I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION OCTOBER 22, 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, October 22, 1992, 6:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Vice Chairman Ron Knopp. Commissioner Holliday led the flag salute. PRESENT: 4 COMMISSIONERS: Goudy, Holliday, Perry, Knopp ABSENT: 0 COMMISSIONERS: None Also present were Division Fire Chief Jim Wright, Police Lieutenant Larry Grodefin, and Minute Clerk Gall Ziglet. PUBLIC COMMENT None COMMISSION BUSINESS A~Drove The Minutes of Se~)tember 24.1992. Minute Clerk Gall Zigler advised that resigning Chairman Frank Klein had made some minor changes to the minutes of September 24, 1992. It was moved by Commissioner Perry, seconded by Commissioner Goudy to approve the minutes of September 24, 1992 with the amendments made by Chairman Klein. PassinQ of Bad Checks Commissioner Perry discussed his concern about increases in the passing of bad checks locally. Commissioner Perry advised he is researching the procedure of fingerprinting the backs of checks; however, the banks have indicated they need the back of personal checks clear for bank processing. Commissioner Perry added he is currently awaiting information from a number of cities which have already implemented this procedure. Police Officer Feltonberger advised he has made several attempts to get information from the Anaheim Police Department, which currently uses this technique. Commissioner Perry stated that he would pass along a contact name to assist him. PSCMINlO/22/92 -1- 11/2/92 PUBLIC SAFETY COMMISSION MINUTES OCTOBER 22, 1992 Vice Chairman Knopp opened the public hearing at 6:15 P.M. Thomas Spring, 27499 Rosebay Court, Temecula, expressed concern regarding invasion of privacy in requiring thumbprinting on the back of personal checks. Mr. Spring stated that Bank of America used to follow this procedure and discontinued it. Commissioner Goudy stated that he would like to know if Bank of America did implement this procedure and why did they stop. Neiahborhood Watch (NW) Chris Martinelli, NW Chairperson, provided the following Neighborhood Watch update: * N.W. is currently publishing 3,000 four-page newsletters to be distributing. * Currently coordinating a meeting between the tract coordinators, potential N.W. participants and Officer Dan Feltonberger. * A Kid I.D. program will be held at Rancho Elementary School on November 14, 1992. * An Earthquake Preparedness Program at the Temecula Library on November 21, 1992 from 2:00 P.M. to 5:00 P.M. * She distributed County Ordinance 463 regarding street numbering. POLICE CHIEFS REPORT Lt. Grodefin reported the following: * The Police Department is planning an increase in foot and bike patrols for the upcoming holiday seasons. * Review of monthly police crime stars. * Police Department has implemented "Adopt A School" for the day watch patrol. An officer will contact the Principal or Vice Principal of the designated school several times a week, to discuss problems as well as patrol their designated school during the morning and afternoon hours. * Commissioner Perry advised he was made aware of a potential hazardous situation, in the area of Pauba Road and the Linfield School, during the early morning hours with parents dropping students off for school. PSCMIN10/22/92 -2- 11/2192 PUBLIC SAFETY COMMISSION MINUTES OCTOBER 22, 1992 * Commissioner Goudy asked for an explanation of the Police Department's policy on illegal aliens within the City limits. Lt. Grodefin advised the Police Department does not stop illegal aliens unless there has been a violation. * Brief discussion of a bike identification program for the holidays. Chris Martinelli advised that N.W. is planning a Kid Safety Presentation in May and they are proposing a bike safety program. Lt. Grodefin advised that the Police Department is currently running the bike safety program and bike identification could be incorporated in the program. FIRE CHIEF'S Division Fire REPORT Chief Jim Wright presented the following: Report on the Rainbow Fire. Commissioner Perry questioned the status of the East side fire station. Fire Chief Wright advised that he had dropped off two (2) sets of station plans to the City. He added that the City Manager is currently looking at dedicating a portion of the 62 acres recently acquired above the Sports Park. Advised of a presentation by Vail Elementary School to the Fire Department for their work on the Rainbow Fire. COMMISSIONER REPORT Commissioner Holliday advised of the following: Extended an invitation to the Public Safety Commissioners to the Temecula Community Partnership's "Together We Can" program on October 26, 1992, 7:00 - 8:30 P.M., at the Performing Arts Center. A potential traffic hazard at the two-way stop on Rancho Vista and Meadows Parkway. She asked that the Commission request the Traffic and Transportation Commission look into the problem of near accidents due to the two-way stops at the four-way intersection. Fire Chief Jim Wright asked that Commissioner Holliday arrange an update from the T.I.P. coordinator. Vice Chairman Knopp asked that the Commissioners prepare some ideas on topics they would like to discuss with the Traffic and Transportation Commission. Vice Chairman Knopp stated that he would also like to see a combined Public Safety and Traffic and Transportation Commission workshop. ADJOURNMENT Vice Chairman Knopp declared the meeting adjourned at 7:15 P.M. Vice Chairman Knopp stated that due to the merging of the Public Safety Commission and Traffic and Transportation Commission, and the upcoming holidays, the Public Safety Commission would not meet again. It was moved by Commissioner Johnson, seconded by Vice Chairman Sander to recommend that staff use surface signage depicting a horse, painted white walkways and verticle signage for equestrian crossings. Nelson Betancourt, 20835 Calle Medusa, Temecula, advised that a majority of the Meadowview and Hidden Hills homeowners want Kahwea Road to remain closed and presented the Commission with a signed petition from the residents in that area. Vice Chairman Sander stated in the interest of traffic safety, it would be better to build the street along the creek. Commissioner Johnson stated he preferred Option 2 over Option I which would turn Pujol Street into a major thoroughfare. Commissioner Guerriero stated he feels the issue should come back before the combined Commission. The concensus of the Commission was that this Item come back under the Public/Traffic Safety Commission supported with information on what is planned for the creek, expected water levels in a 100 year flood and the technical difficulties related to Option 2. TRAFFIC ENGINEER'S REPORT Ben Dobbins reported the following: * Signal interconnect for Jefferson will be going before the City Council for approval. * Staff is currently conducting speed zone surveys on Del Rey Road. TTMIN12/2/92 -3- 12/9/92 TRAFFIC AND TRANSPORTATION COMMISSION DECEMBER 2. 1992 Staff is performing additional traffic counts at La Serena and Margarita, which currently warrants Stop Signs. Tim Serlet reported the following: The City is expediting the signal at Highway 79 South and Margarita and anticipate completion Mid 1993. The City and the County will share in the construction costs. Tim asked the Commission to decide on a date to hold a combined Commission workshop. The concensus of the Commissioners was to meet on January 7, 1993, 6:00 P.M. at Temecula City Hall Main Conference Room. COMMISSIONER REPORTS Commissioner Guerriero reported the sidewalks on the North side of Rancho California Road between Margarita and Rancho Parkway (Buie Corporation) need to cleared of overgrown weeds and tumbleweeds. Commissioner Johnson reported that in areas in the City where the roads narrow down to one lane, it is difficult to see the street markings that warn of end pavement, especially during rain. The motion carried as follows: AYES: 4 COMMISSIONERS: Guerriero, Johnson, Knopp, Perry NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Holliday, Sander Discuss aoals and Mission Statement Councilmember Ron Roberts recommended that the Commission work on the following issues immediately: * Establish a sub-committee to review the problems involving Calle Pina Colada * Establish a sub-committee to draft routes and regulations for oversize trucks within the City limits. * Review whether the General Plan consultant has given special consideration to Calle Medusa. Commissioner Perry suggested a field trip for the combined Commissions to study the problem areas. It was moved by Commissioner Perry, seconded by Commissioner Knopp to recommend to the City Council a work-shop be held with staff, Commission members and City Councilmembers to define the goals and objectives of the Commission. Chairman Guerriero declared a recess at 8:05 P.M. The meeting reconvened at 8:20 P.M. Tim Serlet outlined items planned for the January agenda and handouts distributed to the Commission. Chairman Guerriero asked that the Federal Motor Carrier's Safety Guide and the Vehicle Code be ordered for the Commission's library. Sgt. Dominoe stated that he would provide a copy of the vehicle code to the Commissioners. Chairman Guerriero asked that the previous public safety commissioners be provided a copy of the materials handed out at the Traffic Commission Workshop. Commissioner Knopp suggested the a copy of the Multi-Functional Hazard Plan and the Incident Command System be distributed to the Traffic Commissioners. Commissioner Knopp asked that staff coordinate a field trip to the Communication Center in Perris and at the new Justice Center. Chairman Guerriero suggested establishing a sub-committee to study "speed humps". He recommended that the Commission or the Commission sub-committee take a field trip to San Diego to review their speed hump program. Battalion Chief John Winder reported on a mobile home fire and the rescue of two small boys by a citizen. Councilmember Jeff Stone introduced himself to the Commission. January 28, 1993 Item 4 Western Bypass Corridor Alignment Study RECOMMENDATION: That the Public/Traffic Safety Commission recommend to the City Council the following Western By-pass Corridor Alignment Study recommendations: 1) Approve the Western Bypass Corridor alignment, as illustrated in Exhibit 7 of the Western Bypass Corridor Alignment Study report, dated December, 1992 (Revised), as the Master Plan for this route and maintain its present classification of a four-lane divided arterial highway on the City of Temecula General Plan Circulation Element. 2) Approve the intersection design concept illustrated in Exhibit 3 of the report as the Master Plan for the Front Street Intersection. 3) Approve the design concept of a grade separated interchange for the Rancho California Road intersection, as illustrated on Exhibit 4 of the report, 4) Direct Staff to utilize this study document with the above-described master-planned route/intersections as a resource document for response to development proposals in the west Temecula area and for future planning of the City's General Plan Circulation Element. BACKGROUND: The area westerly of I-15 in the City of Temecula has limited traffic circulation. Access to and from the industrial areas west of Murrieta Creek forces truck traffic to use the interchange at Rancho California Road and I-15 or Winchester Road and I-15. In some instances, the truck traffic is forced to utilize Front Street in the "Old Town" area of Temecula. The foothills and the escarpment on the west side further constrains the opportunity for alignment of a north- south arterial to improve access to the area west of I-15 in the City of Temecula. During its March, 1992 meeting, the Temecula City Council authorized a study of the Western Bypass Corridor which included an analysis of alignment alternatives, traffic flows and -1- pwO1\traffic\commissn\agenda\93\0128 development of detailed intersection designs at Rancho California Road and at Front Street. This report describes that study and recommends specific alignment and intersection improvement alternatives. Three alignment alternatives were evaluated in order to determine which was the most compatible with the adjacent topography and land use, and simultaneously conformed to the City's design standards. The recommended alignment satisfies the City's traffic and circulation needs in this area, and in addition: Provides a clear definition of the master-planned route for the Western Bypass Corridor that may be used in conjunction with the City's General Plan for requiring dedication of right-of-way and construction of improvements when development occurs in the area. Provides a definitive boundary between the developable areas of the City and the environmentally sensitive hills to the west. Creates new intersections with Front Street, First Street, Vincent Moraga Drive, and Rancho California Road to facilitate access and circulation in this area. The Western Bypass Corridor is proposed as a four-lane divided highway. This width is consistent with the City's master plan classification and is supported by the traffic analysis. The traffic and intersections analysis section of this report is quite detailed and provides the City Engineering Staff with the technical data necessary to assure that the proposed alignment and the new intersections will function properly and safely. It will also enable the City to evaluate the traffic impacts of any proposed development in the west Temecula area and thereby determine specific recommendations for approval or mitigation. The traffic operations analysis examined forecast conditions along the Corridor and at key intersections to identify the ability of the proposed Corridor to accommodate build-out traffic conditions. Specifically, this required two levels of analysis: The first level examined the forecast build-out daily traffic volumes along the proposed Corridor to identify whether the projected volumes could be accommodated within the capacity of the proposed four-lane divided highway. Examination indicated that the Corridor would operate adequately. The second level focused on the morning and evening peak hour operations of the intersections of the Corridor with Front Street and Rancho California Road. This analysis, which is discussed in detail in the technical study, examined intersection turning volumes to determine the appropriate design needed to accommodate forecasted traffic conditions within acceptable degrees of congestion. The analysis of the Corridor/Front Street intersection indicates that with the appropriate use of left and right turn lanes, the intersection would have noncongested flows of traffic. In the analysis of the Corridor/Rancho California intersection, various alternatives were examined. They included design of the intersection as a conventional at-grade intersection, as well as design of a grade separated interchange between Rancho California Road and the -2- pwO1\traffic\comrnissn\agenda\93\0128 Corridor. This analysis, including traffic flow and costs, supports the recommendation of a grade separated interchange design at this location. The estimated cost for the project with the overcrossing at Rancho California Road is $10.8 million, and ~ 10.6 million for the at-grade crossing. The at-grade intersection is not recommended because the traffic geometric design is unsatisfactory and extensive grading into the foothills area would be required. ITEM NO. 6 TO: FROM: DATE: SUBJECT: AGENDA REPORT Public/Traffic Safety Commission ~ Gary Thornhill, Director of Plannin~~ January 28, 1993 Item 6 - Circulation and Land Use Plans for the Old Town Specific Plan RECOMMENDATION: That the Traffic and Transportation Commission review the Alternative Circulation and Land Use Plans for the Old Town Area and provide the Commission's concerns and comments to the Old Town Steering Committee (OTSC). DISCUSSION: The OTSC developed two optional circulation plans and one land use plan for the Old Town area. The two optional circulation plans were based upon the traffic and parking analysis performed by John Kain and Robert Kahn Associates. The preferred Land Use Plan was developed by the Committee from three alternatives presented by the consultant team. The Committee's preferred Circulation and Land Use Plans are included in Attachments 1 and 2, respectively. The unselected circulation option is contained in Attachment 3. The purpose of the circulation plans is to redirect citywide through-traffic around Old Town, create "planned congestion" in the Tourist Retail Core, provide alternative routes in and around the Old Town area prior to the completion of the western bypass, and replace the substandard Main Street bridge. To accomplish these objectives, the preferred Circulation Plan consists of the following improvements: 1. Extend Santiago Road across Murrieta Creek to the Western Bypass Corridor; 2. Replace the Main Street vehicle bridge with a pedestrian bridge; Realign the intersection of Diaz Road, Rancho California Road and Felix Valdez Avenue to create a four-way intersection; Realign Felix Valdez Avenue and Pujol Street to eliminate the 90° curves and connect Rancho California and Santiago Roads; and, 5. Construct a new "local serving" bridge across Murrieta Creek at Sixth Street. As in previous months the Part One State are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the city for police staff deployment and for Council / Commission interest. In an attempt to work with youth from the Old Town area, the Special Enforcement Team sponsored a "pizza party" at the Teen Center. About 33 kids attended the meeting which was held at the Teen Club. The officers felt it was time well spent. I mention bike patrol a lot. While on patrol in the Town Center shopping area one of the officers saw a group of kids running from a store. He contacted them and found that they had just stolen about $150 in merchandise from Target. On another night the officers spotted a group placing graffiti on a wall. Bicycle patrol is a great program. A truancy sweep was conducted just before school was let out for the holiday vacation. Over thirty kids were returned to school. It was interesting to hear some of the comments from the kids as to why they were out and about. During the holiday season increased presence of bicycle mounted officers and directed patrols were present in the shopping centers. As a result of the increase no DECEMBER, 1992 PAGE TWO significant issues were reported from store owners or customers. All sexual assaults are serious! In reviewing last years assaults there were common traits in the reports. First, the majority were related to unlawful sex, (adult and minor), second the persons knew one another, third the victim was a minor, and last, there had been a party involving alcohol prior to the assault. These elements seem to be the common factor in the majority of cases. The detectives have developed and implemented an eight hour training class that teaches the patrol officers how to do search warrants. Not 30 days after attending the class Officer Mike Roberts investigated a report of a person attempting to use a stolen credit card. He subsequently served a search warrant just outside the City in the San Diego County (Rainbow area) recovering several stolen credit cards along with drugs and a fully automatic machine gun. Traffic officers will be working Calle Pina Colada, Calle Medusa, Kahwea Road, and Del Rio Road for speed violations for a five day period. Traffic enforcement is an on going project that needs constant attention. Officer Feltenberger is working on the annual report for 1992. He will be able to compare 1991 to 1992. I'm looking forward to the review. All council members and commissioners are encouraged to go on a ride along with the field officers. The violations ranged from curfew, trespassing violations to Grand Theft Auto and weapon (guns) violations.
