THURSDAY, JULY 22, 1993
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, July 22, 1993, 7:00 P.M., at Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula, California.

Also present were Traffic Engineer Marty Lauber, Sergeant Jim Domenoe, Division Fire Chief
Jim Wright and Recording Secretary Gall Zigler.
PUBLIC COMMENT
Chris Martinelli, Chairman of Neighborhood Watch, distributed copies of the July/August 1993
Temecula Neighborhood Watch Newsletter and asked for the Commission's assistance in
recommending a volunteer to assist with the organization and direction of the Temecula
Neighborhood Emergency Services Team (T-NEST) program.

1. Minutes of June 24, 1993
Commissioner Perry advised of a typographical error in the second paragraph on Page
5, the word "throught out" should be spelled "through out".

T.I.P. Budget Review
French Valley Airport Sign-Highway 15
Traffic Engineer Marry Lauber provided the following updates:
Speed Undulation Survey-California Sunset HOA
Mr. Lauber gave a brief summary of his Engineer's Report regarding the request by the
California Sunset HOA, stating that he was advised by the Chairman of the
Homeowners Association that signatures from approximately 100% of the contacted
members were obtained and will be submitted to the Public Works Department.
T.I.P. BudGet Review
Mr. Lauber stated that information and literature regarding this item is included in the
agenda package for the Commission's review.
French Valley Airoort SiQn-Hiclhwav 15
Mr. Lauber advised the Commission that CalTrans requires directional signs to be
within "3 miles" of the facility, and French Valley Airport is approximately 4 miles from
the Winchester Road exit at the 15 Freeway.
Commissioner Perry asked that staff add this item to the next agenda with a
recommendation to the City Council to forward a letter to Cal Trans requesting a sign
be placed on Highway 15 at Winchester Road advising of the location of the French
Valley Airport and to add to the City's kiosk signs.
Commissioner Sander asked that staff advise the Commission of the time and place
of the meeting regarding Assessment District 161.
Chairman Guerriero asked that staff notify the Commission of the time and place of the
meeting with Cal Trans on the Transportation Plan for Southern California.
2. Immicjration & Naturalization Service - Border Patrol
Ken Wilson, Assistant Manager in charge of the INS station at Highway 15 and
Rainbow Canyon Road, asked the Commission to consider a recommendation made to
the Mayor and Assistant City Manager suggesting the closure of Rainbow Canyon
Road at the Temecula city limits. Mr. Wilson advised the Commission that this action
could stop a lot of smuggling of illegal aliens in this area and the INS feels it would also
decrease the noise, traffic, pursuit activity in the residential area along Rainbow
Canyon Road and reduce the number of stolen vehicles within the city limits. Mr.
Wilson stated that the INS is proposing a 60 to 90 day trial period to allow comments
from citizens and police and fire protection agencies.

Gene Sawyer, 29065 Solana Way, J-16, Temecula, asked what will happen to all the
southbound traffic.
Mr. Wilson stated that the purpose of the road closure would be to divert traffic out
of the City.
The following individuals spoke in opposition to the proposed road closure. Their
complaints were based on concerns regarding adequate access during emergencies and
impacts to emergency services and inconveniences relating to access to and from San
Diego County from the Rainbow Canyon area.

Tracy Dillon, 45513 Tournament Lane, Temecula.
Charles Coe, 30554 Greenway Circle, Temecula.
Phillip Jones, 33100 Pauba Road, Temecula, advised the Commission that he owns
property on Rainbow Canyon Road at the city limits and is concerned that closing
Rainbow Canyon Road at the city limits will have a negative impact on future
development of his property due to limited access.
The following individuals spoke in support of the road closure stating that the road
closure would decrease noise and traffic, illegal alien pedestrian activity, Border Patrol
pursuits and truck traffic through the residential neighborhood:
Dennis Wallace, 45586 Rainbow Canyon Road, Temecula.
Lonni Pike, 45600 Rainbow Canyon Road, Temecula.
Chairman Guerriero asked staff if there are any plans to widen Rainbow Canyon Road.
Senior Planner John Meyer advised the Commission that Rainbow Canyon Road is
shown as a secondary collector road (four lanes) however, the City has no plans for
construction at this time.
Commissioner Perry stated that he would like to hear what the impacts would be to
the affected business owners on Rainbow Canyon Road and comments from police and
fire, emergency services on the impacts to those agencies.
Chairman Guerriero stated that he would like to continue the discussion with Sharon
Feldner of the U.S. Border Patrol and get input from police and fire services, City staff
and the Planning Commission.
Division Fire Chief Jim Wright advised the Commission that the fire department would
have serious concerns with the proposed road closure.

Chairman Guerriero declared a recess at 8:10 P.M. The meeting was reconvened at
8:20 P.M.
Riverside Transit AQencv (RTA)
Mr. Steve Connell, Assistant General Manager of the Riverside Transit Agency,
addressed the Commission's request for on-site bus stops at the local shopping
centers. Mr. Connell advised the Commission that the RTA continues to discuss this
issue with the property owners at the local shopping centers. Mr. Connell stated that
the owners of the Rancho Towne Center have not expressed concerns regarding the
on-site bus stops but have requested that the RTA discuss this issue directly with
Albertsons and Target and to date, the RTA has not received an answer in support or
opposition to the request. Mr. Connell advised that there is currently a red zone in
front of Albertsons which could possibly be used for a bus stop zone however, Fire
Chief Jim Wright stated that the Fire Department would have concerns regarding the
use of the Fire Lane for bus parking. Mr. Connell told the Commission that the
owners of Palomar Village Center and Palm Plaza have expressed less than favorable
support of the proposal. Mr. Connell said the concerns raised are with liability issues.
Mr. Connell provided the Commission with an update on the ridership in Temecula.
He stated that the RTA has become more responsive to the community's needs and
are proposing new stops along the existing routes to answer some of these needs.
Mr. Connell advised that the RTA is currently working with those individuals in charge
of employee transportation for various companies in Temecula. The purpose is to
survey employee interest in using the route as transportation to and from work, their
different shifts and hours. Mr. Connell said that RTA will look at route deviations to
specific employers within the City, if their employees show an interest in using the
route for transportation.

Traffic Engineer Marty Lauber presented the staff report. Mr. Lauber advised that staff
recommends seven (7) of the eight (8) additional bus stop locations be approved,
deleting the proposed stop on the west side of Pujol Street, adjacent to the Rancho
West Apartments.
Chairman Guerriero asked if staff has looked at placing a stop at the new Community
Recreation Center on Rancho Vista Road.
Commission Sander suggested that a stop be added to the route at the new Senior
Center at Mercedes and Sixth Street.

Mr. Lauber stated that he feels the present and proposed bus stops are only the first
stop, and staff will continue to have discussions with RTA and make recommendations
for additional route stops based on demand,
It was moved by Commissioner Perry, seconded by Commissioner Sander to
recommend to the City Council the approval of seven (7) additional bus stops as
recommended by staff per the request by the RTA.

5. Traffic Enaineer's Report
Traffic Engineer Marty Lauber reported the following:
The guide signs to City Hall were placed on Business Park Drive and at the
entrBnce.
Per the request of Commissioner Johnson regarding unattended vehicles,
Engineer Lauber advised that Section 22515 of the California Vehicle Code
states it is unlawful to leave a vehicle unattended with the motor running. Mr.
Lauber stated that nothing in the California Vehicle Code addressed the issue
raised by Chairman Guerriero regarding unattended tractor trailers and semi
trailers.
Chairman Guerriero stated that he feels the Commission needs to look at
amending the parking ordinance and asked staff to contact the City of Moreno
Valley for a copy of their ordinance regarding this matter.
The Neighborhood Traffic Watch sub-committee will be holding their first
meeting on Thursday, July 29, 1993.
Regarding Public/Traffic Safety Day, staff has contacted the Community
Services Department on the time frame for some type of annual event and they
advised that late February, early March would be appropriate. Police and Fire
will research if they could help put on a show in early March.

Sergeant Domenoe advised the Commission that on Thursday, July 29, 1993
the Sheriff's Department will be holding a questions and answers program
about drugs and gangs, which will be held at the Temecula Community Center
and provided in conjunction with the Temecula Valley Unified School District.
Engineer Lauber advised the Commission that the Public Works Department is
currently utilizing the services of a volunteer high school student. Mr. Lauber
advised that this student will be used for sign inventories, etc., and stated that
staff has received good student perspective regarding traffic safety programs
at the high school level.
Mr. Lauber said he has met with Chief Wright regarding the OptiCom System
and they have identified various locations where the system can be
implemented and vehicles that should be fitted with the transmitters. Engineer
Lauber stated that staff is currently working on a cost analysis and will report
back to the Commission at the August meeting.
Traffic Safety Signal literature was distributed to the Commission.
Engineer Lauber re-capped his report on the California Sunset HOA.
Advised the Commission of an upcoming Traffic Commissioner's Workshop on
October 30, 1993 at Cal Poly Pomona and asked the Commissioners who want
to attend to advise staff so that they can make the necessary arrangements.
Police Chief's Report
Sergeant Jim Domenoe reviewed the monthly police stats and introduced Deputy Boris
Robinson, a member of the Special Enforcement Team, who gave a presentation on
gang activity in Riverside County and provided the Commission with an overview of
the gang population in the State of California and a profile of various gangs.
Fire Chief's Report
Division Fire Chief Jim Wright reviewed the monthly fire report.
Commission Reports
Commissioner Holliday advised the Commission that she reviewed the budget
information provided by T.I.P. and she does not feel that the budget reflects the need
for additional funds which were requested of the City of Temecula.

Fire Chief Jim Wright said that he was dissatisfied with the information and material
provided by T.I.P. supporting their request for funding from the City of Temecula.
Chief Wright advised the Commission that in the new fiscal year budget, the City has
approved $5,500 for the T.I.P. program to be administered by the Fire Department.
Chief Wright said the City of Murrieta contributes monetarily and provides T.I.P. with
office space and the City of Lake EIsinore provides funds. Chief Wright advised the
Commission that Riverside General Hospital has asked T.I.P. to become a member of
their pilot program for Riverside County. Chief Wright expressed his high regard for
the T.I.P. program.

It was moved by Commissioner Johnson, seconded by Commissioner Perry to adjourn at
10:35 P.M. The motion was unanimously carried.

No Parking Zone - Rancho California Road West of Front Street
RECOMMENDATION:
That the Commission recommend to City Council to establish a "No Parking" zone on Rancho
California Road from Front Street to the westerly city limits.
BACKGROUND:
Traffic Division staff has recently completed upgrading the striping on Rancho California Road
west of Vincent Moraga Drive to its ultimate configuration. The through lanes adjacent to the
curbs were striped to a width of fourteen feet to match the striping east of Vincent Moraga
Drive.
Staff has observed vehicles parking in the newly created through lanes even though it is
against the law to do so. Staff feels that a mechanism is needed to inform motorists about
the unsafe situation created by parking along this portion of Rancho California Road. The
posting of the proposed parking restriction would not only inform motorists but also help the
police department's enforcement efforts to improve safety.
FISCAL IMPACT:
Install sixteen (16) "No Parking" signs at a cost of $2,000.

Requirements for Truck/Semi Trailer Parking
RECOMMENDATION:
No action be taken at this time.
BACKGROUND:
Staff was asked by the Commission to formulate an ordinance that would require Truck/Semi
Trailers to implement specific safety procedures within Temecula. The concern was to insure
that trailers left unattended would not pose a safety hazard to the general public. Staff was
also advised to contact the City of Moreno Valley to see if any of their existing ordinances
would meet our concerns.
Staff has acquired the applicable municipal codes from the City of Moreno Valley and
conducted a through review. Moreno Valley restricts truck tractors, trailers and semi trailers
from parking on any city street. The only exceptions include:

For 24 hours when disabled.
When making a delivery.
For two hours in areas zoned commercial/industrial.
When a permit is issued to a resident who is an owner/operator.
Other restrictions that apply to these exemptions include:
Parking within 100' of intersections.
Parking within 100' of official traffic control devices.
Parking within 50' of driveways.

Do to the lack of existing ordinances directed at safety requirements for parked trailers, staff
contacted various municipalities to find out if they had ever experienced run-away truck
trailers and what they have done to prevent them.
Do to the lack of evidence substantiating the need for additional safety restrictions for
unattended truck/semi trailers, staff recommends not taking any action at this time.

POLICE ACTIVITY REPORT FOR JULY, 1993.
The following report reflects the Part I Crimes, Traffic Activity, and
miscellaneous activity occurring in the City of Temecula during the month of
July 1993.
As in previous months the Part One Stats are broken down by individual
districts within the City. This provides a greater understanding of the
criminal activity within the City for police staff deployment and for Council/
Commission interest.
During this year there have been several cases that have been thwarted due
to patrol officers making vehicle stops or contacting suspects prior to their
commission of a crime. The most recent was the stop of a vehicle that
contained several persons from another community who were armed with a
shotgun and pistols. The suspects claimed that they had intended to rob a
local business prior to being stopped by a patrol officer. I know that police
contacts are intrusive in nature but they are the most effective method of
deterring crime next to an informant coming forward to work with the
police.
The first reward for graffiti information that resulted in the arrest of several
offenders was awarded to a local resident. The information provided led to
the arrest of several persons from the Elslnore area. The suspects were gang
members. Search warrants of their residences were served for further
evidence to the crime.

The Special Enforcement Team worked with the California Highway Patrol, Border Patrol,
Sheriff's Department, and Department of Alcohol F'wearms and Tobacco in an investigation
that led to four search warrants being served in the Aguana area. Multiple arrests were
made along with the seizure of several fully automatic weapons and drugs. The suspects
were known to have frequented the City.
A community wide meeting was held to discuss drug problems and drug identification.
About 20 community members attended and felt the program was beneficial. The
attendance number seems low but the program was worth the effort.
This months stats shows a reduction in several crime areas. This is encouraging in light
of the problems other communities are experiencing.

luly 1993 Activity Report
The following statistics reflect the monthly fire suppression and fire prevention activity of your
fire department for the month of July, 1993.
Some of the fire department resources participated in the Fourth of July parade and also were
on fire watch standby in and around the Sports Park during this year's fireworks display. One
week previous to the fireworks, the Temecula Fire Crews removed the flammable vegetation
around the fireworks launching sight by executing a vegetation management controlled bum.
This virtually eliminated the possibility of an uncontrolled fire starting from the fireworks and
disrupting the activities or threatening anything of value.
Fire Station 12 on Mercedes Street has finished using all of the fuel out of their two
underground fuel storage tanks. Because the local water table is so shallow near the fire station,
the decision was made to remove the underground tanks as a precaution and switch to an above
ground fuel storage system.
Fire Inspector Laura Cabrat has been busy doing the fire department conditioning for all building
plans submitted to the City for approval at her office at Temecula City Hall. This is reducing
the turn around time for this FD function. She also inspects the Change of Occupancy and
Tenant Improvements in commercial buildings as well. She's happy to be here from Moreno
Valley and her days are quite full, right from the first day of reporting to this assignment July
1st.
This month's emergency calls of interest included: July 7 @ 1627 hours, a propane tank
delivery truck had it's safety system fail as it was hoisting a large propane tank at the
Meadowview Clubhouse. The large flatbed truck flipped over on it's side and the two propane
tanks were hanging precariously on some loosely fastened chains. One battalion chief, 2 fire
engines, and the ladder truck responded. Crews stood by with charged fire hoses until all was
put right and stabilized. One BC, 3 engines, and the ladder truck responded to a fire in a clothes
dryer at the laundromat next to the Family Fitness Center in the Target Shopping Center. Crews
remained on scene to dismantle the large commercial dryer and insure that all smoldering debris
was extinguished. Golds Gym filled with smoke on July 15th, and the responding fire units
discovered a defective lighting assembly which caused the problem. At 2029 hours on July 31st,
1 BC and 3 engines responded to a BBQ propane bottle on fire in the back yard of a
Meadowview residence. When units arrived, there was a significant propane leak spewing flames
out the top of the propane bottle. Fire crews extinguished the fire and stood by to drain out the
remaining propane to insure no other problems could occur.
As can be seen, the vegetation fire category is steadily growing. August and September begins
our traditionally busiest months of the year for fire activity. Having all summer to dry out, and
with many people out trying to have a little more fun prior to school beginning, brush fires have
a better chance of starting and becoming large. The community we serve has been well inspected
and as many parcels as possible have been cleared and prepared to be fire safe as this critical
time approaches.
