ITEM NO. I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION JANUARY 25, 1996 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, January 25, 1996, 7:00 P.M., at the Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Chairman Charles Coe called the meeting to order. PRESENT: 4 COMMISSIONERS: Coe, Guerriero, Sander, Perry ABSENT: 1 COMMISSIONERS: Johnson Commissioner Johnson gave advance notice for his absence. Also present were Traffic Engineer Marty Lauber, Police Lieutenant James Domenoe, Battalion Chief Mark Brodowski. Chairman Coe called for non-agenda items at 7:05 P.M. Ken Bruckman, President Starlight Ridge Homeowners' Association, reported on two accidents which happened on Cosmic Drive and shared photos of various skid marks in front of his home. He asked the Commission to consider resolving the traffic problem in the Starlight Ridge area. He also stated that the Home Owners Association has selected curb modifications be installed in conjunction with the construction of the sidewalk along Santa Cecilia Drive and also to explore traffic circles, ball chokers and stop signs as resolutions to the traffic problems. Further, he spoke in opposition to the requirement for 75% of home owners to sign petitions in order to have traffic modifications implemented. Chairman Coe recommended this item be on the next agenda. The Commission indicated their desire to resolve this situation. Traffic Engineer Marty Lauber responded that a meeting will be set-up with Ken Bruckman of the Starlight Ridge area to scope the project and he will present an estimate of costs to the Commission at the next meeting. Commissioner Perry stated that he has driven in the area to explore the problem and has not personally seen any violations. He asked the time of day or night the traffic violations were taking place. Ken Bruckman responded that during early morning and evening when children are traveling to and from school is the best time to see traffic violators. Cynthia Arocha, 44535 Bedford Court, spoke in support of signalization at Bedford Court/Hwy 79(S) intersection. A petition containing 2,000 signatures has been obtained and warrants have been met. Commissioner Perry asked for the warrant results and recommended this item be placed on the agenda for the next Commission meeting. CONSENT CALENDAR 1. The motion carried as follows: COMMISSIONERS: Coe, Guerriero, Sander, Perry 0 COMMISSIONERS: None 1 COMMISSIONERS: Johnson Proposed Detour for Winchester Road Construction- Margarita Road to Murrieta Hot Springs Road (Area 1) Traffic Engineer Marty Lauber presented the staff report. Chairman Coe requested public comments: Susan Reeves, 39814 Roripaugh Road, spoke in opposition to the detour routing through Roripaugh Ranch and recommended the temporary road way through the dirt parcel as a viable alternative. Ed Moils, 27595 Dandelion Court, Roripaugh Ranch Home Owners' Association, spoke in opposition to the detour through Roripaugh Hills. Dave Gallaher, 31350 Rancho Vista Road, representing Temecula Valley School District, spoke in support of Alternative//2. Kelley Donovan, Representative for Riverside County Transportation Department, detailed the construction process and the timeline which is required in order to complete the improvements prior to the high school opening in 1997. Larry Markham, 41745 Winchester Road, spoke for Leo Roripaugh and concerned property owners who had not been noticed as to the detour through the dirt parcel at the Winchester Road/Nicholas Road intersection. He also reported that plans were in process for a service station at Murrieta Hot Springs Road and Winchester Road and the detour would harm business at this site. He recommended this item be continued. Commissioner Perry asked if the service station would be affected. Kelly Donavan Minutcs.p/t. Ol125196 2 PUBLIC/TRAFFIC COMMISSION JANUARY 25.1996 responded that traffic would be diverted from Murrieta Hot Springs Road to Nicholas Road; only local traffic would be permitted and this could affect business at that location. Commissioner Coe expressed concern for a possible major traffic problem in this area. Commissioner Guerriero stated that he was not comfortable making a recommendation due to the limited information given to the Commission and he recommended that the owner of the dirt parcel be notified. Kelly Donovan stated that Caltrans possibly would not oppose a detour on Margarita Road or Murietta Hot Springs Road, if the City is in agreement. A traffic signal at that intersection would facilitate traffic. He also agreed to contact the owner of the dirt parcel regarding the detour plan. Traffic Engineer Lauber stated that staff would do all they could to avoid routing the detour through the Roripaugh Ranch homes. Kelly Donovan expressed confidence that everything could be worked out with the property owners. Commissioner Perry asked when the construction from Margarita Road to Nicholas Road would be complete. Kelly Donovan responded that it would take approximately nine (9) months. Sonny Salkind, P.O. Box 971, Temecula, spoke to request the Commission consider not closing the Winchester Road/Murrieta Hot Springs Road intersection during the construction on Winchester Road. The purpose of this request based on construction scheduled to start in 30 days on a Texaco Station near the intersection of Winchester Road and Murrieta Hot Springs Road and the driveway needs to be kept open. Commissioner Perry stated that he believed businesses on the north end could be accommodated, but expressed concern for those at the Nicholas Road/Winchester Road intersection. It was moved by Commissioner Guerriero and seconded by Commissioner Perry to accept detour alternative #2 with the following additions: · All property owners affected will be notified · A study is recommended on commercial businesses for accommodation during construction · Requested competitive bids if staff feels it is necessary · Eliminate Roripaugh Ranch detour traffic · Conduct a school impact study for traffic · Study the availability of emergency vehicle access to Roripaugh Ranch during Minulea.plt. JANUARY 25. 1996 Kiwanis Club Sign Proposal Traffic Engineer Marty Lauber shared correspondence received from the Temecula Kiwanis Club requesting approval to install signs which will remind drivers to buckle their safety belts. He also thanked the Temecula Kiwanis Club for providing safety seats to the police department for use in transporting young children. Don Meyer, representing Temecula Kiwanis, requested the Kiwanis be permitted to install seat belt check signs around the City for education in the area of safety. Commissioner Guerriero recommended the Kiwanis install them at school entrances. Don Meyer responded that the Kiwanis wanted more exposure. Commissioner Sander commented that perhaps street light posts might be the location for these signs. Traffic Engineer Lauber pointed out that the City ordinance required only one sign per post, therefore, a precedent should not be set. Chairman Coe stated that he would like to research this request before a recommendation is made. Commission Perry commented that the flashing lights at school sites might be a good location for the signs. Commissioner Sander stated that perhaps this should be on the agenda for the next meeting. Traffic Engineer Lauber recommended the Kiwanis Club research locating the signs at school entrances or other private locations. 4. Parking Restriction on Pujol Street Traffic Engineer Lauber shared slides depicting the apartment building on the corner of Pujol Street where 65' of red curb is recommended. The property manager has been contacted and supports this restriction. Minutes.p/t. Ol12519~ 4 PUBLIC/TRAFFIC COMMISSION JANUARY 25.1996 It was moved by Commissioner Guerriero and seconded by Commissioner Sander to recommend the City Council adopt a resolution establishing a 65' "No Parking" zone on Pujol Street, south of Sixth Street. All-Way "Stop" - Pale Road at Wolf Valley Road Traffic Engineer Marty Lauber presented the staff report. Speed Limits - Rancho California Road East of Margarita Road and Pale Road South of SR 79 IS) Traffic Engineer Lauber presented the staff report. He stated that it is not mandated to post speed limits, however, staff recommends speed limits be posted on Margarita Road and Pale Road. Commissioner Perry spoke in opposition to posting speed limits since 55 MPH is the legal State speed limit. Commissioner Guerriero recommended the speed limits be posted as he has experienced many conflicting speeds with vehicles traveling east to west on Rancho California Road. Lieutenant Domonoe spoke in support of posting speed limits. Chairman Coe asked for public comments. Jim Gero, 28780 Front Street, Aces Driving School, spoke in favor of lowering the speed limits on Rancho California Road and recommended 35 MPH, and 35 MPH on Pale Road due to the terrible driving conditions. Lieutenant Domonoe responded that Margarita Road and Pale Road do not meet the Y~.p/LOlr~/~ 5 PUBLIC/TRAFFIC COMMISSION JANUARY 25.1996 criteria to lower speed limits and it would be unenforceable since it is in the County's jurisdiction. It was moved by Commissioner Guerriero and seconded by Commissioner Perry to recommend the City Council adopt a Resolution to establish the following speed limits: 55 MPH on Rancho California Road east of Margarita Road; 35 MPH on Pala Road from Carte Taco to the City limits; 35 MPH on 79/Clubhouse Drive; 50 MPH on Pala Road between Clubhouse Drive and Loma Linda; 50 MPH between Loma Linda and Wolf Valley Road and 50 MPH between Wolfe Valley Road and south City limits. The motion carried as follows: AYES: 4 COMMISSIONERS: Coe, Guerriero, Sander, Perry NOES: 0 COMMISSIONERS: None ABSENT: I COMMISSIONERS: Johnson TRAFFIC ENGINEER'S REPORT Traffic Engineer Lauber reported that a survey has gone out to business owners on Winchester Road to ascertain their hours of operation. Staff will then explore staggering business hours in order to smooth out peaks of traffic during construction on Rancho California Road and Diaz Road, and Ynez Road to the Towne Center. Commissioner Perry requested a quarterly report on the status of CIP projects. He also asked the status of the construction on Winchester Road. Traffic Engineer Lauber responded that construction would begin in February. POLICE CHIEF'S REPORT Lieutenant Domonoe introduced officer Rod Crisp, who has been re-assigned to Temecula. The Police Department has initiated two man teams which have been targeting problem areas in order to resolve problems. Commissioner Guerriero commended the police department for the fine job they have been doing and he reported that he has also received positive feedback from the citizens of Temecula. FIRE CHIEF'S REPORT Battalion Fire Chief Brodowski reported on the following: Construction has begun on the new station on Pauba Road. He recommended noticing of the construction and also approval for signalizing for emergency vehicle access be placed on the next Commission agenda. Minute~.pltOl/25/96 6 PUBLIC/TRAFFIC COMMISSION JANUARY 25.1996 COMMISSION REPORT Commissioner Perry requested the status on the installation for the signal at La Paz Street. Engineer Lauber responded that construction would begin in mid-summer. Commissioner Sander recommended a joint session/workshop with the City Council to explore opinions on traffic in the City with police, fire, and county districts. Commissioner Guerriero commented on the following: · A pot hole on Margarita Road, south of Winchester Road, near General Kearny Road is in need of repair. · Recommended the southern exit on Ynez Road going south at the Mervyn's Center be a right-turn only, due to accidents occurring. · Restriction of heavy truck traffic might be considered over the Winchester Road Bridge during the Winchester Road construction. · Requested a report on the cause of accidents occurring near the schools and also the Starlight Ridge area. · Recommended the Police Department educate students on the new law authorizing use of pepper spray. Commissioner Coe requested that staff look into trimming the bushes on Rainbow Canyon Road. It was moved by Commissioner Guerriero and seconded by Commissioner Perry to adjourn the meeting at 10:10 P.M. the motion was unanimously carried. BACKGROUND: In order to enforce posted speed limits, a traffic and engineering survey must be conducted within a five (5) year period per Section 40803(e) of the California Vehicle Code (CVC). In order to comply with the requirements of the CVC, the traffic and engineering surveys must be periodically updated. The Traffic Division has conducted Traffic and Engineering Surveys to update the existing 40 MPH speed limit on Rancho California Road between Diaz Road and Moraga Road which was established per a survey conducted on February 4, 1991. Posted speed limits are primarily based on an analysis of prevailing speeds (851h percentHe), as measured in the field, accident history and roadway conditions. Section 627 of the CVC defines Engineering and Traffic Survey as follows: Engineering and Traffic Survey 627.(a)"Engineering and Waffle survey", as used in this code, means a survey of highway and traffic conditions in accordance with methods determined by the Departmere of Transportation for use by the state and local authorities. (b)An engineering and traffic survey shall include, among other requirements deemed necessary by the department, consideration of all of the following: (1) Prevailing speeds as determined by traffic engineering measurements. (2) Accident records. (3) Highway, Waffle, and roadside conditions not readily apparent to the driver. 1. The following table is a summary of lhe April, 1996 speed survey and prevailing speeds. The most common type of accidents on this segment of Rancho California Road are rear-end type accidents which are usually associated with speeds flint are not prudent or reasonable. Therefore, reduction from the critical speed is recommended on Rancho California Road between 1-15 and Moraga Road. Traffic or roadside conditions that are not readily apparent to drivers were not considered to be a factor; however, closely spaced traffic signals and high traffic volumes were considered in this speed zoning. BACKGROUND: The Traffic Division has received a request from the Temecula Police Department' s POP Unit to review the parking situation on Pujol Street between First Street and the southerly terminus of the Community Center parking lot. Pujol Street south of First Street is approximately 38 feet wide and currently, on-street parking is permitted on both sides of the street. The existing centerline on Pujol Street is not stripped at the center of the pavement and therefore parked vehicles on the west side of the street (14 feet wide) force through traffic to cross the centerline and encroach onto the opposing traffic lane (Exhibit "A'). In addition, parked vehicles near the existing driveways limit the visibility of the oncoming traffic when exiting the driveways. In order to allow on-street parking and improve safety, staff recommends that the existing off-set skip centerline be removed and restriped as a four inch (4") solid yellow, on the center of the 38 foot pavement width. The proposed centerline location will allow eight (8) feet for parking and eleven (11) feet for a travel lane on both sides of Pujol Street. Parking restriction on both sides of the existing driveways should also be implemented to improve the line of sight when exiting from the driveways as shown on Exhibit "B". BACKGROUND: During the January 25, 1996 meeting of the Public/Traffic Safety Commission, the Commission recommended to the City Council to support a detour of Winchester Road traffic to Margarita Road. This detour was required for lhe timely construelion of the Winchester Road missing link between Murrieta Hot Springs Road and Margarita Road. As a caveat, both the Commission and City Council required the signalizatlon of the Margarita Road/Rustic Glen Drive intersection, to accommodate detoured traffic. In order to complete the Winchester Road consauction project prior to the opening of the new Chaparral High School, their consWuetion is scheduled to begin on June 10, 1996. Sinco City Council approval of this detour at the their meeting on February 13, 1996, staff has selected a design firm, completed the signal design, and is eurrenliy ~nalizing project specifications. At the April 23, 1996 City Council meeting, staff will be requesting authorization to solicit bids for the construelion phase of the project. During that same week the Department of Public Works will be preparing the purchasing documents needed to order the traffic signal equipment which could take up to ten (10) weeks to assemble and deliver. By ordering the equipmere for the contractor, we will save the project time line approximately six (6) weeks. The estimated date of the new signal turn-on is the end of July 1996. This means that there will he a period of lime between when the detour needs to commence and the intersection of Rustic Glen Drive and Margarita Road is signalized. Slaff recommends the temporary ht~allafion of an All-Way "Stop" on Margarita Road at Rustic Glen, between the beginning of the detour and the traffic signal turn-on. This recommendation is based on Caltrans warrant #1 for "AH-Way" Stop which states: Where traffic signals are warranted and urgently needed, the multi-way stop maybe an interim measure that can be installed quickly to control while arrangements are being made for the signal installations. This provision fits our situation exactly and is based on the estimated traffic increase due to the detour. BACKGROUND: The Department of Public Works is currently working on preparing Waffle signal plans for the intersection of Margarila Road at Rustic Glen Drive. With fine estimated increase in traffic on Margarita Road created by fine Winchester Road detour, staff has re-prioritized this location for immediate implementation. This location is ranked #15 on the current traffic signal priority list and meets three (3) of the Caltrans warrants. In order to facilitate traffic signal installation, the Traffic Division is processing fine required parking restrictions needed to provide two (2) westbound approach lanes on Rustic Glen Drive, separate right and left tam lanes, and one (1) eastixnmd lane. In order to provide for these lane usages, parking must be completely restricted from the norfin side of Rustic Glen Drive between Margarita Road and Oak Cliff Drive. To enhance public safety, staff is also recommending a 20 foot parking restriction on the south side of Rustic Glen Drive adjacent to the intersection with Margarita Road. Exhibit "B" shows the specific restrictions and proposed lane utilization. Rustic Glen Drive is a residential collector street and the only access from Winchester Creek to Margarita Road. The Starlight Ridge Traffic Safety study that was prepared for City Council has been attached for your information. This study revealed some interesting information regarding this subdivision. The major issues raised were: 1. That Cosmic Drive, Santa Cecilia Drive, Asteroid Way and portions of Milky Way Drive and Agena Street are 44 feet wide residential collector streets that don't qualify for the 25 MPH prima facie speed limit for a residence district. 2. That five (5) intersections within Starlight Ridge meet minor street stop warrants. 3. Four (4) street corners were found to have vegetation that partially restricted sight distance. 4. That most streets have an eight foot graded parkway within the 11 foot right-of-way, that should he cleared of all pedestrian obstacles. This area will provide appropriate pedestrian travel paths and will supplement the sidewalk that will he constructed shortly on Santa Cecilia Drive. 5. Since Santa Cecilia Drive and Mira Loma Drive do not qualify for the 25 MPH speed limit, staff recommends posting 25 MPH school zones on all approaches to Vail Elementary School. WORK UNDER CONSTRUCTION: 1, I-15/Winchester Road Interchange Modifications: The contractor began construction on February 12, 1996 and has completely cleared the site. The contractor is in the process of delivering and compacting the soil for the northbound off-ramp, replacing the existing drainage channel adjacent to Palm Plaza with a underground storm drain and grading of the northbound shoulder. The contractor is scheduled to begin bridge falsework construction immediately after the placement of concrete barrier rail along the sidewalk on the south side of the bridge. The project provides for the widening of the Winchester Road Bridge over the 1-15 freeway, the widening of the Santa Gertrudis Creek Bridge, and the construction of a new northbound loop ramp. 2. SDorts Park Parking and Skate Board Park: The contractor has completed the irrigation system and is working on the final landscape planting. The remainder of the park improvements are scheduled to be completed by the end of April, 1996. The park will be opened for public use after the 90-day maintenance period. 3, Fire Station #84: The contractor has placed concrete for the building foundation and has begun construction of the masonary walls. Installation of underground conduit and piping for the building is also underway. The contractor expects to start grading for the Pauba Road widening during the second week of April. The project is scheduled to be completed by the fall of 1996. This project includes, new sewers, road improvements on Pauba Road between the new church site and Margarita Road, construction of the new fire station and landscaping. 4. Sam Hicks Monument Park Improvement Project: Construction began on February 20, 1996 and is scheduled to be completed by September of 1996. The contractor has placed the concrete for the restroom building foundation and has begun construction of the masonary walls. Grading is nearly complete and the landscaping work has started. Pavement Management System The contractor has completed all the paving work except for Paia Road, which should begin the week of April 15, 1996. The remaining work to be done includes striping, raising manholes to the new pavement elevation, sawcutting and installing new traffic loops. There are seven (7) roadways that have be rehabilitated, four (4) are arterial, which includes portions of Margarita Road, Pala Road, Rancho California Road and Ynez Road, and three (3) are secondary streets at various locations throughout the City. The project should be completed by May 1, 1996. 6. Walcott Corridor: The City is in the process of acquiring right-of-way at the intersection of Nicolas Road and Calle Girasol and accepting the offers of dedication throughout the project for public street and utility purposes, An appraisal has been completed and an offer for the land has been given to the property owner. A resolution for the acquisition of the property and the offers of dedication will be on the City Council agenda for the April 23; 1996 meeting. The project will provide for the realignment of an underground waterline and a paved road surface on Nicolas Road, Calle Girasol, Calle Chapos, Walcott Lane and La Serena Way. 7. Traffic Signal at Route 79S and Margarita Road/Redhawk Parkway A complete 4-way traffic signal will be installed as part of the project as well as the removal of the median island on the south leg of the intersection to provide for a dual north bound left turn pocket. The agreement between the County of Riverside and the City for the costs of the design and construction has been executed by the County. Construction will begin following the installation of the underground storm drain in the intersection proposed by the County Assessment District (AD 159) Project which is scheduled for June. 8. Interim Traffic Signal at Route 79S and Pala Road A contract was awarded to Peek Traffic Inc. on March 12, 1996. This project will install a 3-way interim traffic signal at Route 79S and Pala Road. The ultimate improvements will be constructed when the new Pala Road Bridge is constructed and the highway is widened. A pre-construction meeting is scheduled for April 11, 1996. Rancho California/Santa Cecilia Sidewalk Project No. 5 This project is expected to be awarded at the April 23, 1996 City Council meeting. The project will provide new sidewalk on the north side of Santa Cecilia Drive between Mira Loma Drive and Cosmic Drive. 10. Barrier Rail on Front St. at Empire Creek The contractor has completed the barrier rail on both sides of Front Street at Empire Creek. This project was Federally funded under the Highway Bridge Replacement and Rehabilitation Program (HBRR). This project is designed to install a barrier rail on each side of Front Street at Empire Creek so that vehicles that deviate from the roadway will not enter the channel. II. OUT TO BID 1. Interim Traffic Signal at Route 79S and La Paz Street Final plans & specifications have been approved by Caltrans and an encroachment has been issued. The project has been advertised for bid and the bid opening date is April 25, 1996. A 4-way interim traffic signal will be installed as part of the project at the intersection of Route 79S and La Paz Street. The ultimate signal and striping improvements will be constructed when the highway is widened. 2. Sports Park Creek Restoration Advertisement for bids began on March 18th and the bid opening is scheduled for April 11, 1996, The project includes the installation of landscaping and gabion slope protection along the channel slopes to mitigate erosion. Underground drainlines will be installed to reduce ball field surface ponding. WORK IN DESIGN 1.1-15/Rancho California Road Interchange Modifications: This project provides for the widening of the Rancho California Road bridge over the I-15 freeway and construction of a northbound loop on-ramp. Utility relocations are being coordinated with Southern California Gas Company and Rancho California Water District. The County of Riverside is appraising two parcels that are required for the construction of the northbound exit ramp. The City returned plan check comments to the consultant the week of March 25, 1996. Final revisions will be made by the consultant and resubmitted to Caltrans. 2. I-15/Overland Drive OvercrossinQ Improvements: The consultant has revised the roadway and structural plans and resubmitted to Caltrans the week of March 18, 1996. The consultant will revise the structural plans when they receive the electrical relocation sheets for the 12 KV and 33 KV power lines. SCE is currently trying to find a route for the relocation of the 115 KV power lines. 3. City Wide Intelligent Traffic Management System (ITMS) Data collection has been completed and the consultant is preparing a discussion paper for the proposed improvements as well as various options on the available hardware and software. This project will interconnect all major arterials and will coordinate traffic signals along the major corridors in the city. This project has been funded by Congestion Mitigation and Air Quality (CMAQ) funds which is a federal funding source and is administered by Caltrans. 4. Traffic Signal at Margarita Road and Rustic Glen Drive The design consultant has submitted plans for first plan check and the City returned the comments back to the consultant on April 10, 1996. The County Assessment District 161 Project is proposing to widen Winchester Road from Murrieta Hot Springs Road to Margarita Road. The street widening project will be detouring traffic from Winchester Road onto Margarita Road. The traffic signal is expected to be in place before the traffic is detoured on to Margarita Road which should take place in June. Emergency Generator: The project includes installing an emergency generator at the Community Recreation Center to provide power for emergency operations. A meeting was held on April I 1, 1996 to review the final design revisions with the consultant. The consultant will revise the plans and will be re-submitting to the City within the next two weeks. Staff anticipates requesting authorization to solicit public construction bids from the Council in April. 6. MarQarita Community Park: The plans and specifications were submitted for preliminary review on April 3, 1996. The project includes picnic areas, a tot play area, restroom facilities and open turf areas. Part One Crime statistics are broken down by individual districts within the City, providing stable parameters for monitoring criminal activity, and alding in planning police resource deployment. The Police Department issued 220 citations last month, which compares with 462 issued in March of 1995. This reduction in citations is partially the result of increasud time spent by traffic officers on stationary radar enforcement in target areas and in preparation of collision reconstructions. Despite this reduction in enforcement efforts, the number oftraffc collisions was sligh~y reduced over that reported last year. Temecula experienced one fatal traffic collision last month. Arrests for driving under the influence of alcohol remained fairly consistent with those of March of 1995. Reported burglaries decreased over last year, while reported grand thefts, felony assaults and auto thei~ increased over last year. None of these changes are viewed as statistically significant. Total arrests made during the month increased slightly over 1995. The Police Depamnent responded to thirty-eight "priority one" calls for service during the month of March, with an average response time of slightly under seven minutes. A total of 2,029 calls for police service were generated in the City of Temecula during the month. ~Pnrlted on Recycled Paper POLICE DEPARTMENT ACTIVITY REPORT MARCH 1996 PAGE TWO The Police Department's Special Enforcement Team made thirty-three arrests for narcotics related offenses last month and wrote and served four search warrants. The Team seized over three gallons of methamphetamine oil and over five ounces of powdered methamphetamine. The Police Department's two School Resource Officers issued five citations, made thirteen arrests and t~tumed fifteen truants to school. They completed seventy-seven reports which would otherwise have been assigned to patrol personnel. The Police Departmcot's two crime prevention officers conducted sixty-five business checks last month. One article concerning the validity ofvarious forms oflegal identi~cation was wrirten from the Valley Business Journal. Two neighborhood watch meetings were held, and presentations given to the Brentwood Preschool and Redhawk Elementary School. Crime Prevention personnel attended a Community Drug Forum in Spanish held in Temecula's Old Town on March 13, 1996. Our Crime Prevention staff also hosted tours of the Police Department for Tiger Cub Pack 301 and twelve college exchange students visiting the area. The Police Department continues to be heavily involved in security planning for April' s Balloon end Wine Festival. Crime Prevention officers are meeting regularly with event organizers and staff Volunteers f~om the community continue to be an integral part of the Ternecula Police Department's staff.. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff contributed 347 hours of service in March. TEMECULA FIRE SERVICES March 1996 Activity Report The following reflects the monthly fire suppression and fire prevention activity of your fire department for the month of March, 1996 Close to 300 people in Temecula were contacted in March through various station tours, school career days, and special school programs. Topics included career opportunities and requirements, Smokey Bear visits with fire safety rules, a pre-school tour of station 73, and the attendance of about 12 Japanese exchange students who toured station 73, E73, T73, and were allowed to squirt some water from a fire hose and take as many pictures as they wanted with all our equipment for the folks back home to see. The five automatic de~brillator devices have been delivered and once all personnel have a refresher class, the units will be placed into service. More personnel are attending continued professional training classes to stay current with all of the new and challenging topics pertaining to the fire and EMS services. Spring brings with us the beginning of weed abatement within and surrounding the City of Temecula. City code enforcement continues the fine job of fire hazard abatement within the city while the CDF state and county funded personnel perform Public Resources Code 4291 Fire Safe Inspections on private residences outside the city to insure maximum fire safety there too. Don't forget our second annual Public Safety Expo coming up on May 18, 1996 from 9:00 a.m. until 3:00 p.m. We hope to see you there. Thank you for your continued support. By: J.
