RECOMMENDATION:
6.1 That the Public/Traffic Safety Commission recommend that the City Council authorize
the purchase and installation of solar-powered flashing caution signals at six (6) Temecula
School Sites.
7. Traffic Controls on Winchester Road at Jefferson Avenue and the 1-15 Northbound and
Southbound Ramps
RECOMMENDATION:

JANUARY 26, 1995
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday,
January 26, 1995, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive,
Temecula, California. Chairman Knox Johnson called the meeting to order:

Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Officer Mark Leggett,
Battalion Chief Mark Brodowski, Administrative Secretary, Pubic Works Department, Anita Pyle.
Chairman Johnson reported receiving a telephone call from a resident interested in Item 7. This person
requested the item be placed on the next meeting agenda because they were not able to attend tonight. The
Commissioners will discuss this request when the item is scheduled.
Commissioner Coe arrived at 7:10 P.M.
CONSENT CALENDAR
1. Minutes of October 27, 1994 and December 8.1994
RECOMMENDATION:
1.1Approval of the Minutes of October 27, 1994, continued from the meeting of
December 8, 1994.

2. Dual Turn Lanes-Diaz Road at Winchester Road
2.1 That the Public/Traffic Safety Commission approve the re-striping plan for the
intersection of Diaz Road and Winchester Road as shown on Exhibit "A".
It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve Consent Calendar
Items 1.1 the minutes of October 27, 1994 and 1.2 the minutes of December 8, 1994, and 2.1 re-striping
plans for Diaz Road and Winchester Road as in Exhibit "A".

3. Special Street Name Sions - TO RePlace ExistinQ Wooden SiQns
Traffic Engineer Lauber presented the staff report and informed the Commission of the
residents' objection to replacing the existing wooden signs with the typical green/white metal
variety. Traffic Engineer Lauber shared slides depicting the existing signs and proposed City
signs. A single blade sign is recommended.
John Hoagland, 40481 Calle Fiesta, Temecula, spoke on behalf of the Meadowview
Community Association. The Association recently replaced the signs at a cost of $10,000
under an Agreement with the City of Temecula. The signs are expected to last for 25 years.
Meadowview wishes to maintain the wooden signs in order to keep the aesthetics of the area.
Lorrie Robinson, 43615 Saufeman Place, Temecula, spoke on behalf of the Santiago Ranchos
Board of Directors. They would like their signs replaced and are in support of the design being
recommended but with black letters/white background, and to maintain the country look, with
a horse depicted on the sign.
Larry Markham, 41750 Winchester Road, Temecula, spoke on behalf of the Los Ranchitos
Home Owners Association, in support of the design but would prefer a whole horse as the
logo. He stated that the cost of the signs should be the City's responsibility and he believes
that each area should adopt a standard sign so as to become unique within their area.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero, to recommend to the City
Council a standard sign be adopted for the City. That sign being BrownNVhite or Gold/Brown with a standing
horse, City Seal, block number and arrow. Lettering to be upper and lower case. Installed throughout the
City including residential areas as need for replacement occurs and the costs to be paid by the City.

Reouest to Allow the Existing Wooden Street Name Sians - Meadowview Community
Association
Traffic Engineer Lauber reported that staff had received correspondence from residents in
support of keeping the wooden signs maintaining them through an Agreement with the City
of Temecula.
John Hoagland, 40481 Calle Fiesta, Temecula, supported maintaining the wooden signs in the
Meadowview area. The Meadowview Community Association would like to enter into an
Agreement with the City to be permitted to replace the signs as necessary, keeping the
wooden signs at the Association's expense.

It was moved by Commissioner Perry and seconded by Commissioner Coe, to recommend to the City Council
to enter into an Agreement with Meadowview Community Association to keep the wooden signs and the
Association is to be responsible for the maintenance and replacement of those signs.

5. "Don't Drink and Drive" Sions
Traffic Engineer Lauber reported the Traffic Division was contacted by the Temecula
Partnership Community Committee to enter into an agreement to incorporate "Don't Drink and
Drive" slogans on signs in the City. Staff is unsure of any locations available at this time,
however, is interested in investigating this with other areas. The City would like to support
this effort and the Community Committee has raised the funds to pay for the signs.
* Commissioner Johnson believes it should be considered, however, is concerned with too
many signs in Temecula.
* Commissioner Sander requested stats on drunk driving violations in the area.
* Commissioner Guerriero felt the slogan should be toned down and not be as blunt due to
the large business community in Temecula.
* Commissioner Perry was in agreement with Commissioner Guerriero, and felt protective of
the businesses in Temecula that serve wine.
Jay Hoffman, Assistant Superintendent, Temecula Unified School District and Co-Chair of the
Temecula Community Partnership, explained this was part of a one million dollar federal grant
received by the Temecula Unified School District and this was coordinated with alcohol vendor
training.
It was moved by Commissioner Guerriero and seconded by Commissioner Coe to support the Temecula
Community Partnership signs with modification of the slogan "Don't Drink and Drive".

Chairman Johnson called for a 10 minute recess.
The meeting of the Public/Traffic Safety Commission was reconvened by Chairman Knox Johnson.
6. Leadine Zone on East Side of Jefferson Avenue North of Winchester Road
Traffic Engineer Lauber presented slides on the location slated for the loading zone. Staff
recommendation is to deny the request. Concerns are: It may burden Police Department with
calls to enforce the zoning; The business may not continue and this may be temporary;
congestion is a possibility; and bike lanes are planned along Jefferson Avenue in front of
Kinko's.
Larry Markham, 41750 Winchester Road, Temecula, spoke on behalf of the Kinko's store.
Kinko's would be pleased with two (2) parking spots being designated as loading. Most of
the business is pick-up and drop-off. Kinko's is willing to bear the cost of painting the
concrete.
* Commissioner Perry is in favor of working with the businesses of Temecula.
* Commissioner Guerriero stated it could be looked at on a trial basis.
* Commissioner Sander felt it may take less parking spots and also felt it could be
implemented on a trial basis.
It was moved by Commissioner Guerriero and seconded by Commissioner Coe to deny the request to create
a loading zone on Jefferson Avenue adjacent to Kinko's.

7. "Keep Clear" Pavement Leaend for Jefferson Avenue South of Winchester Road Adiacent to
the Tony Roma's Center
It was moved by Commissioner Coo and seconded by Commissioner Guerriero to continue this item to the
meeting of February 23, 1995.

8. Soeed Limit on Amarita Way from Pio Pico Road to McCabe Drive and on Montelearo Way
from Pio Pico Road to McCabe Drive
Traffic Engineer Lauber reported that these roads are not currently City accepted roads. Staff
tested the area with radar and recommends the City be pro-active and set 35 M.P.H. as
appropriate on these roads.
Kenneth Ray, 31647 Pio Pico, Temecula, drives this route every day. He said he agrees with
staff on Amarita Way but disagrees on Montelegro Way and feels that 35 M.P.H. is too slow.
It was moved by Commissioner Coe and seconded by Commissioner Guerriero to accept staff
recommendation and adopt an ordinance to establish speed limits at 35 M.P.H. on Amarita Way from to Pio
Pico Road to McCabe Drive and Montelegro Way from Pio Pico Road to McCabe Drive at 35 M.P.H. when
these roads are accepted by the City.

TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber reported on the meeting with the Community Partnership. The City will
conduct a joint Safety Showcase/Prevention Expo on June 3, 1995. Safety issues will be
incorporated to improve the show from last year.
A driver fatigue critique system video available from the Southern California Automobile Club
will be viewed by staff and copied to be distributed to the schools.
* Commissioner Perry requested a meeting be set-up to work on the Expo with Police, Fire,
Commissioner Guerriero and himself, to be scheduled for every two weeks until the Expo.
* Commissioner Guerriero requested to be in attendance when the Driver Fatigue video is
viewed.
* Commissioner Johnson asked the status on the Winchester Road/I-15 Freeway
Improvements.
* Commissioner Perry requested staff to invite Councilmember Lindemans to report on the
availability of funds for the Winchester Road/I-15 Freeway Improvements project.
* Commissioner Guerriero asked the date of the Jefferson Avenue Sub-Committee.
Traffic Engineer Lauber scheduled Tuesday, February 7, 1995 at 9:00 A.M. for the Sub-
Committee meeting.

POLICE CHIEF'S REPORT
Officer Leggett reported on the promotion of Sergeant Jim Domenoe to Lieutenant and
congratulated him.
Officer Leggett discussed the fact that the department was applying for grants from the State
Department of Safety and would apply grant monies to traffic matters.
He stated the large increase in the total violations on the monthly report is due to parking
violations.
* Commissioner Guerriero inquired if gang activity is under control.
Officer Leggett reported that during the winter season things have been slow, as is usual.
FIRE CHIEF'S REPORT
Battalion Chief Brodowski reported the department had the lowest increase in call load in four
(4) years. Structure fires are down, medical aids on the rise and responses to collisions are
on the rise.
The new Fire Station on the east side will be fully staffed by April 1, 1995.
COMMISSION REPORT
* Commissioner Perry will follow-up on inviting Councilmember Lindemans to the next
Commission meeting to discuss availability of funding for traffic projects within the City.
* Commissioner Sander had been requested by property owners to report to staff regarding the
intersections of North General Kearny and Nicolas Road, they would like a "Slow Down" sign or a
complete 4~way "Stop" at this location. Commissioner Sander also reported that the fire
demonstration he artended was great and the students in attendance were pleased.
* Commissioner Johnson has had a number of requests concerning installing a "Stop" sign at
Margarita Road and Murrieta Hot Springs Road. Traffic Engineer Lauber has been in contact with the
County of Riverside regarding this issue and will bring it to their attention. He will also check if it
meets warrants.

A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday,
March 23, 1995, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive,
Temecula, California. Chairman Knox Johnson called the meeting or order.

Also present were Traffic Engineer Marty Lauber, Traffic Technician Hasib Baha, Sergeant James Brandt,

PUBLIC COMMENTS
Larry Markham, Winchester Road, Temecula, concerning the Kinko's/Jefferson Avenue Sub-
Committee, requested information on the date and time for the next meeting.
Traffic Engineer Lauber will schedule that for April 13, 1995 tentatively and will contact Mr.
Markham with the time and location of that meeting.
Mr. Frank Klein, 30180 Santiago Road, Temecula, wanted to congratulate the Commission on
the improvement in the traffic flow through Temecula. Mr. Klein would also like to offer his
services to present a 20 minute presentation on the Air Quality in Temecula. This is due to
the Buffman project in the future.
It was moved by Commissioner Coe and seconded by Commissioner Guerriero that Frank Klein will be invited
to speak at the Commission meeting of April 27, 1995. Staff will schedule this and contact Mr. Klein.

Speed Limit - Ynez Road between Rancho California Road and Jedediah Smith Road
It was moved by Commissioner Coe and seconded by Commissioner Sander to accept staff
recommendation that the speed limit sign "End 45 Zone" be removed from La Paz Road with
the 50 MPH speed limit to begin on through Jedediah Smith Road.

3. All-Way "Stoo" - Pela Road at Loma Linda Road
Traffic Engineer Lauber informed the Commission this was Hasib Baba's last day with the City
of Temecula. Traffic Technician Baba will be taking another position with another city.
Staff presented a report to the Commission on the All-Way "Stop" on Pala Road at Loma Linda
Road. City Council had requested staff to investigate potential pedestrian walk-ways
associated with the Pala Park being constructed. All of the California Department of
Transportation warrants have been met. The fiscal impact is approximately $700. Staff
recommendation is to install two (2) additional "Stop" signs to create a 4-Way stop at Pala
Road at Loma Linda Road.
It was moved by Commissioner Coe and seconded by Commissioner Perry to accept staff's recommendation

PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 23, 1995
Scott Palinkas, 46768 Pala Road, Temecula, addressed the Commission speaking in opposition
to making this a 4-Way stop. He stated this road is a main artery to Pala and people living in
Valley Center. He suggested widening the road and making right turns so people can drive
to the park.
Commissioner Perry asked staff to study this area for a 90-day period due to the concern on
backed-up traffic.
TRAFFIC ENGINEER REPORT
Traffic Engineer Lauber presented the following:
* The interim Fire Station on the east side will be dedicated on March 31, 1995.
* Staff has been requested to look into an All-Way "Stop" sign at Margarita Road
and Murrieta Hot Springs Road. He will be pursuing this with the County.
* Commissioner Johnson inquired as to the status of the Winchester Road
/Nicholas Road traffic signal.
Traffic Engineer Lauber responded that the weather had delayed that construction, but will be
completed soon.
POLICE CHIEFS REPORT
Sergeant Brandt reported two (2) officers had been extremely busy due to a fatal accident in
the Temecula area.
Sergeant Brandt explained that the radar trailer is going to be very useful in tracking speed
violations. He would like to get local press coverage on the trailer to better educate the
community.
FIRE CHIEF'S REPORT
Battalion Chief Mark Brodowski reported on the following:
* Public Safety Day is in the planning stages.
* French Valley Fire Station will be completed by June of this year.
* Balloon and Wine Festival planning is taking place, 45,000 people are expected.
Goodhew Ambulance will be on site assisting.
COMMISSION REPORT
* Commissioner Guerriero asked about the raised medians in front of Margarita
Middle School. Traffic Engineer Lauber responded that when the traffic signal
is installed, a decision would be made about the benefit of constructing raised
medians.

Commissioner Guerriero asked about having reserves to work at the Balloon and
Wine Festival. Also, he would like to consider doing a video on driver fatigue
in cooperation with the Southern California Automobile Club.
Commissioner Coe expressed interest in the traffic study at Pala Road and
Rainbow Canyon Road. Traffic Engineer Lauber stated he has completed the
warrant counts and will place this on the signal priority list as soon as results
are received.
Commissioner Sander reported that John Warsing had contacted him to make
a presentation on Earthquake Preparedness and the construction of an on/off
ramp in the event of a collapse of the freeway. Commissioner Sander would

Commissioner Johnson said he has been contacted by residents who are
concerned with the flight patterns at the French Valley Airport. Traffic Engineer
Lauber stated that the City has no jurisdiction in that area.
Commissioner Perry requested that Larry Markham be invited to make a
presentation on the French Valley Airport Master Plan at the next Commission
meeting. Commissioner Perry also stated that the Riverside County Board of
Supervisors will meet on April 18, 1995 concerning the Airport.

RECOMMENDATION:

BACKGROUND:
Mr. Frank Klein, former City of Temecula Commissioner, volunteered to talk to the Commission
regarding Air Quality within the Temecula area. Mr. Klein has undertaken his research into current and
future Air Quality in southwestern Riverside County. There will be no formal report for review and all
topics covered will be for discussion only.

RECOMMENDATION:

BACKGROUND:
Commissioner Perry recommended that the French Valley Airport Master Plan be presented to the
Commission at the March 23, 1995 meeting. It was hopeful that a recommendation of approval could
be forwarded to the City Council prior to their communication with the County Board of Supervisors.
Due to the meeting schedules of this Commission and City Council, staff was not able to solicit input
from our Public/Traffic Safety Commission.
Commissioner Johnson also recommended that the French Valley Airport Master Plan be presented to
the Commission, at the April 27, 1995 meeting. The Commissioners felt that they should be informed
about the master plan even if they were not able to provide input.
Commissioner Perry offered to contact Larry Markham, or other persons familiar with the French Valley
Master Plan, to set up a presentation for this multi-modal transportation facility.

"No Parking" 9:00 a.m. to 11:00 a.m. on Corte Alamar and Calle Rio Vista
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for limited parking on Corte Alamar and
approve a parking restriction on Calle Rio Vista.
BACKGROUND:
On March 21, 1995 the City was presented with a petition requesting the installation of a limited parking
restriction on Corte Alamar and Calle Rio Vista. The request specified the restriction to be from 9:00
a.m. to 11:00 a.m. weekdays. The goal of the proposed restriction was to eliminate student parking
generated by Temecula Valley High School. Recently, students have been parking on both residential
streets blocking mail boxes and precluding refuse removal.
Previous to the submittal of this petition, the Traffic Division of the Department of Public Works had
received comments from two (2) residents regarding the schools overflow parking situation. We then
contacted the school district to verify the lack of on-campus parking. The school district was aware of
this problem and was already working on a resolution.
The Temecula Valley Unified School District (TVUSD) offered to convert the existing bus storage lot
from the High School to the new maintenance facility being built adjacent to the future Chaparral High
School site off of Winchester Road. This relocation would facilitate the striping of the extra parking area
to accommodate 144 extra vehicles. The school district informed me that approximately 35 vehicles were
parking on Corte Alamar or Calle Rio Vista because of the lack of on-campus parking.
We have worked with TVUSD to schedule this conversion between April 3, 1995 and May 1, 1995 in
order to take advantage of the school break. Forrest Thomas, Director of Transportation and Safety
Administrator, has promised to inform students about the expanded parking lot and to request them to
stay out of the neighboring residential areas.
In order to reduce the conjestion on Calle Rio Vista, we recommend eliminating parking over its entire
length. This road is used extensively for delivering students to campus, requiring many motorists to turn
around. If cars are restricted from parking along this roadway, the potential for incident will be reduced.
The removal of parked cars on Calle Rio Vista will increase sight distances and driver predictability.

"Stop" Controls on Milky Way Drive at Asteroid Way
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the installation of "Stop" controls on Milky Way
Drive at Asteroid Way.
BACKGROUND:
The Traffic Division was contacted regarding traffic safety in the Starlight Ridge neighborhood. The
major concern was that some intersections in the northeastern portion of Starlight Ridge do not have any
controls.
Most of the intersections without controls are local street "T" intersections. At these intersections,
motorists are required to yield to traffic if they are approaching on the steam of the "T". There is a
provision in the California Vehicle Code (CVC) which regulates the assignment of right-of-way (ROW)
at all "T" intersections.
The intersection of Milky Way Drive and Asteroid Way curren~y forms a four (4) way intersection
without any assignment of ROW. The Caltrans Traffic Manual describes seven (7) conditions which
indicate the possible need for stop controls. These warrants are listed below.
· Warrants for STOP Signs
Because the STOP sign causes a substantial inconvenience to motorists, it should be used only
where warranted. A STOP sign may be warranted at an intersection where one or more of the
following conditions exist:
1. On the less important road at its intersection with a main road where application of the
normal right of way rule is unduly hazardous as evidenced by accidents susceptible to
correction by STOP signs.
2. On a county road or city street at its intersection with a state highway.
3. At the intersection of two main highways. The highway traffic to be stopped depends on
approach speeds, volumes, and turning movements.
4. On a street entering a legally established through highway or street.
5. On a minor street where the safe approach speed to the intersection is less than 10 miles per
hour.
6. At an unsignalized intersection in a signalized area.
7. At other intersections where a combination of high speed, restricted view, and accident
record indicates a need for control by the STOP sign.
Staff has reviewed all conditions and found number 5 to apply to Milky Way Drive when approaching
Asteroid Way. Therefore staff recommends placing "Stop" signs with limit lines on Milky Way Drive
at Asteroid Way.

Flashing Beacons on Margarita Road for School Area Safety
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council authorize the purchase and
installation of solar-powered flashing caution signals at six (6) Temecula School sites.
BACKGROUND:
A great deal of concern has been expressed regarding pedestrian safety in our school zones. Some of it
is a direct result of driver inattention, and some from violation of the school zone speed limit. The
current signs in the school zones vary from one location to another. In addition, it may not be very clear
to the motorists when the 25 mph speed applies in the school zone areas. Therefore, it is being proposed
that flashing caution signals be installed at the beginning of each school zone along high speed roads.
Staff has obtained information from two (2) companies manufacturing solar-powered flashing caution
signals. It is proposed that such signals be installed at each school to clearly define the school zone and
the time when the 25 mph school speed zone is in effect. The caution signals would be activated and
deactivated by a time clock set for the hours specified by the Temecula Valley Unified School District
personnel.
The California Department of Transportation Traffic Manual states:
10-05.1 Functions of Flashing Yellow Beacons
Flashing yellow beacons may be installed to supplement standard school signing and markings
for the purpose of providing advance warning during specified times of operation when school
crossing problems exist (See Figure 10-6).
The system is operated by solar energy. The total number of units required to provide a system to the
six (6) schools is 13 solar powered flashing caution signals. The estimated cost including installation is
$6,1300 per unit. The total estimated cost for the labor and materials (complete installation) is $78,000.
Discussions were held with School District personnel regarding their participation in the costs. There
is a good possibility that it will be considered favorably.
HSCAL IMPACT:
Purchase of 13 solar-powered flashing units is approximately $78,000

Traffic Controls on Winchester Road at Jefferson Avenue and the 1-15
Northbound and Southbound Ramps
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council approve the installation of
"Traffic Control Officers" on Winchester Road at Jefferson Avenue and the Northbound and Southbound
1-15 ramps.
BACKGROUND:
The City of Temecula is considering utilizing traffic control personnel at the Interstate 15 interchange at
Winchester Road, subject to Caltrans approval and a satisfactory agreement with All Cities Management.
The traffic congestion at the above-mentioned intersections has been increasing. It is anticipated that
manually controlling the traffic will reduce current congestion and considerably improve the traffic
circulation in that portion of the City. The City experienced a similar problem in 1993 at Rancho
California Road and 1-15. To improve the condition at that location, the City retained the service of All
Cities Management to manually control the traffic. It is proposed that the same company be retained to
provide these services at Winchester Road and the intersections identified above. In recent discussion
with Mr. Farwell of All Cities Management, he stated that they would be willing to again provide such
service to the City of Temecula. The City Council requested that the agreement that we enter into,
should include a provision for cancellation at any time.
The proposal provides "Traffic Control Officers" between the hours of 3:00 p.m. and 6:00 p.m., with
two (2) officers at the intersection of Winchester Road with Jefferson Avenue, and one (1) officer at each
of the two (2) on/off ramps, total of four (4) officers or 12 man-hours per day.
The cost is estimated at $22.25 per man-hour. The daily cost is estimated at $267.
It is proposed that the Traffic Control Officers be utilized Monday through Friday until the completion
of the ultimate improvements at Winchester Road and 1-15 interchange.
The estimated completion date is January of 1997. Therefore, the total estimated cost for the use of
Traffic Control Officers is $104,130 for the entire period, with $8,010 for the remainder of the 1994-
1995 fiscal year.

Margarita road adjacent to the Temecula Valley High School for bus loading and unloading. The restriction
will be in place from 6:00 am to 4:00 pm weekdays.

Award Bid to Construct a Protected Left-Turn Lane on Ynez Road at Tierca Vista Road - Approved Staff
Recommendation (5-0-0). Project contracts are currently being executed.
Pronosal for Installation of Hashing Warning LiEhts in the Vicinity of Temecula Schools - Continued for 30
days to allow the Public/Truffle Safety Commission to review this proposal as well as to allow staff m pursue

Traffic Control on Winchester Road at Jefferson Avenue and 1-15 On/Off Ramps - Approved Staff
Recommendation with direction to the City Attorney to place a clause in the agreement that allows the contract
to be terminated if after a trial period it is shown to be unsuccessful. Further direction was given to refer this
program to the Public/Traffic Safety Commission for periodic review and monitoring (5-0-0).
Traffic Division Project Status:
Interim Traffic Signals - Margarita Road, Pala Road and La Paz Street at SR 79(S). Staff has held initial
meeting with all consultant to establish specific design elements for each signal plan.
The two (2) final prototypes needed to present Commission recommendations to City Council are being
constructed. We have held meetings to dlseuss the specific details recommended by the Commission.
The Temecula Valley Unified School District has created 144 additional parking spaces on the High School
Campus in an attempt to eliminate overflow parking into adjacent residential streets.
A prototype "Don't Drink & Drive" sign, proposed by the Temecula Community Partnership - Community
Committee has been ordered. This sign will be used to demonstrate the goal of beth the Temecula Community
Partnership and this Commission.
Capital Proiects Status:
The status of all transportation projects currently being managed by the Capital Projects Division of the Public Works
Department, are included in their monthly activity report, which is attached.

Commission Recommendations - From the Meeting of March 23. 1995:

Commissioner Coe recommended that staff be sure to place the intersection of Pala Road at
Rainbow Canyon Road, on our Traffic Signal Priority List. He felt that this location could
meet warrants in the near future and should be considered for additional controls.
Commissioner Guerriero
Commissioner Guerriero has found literature regarding Driver Fatigue Syndrome from the
depths of the Automobile Club of Southern California public information vault. He was told
that numerous educational brochures were sent to the High School soon after the tragic fatal
collision last year, in which two students lost their lives and four others were seriously
injured.
Providing the Commission with a collision report which summarizes the type and location
of accidents along major City streets. Based on current Division workloads, this information
could only be investigated for specific roadway sections.

I. WORK UNDER CONSTRUCTION:
1. Pala Community Park:
Construction began on August 15, 1994, and is approximately 90% complete.
Construction is expected to be completed by the middle of April, 1995 and the
maintenance period is expected to be completed by the end of July, 1995. The
hardscape, building, and utility substructure are complete. The majority of the work
remaining consists of landscaping the park and installing the site amenities such as
barbecues, benches and fencing. The project consists of the construction of a lighted
soccer field, tennis courts, basketball courts, restroom/concession stand, play areas
and parking.
2. Traffic Signal at Winchester Road (HWY. 79N) & Nicolas Road:
This project is complete and staff will recommend the acceptance of this project at the
May 9, 1995 City Council Meeting. This project provided an interim three-way traffic
signal to provide traffic control until the ultimate improvements in this area can be
constructed.
3. Traffic Signal & Vehicle Pre-Emption Installation:
This project is complete and staff will recommend the acceptance of this project at the
May 9, 1995 City Council Meeting. This project consisted of installing pre-emption
equipment at four signalized intersections and nine emergency vehicles.
4. Pala Road/Route 79S Interim Improvements:
This project is complete and staff will recommend the acceptance of this project at the
May 9, 1995 City Council Meeting. This project provided an exclusive right turn lane
for east bound traffic on Highway 79 South onto Pala Road.
5. Winchester Road Interim Ramo Improvements:
The contractor has completed his grading operation wilt install the curb & gutter on
both sides of Winchester Road. The contractor is now preparing for the placement of
the street base material and is relocating the traffic signal poles. The project will
consist of widening both the south and north sides of Winchester Road between
Jefferson Avenue and the I-15 south bound ramps. The existing traffic signals at
Jefferson Avenue and the south bound ramps will be modified along with the
landscaping and irrigation.

6. Traffic Signal at Margarita Road & Avenida Barca:
The traffic signal poles were delivered on April 11, and will be installed on April 13,
1995. This project is Federally funded and consists of the installation of a fully
actuated traffic signal, signing and striping at the intersection of Margarita Road and
Avenida Barca.
7. Moraga Road Street Widening:
On March 15, 1995 the City Council awarded the project to Ronald L. Harris. A pre-
construction meeting will take place by mid-April. This project includes the widening
and restriping of Moraga Road between Margarita Road and Rancho California Road,
extending the two double box culverts an outlet structure, channel grading and
landscaping.
8. Sports Park Parkinq and Skate Board Park:
The bid opening is scheduled for 4:00 p.m. April 13, 1995. Construction is expected
to begin by the middle of May, 1995 and be completed by November, 1995. The
improvements include grading, installation of irrigation, landscaping, roller hockey rink,
skateboard park, sidewalk, rest room facility and parking lot.
I1. WORK IN DESIGN
1. I-15/Winchester Road Interchange Modifications:
The Project Report was approved by Caltrans on January 25, 1995. The plans and
specifications have been signed by Caltrans. The City has obtained the services of
Riverside County to assist in the acquisition of right-of-way. The project is on
schedule for bid advertisement in May, 1995.
2. Walcott Corridor:
The consultant is presently revising the plans and expects to return the third plan
check by the end of April. The project will provide for two (2) travel lanes (total of
32' of pavement width) within the 66' wide dedicated right-of-way. The alignment
will follow the existing right-of-way and accommodate a 30-mph design speed. The
total length of the project is approximately 8,500 feet. This project wiII also include
the relocation of Rancho California Water District's existing water main.

3. Sam Hicks Monument Park Improvement Project:
The City has received approval from the Riverside County EDA to solicit construction
bids. The bid opening will be scheduled for the end of May, 1995, The construction
activities are to be coordinated with the construction of the museum and church
renovation projects. The improvements include the construction of a 950 square foot
concession stand and rest room facility, an asphalt parking lot, landscaping and
irrigation improvements, and assorted park site amenities.
4. Rancho Vista Road and Mira Loma Drive Sidewalk Improvements:
This project is funded from Senate Bill 821 funds for Fiscal Year 199a~-95. The project
consists of the installation of approximately 14,600 square feet of sidewalk on the
northerly side of Rancho Vista Road between Mira Loma Drive and Santa Suzanne
Drive, the easterly side of Mira Loma Drive between Rancho Vista Road and Santa
Cecilia Drive, and the southerly side of Rancho Vista Road east of Avenida de la Reina.
This project is in the early stages of design and is expected to be out to bid by the end
of May, 1995,
5. Solana Way Storm Drain Improvements - RFP No. 26:
Albert A. Webb Associates has been selected to provide design engineering services
for the Solana Way storm drain improvements (Ynez Road to Acacia Park Resort
Apartments). The improvements to be constructed include, but not limited to grading,
main line storm drain, utility relocations, misc, structures, erosion control, and traffic
control.
6. I-15/Rancho California Road Interchange Modifications:
The project plans and specifications are approximately 60% complete and will be
resubmitted to Caltrans after the consultant completes the plans for the northbound
off-ramp using the option which includes a 2:1 slope design and the purchase Of
additional right-of-way.
7. I-15/Overland Drive Overcrossing Improvements:
The Project Report and Project Study Report have been reviewed and approved by
Caltrans. The plans and specifications were submitted to Caltrans for final review on
Friday, January 13, 1995 and comments have not been returned to the consultant.
The structural plans have been submitted to Caltrans (Division of Structures) on
Friday, January 6, 1995 for review and comments have been sent to J.F. Davidson's
structural engineer for incorporation into the plans. The consultant preparing the legal
plats and descriptions of the properties that need to be acquired,

8. Temecula Middle School Lighting Project:
A professional services contract was awarded to Dream Engineering, Inc. to prepare
the plans and technical specifications for the sports field lighting at the Temecula
Middle School. The engineer has submitted the plans and specifications to the City
and the Office of the State Architect for first plan check comments. The engineer is
awaiting the comments from the State Architect's Office before submitting the
revisions to the City. The Plans and Specifications are expected to be ready for the
solicitation of bids by June, 1995.
9. Emergency Generator:
A professional services contract was awarded to RWR Pascoe to prepare the plans
and technical specifications for the emergency generator to be constructed at the
Community Recreation Center. The engineer has submitted the plans and
specifications to the City for first plan check and will be receiving the City's comments
by the middle of April, 1995. The Plans and Specifications are expected to be ready
for the solicitation of bids by June, 1995.

POLICE ACTIVITY REPORT FOR MARCH~ 1995
The following report reflects Part I Crimes, traffic
activity, and miscellaneous activity occurring in the
City of Temecula during March of 1995.
As in past monthly reports, the Part One Crime statistics
are broken downby individual districts within the City.
This provides stable parameters for monitoring criminal
activity within the City, and is useful in planning
police resource deployment.
Traffic citations issued 'for hazardous violations
increased over both February, 1995 and March, 1994.
Arrests for driving under the influence remained steady,
but are expected to increase next month with the
temporary redirection of Temecula's Special Enforcement
Team to apprehension of alcohol and drug impaired

Arrests for virtually all narcotics offenses increased
over March of 1994, while rates of reported property
crimes remained consistent with last year's figures. The
twenty percent decrease in reported burglaries over
March, 1994 is viewed as statistically insignificant, and
not indicative of a trend.

March 1995 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of March, 1995.
This month, our main emphasis was on the completion of the Interim Fire Station # 84 in
time for the scheduled April 1, 1995 dedication coremonies. From beginning to end, we had
about 2 1/2 months to make it happen. The team work and support from all sections of the city
staff was outstanding. We now have in place a workable fire facility to serve the East side of
Temecula until the new permanent fire facility is constructed.
In addition, the new fire engine purchased by the City for Station 84, was delivered to the
Riverside County Fire Department headquarters in March. Since the County of Riverside
ordered 17 new fire engines to keep up with the modernization of the fleet, the City was able
to piggy back a one engine order onto to the county' s for a substantial discount.
Finally, all of the City dedicated fire vehicles now have traffic signal pre-emptive emitters.
These emitters enhance the responding emergency vehicles right of way by turning all of their
traffic signals green in the direction they are responding while turning all cross traffic signals
red. This, hopefully, will help keep response times to a minimum and enhance response safety
as well.
Fire crews continue their mandatory multi-company fire training drills within the City. If
you happen to see several fire engines assembled behind the Target Shopping Center, or behind
Mervyns, chances are they are training to keep their skills up to a peak level.

Planning began for this years Balloon and Wine Festival at Fire Station 73. The organizers
and public safety players annually plan to make each years event more efficient and safe for all
participants and guests.
Dally emergency response and fire prevention activities continue as per the attached graphs
and chart. Fire department personnel are participating in as many public relations and education
events as time allows, consistent with their emergency response and fire prevention work loads.
