Speed Limit on DePortola Road from Jedediah Smith Road to Margarita Road

RECOMMENDATION:
That the Public/Traffic Safety Commission receive and file the Engineering and Traffic Survey for
DePortola Road from Jedediah Smith Road to Margarita Road.
BACKGROUND:
Staff has received a complaint from a concerned citizen regarding speeding vehicles traveling on
DePortoh Road in the vicinity of La Paz Street. This section of DePortola Road is currently a two (2)
lane secondary road (44' wide) from Margarita Road to Iedediah Smith Road. There are existing bike
lanes on this section and the roadway is relatively flat. Visibility along this section of DePortoh Road
is unobstructed with large lot residential land uses on both sides.
The Traffxc Division has conducted an Engineering and Traffic Survey to determine the appropriate
posted speed limits as a pan of our current updating program.
Speed Trap Evidence - California Vehicle Code Section 40803
(c) When a traffic and engineering survey is required pursuant to subdivision (b) of Section
40802, evidence that a traffic engineering survey has been conducted within five years of the
date of the alleged violation or evidence that the offense was committed on a local street or road
as defined in subdivision (b) Section 40802 shall constitute a prima facie case that the evidence
or testimony is not based upon a speedtrap as defined in subdivision Co) of Section 40802.
Posted speed limits are primarily based on an analysis of a sampling of speeds (851h percentile) surveyed.
Section 627 of the CVC defines Engineering and Traffic Survey as:
Engineering and Traffic Survey - California Vehicle Code Section 627
627. (a) "Engineering and traffic survey", as used in this code, means a survey of highway and
traffic conditions in accordance with methods determined by the Department of Transportation
for use by the state and local authorities.
Co) An engineering and traffic survey shall include, among other requirements deemed necessary
by the department, consideration of all of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, Traffic, and roadside conditions not readily apparent to the driver.
The table below shows the 85th percentlie speeds surveyed in February, 1991 and February, 1995.

The currently posted speed limit along this roadway is 50 MPH and there has been no reported accidents
since January 1, 1994.
Based on the critical speed, which did not drop more than one (1) mile per hour, roadway geometries,
and accident history, staff recommends the speed limit to remain unchanged at 50 MPH. The filing of
this report will certify the Prima Facia Speed Limit for the next five (5) years or until it is felt roadway
conditions change.

Transportation Facility Financing - Update

BACKGROUND:
During the Commission report section of the January 26, 1995 meeting of the Public/Traffic Safety
Commission, one of the Commissioners ask staff about financing of the Winchester Road Interchange
Improvements. I responded by stating, the project is completely funded. A member of the Commission
disputed my assessment and suggested this item be placed on agenda. Because this work is supervised
by the Capital Projects Division, I could not guarantee my answer reflected the most current information.
Commissioner Perry volunteered to contact the Commission City Council Liaison, Councilmember Karel
Lindemans to request an update on all transportation project funding.

"Keep Clear" Pavement Legend for 3efferson Avenue South of Winchester Road
Adjacent to the Tony Roma's Center
RECOMMENDATION:
That the Public/Traffic Safety Commission deny a request to add "Keep Clear" pavement legends to
Jefferson Avenue south of the existing legends.
BACKGROUND:
The Public/Traffic Safety Commission has previously formed a Sub-Committee to study traffic patterns
on Jefferson Avenue from Winchester Road to Via Montezuma. During one of the meetings held to
gather input, an attendee requested the placement of "Keep Clear" pavement legends on the east side of
Jefferson Avenue adjacent to the Tony Roma's Center.
The Traffic Division agreed to place legends, on a trial basis, even if there would be no requested
enforcement, adjacent to the third (3rd) driveway south of Winchester Road. The Sub-Committee
encouraged staff to implement the painting, as soon as possible, to reinforce appropriate driver behavior
that would encourage Site access through the line of northbound vehicles waiting for the Winchester Road
traffic signal.
When the Maintenance Division attempted to paint the new legends, they identified a conflict with an
existing "Signal Ahead" legend. The Traffic Division was contacted, and decided to locate the new
legends at the driveway in the middle of the center instead. Since its implementation, the business owner
requested another legend at the original agreed upon location.
Staff collected information regarding the actual lengths of queues throughout the day to gage actual need.
We also observed driver behavior to quantify delay caused by the queued vehicles. Exhibit "A" shows
the actual lengths of stopped vehicles throughout an ordinary weekday. This shows that the potential
blocking of driveways does exist during some periods of the day. Staff's observations revealed that at
driveways with and without "Keep Clear" legends, drivers generally avoided blocking access and seemed
unusually polite. Staff recommends using "Keep Clear" legends at intersections that encounter vehicular
blockages that can be shown to have a negative impact on safety.

School Bus Loading Zone on Margarita Road Adjacent to the
Temecula Valley High School
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the Temecula Valley Unified School District request
to relocate the existing school bus loading zone as shown on Exhibit "A" .
BACKGROUND:
The Traffic Division of the Department of Public Works has received a letter from Temecula Valley
Unified School District requesting the relocation of their bus loading zone on Margarita Road (see
attached letter). This item was previously included as part of our High School traffic operations study
conducted in 1993. The existing loading zone was implemented under an emergency condition due to
the short notice provided prior to the beginning of high school classes.
The existing parking restriction allows for bus parking from the existing campus access gate on the east
side of Margarita Road north to the right turn lane at Rancho Vista Road. The area south of the campus
access gate is open parking for students, parents, or teachers. The bus loading zone is currently restricted
from 6:00 a.m. to 4:00 p.m. in order to provide additional parking in the evening and weekends for
sporting event parking. If the loading zone is moved, it would not impact the total number of vehicular
parking spaces available. The only detriment to the current arrangement is the logistics of maneuvering
large busses from the curb to the left turn pocket at Rancho Vista Road.
The change in driving behaviors due to such a change is not predictable. The only certain improvement
would be the ability of busses to traverse two (2) through lanes in order to make a left turn onto Rancho
Vista Road.

Dear Marty,
Pursuant to our most recent discussions, I am requesting that
you bring before the city Traffic Commission the Temecula
Valley High School parking issue. As you will recall, the
Temecula Valley Unified School District school buses pick up
and drop off on the northern section of Margarita Road and
students park along the southern end of Margarita Road.
As the buses leave the high school in the afternoon, a
potential traffic hazard becomes quite apparent. The majority
of the buses turn left onto Rancho Vista Road and, because of
the traffic congestion and the limited access to the left lane,
an unsafe situation exists.
The District's request is that bus passenger loading and
unloading be on the southern end of Margarita Road and that
student parking be placed on the northern end of Margarita
Road. Temecula Valley High has been contacted and has no
problems with the change.

City Council Actions:
January 24, 1995
a. Speed limits on Front Street between Via Montezuma and Rancho California Road, and Jefferson Avenue
between Via Montezuma and Winchester Road. (5-0-0)
Traffic Division Proieet Status:
a. Interim Traffic Signals - Margarita Road, Pala Road and La Paz Street at SR 79(S). Recommendations for
consultant selection to City Council on February :18, 1995.
b. Future sidewalk on the west side of Meadows Parkway between Pauba Road and Temecula Middle School.
Kemper has agreed to prioritize sidewalk installation. They are waiting for the construction of project
boundary walls before they commence building the sidewalk.
c. Future sidewalk on the southeast side of Pio Pico Road between Margarita Road and Amarita Way/Montelegro
Way. This facility will be provided by the adjacent property owner in a future phase of that development.
d. Received delivery of the Radar Education Trailer. This delivery came about one month earlier than expected.
The trailer will be assigned to primarily arterial roads until the Neighborhood Traffic Watch Program can be
finalized. The program will be presented ~ the Commission at an upcoming meeting.
e. The Cities travel forecast model is currently being modified in order to show possible traffic impacts of
opening Kahwea Road. Once completed, the Traffic Division will bring this item to City Council.
f. Met with the Temecula Community Partnership to discuss the combining of their Prevention Expo. with our
proposed Safety Showcase. This effort has been recommended by the Public/Traffic Safety Commission and
supported by individual Commissioners.
Capital Projects Status:
The status of all transportation projects currently being managed by the Capital Projects Division of the Public Works
Department, are listed on their monthly activity report, which is attached.

Include an update on major facility funding from our Commission Liaison Councilman
Lindemans, at our February 23, 1995 meeting. Commissioner Perry offered to contact Mr.
Lindemans to request his attendance.
Commissioner Johnson recommended contacting the County of Riverside to ask them to
consider installing a traffic signal at Margarita Road and Murrieta Hot Springs Road.
Set up a meeting with Commissioner Guerriero, Commissioner Coe, Traffic Division staff
and a representative from the Police Department to review information regarding Driver
Fatigue Syndrome. We will decide what is appropriate to forward to John Parrott, Principal
of Temecula Valley High School, for dissemination to the student body.

CAPITAL IMPROVEMENT PROJECTS

I. WORK UNDER CONSTRUCTION:
1. Pala Community Park:
The overall Construction is approximately 75% complete and is expected to be
completed by the middle of March, 1995 with the maintenance period being
completed by the end of June, 1995. The hardscape, building, and utility substructure
are about 95 % complete, The majority of the work remaining consists of landscaping
the park and installing the site amenities such as a wooden trellis, barbecues, benches
and fencing.
2. Soorts Park Slooe Repair:
The construction of the project has been completed and the 90-day maintenance
period began October 3, 1994. The maintenance period has been extended until the
landscape contractor has completed the punch list items generated during the
maintenance period. The project is expected to be accepted by the end of February,
1995. The project consisted of the reconstruction of the slope below Margarita Road,
the installation of an irrigation system and landscaping on the reconstructed slope, and
the reconstruction of a portion of the earthen channel meandering through the park.
3. Loma Linda Park - Ih
The project has been completed and a recommendation to accept the project and file
the notice of completion will be made to the Board of Directors when the contractor
has submitted the final release and maintenance bond. The project consisted of
grading and the installation of irrigation, landscaping, play equipment and other
amenities.
4. Ynez Road Landscaoe Improvements:
The contractor has completed the work and staff will be recommending acceptance
of the project at the City Council meeting on February 28, 1995.
5. Traffic Signal at Winchester Rd. (HWY. 79N) & Nicolas Rd.:
The contractor has poured the traffic signal foundations and will be installing the poles
on the week of February 20, 1995. This project is expected to be completed in early
March, 1995.

6. Kent Hintergardt Memorial Park:
The contractor is addressing the final punch list items generated during the final walk
through and the project is expected to be completed by the end of February, 1995.
The project consists of the construction of a 950 square foot concession stand and
rest room facility with a 225 square foot porch.
7. Traffic Signal & Vehicle Pre-Emption Installation:
The contractor will start work by February 21, 1995 and the pre-emption installation
should be completed within two weeks. The project includes the installation of Traffic
Signal Emergency Pre-Emption equipment at four (4) signalized intersections and
Vehicle Emergency Pre-Emption equipment on nine (9) Fire Department vehicles.
8. Pala Road/Route 79S Interim Imorovements:
The contractor expects to start work on February 21, 1995 and complete the work
within 3 weeks. The work to be performed includes, construction of asphalt
pavement, traffic striping and signing, embankment construction, and traffic control
to construct a right turn lane for traffic proceeding east on Route 79S to south on Pala
Road.
9. Winchester Road Interim Ramp ImDrovements:
The contractor has delivered the second "Construction Update" notice and is starting
work on February 21, 1995. All lane closures will be at night-time hours so that
traffic will be allowed through the site at all day time hours. The project will be
completed within 3 months. The project will consist of widening both the south and
north sides of Winchester Road between Jefferson Avenue and the I-15 south bound
ramps. The existing traffic signals at Jefferson Avenue and the south bound ramps
will be modified along with the landscaping and irrigation.
10. Traffic Signal at Margarita Rd. & Avenida Barca:
The contractor will start work during the week of February 27, 1995 and expects to
be completed by early April. This project is Federally funded and consists of the
installation of a fully actuated traffic signal, signing and striping at the intersection of
Margarita Rd. and Avenida Barca.

II. PROJECTS BEING BID:
1. MoraQa Rd. Street Widening:
The bid opening for this project will be on March 2, 1995. Staff has obtained all
necessary permits and agreements from Fish & Game, Army Corp of Engineer, and the
California Regional Water Quality Control Board. This project required a redesign of
the box culvert outlet structure due to the significant changes in the existing site
conditions which were created after the rains in the past year and a half.
II1. WORK IN DESIGN
1. I-15/Winchester Road Interchange Modifications:
The Project Report was approved by Caltrans on January 25, 1995. Plans and
specifications were sent to Caltrans for review and returned to the consultant on
February 8, 1995. The plans and specifications will be resubmitted to Caltrans on
February 24, 1995. The City has obtained the services of Riverside County to help
in the acquisition of right-of-way. The project is on schedule for bid advertisement by
May 1, 1995.
2, Walcott Corridor:
The consultant is presently revising the plans and expects to return them to the City
by the end of February, The project which is scheduled to go out for bid in the spring
will provide for two (2) travel lanes (total of 32' of pavement width) within the 66'
wide dedicated right-of-way. The alinement will follow the existing right-of-way and
accommodate a 30-mph design speed. The total length of the project is approximately
8,500 feet. This project will also include the relocation of Rancho California Water
District's existing water main.
3. Sports Park Parking and Skate Board Park:
The final plan check comments have been returned to the engineer and the plans and
specifications are expected to be ready for the solicitation of bids by the end of
February, 1995. The improvements include grading, installation of irrigation,
landscaping, roller hockey rink, skateboard park, sidewalk, rest room facility and
parking lot.

4. Sam Hicks Monument Park Improvement Proiect:
The final plan check comments have been returned to the architect and the plans and
specifications are expected to be ready for the solicitation of bids by the middle of
March, 1995. The improvements include the construction of a 950 square foot
concession stand and rest room facility, an asphalt parking lot, landscaping and
irrigation improvements, and assorted park site amenities. The construction activities
are to be coordinated with the construction of the museum and church renovation
projects.
5. Rancho Vista Road and Mira Loma Drive Sidewalk Imorovements:
This project is funded from Senate Bill 821 funds for Fiscal Year 1994-95. The project
consists of the installation of approximately 14,600 square feet of sidewalk on the
northerly side of Rancho Vista Rdo between Mira Loma Dr. and Santa Suzanne Dr., the
easterly side of Mira Loma Drive between Rancho Vista Rd. and Santa Cecilia Dr., and
the southerly side of Rancho Vista Rd. east of Avenida de la Reina. This project is in
the early stages of design and is expected to be out to bid by May, 1995.
6. Solana Way Storm Drain Improvements:
The City received seven RFP's on November 28, 1994 from local engineering firms
for the construction of the Solana Way storm drain improvements (Ynez Road to
Acacia Park Resort Apartments). The improvements to be constructed include, but
not limited to grading, main line storm drain, utility relocations, miso. structures,
erosion control, and traffic control. A meeting has been scheduled for Thursday,
February 14, 1995 with the highest ranked firm to discuss the scope of work and
negotiate the terms of a professional services contract.
7. I-15/Rancho California Road Interchange Modifications:
The project plans and specifications are approximately 95% complete and will be
resubmitted to Caltrans after the consultant completes the plans for the northbound
off-ramp using the option which includes a 2:1 slope design and the purchase of
additional right-of-way.
8. I-15/Overland Drive Overcrossing Improvements:
The Project Report and Project Study Report have been reviewed and approved by
Caltrans. The plans and specifications have been submitted to Caltrans for final
review on Friday, January 13, 1995. The structural plans have been submitted to
Caltrans (Division of Structures) on Friday, January 6, 1995 for review. The
consultant is preparing the legal plats and descriptions of the properties that need to
be acquired.

9. Temecula Middle School Lighting Project:
A professional services contract was awarded to Dream Engineering, Inc. to prepare
the plans and technical specifications for the sports field lighting at the Temecula
Middle School. The engineer is expected to submit the plans and specifications to the
City for first plan check comments on February 16, 1995. The Plans and
Specifications are expected to be ready for the solicitation of bids by June, 1995.
10. Emergency Generator:
A professional services contract was awarded to RWR Pascoe to prepare the plans
and technical specifications for the emergency generator to be constructed at the
Community Recreation Center. The engineer is expected to submit the plans and
specifications to the City for first plan check comments by the middle of March, 1995.
The Plans and Specifications are expected to be ready for the solicitations of bids by
June, 1995.
11. Interim Fire Station - East of I15
A construction contract has been awarded to Nelson Paving and Grading.
Construction is expected to begin during the week of February 21, 1995 and be
completed by the middle of March, 1995. The project consists of grading and the
construction of an asphalt driveway and a concrete slab for the fire truck and modular
office trailers.

POLICE ACTIVITY REPORT FOR JANUARY, 1995
The following report reflects the Part I Crimes,
Traffic Activity, and miscellaneous activity occurring
in the City of Temecula during January of 1995.
As in past monthly reports, the Part One Crime
Statistics are broken down by individual districts
within the City. This provides a greater understanding
of the criminal activity within the City for police
staff deployment and for Council / Commission interest.
Our previously submitted application for partial
funding of three officers from the Federal Government's
COPS FAST program was approved, and the Police
Department is working with City staff to develop a
deployment plan for these officers. Further
information concerning the COPS FAST program is
anticipated from the Federal Government in the next
month.
The movement of a traffic court to Temecula has been
delayed for several months. Plans are being also being
developed to schedule family law matters in the
Temecula facility, which will contribute slightly to
patrol activity levels in the area of the County
complex on Ynez.
The 1994 annual report has been prepared and will be
submitted shortly.
The rather dramatic reduction in burglaries over
January of 1994 results from a series of commercial
burglaries which occurred in the City last January
which created a "spike" that year, and should not be
viewed as reflective of a trend.

TEMECULA FIRE SERVICES
January 1995 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of January, 1995.
We were fortunate to avoid the rash of residential fires many jurisdictions experience during
the holidays. There was the La Primavera Street fire which was noteworthy and which provided
additional emphasis for the new Eastside fire station to be built. The city council decided to
approve the planning for a temporary fire station on the East side of Interstate 15 until the new
permanent fire station on Pauba Road is completed. The target date for staffing the new city fire
engine with 3 persons per shift in a temporary facility is April 1, 1995. The temporary site will
probably be located at the Linfield School. The Parkview Fire Station ( Station 84 ) is scheduled
to be completed in the spring of 1996.
During the heavy rains, the City of Temecula was placed on STORMWATCH and everyone
monitored their areas of responsibility to insure the safety of the public and security of our
property. Temecula did not have any significant problems due to the rains, though many other
cities in Riverside County did.
The City of Temecula is scheduled to receive three brand new fire engines by the end of
March of this year. One each will go to Station 12, Station 73, and Station 84. In addition,
county fire station 75 in Bear Creek, who regularly responds into Temecula when needed, will
receive two additional new fire engines during the Spring as well.
Fire prevention inspections, plans checks, public education, and training are all on track at
this time. Thank you for supporting your fire service.
