I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION HELD JUNE 24, 1993 A regular meeting of the City of Temecula Public/Traffic Safety Commission was held on Thursday, June 24, 1993, at 7:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. PRESENT: 5 COMMISSIONERS: Holliday, Johnson, Perry, Sander, Guerriero ABSENT: 1 COMMISSIONERS: Knopp Also present were City Traffic Engineer Marty Lauber, Traffic Engineer Ben Dobbins, Sergeant Jim Domenoe, Battalion Chief Mark Browdowski, and Recording Secretary Gall Ziglet. PUBLIC COMMENTS None COMMISSION BUSINESS Minutes of April 22, 1993 It was moved by Commissioner Perry, seconded by Commissioner Johnson to approve the minutes of April 22, 1993. Traffic Engineer Ben Dobbins advised that to limit truck parking would have to be done by ordinance. Commissioner Johnson asked that staff look into the County's ordinance regarding parking vehicles, unattended, with the motors running. Chairman Guerriero asked that staff also look at the ordinance pertaining to parking tractor trailers unattended, It was moved by Commissioner Johnson, seconded by Commissioner Perry to recommend to the City Council that the existing "No Parking" zone remain and establish additional "No Parking" zones as shown on Exhibit B. Francisco Lupercio, 30417 Cupeno Lane, Temecula, asked for the Commission's support of the request by residents of the California Sunset development for the signs. Mr, Lupercio expressed a concern for the safety of the children in this residential neighborhood because of the increase in traffic using this area as a by-pass to Highway 79 South. PTSMIN06/22/93 -2- 07106193 PUBLIC TRAFFIC SAFETY COMMISSION JUNE 24,1993 Susan Braun, 30370 Cupeno Lane, Temecula, representing the California Sunset Homeowners Association, told the Commission that on Friday evenings and Saturday mornings, when the traffic is backed up on Highway 79 South, many of the residents who live off of Pala Road, use this tract as a by-pass. Mrs. Braun stated that not only has there been a increase in traffic in their residential neighborhood, but the speeds at which the traffic is traveling are unsafe. Chairman Guerriero asked Mrs. Braun if the residents of the California Sunset Homeowners Association would be agreeable to the use of speed undulations in their tract. Mrs. Braun stated that she feels the residents would agree to this solution. Chairman Guerriero asked that the homeowners present a petition to the City in support of the speed undulations, that staff perform a 24 hour speed volume survey and that the Police Department increase patrol of this area on Friday afternoons. It was moved by Commissioner Perry, seconded by Commissioner Johnson to continue this item to the meeting of July 22, 1993 and direct staff to provide the necessary documentation to make a recommendation. The motion was carried as follows: AYES: 5 COMMISSIONERS: Holliday, Johnson, Perry, Sander, Guerriero NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Knopp McGRUFF Identification Plan Chairman Guerriero provided a presentation on the McGRUFF Identification Program. He advised that the Temecula School District has entered into a 5 Year Anti-Drug program and is looking into the McGRUFF Identification Program which is currently being used in the City of Riverside. The program gives children walking on the streets, who are confronted by a situation where they are threatened, someone to turn to. They may request the assistance of anyone with a McGRUFF decal on their vehicle. Chairman Guerriero stated that these decals would be issued to City vehicles and public utility vehicles, etc., that have two-way radios and can make the necessary contacts to assist the child who are in need of help. Chairman Guerriero stated that the Temecula Valley Unified School District has asked for the Commission's endorsement of the program. PTSMINO6/22/93 -3- 07/06/93 PUBLIC TRAFFIC SAFETY COMMISSION JUNE 24, 1993 It was moved by Chairman Guerriero, seconded by Commissioner Holliday to accept the proposal from the Temecula Valley School District and send it forward to the City Council for their approval. Chairman Guerriero asked that staff investigate the cost of a hand held radar unit and a maintenance program and report back to the Commission. Traffic Engineer Marty Lauber stated that the Director of Public Works was very supportive of the Neighborhood Traffic Watch Program. Chairman Guerriero suggested that two members from the Commission be part of a sub-committee. The sub-committee will start forming an outline for the Neighborhood Traffic Watch Program. Commissioner Johnson and Commissioner Perry volunteered. OTHER BUSINESS 7. Traffic Enciineer's Report Traffic Engineer Marty Lauber outlined his goals and objectives. Police Chief's Rel3ort Sergeant Jim Domenoe reviewed the Police Activity Report for May, 1993. Commissioner Perry stated that he attended a workshop presented by a member of the Gang Warfare Team and suggested that a representative team member do a presentation for the Public/Traffic Safety Commission. Fire Chief's Reoort Battalion Chief Mark Browdowski provided a re-cap of the month's events and reviewed the Fire Services Activity Report. Battalion Chief Browdowski questioned the status of the OptiCom System proposal and expressed the importance of having to have this system throught out the City to increase the department's efficiency in response to emergencies. Chairman Guerrerio asked staff to follow-up on the status of the OptiCom system and report at the July meeting. 10. School District's Report None 11. Commission Reports Chairman Guerriero stated that he would like the Commission and staff to work on a Public Safety Awareness Day program. Commissioner Holliday asked staff to place the Trauma Intervention Program (T.I.P.) on the next agenda and request representatives from the T.I.P. provide a budget breakdown. Commissioner Holliday stated that she had recieved complaints from individuals who live in the apartments along Margarita that they are having difficulty exiting their development because of the increase in the volume of traffic along Margarita Road. Commissioner Sander stated that he had received complaints that the traffic is failing to make the stop at the intersection of Margarita Road and Solana Way. Chairman Guerriero suggested that larger "STOP" signs and re-striping the street may rectify the problem. Commissioner Sander asked for an update on the Margarita to Murrieta Hot Springs Road extension. Commissioner Johnson asked staff to provide copies of the new Capital Improvement Program to the Commission. BACKGROUND: On May 13, 1993, Staff received a letter from the Riverside Transit Agency (RTA) requesting additional bus stops. Eight (8) bus stops were requested along Bus Route 23, seven (7) of which are being recommended for installation. Staff has reviewed each location to insure that there is a safe area for pedestrians to wait and a safe route to each bus stop. The attached Exhibit "A" identifies those locations requested by RTA and all existing pedestrian facilities. One location is not being recommended due to a lack of a safe refuge area and safe pedestrian access to and from that area. FISCAL IMPACT: Install seven (7) RTA bus stop signs (7 @ $100.00 each ~700.00). Attachment: 1. The following report reflects the Part I Crimes, Traffic Activity, and miscellaneous activity occurring in the City of Temecula during the month of June 1993. As in previous months the Part One Stats are broken down by individual districts within the City. This provides a greater understanding of the criminal activity within the City for police staff deployment and for Council/ Commission interest. There have been several articles on comparing the police services of Temecula and Murrieta. One, that is a little disturbing, claims that officers in Temecula are not as sensitive as those in Murrieta. Larry Dean claims Murrieta's brand is more community oriented, with more local control. This statement is absurd. There are no programs that the Te~necula Police Department will not provide or look into for feasibility. Temecula's program is community oriented policing and more rounded out than our neighbors. I have attached a comparison sheet. The cost per patrol officer in Murrieta is $138,888. The Temecula per officer cost is $132,258. The difference is $6,630 per officer. This does not include the seven C.S.O.s in Temecula. The Temecula Police budget figures are a budget number. Sergeants and investigators are shared with the unincorporated area. City is priority. Sworn patrol and C.S.O.s are assigned / dedicated to the City. None of the clerical staff are listed. The evidence service officer, logistics service officer and sworn staff assigned to the County area are not included in the above. County officers have been relied upon in the past for emergency situations, dry wall strikers and the school fatal traffic accident at no cost to the City. During the high point of dry wall labor problem a 30 officer team responded to Temecula to assist with the problem, no cost to City. The above numbers do not include the staff assigned to dispatch, evidence technicians that respond for crime scene processing, background investigators, internal affairs, Emergency Services Team, Hazardous Device Team, and so on. Temecula City Council Temecula Public Traffic Safety Commission Mr. David Dixon Temecula City Manager TEMECULA FIRE SERVICES lune 1993 Activity Report The following statistics reflect the monthly fire suppression and fire prevention activity of your fire department for the month of June, 1993. As can be seen, emergency calls were down a very significant 24% from last month, though some of the calls to which we responded were of a larger or more significant scale than the routine incidents we handle daily. The two most noticeable drops were medical aids (28%) and False Alarms (51%). The City weed abatement program is beginning to wind down and will now continue with follow up inspections, verifications of clearance, and the processing of individual citizen complaints as they are received. The City of Temecula has terminated the funding of the City Fire Prevention Captain as of June 30, 1993. This position handled all City fire prevention needs including all weed abatement, commercial building tenant improvement / change of occupancy safety inspections, public relations and education (including all elementary schools, fairs, public events), and fire investigations. The City of Temecula has authorized a position and it's funding for a fire department planning and engineering person to expedite the fire department approval process for all plans submitted to the City of Temecula for construction approval. This new position begins on July 1, 1993 and will be assigned to City Hall. As available, fire station personnel are being utilized to continue with the other duties left by the termination of the Fire Prevention Captain position. Some of our emergency responses included: June 10th @ 1200 hours, the showroom at Paradise Chevrolet was filling with smoke. Upon arrival of a full first alarm assignment, the problem was identified as a faulty air conditioning system. The system was deactivated and the personnel at Paradise advised to call a vendor to have it checked out prior to reactivation. June 16th @ 1245 hours, 16 acre grass fire moved rapidly up some rolling hills bordered by Margarita Road, Humbet Street, Rancho Calif. Road, and Moraga Road. Our CDF fnre investigator was requested and fire cause is under investigation. All indications are that children were involved. Resources on the incident included 13 fire engines (some to fight the grass fire, some to protect houses), our breathing support truck, one bull dozer, one helicopter, and the two Temecula Battalion Chiefs. A community wood fence sustained some fire damage and there were no fire department or civilian injuries. June 17th @ 1921 hours, a two car traffic collision with seven persons injured. Several ambulances and one helicopter medivac were utilized to transport the injured. Two of those involved in the accident appeared to show signs of heart attacks. Overall patient assessment showed that two of the seven patients were considered major injuries. There were two other injury accidents this month that required either air transport or had significant / major injuries. On June 23rd @ 1523 hours, units responded to a grass fire on Winchester Road at Hunter Road. Fire was caused by children playing with fire. We contained the fire at three acres using five fire engines. Driving our fire engines through the City Cede Three continues to be a challenge due to citizen inattentiveness and apparent lack of knowledge about what to do when we approach them with our red lights and sirens on. We are hoping that the Opticom system will be provided to our units to help reduce some of the driving hazards we face, especially on the Winchester and Rancho Cat. freeway overpasses.
