RECOMMENDATION:
4.1 That the Temecula Police Department implement a plan of consistent speed enforcement,

for Asteroid Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross
Road.
4.2 That the Public/Traffic Safety Commission approve the installation of stop controls on

PUBLIC/TRAFFIC SAFETY COMMISSION
JULY 27, 1995
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to
order on Thursday, July 27, 1995, 7:00 P.M., at the Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California. Chairman Johnson called the
meeting to order.
PRESENT: COMMISSIONERS: Guerriero, Perry, Johnson, Sander

Also present were Traffic Engineer Marty Lauber, Lieutenant Domenoe, Sergeant Brantit,
and Recording Secretary Joan Price.
Chairman Johnson led the flag salute.
Chairman Johnson called for Public Comments on non-agenda items.
PUBLIC COMMENTS
Pam Braun, 2005 Via Santee, Murrieta, and Sandy Forguson, 42994 Agena
Street, Temecula, representing Temecula Valley Union School District
Transportation Department, spoke on drivers making illegal traffic maneuvers
at Temecula Valley High School and Rancho Elementary School before and
after school. A video presentation was shared as well as written background
on the traffic problems at the schools. Both speakers urged the Commission
to assist in requesting police department coverage and helping with
solutions.
Lieutenant Domenoe and Commissioner Guerriero responded by providing
information on the Ad-Hoc Committee set-up to study the high school traffic
problems. The Committee includes representatives of the Temecula School
District.
Commissioner Guerriero stated he was in favor of an education program for
parents dropping students off and hoped City Council would approve the
warning sign flashers recommended by the Commission to be located on all
arterial approaches to the schools.
Commissioner Guerriero and Commissioner Perry, members of the
committee, will contact Ms. Braun and Forguson with the time and location
of the next Ad-Hoc meeting.
PUBLIC/TRAFFIC COMMISSION MEETING

Bullet Anderson, 40101 Avenue La Cresta, Murrieta, Rancho Recycled
Products, spoke concerning street signs. Mr. Anderson demonstrated a
prototype street sign manufactured by his company of recycled plastic.
Traffic Engineer Lauber responded there is a standardized sign design
approved by the Commission and he will work with Mr. Anderson on this.
Commissioner Johnson recommended that Mr. Anderson submit his recycled
sign product to the City.
CONSENT CALENDAR
Minutes of June 22, 1995
It was moved by Commissioner Perry and seconded by Commissioner
Guerriero to approve Consent Calendar item 1.1, the minutes of June 22,
1995, with the following correction:
ADD - Commissioner Johnson was granted an excused absence for the June
22, 1995 meeting of the Commission.

COMMISSION BUSINESS
2. Community Safety Day
2.1 Discussion Only:
Commissioner Guerriero reported on Community Safety Day which will be
held on November 4, 1995, at the CRC. Agencies such as the Triple A,
Border Patrol, Fire Department, Police Department, CHP and Red Cross will
be participating in demonstrations and displays on various aspects of safety.
Commissioner Sander expressed concern regarding the cooperation of the
school district to utilize school facilities during an emergency,
Commissioner Guerriero stated this has been discussed and the school
district has been invited to participate.

Commissioner Johnson stated the Commission should be made aware of the
City Emergency Plan and requested Traffic Engineer Lauber place this item
on a future Commission meeting agenda.
3. Traffic Safety Brochure
3.1 Review and Discussion Only
Traffic Engineer Lauber presented a draft brochure for review and changes
the Commission would like to recommend. He advised 1,000 copies will be
printed and completed quickly and Commissioners wishing to make
modifications or changes need to contact him as soon as possible.
Commissioner Johnson asked Engineer Lauber for a schedule of dates and
locations for the Radar Trailer.
Commissioner Sander stated that several residents had expressed being in
favor of a 4-way stop at Nicolas/Winchester Roads. Engineer Lauber stated
there is a delay factor to consider on a 4-way stop,
TRAFFIC ENGINEER'S REPORT
Traffic Engineer Lauber presented the Traffic Engineer's Report which included the
following:
Speed profiles requested by Commissioner Guerriero on
Rancho California Road between Margarita and Butterfield
Stage Roads.
City Council actions on Public/Traffic Safety Commission
recommendations.
* Traffic Division project status and Capital Projects status.
Commissioner Perry commented on the following:
His exasperation concerning the denial by City Council of the
"Green Curb" on the east side of Jefferson, and requested the
background on this item.
He recommended the views of the Commission be submitted
to the Council as back-up to traffic related agenda items.

Commissioner Guerriero commented on the following:
The "No Parking" hours of 9:00 A.M. - 12:00 P.M. on Calle
Rio Vista approved by the Council is inaccurate and a waste of
signage, and police officer time.
He recommended a representative of the Commission be in
attendance at City Council meetings for traffic items,
Commissioner Johnson recommended that any background information on
traffic related items to be acted on by the City Council, be given to the
Commission for review.
Commissioner Perry proposed the Commission be represented at Council
meetings when a traffic item is on the agenda.
Commissioner Johnson volunteered to be the first Commissioner to attend
the City Council meeting to support traffic related agenda items.
Commissioner Sander asked if the Solar Operated Warning signs had been
approved by the Council. Engineer Lauber responded that he had been
working with the school district because the School Board has to allocate
funds for the warning signs. The Commission recommended going ahead
with the warning signs, if the funding is resolved.
Traffic Engineer Lauber stated the Department of Public Works had ordered
"12 Month School" signs to be installed at Rancho Elementary School as a
test program.
Commissioner Johnson recommended staff consider a right turn only sign
east bound on Winchester Road. Engineer Lauber responded that staff is re-
designing Enterprise Circle West of Jefferson Avenue and this will be
brought back to the Commission.
Commissioner Perry recommend staff consider a double right hand turn lane
North bound on Jefferson Avenue at Winchester Road. Lieutenant Domehoe
responded the Police Department is not in favor of that idea. Engineer
Lauber will take the matter to staff as a separate issue.
Commissioner Johnson commented that until the Winchester Road Bridge is
completed, no changes should be considered.
Engineer Lauber shared the proposed design for Winchester Road and
Enterprise Circle.

Commissioner Johnson requested the construction schedule for widening of
the Winchester Road Bridge. Engineer Lauber responded it may take 3-4
months to complete.
POLICE REPORT
Sergeant Brandt reported on the following:
Citations and non-injury accidents are down for the month, and
D.U.I citations are up.
Operation SCARE is off to a good start. Various officer units
came together to cite 6 D.U.I's in one night.
Officers have given numerous citations on Hwy 79 for
excessive speed.
The next SCARE Operation is scheduled on Ynez Road by
Towne Center on August 12.
Commissioner Johnson commented that Operation SCARE had been well
done and appreciated the invitation to observe the operation.
Commissioner Perry commented the Commission had not been invited to the
Police Officers Awards Banquet and would appreciate future invitations for
upcoming events.
Commissioner Sander commented on his observation of 2 motorcycle
officers riding side by side and asked if this was department procedure.
Lieutenant Domenoe responded that it was not common practice but working
in pairs has been successful.
FIRE CHIEFS REPORT
Battalion Chief Mark Brodowski was on duty due to a fire in the area, a written report was
submitted.
COMMISSION REPORT
Commissioner Guerriero thanked Lieutenant Domenoe for the
invitation to Operation SCARE and thanked Chief Brodowski
for spearheading the Community Safety Day.
Commissioner Perry also thanked the Lieutenant for the
invitation to SCARE.

Commissioner Sander commended the Fire Department for
quick and efficient work involving his wife's accident and also
the rescue of a child injured in his neighborhood. He stated
the cooperation was wonderful between the police department
and the fire department helicopter.
Commissioner Johnson requested a list of Radar Trailer
locations. He recommended Via Monte, north of Avenida Del
Sol. Engineer Lauber responded this may already be on an
addendum list.
Commissioner Johnson commented on a letter written in the
Californian stating the blocked intersection at Winchester Road
and Jefferson Avenue is a continuing problem.
It was moved by Commissioner Perry and seconded by Commissioner Guerriero to adjourn
the meeting of the Public/Traffic Safety Commission at 8:55 P.M.
The next meeting of the Public/Traffic Safety Commission will be held on Thursday, August
24, 1995 at 7:00 P.M., Temecula City Hall, Main Conference Room, 43174 Business Park
Drive, Temecula, California.

Dual Left Turns for Southbound Margarita Road at Rancho Vista Road
RECOMMENDATION:
That the Public/Traffic Safety Commission approve additional parking restrictions on Margarita Road
north of Rancho Vista Road to facilitate proposed traffic signal modifications.
BACKGROUND:
On February 22, 1995 the Traffic Division of the Department of Public Works received a phone call
requesting the modification of the Margarita Road/Rancho Vista Road intersection to accommodate two
(2) southbound left turn lanes. City staff has also felt this to be an appropriate upgrade to intersection
level of service.
Staff has completed a comprehensive review of existing traffic signal and roadway configurations in order
to gage the scope of work necessary to make the conversion. The north leg of this intersection would
need a completely new set of traffic signal loop sensors and 500 feet of striping changes. A lane
utilization sign would be placed on the existing signal mast arm (overhead pole) and parking would need
to be restricted adjacent to the striping modifications. Currently the north leg has a 12 foot parking/bike
lane and an exclusive right turn lane.
Staff feels that this intersection improvement would not only improve the immediate level of service
(L.O.S .) at the intersection of Margarita Road and Rancho Vista Road, but would also help accommodate
future increases in High School generated traffic and eventual development of all City land uses.

Stop/Yield Controls for Costain Homes Neighborhood near Meadowview
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the installation of a "Stop" sign on Via Savilla at Via
La Vida and a "Yield" sign on Avenida Sonoma at Cone Cantera.
BACKGROUND:
On April 26, 1995 staff received a letter requesting the review of intersection controls at the intersections
of:
Via Savilla at Via La Vida
Avenida Sonoma at Cone Cantera
Vista Ladera at Via Sevilla
All three (3) of these intersections are local street "T" intersections. At these intersections, motorists are
required to yield to traffic if they are approaching on the steam of the "T". There is a provision in the
California Vehicle Code (CVC Section 21800 b(1) attached) which regulates the assignment of right-of-
way (ROW) at all intersections. If sight distance limitations exist, the posting of stop or yield signs are
advised.
The intersection of Vista Ladera at Via Sevilla affords yielding vehicles approaching on the terminating
leg increased visibility due to being located on the outside of a continuous curve. Currently there is some
vegetation partially obstructing one approach. City staff will be issuing a letter requesting the property
owner to trim the bushes adjacent to Vista Ladera to improve sight distances. All approaches meet the
10 MPH safe approach speed criteria as listed in the control warrants published by the California
Department of Transportation (Caltrans). Besides the proposed sight distance improvements requested,
staff recommends no other action at this intersection.
The intersection of Cone Cantera and Avenido Sonoma also affords the through vehicles the right-of-way
at this "T" intersection. Even though the safe approach speed on Avenida Sonoma is slightly greater than
10 MPH, staff feels that it would be appropriate to remind drivers of the existing right-of-way assignment
by placing a "Yield" sign. One leg of the through roadway does cul-de-sac a short distance from the
intersection which might confuse motorists as to proper right-of-way assignments. Although the collision
history of three (3) years does not indicate a collision problem, staff has received numerous reports of
near misses at this corner.
The approach to Via La Vida from Via Savilla does not provide for appropriate decision time when
traveling at 10 MPH. The geometries of this intersection require motorists to yield to both through legs
and should be emphasized by placing a stop sign and limit line.

Intersections
21800. (a) The driver of a vehicle approaching an intersection shall
yield the right-of-way to any vehicle which has entered the intersection from
a different highway.
(b) (1) When two vehicles enter an intersection from different highways
at the same time, the driver of the vehicle on the lef'c shall yield the right-of-
way to the vehicle on his or her immediate right, except that the driver of any
vehicle on a ter-,inating highway shall yield the right-of-way to any vehicle
on the intersecting continuing highway.
(2) For the purposes of this section, 'terminating highway~ means a
highway which intersects, but does not continue beyond the intersection,
with another highway which does continue beyond the intersection.
(c) When two vehicles enter an intersection from different highways at
the same time and the intersection is centrolled from all directions by stop
signs, the driver of the vehicle on the left shall yield the right-of-way to the
vehicle on his or her immediate right.
(d) (1) The driver of any vehicle approaching an intersection which has
official traffic control signals that are inoperative shall stop at the
intersection, and may proceed with caution when it is safe to do so.
(2) When two vehicles enter an intersection from different highways at
the same time, and the official traffic control signals for the intersection are

Starlight Ridge Traffic Study
RECOMMENDATION:
That the Temecula Police Department implement a plan of consistent speed enforcement, and
the Department of Public Works regularly schedule the Radar Trailer Display unit for Asteroid
Way, Cosmic Drive, Agena Street, Santa Cecilia Drive and Southern Cross Road.
That the Public/Traffic Safety Commission approve the installation of stop controls on Agena
Street at Santa Cecilia Drive.
BACKGROUND:
At the June 22, 1995 meeting of this Commission, staff brought forward a recommendation to place stop
controls on Agena Street at Santa Cecilia Drive (agenda report attached). After the staff report by Joseph
Kicak, Director of Public Works/City Engineer, the item was opened for public comment. Ken
Bruckman representing the Starlight Ridge Home Owners Association presented the Commission with
additional information which is attached. Although his memo covered a lot of issues, the four (4)
predominant traffic issues were:

The main roadway in Starlight Ridge are being used as a short cut.
Vehicle speeds are a problem.
The existing vehicle volumes are a problem.
Request to extend Moraga Road through to Mira Loma Drive.
I would like to respond to each of these concerns separately and then present our recommendations for
the entire area.
In order to determine the exact number of cut-through traffic for the Starlight Ridge area,
although not impossible, it would take a major effort completely out of the scope that could be
provided by current City staff. To gage the overall roadway use compared with street capacity,
estimated trip generation was calculated. Each single family resident is foretasted to generate
approximately ten (10) trips per day.
Staff has counted only single family residence in Starlight Ridge and came up with
approximately 570 homes. Using this number, we can estimate that these homes could generate
about 5,700 trips per day without including the apartments on the far east and west ends of the
study area. If our counters only registered 50% of all internally generated trips (local not cut-
through) we would have registered 2,850 vehicles per day. As shown in Table "A" , we counted
2,963 vehicles per day. On a real general basis, this seems to indicate no or very little short-cut
traffic not generated within Starlight Ridge. All public streets are provided for anyone to use
on whatever paths they select.

Speeds were collected on the five (5) local collector streets shown on Exhibit "A" location map.
Table "A" identifies each of the associated crkical speeds (85th percentile) surveyed by direction.
For an area with a residential prima facia speed limit of 25 MPH, our survey was disheartening.
Since our data collection effort in 1994, both Police Department and Public Works have made
an effort to reduce speeds on Cosmic Drive specifically. Staff has posted the residential speed
limit of 25 MPH on Cosmic Drive and requested police enforcement. We have recently located
the Radar Trailer Display unit on Cosmic Drive to gage its effectiveness on speed when
surveyed a week later. Police enforcement was asked to stay away from this area from July 21,
1995 so it would not influence results. Table "B" shows the collision history for this area.

Directional 24 hour volumes are also shown on Table "A" for all roadways. All streets in this
area indicate exceptional low volumes except Cosmic Drive. The 1,017 car per day on Cosmic
Drive reflects about 15% below the 1,200 cars a day indicating acceptable roadway service
levels.
IV.
Based on existing developments and the circulation element of the City's General Plan, the
extension of Moraga Road from Rancho California Road to Mira Loma Drive is not in our
future. The existing topograph would also be a major obstacles.
As requested by Commissioner Guerriero, the City's Speed Undulation Policy is attached. Since the
required traffic volumes are not reached for any of our subject streets, these roadways would not be
eligible for implementation of speed undulations. Other factors such as roadway widths and grades could
also disqualify these streets and have not been evaluated.
Based on the reduction in speeds on Cosmic Drive over the past year, staff recommends implementing
a program of consistent speed enforcement, a regular schedule of placing the City's Radar Trailer Display
unit on all five (5) subject streets. We also recommend posting stop controls on Agena Street at Santa
Cecilia Drive.

Stop Controls on Agena Street at Santa Cecilia Drive
RECOMMENDATION:
That the Public/Traffic Safety Commission approve the installation of stop controls on Agena Street at
Santa Cecilia Drive.
BACKGROUND:
The Traffic Division was contacted regarding traffic safety in the Starlight Ridge neighborhood. The
major concern was that some intersections in the northeastern portion of Starlight Ridge do not have any
controls. More specifically, the Traffic Division was asked to evaluate the intersections of; Santa Cecilia
Drive, Agena Street, Cosmic Drive and Asteroid Way.
Three (3) of these intersections are local street "T" intersections. At these intersections, motorists are
required to yield to traffic if they are approaching on the steam of the "T" . There is a provision in the
California Vehicle Code (CVC) which regulates the assignment of right-of-way (ROW) at all "T"
intersections. If sight distance limitations exist, the posting of stop or yield signs are advised. All three
(3) intersections have good approach visibility.
The intersection of Agena Street and Santa Cecilia Drive currently forms a four (4) way intersection
without any assignment of ROW. The Caltrans Traffic Manual describes seven (7) conditions which
indicate the possible need for stop controls. These warrants are listed below.
· Warrants for STOP Signs
Because the STOP sign causes a substantial inconvenience to motorists, it should be used only
where warranted. A STOP sign may be warranted at an intersection where one or more of the
following conditions exists:
1. On the less important road at its intersection with a main road where application of the
normal right of way rule is unduly hazardous as evidenced by accidents susceptible to
correction by STOP signs.
2. On a county road or city street at its intersection with a state highway.
3. At the intersection of two main highways. The highway traffic to be stopped depends on
approach speeds, volumes, and turning movements.
4. On a street entering a legally established through highway or street.
5. On a minor street where the safe approach speed to the intersection is less than 10 miles per
hour.
6. At an unsignalized intersection in a signalized area.
7. At other intersections where a combination of high speed, restricted view, and accident record

Stop Controls on Agena Street at Santa Cecilia Drive
ADDITIONAL BACKGROUND:
The purpose of this report is to provide additional information on the traffic problems that continue
to occur in the Starlight Ridge area, or more specifically, on the Mira Loma-Santa Cecilia-Cosmic
Drive "speedway". These neighborhood streets are being used as a short-cut by two groups of
drivers:
1 .) Teachers, School Administrators, and Parents of Students at Vail Elementary School (who live
in any area north of the school) as they go to and from the school.
Vail Elementary School is a year-around school and there are no sidewalks so this traffic is mixing
with elementary school children walking in the street to and from Vail Elementary School.
2.) Residents of the At~artments, Duplexes, and Houses surroundin~ Mira Loma Dr. and Area south
of Rancho Vista Drive as they go to and from Rancho California Rd.
Among this second group is a substantial number of young, aggressive males who have no regard for
the children in the area. They like to chase each other through these streets and often appear to
be under the influence of drugs or alcohol (see attached Press Enterprise article dated 6/22/94).
Among the known incidents that have taken place in the last 3 years are as follows:
1.) Drunk driver smashes into 4 cars on Santa Celilia Dr., pushing one of them into homeowner's
garage. Homeowners have seen the man drive by their house repeatedly since then, staring at
them as he goes by. (Early 1995)
2.) Doe run over and killed on Cosmic Dr. between Santa Cecilia and Rancho California Dr.
(Summer 1994)
3.) Assault with a deadly weapon at intersection of Santa Cecilia and Cosmic Drive. Two drivers get
into altercation, one driver attacks other with knife. (Summer 1994)

7.) Many other near-tragedies that have gone unreported.
A traffiq study was conducted approximately one year ago (see attached letter from Hasib Baha
dated August 17, 1994, along with speed data for 6/22/94). The city has installed "25 MPH" speed
limit signs (in front of my house). There has also been selective monitoring (using a radar trailer)
and occasional radar enforcement (by motorcycle police officer).
However, the volume and speed of the traffic continues to be a problem for many homeowners in
Starlight Ridge, particularly along Cosmic Dr. and Santa Cecilia. Once again, these are
neighborhood streets with lots of kids walking on the streets to and from the Vail Elementary
School These streets are being used, in large part, by people from outside the neighborhood, as a
short-cut.
Efforts to date, while beneficial, have done little to reduce the speed, or particularly, the volume of
traffic on these streets. Any efforts by Traffic Safety Commission to provide a long-term solution
to this problem would be greatly appreciated.
One possible long-term solution might be to extend Moraga Rd. through to Mira Loma Dr. Another
might be to install physical barriers to prevent traffic from using this Mira Loma-Santa Cecilia-
Cosmic Dr. short-cut.

Dear Mr. and Mrs. Bruckman:
This letter is a follow up to our letter dated July 1, 1994 and a response to your letter dated June 22,
1994. In your letter you showed concerns about speeding motorists on Cosmic Drive near Santa
Cecilia Drive, making left turns from Cosmic Drive into westbound Rancho California Road, and
establishing sidewalks on Santa Cecilia Drive.
As promised, I have installed two speed/volume counters to study the speed profile of vehicles
travelling on Cosmic Drive and Santa Cecilia Drive. These counters have recorded speeds from June
22, 1994 to June, 27, 1994. One counter was installed about 400 feet west of Cosmic Drive on Santa
Cecilia and the other counter was approximately 400 feet north of Santa Cecilia Drive on Cosmic
Drive. Speeds recorded on Cosmic Drive were significantly higher. The data from both counters is
attached for your review.
ANALYZING DATA:
Cosmic Drive and Santa Cecilia Drive are residential streets.
According to California Vehicle Code (22352 b.1) residential streets have a
prima facie speed limit of 25mph.
The data on Cosmic Drive shows an unusually high number of vehicles travelling in
excess of 30 miles per hour. (See attached data)
An All-Way "Stop" sign is not warranted at this intersection based on the average
daily traffic (volume). Please see the attached Cultruns Warrants for an All-Way Stop
sign installation.
As part of our signal priority listing we will be ranking the intersection of Rancho
California road and Cosmic Drive.
RECOMMENDATION:
Based on the obtained data and field investigations, we feel that installation of "25 MPH" speed limit
signs at Cosmic Drive along with selective Police enforcement could reduce speeding violations at this
intersection. In addition, The City of Temecula is currently developing a Neighborhood Traffic
Awareness Program to educate motorists as to their speed on public streets. We are in the process of
obtaining a radar-trailer which will inform the drivers of their velocity by displaying the exact speed
when approaching the radar trailer. The posted speed limit is shown just above the vehicle speed for
comparison. We will be glad to put your name on our radar-trailer study list if you would like to
volunteer to monitor speed limit compliance. We believe the installation of a radar-trailer could help
reduce the speed of the motorists on Cosmic Drive.

SPEED UNDULATION POLICY
Prior to the construction of speed undulations, the subject street section shall meet the
following criteria:
1. A "Speed Undulation Petition" signed by at least sixty-five percent (65%) of the
affected property owners shall be filed with the City of Temecula Department of Public
Works, Traffic Engineering Division.
The average daily traffic shall range between 1,200 - 2,500 vehicles in a twenty-four
(24) hour period.
The speed limit shall be no greater than twenty-five (25) mph as determined by State
law.
At least sixty percent (60%) of the surveyed vehicles are exceeding the twenty-five
(25) mph speed limit.
The subject street:
a. Shall not be over forty (40) feet wide, unless approved by City Engineer.
b. Shall not be more than two (2) traffic lanes.
c. Shall not have a grade greater than five percent (5%) in the section where
undulations are to be constructed.
d. Shall be at least one quarter (~/4) mile in length.
e. Shall not have severe vertical or horizontal alignment features.
f. Shall not be a truck route or transit route.
g. Shall not be an important access route for emergency vehicles.
h. Shall not be listed on the City Circulation Plan, unless approved by City
Engineer.
The distance between undulations shall range between 200 - 250 feet, unless
approved by the City Engineer.
Undulations shall not normally be constructed in isolated blocks along a continuous
street or on a relatively short (< 800') cul-de-sac.
Undulations shall be constructed per the City of Temecula Standard Drawing.
Location of undulations shall be discussed with the School District and Fire Department
and report back to Commission.
Undulations are still experimental roadway features; therefore, additions, alterations
or removal of any undulation may occur at any time.

Changing the location of undulations on a street, or the removal of undulations, may be
considered when all the findings listed below are made by the Commission:

2. Undulations were placed in a location conflicting with adopted guidelines.
3. There is evidence that the original location is no longer in the best interest of the
community.
4. There is a petition signed by at least sixty-five percent (65%) of the affected property
owners in favor of removal.
5. Undulations have been installed for at least two (2) years.
Removal of undulations which have been installed for less than two years will only be
considered if the City is compensated by those requesting removal for the full cost of the
original installation, including design, construction and inspection.
The original installation and maintenance of the undulations will be financed as all other signs,
striping and pavement features.

Traffic Division Project Status:
Interim Traffic Signals - Margarita Road, Pala Road and La Paz Street at SR 79(S). Staff has received traffic signal
plan check comments back ~'om Caltrans and has forwarded then to the appropriate consultant teams for inclusion and
directed them to re-submit as soon as possible.
Staff has sent out Requests for Proposals for the Area Wide Intelligent Traffic Management System. This Gram was
approved by the CMAQ beard for approximately $500,000 to interconnect and coordinate 30 traffic signals with direct
communications from City Hall.
Staff is investigating City Council suggestions for physical modifications to the intersection of Winchester Road and
Enterprise Circle South. In order to gather the appropriate public input, we have set up a workshop for Thursday,
September 21, 1995 at 6:00 p.m. Because this process will take some time, staff will be bring our temporary
improvement of a trap right turn lane back to City Council. Staff will bring additional recommendations back to the
Commission for direction to City Council.
Staff has met with contractors to request proposals for creating a protected right turn overlap phase for northbound
Jefferson Avenue and Winchester Road. This will allow northbound right turns to move continuously during the
existing westbound phase.
Staff is researching opportunities to purchase a computer based accident reporting system which will reduce police
and Public Works efforts to keep abreast of immediate collision profiles. All software being evaluated will be able
to create collision diagrams and statistical tables with a push of a button.
f. Staff is working with the School District to modify the striping on Margarita Road at their new Maintenance Facility
access, north of Winchester Road.
Working with the developer of Paloma Del Sol to incorporate school area traffic controls associated with the recently
opened Elementary School. As soon as project roadways are accepted by the City, staff will bring the Commission
recommended speed limits to the City Council.

Have reviewed traffic signal modification plans for Rancho California Road at Town
Center related to the adjacent church Improvements.
I1. DIVISION PROJECTS:
Traffic signal plans have been submitted to Caltrans for the Intersections of State
Route 79(S) with Pala Road, La Paz Road, and Margarita Road. Once comments are
received, all consultants will complete plans and finalize the design portion for the
projects.
We have received seven technical proposals for our Citywide Traffic Device
inventory. We will be evaluating and ranking all firms in preparation for
recommendation to City Council.
We received and supplied comments for the Draft NON-MOTORIZED
TRANSPORTATION PLAN for the Western Riverside County Region. This completed
Phase 1, needs assessment, with a proposed subregional transportation network,
policies, programs, funding guidelines and implementation measure to the included
in Phase 2.

CAPITAL IMPROVEMENT PROJECTS

I. WORK UNDER CONSTRUCTION:
1. Pala Community Park:
Construction has been completed and the maintenance period will be completed on
August 24, 1995, Dedication ceremonies for opening the park to the Public are set
for August 24, 1995.
2. Moraqa Read Street Wideninq:
The contractor is currently grading the downstream portion of the channel. Widening
of the west side of Moraga Road will begin next week. The construction is expected
to be completed by the end of September.
3. SI3orts Park Parkincl and Skate Board Park:
The Contractor has completed construction of the reinforcing cap over the MWD
water line and has started the grading for the roller hockey rink, the skateboard park
and the parking lots. The contractor will start underground utilities by the end of
August and will start construction of the rest room buildings at the beginning of
September. The project is expected to be completed by February, 1996.
4. Solana Way/I-15 Sewer (CFD88-12/EMWD):
The sewer main has been installed. The contractor is back filling and is cleaning the
construction areas. The project is expected to be completed in two weeks.
5. Temecula Middle School Lightinq Project:
The bids were opened on June 29, 1995 and the contract has been awarded to
Building Energy Consultants. Construction is expected to start by August 14, 1995.
Long lead items have been ordered and a pre-construction meeting has been held to
coordinate school operations and utility installations. The contractor will start
trenching and locating conduits on August 14, Construction is anticipated to be
complete by September 15, 1995.
6. Rancho Vista Road and Mira Loma Drive Sidewalk Improvements:
A pre-construction meeting is expected to be conducted once the contractor submits
his bonds and insurance. The contract time for this project is 30 working days.

1. Sam Hicks Monument Park Improvement Project:
Construction bids were opened on July 20, 1995. Staff will recommend the award

2. Walcott Corridor:
The bid opening for this project will be on August 17, 1995. The project will provide
for the realignment of an underground waterline and a paved road surface on Nicolas
Road, Calle Giraslo, Calle Chapos, Walcott Lane and La Serena Way. This project
should start by mid-September and be completed by June, 1996.
3. Solana Way Storm Drain ImDrovements:
The bid opening for this project will be on August 17, 1995. This project will
eliminate surface storm water by connecting the storm drain pipes on the south side
of Solana Way from Acacia Park Resort Apartments to Ynez Road. The project ,~hould
start by mid-September and be completed by the end of November.
III. WORK IN DESIGN
1. I-15/Winchester Road Interchange Modifications:
The plans and specifications have been approved by Caltrans and the project is ready
for construction bids as soon as the additional right-of-way has been acquired. Two
(2) sections of property must be acquired for construction of the north bound exit
ramp and loop on-ramp. The Resolution of Necessity authorizing the commencement
of the eminent domain processes was approved at the June 27, 1995 City Council
Meeting. Once the process is complete, authorization will be given by Caltrans to bid
the project.

4. I-15/Rancho California Road Interchange Modifications:
The Project Report as well as the plans and specification were submitted to Caltrans
on June 16, 1995. Caltrans is in the process of reviewing these items and staff is
expecting comments to be returned to the City by the end of August, 1995, This
project provides for the widening of the Rancho California Road bridge over the I-15
freeway and construction of a north bound loop on-ramp.
5. I-15/Overland Drive Overcrossina Improvements:
The plans and specifications were submitted to Celttans for final review at the end of
July 1995. Caltrans is requesting additional soils investigation for design of the piles
supporting the bridge. The consultant is in the process of determining the extent of
the additional work and the associated costs. Legal plats and descriptions will also
need to be prepared for those properties that need to be acquired for construction of
the project.
6, Emergency Generator:
The project includes installing an emergency generator at the Community Recreation
Center to provide power for emergency operations. The engineer has returned the
plans and specifications to the City for second plan check. Staff is expecting to
request authorization from the City Council to solicit public construction bids in
September.
7. Fire Station #84:
The final submittal for construction of the Fire Station is expected by the middle of
August and will be reviewed by all departments. We are planning to bid the I~roject
by the end of August, 1995 with bids to be opened September 21, 1995. The project
will include grading, sewer, road improvements in Pauba Road between the new
church site and Margarita Road, construction of a new fire station and landscaping.
Construction should start by the first part of November and be completed by the end
of August.
8, Traffic Signal L~ Route 79S and Margarita/Redhawk
The first plan check from Caltrans was returned on August 8, 1995. This project will
be installing a complete 4-way traffic signal and removing the median island on the
south leg of the intersection to provide for a dual north bound left turn pocket. Staff
has submitted an agreement to the County of Riverside for the City to pay 75% and
the County to pay 25% of the design and construction costs since the southeast
corner of the intersection is in the County. Once the County executes their portion
of the agreement, staff wirl bring to the City Council a recommendation for the
approval of the agreement. The plan check is expected to be returned to Celttans for
their review within two weeks.

9. Interim Traffic Signal L~ Route 79S and La Paza
The first plan check has been submitted to Caltrans for there review. This project will
be installing a 4-way interim traffic signal at the intersection of Route 79S and La Paz
St. The ultimate improvements will be constructed when the highway is widened.
10. Interim Traffic Sienal ~ Route 79S and Pala
The first plan check has been submitted to Caltrans for there review. This project will
be installing a 3-way interim traffic signal at Route 79S and Pala Road. The ultimate
improvements will be constructed when the Pala Road Bridge is redesigned and the
highway is widened.

Also, City Maintenance staff responded to 7 service order requests ranging from weed abatement,
tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings.
This is compared to 21 service order requests for the month of June, 1995.
The Maintenance Crew has also put in 17 hours of overtime which includes standby time, P.M.
surveillance (weekends only), and response to street emergencies.
I.P.S. STRIPING AND STENCILING COMPANY has completed the foliowine:

TEMECULA POLICE DEPARTMENT ACTIVITY REPORT FOR JULY, 1995
The following report reflects Part One Crimes, traffic enforcement
and miscellaneous activity occurring during July of 1995.
As in past monthly reports, the Part One Crime statistics are
broken down by individual districts within the City. This provides
stable parameters for monitoring criminal activity, and is useful
in planning police resource deployment. A configuration of
reporting districts last month resulted in additional districts
being recognized, the total being seventeen.
The Police Department issued fewer traffic citations last month
than during July of 1994. July saw an increase in both injury and
non-injury traffic collisions, and an increase in arrests for
driving under the influence of alcohol. With the Special
Enforcement Team again directing its efforts at street level
narcotics enforcement, a significant increase has continued in
arrests for narcotics and related offenses.
Most reported felony property crimes increased over July of 1994,
with the exception of burglaries which decreased. Total arrests
for all offenses were down from July of 1994.
