2.1 That the Public/Traffic Safety Commission recommend to City Council the

Exhibit "A".

3.1 That the Commission recommend to City Council that the existing "No Parking"

HELD APRIL 22, 1993
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order Thursday, April 22, 1993, at 7:00 P.M., Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula, California. The meeting was called to order by
Chairman Ron Guerriero. Commissioner Knopp led the flag salute.

Also present were Director of Public Works Tim Serlet, Traffic Engineer Ben Dobbins, Fire

Department and Recording Secretary Gail Zigler.

1. Minutes of March 25, 1993

2. Dial-A-Ride
Joan Ellis, Senior Services Coordinator for Riverside County Service Area 143,
provided an overview of the Murrieta Dial-A-Ride program. Ms. Ellis stated that the
program is designed to improve the quality of life for the disabled by providing
affordable transportation. Ms. Ellis stated that they would like to see the program
coordinated through the City of Temecula as well and the City of Murrieta is asking
that the City of Temecula contribute to the funding of the program.

PUBLIC/TRAFFIC SAFETY COMMISSION
APRIL 22, 1993
Director of Public Works Tim Serlet advised that the Public/Traffic Safety Commission
was given a presentation by Ed Dool of Temecula Shuttle, on a Dial-A-Ride program
in which the City of Temecula was proposed to subsidize the program. He added that
the City is waiting for the results of a survey taken regarding the need for the service
in Temecula.
It was moved by Chairman Guerriero, seconded by Commissioner Sander that the
Public/Traffic Safety Commission recommend that the City of Temecula support the
existing CSA 143 Handicapped Dial-A-Ride and upon further information of need,
recommend to the City Council some entitlement towards the program being
established.

Trauma Intervention Program
Wayne Fortnet and Judy Brandt provided an overview of the T.I.P. program and duties
of the T.I.P. volunteers.
Commissioner Perry asked for an accounting of the ~ 10,000 granted by the City of
Temecula.
Mr. Fortnet stated that the funds were used for the following:
Program start-up costs
Training program
Printing
Materials
Insurance Policy
Mr. Fortner also stated that T.I.P. asks each participating City to pay a user fee of .15
(fifteen cents) per capita, per year for operations cost. Mr. Fortner advised that a
request for ~3,000 from the City of Temecula for FY93 was approved and that the
same request has been made of the City of Murrieta, however there has been no
answer to date.
Commissioner Perry questioned whether the program coordinators have looked into
additional funding through the County Board of Supervisors.

4. Kahwea Road - Street Closure
Traffic Engineer Ben Dobbins presented the staff report.
Public Works Director Tim Serlet stated that the developer was conditioned to build the
street as part of his tract map approval and if the City chooses not to open the street,
it is anticipated that the developer will ask the City to reimburse the cost of
construction of the street. Director Serlet advised that the request to keep the street
closed is from the Kahwea Road property owners and Calle Medusa residents.
It was moved by Chairman Guerriero, seconded by Commissioner Perry to hold a public
hearing on May 27, 1993 on the closure of Kahwea Road.

Five "Stop" Siqn Locations
Traffic Engineer Ben Dobbins presented the staff report.
Terry Davidson, 42355 Maskuaz Court, Temecula, advised the Commission that she
is requesting the "Stop" signs, however she would like "Not A Through Street" sign
placed on the cul-de-sacs along Loma Linda and a three-way stop at Via Consuelo and
Loma Linda.
Director Serlet advised that staff is investigating the complaints received from Ms.
Davidson, and in response to these complaints, staff has determined that "Stop" signs
are warranted at the following locations:
Southbound Maskuaz Court @ East Loma Linda Road
Southbound Via Consuelo @ Loma Linda Road
Southbound Esplendor Court @ Loma Linda Road
Northbound Esmerado Court @ Loma Linda Road
Westbound East Loma Linda Road @ Loma Linda Road
It was moved by Commissioner Johnson, seconded by Commissioner Knopp that
"Stop" signs be installed as recommended by staff, and that the "Stop" sign at Via
Consuelo be re-evaluated for a three-way Stop and recommend that a "Not A Through
Street" sign be placed on Maskuaz Court.

Traffic Engineer Ben Dobbins presented the staff report and advised that staff
conducted volume studies which indicate an additional "STOP" sign is not warranted
for this area.
It was moved by Chairman Guerriero, seconded by Commissioner Sander to deny the
request for an additional "STOP" sign at the intersection of Rainbow Creek and
Springtime Drive, Temecula.

No Parkinq Zone on Rancho California Road ~ Via Las Colinas
Traffic Engineer Ben Dobbins presented the staff report.
Chairman Guerriero suggested that staff re-evaluate the intersection for additional
traffic control. The Commission expressed a concern that left turns should be
restricted from this intersection.
Director Serlet advised that a signal will be installed at Lindy Lane at a future date.
It was moved by Commissioner Perry, seconded by Chairman Guerriero to recommend
to the City Council a "No Parking Zone" on the south side of Rancho California Road
from the west curb line of Via Las Colinas 100 feet westerly.

bring that recommendation back to the Commission.

Two (2) Hour Limited Parkinq Zone
Traffic Engineer Ben Dobbins presented the staff report.
Steve Clinton, 27315 Jefferson Avenue, Temecula, representing the tenants of Chico's
Taco's, advised the Commission that when this commercial center was built, there
were no parking restrictions on Jefferson. Mr. Clinton told the Commission that the
center is leasing space to another restaurant facility and needs additional parking. He
said the tenants would be agree to two hour parking.

Greg Treadwell, 26363 Irwin Court, Hemet, addressed the Commission stating his
concern that the request was generated to get his personal vehicle off the street. Mr.
Treadwell stated that he keeps his truck parked in front of his business to keep the
semi-trucks from parking there and suggested painted red curb in increments to allow
for smaller vehicles to park and keep the semi-trucks out. Mr. Treadwell concluded by
suggesting that if the Commission could work with him, he could possibly work with
the City in parking his truck within the shopping center.
Ben Dobbins advised that at the previous public hearing, no business owners came
forward to express their support or opposition of the limited parking/no parking zones.
It was moved by Commissioner Perry, seconded by Chairman Guerriero to continue the
discussion of this item to allow staff to notify all affected business and property
owners and bring the item back to the Commission.

10. S~eed Undulations
Traffic Engineer Ben Dobbins presented the staff report advising the Commission that
the City Council sent the item back to the Commission to consider including a
financing mechanism that will enable the City to recover costs associated with
installation, annual maintenance and possible removal of an undulation.
Commissioner Perry stated that he feels the City does not charge for other traffic
control devices, however he would agree that if residents who requested the speed
undulation subsequently requested removal, they should be asked to pay for the
removal.
Chairman Guerriero asked that staff place the Neighborhood Traffic Program on the
next agenda.
It was moved by Commissioner Perry, seconded by Commissioner Johnson to accept
the proposed speed undulation policy with the following revisions:item No. 4,
Relocation of Undulations and Item No. 4, Removal of Undulations amended to require
75% acceptance from residents and a fee to be charged for removal only, if requested
by the property owners.

PUBLIC COMMENT
John McMahor, 39772 Rustic Glen, Temecula, addressed the Commission outlining his
concern for the safety of the children who live on Rustic Glen, which is currently being used
as a detour route. Mr. McMahor stated that the traffic and speeds were excessive and
unsafe. Mr. McMahor expressed his support of the proposed speed undulation policy.
TRAFFIC ENGINEER REPORT
Traffic Engineer Ben Dobbins reported the following:
The striping and curbs in front of the High School have been repainted.
Merchants along the east side of Jefferson, south of Winchester Road have
asked street markings reading "Do Not Block Driveway" and striping to keep
ingress/egress clear.

City of Temecula in planning the Western Bypass Corridor.

Item 2 Two STOP Sign Locations

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend to City Council the installation of two
(2) STOP signs at two (2) "TEE" intersections, per Exhibit "A".
BACKGROUND:
Staff has received several requests for STOP signs. Staff field-investigated the area and
found inadequate vehicle control at two (2) locations. Due to inadequate vehicle control
and/or limited sight distance, Staff recommends the installation of STOP signs at the
intersections listed on Exhibit "A" attached.
FISCAL IMPACT:
Install two (2) STOP signs with STOP bar and STOP legend (2 @ $110/ea. = $220).

Item 3 Two-Hour Limited Parking Zone

RECOMMENDATION:
That the Commission recommend to City Council that the existing "No Parking" zone remain
and establish additional "No Parking" zones (see Sketch "A" attached).
BACKGROUND:
At its April 22, 1993 meeting, the Commission requested to continue the discussion of the
"Two-Hour Limited Parking" zone.
Commission requested Staff to reevaluate the parking on the east and west sides of Jefferson
Avenue from Winchester Road to a point 733 feet north of Winchester Road.
After field-investigating and analyzing the accidents (see accident map attached), Staff
recommends that the existing "No Parking" zone remain, and establish additional "No Parking"
zones. The additional "No Parking" zones will consist of 25 feet of red curb on the north and
south sides of each driveway to improve the sight distance for vehicles who need to enter
Jefferson Avenue (see Sketch "A" attached).
FISCAL IMPACT:
120 feet of red curb @ $1 .00/L.F. = $120.

Item 4 "SLOW - Children at Play" Sign Locations

RECOMMENDATION:
That the Commission deny the request for "SLOW - Children at Play" signs in the California
Sunset Tract and review the possibility of the installation of STOP signs.
BACKGROUND:
The California Sunset Tract, a residential area, bounded by Highway 79 South on the north,
Cupeno Lane on the south, Pala Road on the east, and Pechanga Drive on the west (see
Location Map attached).
Staff has received several requests for "SLOW, Children at Play" signs. These signs are not
sanctioned by the City as the sign provides a sense of false security to the children and
parents. These signs have no legal status. Residents in the area have noticed an increase in
traffic during the PM peak hours wishing to by pass the 3-way STOP control at Route 79
South and Pala Road, as this intersection has evening back up.
Entering 24-hour traffic volumes (see Sketch "A" attached) were taken and the results are as
follows:

POLICE ACTIVITY REPORT FOR APRIL, 1993.
The following report reflects the Part I Crimes, Traffic Activity, and
miscellaneous activity occurring in the City of Temecula during the month of
April 1993.
As in previous months the Part One Stats are broken down by individual
districts within the City. This provides a greater understanding of the
criminal activity within the City for police staff deployment and for Council/
Commission interest.
There were no civil unrest incidents in Temecula associated with the L.A.
trials dealing with the Rodney King incident.
You may have noticed that Officer Roberts has been assigned to bike patrol
in the Old Town area starting the f'wst of April. His work area also includes
the shopping centers and surrounding business areas. I intend to try the full
time bicycle officer for 3 months, through the summer, and evaluate it from
there. Thus far several positive comments have been received from persons
who work or live in the Old Town area.
The Cities fiest homicide occurred during April. An arrest of the suspect was
made five hours into the investigation. Without the support from patrol
officers, who's past contacts with the suspect assisted in the investigation, and
the team cooperation, the case may have taken much longer to solve. Over
75 hours of overtime was required to work the case. Investigators overtime
is not billed to the city.

The Balloon and Wine Festival went smoothly. Several patrons contacted the staff working
the event to comment on the security staffing and the general overall quality of the event.
Three arrests were made for minor violations. Security is expensive, but the recent
Riverside outdoor event where the crowds became unruly and resulted in a brawl is an
example of the need for adequate security.

April 1993 Activity Report
The following statistics reflect the monthly fire suppression and
fire prevention activity of your fire department for the month of
April, 1993.
Along with the usual continuous Commercial / Industrial Fire Safety
Inspections Carried out by the fire station and prevention
personnel, weed abatement activities were phased in beginning April
1st. FUll preparations for posting and sending out notices for weed
abatement within the City of Temecula were made. In addition, State
/ County funded personnel began dooryard Fire hazard inspections in
the County / State Responsibility areas adjacent to the Temecula
City limits and within the City's sphere of influence. This will
decrease the potential amount of fire carried into the City from
outside it's current boundaries. City weed abatement will be in
full swing beginning May 3, 1993.
The most significant structure fire this month was a fire in a
garage attached to a condominium located at 44671 La Paz St. off of
Highway 79 South. The fire was reported by a CDF Division Chief
from San Diego. Me is in charge of the Rainbow Conservation Camp.
He noticed it's beginning as he passed through town on business.
Upon arrival of the first fire units, the garage was fully involved
in flames with a jeep inside, and the fire was ~ust beginning to
burn it's way into the living area. The fire was contained quickly
with the first alarm (1 BC, 4 fire engines, I truck, and the City
Breathing Support Truck). Two or three minutes longer, and the on
duty chief would have had to request a second alarm. The fire was
caused by a young man carrying a fuel can in the garage to fuel his
jeep. While carrying the fuel, he tripped. The can fell to the
floor and gasoline spilled on the floor and went under the clothes
dryer which was operating. The gasoline ignited explosively,
singeing the young man and his dog. Both were ok and required no
medical treatment.
In addition, fire units responded to a reported fire at the
Temecula Middle School located at 42075 Headowe Parkway. A
classroom was full of smoke and the problem was found to be an
electrical short circuit in the room's emergency exit sign. It is
significant to note that upon our arrival, the entire student body
had been evacuated in what appeared to be a very efficient manner.
The ongoing public relations and training of the public and school
children continued. station 73 has actively begun a fire explorer
post in cooperation with the Boy Scouts of America. This will
enhance community interaction even more.
We anticipate the possibility of a busy fire season this year based
upon all of the new vegetative growth brought about by the earlier
rainfall. Fire season should begin sometime in May.
