and volumes 2 • Travel times and travel distances are increased • Emergency response times are increased • Fuel consumption and vehicle emissions are increased • Creates impacts to the City's circulation network and in this case also affects the County of Riverside's circulation network As previously mentioned, a portion of Via Puebla is located within the County's jurisdiction. The Redhawk Specific Plan and the County's roadway network rely on Monte Verde Road and Via Puebla to provide residential collector access to the arterial roadway network. The potential closure of Via Puebla will affect the equitable distribution of the County's traffic onto both roadways and the closure will likely force vehicles on Monte Verde Road to use the open portion of Via Puebla. Moreover, since the County has joint responsibility for Via Puebla, any potential road closure would need approval from their Board of Supervisors before the closure could move forward. The County shares the City's policy to not close public streets. In the past, the Commission has considered similar concerns about "cut-through" traffic on residential streets located within the Redhawk and Vail Ranch Specific Plan Areas that function as residential collector roadways. The streets such as, Via Cordoba, Via Saltio, Loma Linda Road, Camino Guarda, Camino Piedra Rojo, Channel Street, and Nighthawk Pass were all designed to provide access to numerous residential enclaves to the arterial roadway system. The Commission has consistently recognized that the potential closure of any of these streets would be a detriment to the specific plan roadway network. Although the residents at the workshop were advised that closing Via Puebla is not a viable option that would be supported by the Commission, County of Riverside or City Council, they requested the Commission formally consider the feasibility of closing Via Puebla at Monte Verde Road. For the reasons stated, Staff does not support the road closure and recommends the Commission defer consideration of the road closure on until a comprehensive traffic circulation analysis has been performed and potential impacts have been identified. As directed by the Commission, Staff reviewed the traffic signal operation at the intersection of Deer Hollow Way at Peppercorn Drive to determine if improvements could be implemented that would reduce delays at the intersection during school peak periods, which could potentially provide some relief to the residents by reducing cut-through traffic on Corte Mislanca and Via Puebla. Based on the peak hour turning movement count data, Staff determined that striping a combined westbound through/left-turn lane and modifying the signal operation will improve the efficiency of the intersection and reduce unnecessary delays during the AM and PM school peak periods. Staff recommends implementation of the modification to the traffic signal and striping at the intersection of Deer Hollow Way at Peppercorn Drive along with implementation of the previously recommended improvements at the intersection of Redhawk Parkway at Peppercorn Drive. In so far as the implementation of traffic calming measures on Camino Rubi, the overall response received from residents of the street is that there is no justification for traffic calming on Camino Rubi and the residents are not in favor of implementing traffic calming measures. Staff recommends maintaining the present level of traffic control on Camino Rubi. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. 3 FISCAL IMPACT: Adequate funds are available for implementing the recommended traffic signal modifications in the Public Works, Traffic Engineering Division's Operating Budget.
