If you desire to speak to the Commission about an item not listed on the Agenda, a pink 'Request to Speak' form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state Your name and address. For all other agenda items, a "Request to Speak' form must be filed with the Recording Secretary beforq the Commission gets to that item. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION HELD APRIL 22, 1993 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order Thursday, April 22, 1993, at 7:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Chairman Ron Guerriero. Commissioner Knopp led the flag salute. PRESENT: ABSENT: 5 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero I COMMISSIONERS: Holliday Also present were Director of Public Works Tim Serlet, Traffic Engineer Ben Dobbins, Fire Chief Jim Wright, Battalion Chief Mark Browdowski, Officer Mark Leggett, Temecula Police Department and Recording Secretary Gall Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Minutes of March 25, 1993 It was moved by Commissioner Perry, seconded by Commissioner Johnson to approve the minutes of March 25, 1993 as mailed. The motion carried as follows: AYES: NOES: ABSENT: 5 COMMISSIONERS: 0 COMMISSIONERS: I COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero None Holliday Dial-A-Ride Joan Ellis, Senior Services Coordinator for Riverside County Service Area 143, provided an overview of the Murrieta Dial-A-Ride program. Ms. Ellis stated that the program is designed to improve the quality of life for the disabled by providing affordable transportation. Ms. Ellis stated that they would like to see the program coordinated through the City of Temecula as well and the City of Murrieta is asking that the City of Temecula contribute to the funding of the program. PTSCOMMIN4/22/93 -1 * 4/26/93 PUBLIC/TRAFFIC SAFETY COMMISSION 4. APRIL 22, 1993 Kahwea Road - Street Closure Traffic Engineer Ben Dobbins presented the staff report. Public Works Director Tim Serlet stated that the developer was conditioned to build the street as part of his tract map approval and if the City chooses not to open the street, it is anticipated that the developer will ask the City to reimburse the cost of construction of the street. Director Serlet advised that the request to keep the street closed is from the Kahwea Road property owners and Calle Medusa residents. It was moved by Chairman Guerriero, seconded by Commissioner Perry to hold a public hearing on May 27, 1993 on the closure of Kahwea Road. Terry Davidson, 42355 Maskuaz Court, Temecula, advised the Commission that she is requesting the "Stop" signs, however she would like "Not A Through Street" sign placed on the cul-de-sacs along Loma Linda and a three-way stop at Via Consuelo and Loma Linda. Director Serlet advised that staff is investigating the complaints received from Ms. Davidson, and in response to these complaints, staff has determined that "Stop" signs are warranted at the following locations: Southbound Maskuaz Court @ East Loma Linda Road Southbound Via Consuelo @ Loma Linda Road Southbound Esplendor Court @ Loma Linda Road Northbound Esmerado Court @ Loma Linda Road Westbound East Loma Linda Road @ Loma Linda Road It was moved by Commissioner Johnson, seconded by Commissioner Knopp that "Stop" signs be installed as recommended by staff, and that the "Stop" sign at Via Consuelo be re-evaluated for a three-way Stop and recommend that a '"Not A Through Street" sign be placed on Maskuaz Court. PTSCOMMIN4/22/93 ~3- 4/26/93 PUBLIC/TRAFFIC SAFETY COMMISSION 8. APRIL 22, 1993 No Parkino Zone on Rancho California Road @ Via Las Colinas Traffic Engineer Ben Dobbins presented the staff report. Chairman Guerriero suggested that staff re-evaluate the intersection for additional traffic control. The Commission expressed a concern that left turns should be restricted from this intersection. Director Serlet advised that a signal will be installed at Lindy Lane at a future date. It was moved by Commissioner Perry, seconded by Chairman Guerriero to recommend to the City Council a "No Parking Zone" on the south side of Rancho California Road from the west curb line of Via Las Colinas 100 feet westerly. The motion carried as follows: AYES: NOES: ABSENT: 5 COMMISSIONERS: 0 COMMISSIONERS: 1 COMMISSIONERS: Johnson, Knopp, Perry, Sander, Guerriero None Holliday It was moved by Commissioner Johnson, seconded by Commissioner Sander to recommend that staff re-evaluate the intersection for a recommendation to improve the left-hand turning movements from Via Las Colinas onto Rancho California Road and bring that recommendation back to the Commission. Steve Clinton, 27315 Jefferson Avenue, Temecula, representing the tenants of Chico's Taco's, advised the Commission that when this commercial center was built, there were no parking restrictions on Jefferson. Mr. Clinton told the Commission that the center is leasing space to another restaurant facility and needs additional parking. He said the tenants would be agree to two hour parking. Mr. McMahor stated that the traffic and speeds were excessive and unsafe. Mr. McMahor expressed his support of the proposed speed undulation policy. TRAFFIC ENGINEER REPORT Traffic Engineer Ben Dobbins reported the following: The striping and curbs in front of the High School have been repainted. Merchants along the east side of Jefferson, south of Winchester Road have asked street markings reading "Do Not Block Driveway" and striping to keep ingress/egress clear. POLICE CHIEF'S REPORT Office Mark Leggett reported the following: Review of monthly police crime stats. FIRE CHIEF'S REPORT Battalion Chief Mark Brodowski reported the following: Review of monthly fire report. Chief Brodowski advised that he would be bringing forward a report on residential sprinkler systems on the next agenda. PTSCOMMIN4/22/93 -7- 4/26/93 ITEM NO. 2 TO: FROM: DATE: SUBJECT: AGENDA REPORT Public/Traffic Safety Commission Marty Lauber, City Traffic Engineer June 24, 1993 Item 2 Two STOP Sign Locations RECOMMENDATION: That the Public/Traffic Safety Commission recommend to City Council the installation of two (2) STOP signs at two (2) "TEE" intersections, per Exhibit "A". BACKGROUND: Staff has received several requests for STOP signs. Staff field-investigated the area and found inadequate vehicular controls at two (2) locations. Due to inadequate vehicle control, Staff recommends the installation of STOP signs as shown on Exhibit "A" attached. FISCAL IMPACT: Install two (2) STOP signs with STOP bars and a STOP legend = 9188 Attachment: 1. Eastbound Baldaray Circle @ Felix Valdez Road ITEM NO. 3 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Marty Lauber, City Traffic Engineer June 24, 1993 Item 3 Two-Hour Limited Parking Zone RECOMMENDATION: That the Commission recommend to City Council that the existing "No Parking" zone remain and establish additional "No Parking" zones (see Exhibit "B" attached). BACKGROUND: At its April 22, 1993 meeting, the Commission requested to continue the discussion of the "Two-Hour Limited Parking" zone. Commission requested Staff to reevaluate the parking on the east and west sides of Jefferson Avenue from Winchester Road to a point 733 feet north of Winchester Road. After field-investigating and analyzing the accident history from Winchester Road to 420 feet north of Winchester Road (see Exhibit "C" - Collision .Diagram attached), Staff recommends that the existing "No Parking" zone remain and establish additional "No Parking" zones. The additional "No Parking" zones will consist of 25 feet of red curb on the north and south sides of each driveway to improve the sight distance for vehicles who need to enter Jefferson Avenue (see Exhibit "B" attached). C_- 5 7 ITEM NO. 4 TO: FROM: DATE: SUBJECT: AGENDA REPORT Public/Traffic Safety Commission Marty Lauber, City Traffic Engineer June 24, 1993 Item 4 "SLOW - Children at Play"/"No Thru Traffic" Sign Locations RECOMMENDATION: That the Commission deny the request for "SLOW - Children at Play"/"No Thru Traffic" signs in the California Sunset Tract. BACKGROUND: Staff has received several requests for "SLOW, Children at Play"/"No Thru Traffic" signs. Residents in the area have noticed an increase in neighborhood traffic, during the evening commute, to bypass the delay created by the 3-way STOP control at Route 79 South end Pale Road. The California Sunset Tract, a residential area, bounded by Highway 79 South on the north, Cupeno Lane on the south, Pala Road on the east, and Pechanga Drive on the west (see Exhibit "D" attached). "SLOW - Children At Play" signs are not sanctioned by the City as the sign provides a false sense of security to both children and adults. These signs have no legal merit, therefore they cannot be enforced. Residents have also requested "No Thru Traffic" signs to be placed to eliminate the diverted traffic going through the California Sunset Tract. Although there is not a "No Thru Traffic" sign approved by the California Department of Transportation (CALTRANS), both the "No Outlet" and "Not A Through Street" signs are similar. The "No Outlet" sign may be posted at the entrance to a street which leads to a network of two or more streets from which there is no public outlet. The "Not A Through Street" sign may be used near the entrance to a dead-end street or cul-de-sac. Neither of these two scenario currently exist in the California Sunset Tract. Staff is currently investigating other possible interim improvements to the intersection of Route 79 South and Pale Road to increase capacity prior to ultimate improvements by CALTRANS. The ultimate size of Route 79 South will be a six lane urban arterial with a traffic signal at Pala Road. The design phase of the Route 79 South Widening Project has been completed. I Temecula city council Temecula Public Traffic safety commission Mr. David Dixon Temecula City Manager TEMECULA FIRE SERVICEB May 1993 Activity Report The following statistics reflect the monthly fire suppression and fire prevention activity of your fire department for the month of May, 1993. Weed abatement activity was in full swing this month. By physically posting properties and sending mail outs to parcel owners, approximately 600 parcels have been served notice to abate weeds posing a fire hazard. As you have probably noticed, many lots and yards throughout the City have already been cleared. The Temecula Volunteer Firefighters provided much needed medical and fire coverage at the Temecula Balloon and Wine Festival during the two plus days of activities. Their support group, the FIREBIRDS, sold food and drinks at the festival as a fund raising activity for the Volunteers. Our ladder truck, Truck 73, provided an automotive extrication demonstration to the public at the Inland valley Medical center on May Sth during a brief morning session at the Murrieta - Wildomar Annual Marathon. Many Temecula citizens as well as our neighbors were able to watch a simulated traffic collision with persons trapped. Many of the FD rescue tools were used during the demonstration. Two Temecula Chief Officers artended a joint Federal / CDF pre-fire season meeting in San Bernardino on May lSth. CDF personnel met with US Forest Service, Bureau of Land Management, and National Park Service personnel to discuss and pre-plan firefighting activities and coordination for the areas where we have joint or adjacent jurisdictions. This benefits the citizens of Temecula by enhancing communication and coordination between our fire department and the USFS who protect much of the nearby wildlands in the Cleveland National Forest. If a fire should occur in these areas, management of the fire and FD resources will be coordinated and efficient to maximize our effectiveness and avoid needless duplication. Page Personnel from the Temecula Fire Department participated in the recent Police versus Fire benefit softball game held at the Callfornia Oaks Sports Park in Murrieta. The proceeds were earmarked for the survivors of the shooting which occurred in Temecula resulting in the death of a woman and a Temecula Police Officer. The Murrieta FD joined with Temecula FD to compete with the Temecula PD / Murrieta PD team. There was a lot of fun for all who attended. Our condolences to those who lost loved ones and to our fellow publlc servants the RSO / Temecula PD. We grieve with them. On May 27th, FD personnel attended training classes at Temecula City Hall. First we artended a seminar presented by AT&T on working around underground utilities and how to avoid digging them up by calling the proper phone number. Then, as arranged by the FD, Ms. Heather Atkinson from Goodhew ~mhulance gave City personnel a class on proper recognition and first aid for snakes found in our local area. Personnel, especial Public Works employees, have a need for such training. Future classes are planned by the FD for City employees. As usual, both fire stations responded to numerous requests fOE pUbllC presentations and tours of our equipment and facilities. Fire season is upon us, and we are prepared to meet any challenges presented to our community fire protection system. Thank you for your continuous support.
