A regular meeting of the City of Temecula Public/Traffic Commission was called to order on
Thursday, March 28, 1996, 7:00 P.M., at the City Hall Main Conference Room, 43174 Business
Park Drive, Ternecula, California. Chairman Coe called the meeting to order.

Chairman Coe called for non-agenda items at 7:05 P.M.
Ed Dool, Sixth Street and Front Street, Transit Center, requested consideration of
Commission approval for installation of a 4-way stop at Sixth Street and Front Street
in Old Town. He stated this would facilitate left turns for the shuttle buses. He
updated the Commission on the construction for the bus depot, which should begin
construction late May, 1996.
Commissioner Coe requested staff look into the request for a 4-way stop.
Traffic Engineer Lauber responded that the City was currently researching this location
to determine if a 4-way stop sign is warranted.
Commissioner Perry requested that Front and Main Streets be researched for stop sign
consideration.

COMMISSION BUSINESS
2. Soeed Limit on Margarita Road from Solana Way to Rancho California Road
Traffic Engineer Marty Lauber presented the staff report. He explained that this location
does not meet the 85 percentlie criteria for changing the speed limit. He also stated
that a left comfort lane is needed in front of the apartments in order to facilitate vehicles
turning into oncoming traffic. Staff recommended the reaffirmation of 45 MPH.
Chairman Coe called for public comments at 7:30 P.M.
Philip de Schauwer, 29549 Corg Way, expressed concern about speeding vehicles
traveling from Margarita Hot Springs Road to Moraga Road on Margarita Road. He also
discussed the location where Margarita Road narrows in front of the Villa condominiums
where it is impossible to make a left turn out of the homes into the traffic. He
recommended the speed limit be limited to 35 MPH on Margarita Road between Solana
Way and Moraga Road.
Commissioner Coe responded that it would be difficult to drop the speed limit.
Lieutenant Domonoe responded that this area is not considered residential and therefore
does not qualify for the 35 MPH limit.
Traffic Engineer Lauber explained that the City is considering two (2) projects which
would assist in easing traffic for residents: a joint use parking site with the elementary
school on Moraga Road; and a park site where the road narrows between Solana Way
and Winchester Road.
Commissioner Perry requested information, about these projects be reported in the
Traffic Engineer's Report, or as an agenda item next month if the timeline on these
projects is scheduled for more than one year.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to recommend
the City Council adopt a Resolution re-affirming the speed limit of 45 MPH on Margarita Road
from Solana Way to Rancho California Road.

"All-Way" Stop - Margarita Road at Stonewood Road
Traffic Engineer Marty Lauber presented the staff report and stated that warrants had
been met for signalization. This intersection has been added to the priority list for
installation of a traffic signal, therefore staff requests denial of the request for the "All-
Way" stop.
It was moved by Commissioner Perry and seconded by Commissioner Johnson to deny the
request for an "All-Way" stop at Margarita Road at Stonewood Road.
The motion carried as follows:

Stopping" zone to replace the existing "No Parking" zone on Margarita Road between Rancho
Vista Road and Pauba Road.

TRAFFIC ENGINEER'S REPORT
Traffic Engineer Marty Lauber reported on the following:
· Due to construction on Winchester Road, there is a need to divert traffic onto
Rancho California Road. Signal cycles will be modified from Ynez Road to Diaz
Road. The cycle schedule will be reviewed periodically to determine if it is
working properly.
· Staff is working with the Starlight Ridge residents on an extensive report, which
will be presented to the City Council at their April 23, 1996 meeting.

The traffic counters have been down and giving incorrect information. They are
back on-line and staff will be able to present more information at the next
meeting.
Commissioner Coe asked if the Starlight Ridge residents were pleased with the progress
in their area. Traffic Engineer Lauber responded that he did not know if they were and
that Mr. Bruckman had met with the Mayor to discuss installation of one-way streets
or a cul-de-sac on Cosmic Drive. Staff is keeping a close look at the area and conducting
an extensive study and will be relocating the radar trailer to a better position.
Commissioner Johnson asked the status of the installation of flashers adjacent to school
zones which had been recommended for approval by the Commission. Traffic Engineer
Lauber responded that this project is being funded by the City from the FY96/97
budget. He also stated that one additional flasher is being added at the Paloma Del Sol
Elementary School.
POLICE REPORT
Police Sergeant Ron Crisp reported on the following:
Temecula officers spent 28 hours during the month of February, 1996 in the
Starlight Ridge area. Ten (10) citations were issued, five (5) on Cosmic Drive
and five (5) on Rancho California Road, which were mostly residents of Starlight
Ridge.
He is working with Traffic Engineer Lauber on researching the Starlight Ridge
resident's concerns.
· A SCAIR Operation is scheduled for Saturday.
· Citations are up 100 from last year at this same time.
There is a change of the Officer in Charge of the Radar Trailer as of April 11,
1996, which will allow it to be utilized 12-14 hours per day.
Commissioner Perry commended the Police Department for their extensive visibility on
the streets of Temecula.
Commissioner Johnson concurred with Commissioner Perry and thanked the officers for
the good work they do.
FIRE CHIEFS REPORT
Due to a call to Battalion Chief Mark Brodowski, no report was given.

COMMISSION REPORT
Commissioner Johnson asked how the newly installed right turn on South Winchester
Road was working. Traffic Engineer Lauber responded that the delineators to the south
had not been keeping people out of the turn and it will be extended to correct this.
Commissioner Perry expressed concern that the right turn only sign into Palm Plaza is
not visible to oncoming drivers. Traffic Engineer Lauber responded that the delineators
would be extended and the sign would be moved to a more visible location. He also
asked the status of the study of Front and Main Streets, and Sixth and Front Streets in
the Old Town circulation pattern.
Traffic Engineer Lauber will provide a copy of the Old Town Specific Plan to the
Commission.
Commissioner Johnson stated that he would like staff to explore the possibility of an
"All-Way" Stop at Sixth Street and Front Street.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to adjourn the
meeting at 8:50 P.M. The motion was unanimously carried.

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council, adopt a resolution updating the
speed limit on Raneho California Road from Moraga Road to Margarita Road and Diaz Road to west City
Limits.
BACKGROUND:
In order to enforce posted speed limits, a traffic and engineering survey must be cenducted within a five (5)
year period per Section 40803° of the California Vehicle Cede (CVC). In order to comply with the
requirements of the CVC, the traffic and engineering surveys must be periodically updated. The Traffic
Division has conducted Traffic and Engineering Surveys to update the existing 50 MPH speed limit on Rancho
California Road from Moraga Road to Margarita Road and Diaz Road to west City Limits.
Posted speed limits are primarily based on an analysis of prevailing speeds (851h percentlie), as measured in
the field, accident history and roadway conditions. Section 627 of the CVC defines Engineering and Traffic
Survey as follows:
Engineering and Traffic Survey
627.(a) "Engineering and traffic survey", as used in this code, means a survey of highway and traffic
conditions in accordance with methods determined by the Department of Transportation for use by
the state and local authorities.
(b)An engineering and traffic survey shall include, among other requirements deemed necessary by
the department, consideration of aH of the following:
(1) Prevailing speeds as determined by traffic engineering measurements.
(2) Accident records.
(3) Highway, traffic, and roadside conditions not readily apparent to the driver.

In 1995, 13 accidents were reported on Rancho California Road between Moraga Road and
Margarita Road. The majority of these accidents occurred at the intersections and were due to right-
of-way violation.

terminus.

Rancho Highlands Subdivision "Stop" Sign Installation and Traffic Control

RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution establishing
"Stop" controls within Raneho Highlands subdivision.
BACKGROUND:
This item was reviewed by the Public/Traffic Safety Commission on February 22, 1996 and was continued
to allow staff to collect additional data and to investigate other intersections within the Raneho Highlands
subdivision. On February 22, 1996 the City received a correspondence from the new Home Owners
Association (HOA) regarding the speeding on Preece Lane as well as the status of the previous request for
"Stop" sign installation.
Staff has completed the investigation for the requested "Stop" signs and speed control, and the following is a
brief summary of this investigation.
Since our initial investigation, additional "Stop" signs have been installed by the developer per previously
approved plans (Exhibit "A"). Currently, only the westerly half of Preece Lane which is within Tract No.
21760 (Rancho Highlands subdivision) has been accepted into the City Maintained Street System.
Since the sireels within the boundary of Tract No. 21760 have been accepted into the City Maintained Street
System, installation of additional traffic control devices will be the City's responsibility.
To avoid confusion and to complete the installation of "Stop" signs within this subdivision, assignment of right-
of-way should be considered at the following intersections:
Buckeye Road at Preece Lane (existing "Stop" sign on Tierra Vista Road at Preece Lane)
Via Fanita at Calle Nacido
Corte Rialto at Via Fanita
There has been one (1) reported accident at the intersection of Via Fanita and Calle Nacido on August 11,
1995, and one (1) accident at the intersection of Tierra Vista Road and Calle Nacido on February 29, 1996.
No other accidents have been reported in this subdivision during the twelve month period studied.
The above intersections meet the Caltrans Warrant No. 5 for "Stop" sign installation. Caltrans Warrant No.
5, "on a minor street where the safe approach speed to the intersection is less than 10 miles per hour".
Staff has also conducted a speed study on Preece Lane between Via Fanin and Via Mondo, the results are as
follows:

Preece Lane is a 44 foot wide street with no driveway access, therefore, the residential prim facie speed limit
of 25 MPH does not apply. One of the California Vehicle Cede (CVC) requirements for residential district
is that the street width must be 40 feet or less.
Upon acceptance of the easterly half of the Preece Lane into the City Maintained Street System, an engineering
and traffic survey will be conducted on this street to determine the appropriate speed limit. The established
speed limit will then be posted and enforced.

Our Association previously corresponded with you last September 13, 1995 regarding traffic controls w~thin
ourcommunity, You subsequently responded on September 27, 1995 stating that file would be opened
and the appropriate studies conducted. Please note that the original correspondence came from Anthony
Andreo~a of Elite Commun/ty Management. Disregard this information, as we have opened our own
management office and are no longer with Elite.
Accordingly, we are formally requesting the status of the field investigations. In addition, we would like to
add a street to our reques~ for traffic controls. The area in question is Preece Lane that seems to be "ace
track" to many residents and nonresidents looking to cut through the lights along Ynez (between Rancho
V~sta and Santiago Roads). Several homeowners have voiced a concern overthis street and seeming lack
of speed control by the City,

POLICY
Stop Signs and Yield Signs
· Stop Signs
The STOP sign (R1) shall be used where traffic
is required to stop except at signalized intersections.
The STOP sign shall be an octagon with white mes-
sage and I~order on a red background. The standard
size shall be 30 x 30 inches. Where greater emphasis
or visibility is required, a larger size is recommended.
On local streets and secondary roads with low ap-
proach speeds and low volume, a 24 x 24 inch size
may be used.
At a multiway stop intersection, a supplemental plate
(R1-3 or R1-4) should be mounted just below each
STOP sign.
The numeral on the supplementary plate shall corres-
pond to the number of approach legs, or the legend
ALL-WAY (R1-4) may be used. The plate shall have
white letters on a red background.
A red flashing beacon or beacons may be used in
conjunction with a STOP sign. See Section 9-08
(Flashng Beacons).
Secondary messages shall not be used on STOP sign
faces.
Warrants for STOP Signs
Because the STOP sign causes a substantial incon-
venience to motorists, it should be used only where
warranted. A STOP sign may be warranted at an inter-
section where one or more of the following con-
ditions exist:
1. On the less important road at its intersection with
a main road where application of the normal right
of way rule is unduly hazardous as evidenced by
accidents susceptible to correction by STOP
signs.
2. On a county road or city street 'at its intersection
with a state highway.
3. At the intersection of two main highways. The
highway traffic to be stopped depends on ap-
proach speeds, volumes, and turn!ng movements.
4, On a street entering a legally established through
highway or street.
5. On a minor street where the safe approach speed
to the intersection is less than 10 miles per hour,
6. At an unsignalized intersection in a signal-
ized area.
7. At other intersections where a combination of high
speed, restricted view, and accident record indi-
cates a need for control by the STOP sign.

The Maintenance Crew has also put in 75 hours of overtime which includes standby time, special
events and response to street emergencies.

POLICE DEPARTMENT ACTIVITY REPORT FOR APRIL, 1996
The following report reflects Part One Crimes, traffic enforcement and miscellaneous activity
occurring during April of 1996.
Part One Crime statistics are broken down by individual districts within the City, providing stable
parameters for monitoring criminal activity, and aiding in planning police resource deployment.
The Police Department issued 380 citations last month, which compares with 397 issued in April of
1995. The number of traffic collisions decreased slightly over that reported last year. Temecula
experienced one fatal traffe collision last month.
Arrests for driving under the influence of alcohol increased by three over April of 1995.
Reported burglaries increased from last year, while reported grand thefts, felony assaults and auto
theft decreased. None of these changes are viewed as statistically significant. Total arrests made
during the month increased slightly over 1995.
The Police Department responded to thirty-six "priority one" calls for service during the month of
April, with an average response time of slightly over seven minutes. A total of 2,026 calls for police
service were generated in the City of Temeeula during the month.
The Police Department's Special Enforcement Team made thirty-seven arrests for narcotics related
offenses last month, and wrote and served five search warrants. The Team seized mcthamphetamine,
heroin and marijuana with an estimated street value exceeding 150,000 dollars.

The Police Department's two School Resource Officers were "off track" during the month, and
therefore temporarily assigned to the patrol function. Both officers attended a School District
sponsored Leadership Training Seminar focusing on issues of prejudice and diversity, The seminar,
facilitated by Dr. Minta Brown of the State Office of Education, was enjoyed by both officers.
The Police Department's two crime prevention officers conducted fifty-one business checks last
month. One article concerning protecting children from crime and violence was completed and will
appear in the May edition of the Valley Business Journal. Two neighborhood watch meetings were
held. One cdme prevenfion officerjoined lnvestigator John Cook, School Resource officer Rudy
Navarro and Pete Labahn at a community forum on sex crimes at Nicholas Valley Elementary School
on April 8, 1996.
On Saturday, April 13, 1996, Crime Prevention Officers and other Police Department personnel
conducted a "sting" operation in response to complaints concerning sales of alcohol to Temecula area
youth by a number of establishments. Thirteen businesses were targeted for enforcement. Eight of
the thirteen businesses demonstrated proper practices when approached by our operative, and were
commended on the spot for their compliance with State law and their demonstrated commitmere to
the public safety. Five businesses received citations for violations.
The Police Department was heavily involved in delivery of security services for this year' s Balloon
and W'me Festival, and will participate in after action planning to ensure that next year's event is also
a SUCCESS.
Volunteers from the community continue to be an integral pan of the Temecula Police Departmant's
staff.. Under the guidance of volunteer coordinator Ed Bekas, the Police Depanmant's volunteer staff
contributed 389 hours of service in April.

April 1995 Activity Report
The following reflects the monthly fire suppression and fire prevention activity of your fire
department for the month of April, 1995.
Approximately 2,200 people were contacted this month through our ongoing fire prevention
and education activities within the City. Some of these activities were for pre-schools, cub scouts,
station tours, the annual health fair at the Target parking lot, and also some fire extinguisher
classes for employees of the municipal court, Brentwood Montessori school, and Rancho
California Medical.
Responses to vegetation fires throughout the county are on the increase, and soon we will be
experiencing fires within and adjacent to the City of Temecula. Fire season will open officially
on Monday, May 6, 1996 for all areas protected by CDF (Ca. Dept. Of Forestry and Fire
Protection). The second annual Temecula Public Safety Expo has been postponed back to
November, 1996 due to many activities in the City and the very active fire occurrences so early
in the season this year. There is concern that many of the fire resources would not be able to
attend due to being needed for suppression and support of fire incidents.
Thank you for your continued support for your fire service personnel. There are so many
activities and challenges within our community and it is a pleasure working with you all to meet
these challenges.
